PREAMBLE :
The project proposal of M/s Mellbro Sugars Private Ltd., to establish “3500 TCD Sugar and 19 MW Co-gen in the 1st Phase and
60 KLPD Distillery in the 2nd Phase”, at Shirur Village, Bagalkote Taluk & District with an investment of `. 331.26 crore, generating
employment to about 270 persons was approved in the 98th State Level Single Window Clearance Committee (SLSWCC) meeting held
on 20.03.2017 and Government Order read at (3) above has been issued.

Now, the company vide its letter dated 28.06.2017 read at (4) above has informed that due to some unforeseen reasons they
requested to remove the following three survey numbers (1054/4, 1054/6, 1123/3) from the approved project proposal and accord
approval to include four more survey numbers (1080/1, 1079/1A+1B/1, 1123/2 & 1072/1) in the project proposal. After this the total
extent of land to be purchased u/s 109 would be 100 acres and 34 guntas.
In the 35
th SHLCC meeting held on 14.05.2014, the committee noted that some of the projects approved earlier, which require
minor changes in the Government Orders needed to wait till the subsequent SHLCC or SLSWCC meeting took place and this would
delay the implementation of the projects. After detailed discussion, the committee authorized Additional Chief Secretary to Government,
Commerce and Industries Department to amend the Government Orders / Approval letters and to place such issues before the next
SHLCC/SLSWCC for ratification.
Hence the following order.

Government is pleased to accord approval to exclude the three survey numbers viz 1054/4, 1054/6, 1123/3 and to include four

PREAMBLE :
The Government vide Order No. CI 511 SPQ 2013 dated: 07.08.2014 has approved the allotment of land by KIADB in their
industrial areas including single unit complexes and housing complexes on lease for a period of 99 years. The Government vide Order
No. CI 511 SPQ 2013 dated: 07.07.2015 has issued corrigendum order by amending some clauses in the Government Order dated:
07.08.2014.
Further, the Government vide Order No. CI 15 SPQ 2017 dated 09.03.2017 has issued Corrigendum Order for Government
Orders CI 511 SPQ 2013 dated 07.08.2014 & 07.07.2015 by excluding Central Government Undertakings / PSU’s/ State Government
Undertakings, Single Unit Complexes and Housing Complexes out of 99 years lease ambit.
The Commerce & Industries Department vide letter No. CI 203 CSC 2014, dated 13.04.2015 informed the KSSIDC that to allot
the land / shed to Micro & Small Enterprises on 99 years lease basis as per the Government Order No. CI 511 SPQ 2013
dated: 07.08.2014.
The Hon’ble Chief Minister in his Budget Speech 2017-18, vide Para 404 announced that “instead of the existing 99 year lease
basis, industrial land / site will be distributed up to 2 acres to small and very small entrepreneurs by the Karnataka Industrial Area
Development Board and Karnataka State Small Industries Development Corporation on 10 year lease / sale basis”.
The Commissioner for Industrial Development and Director of Industries & Commerce Department vide letter dated 22.04.2017
has submitted the proposal to issue Government Order for allotment of land/ shed by KIADB & KSSIDC on 10 years lease-cum-sale
basis instead of 99 years lease upto 2 acres of land to Micro & Small Enterprises as defined under MSMED Act, 2006.
The allotment of land up to 2 acres on lease-cum-sale basis to Micro & Small Enterprises only, will curtail the development of
Small Enterprises who would not be able to develop into Medium Enterprises and consequently stunting Small Enterprises growth.
There is a need to remove the restrictions on the allotment of 2 acres on lease-cum-sale basis to Micro & Small Enterprises and to

promote Medium Enterprises, it is suggested to allot 2 acres of land on lease-cum-sale basis to Micro, Small & Medium Enterprises as
defined under MSMED Act, 2006.
Hence the following order:

In the circumstances explained above, Government is pleased to issue corrigendum order for the Government Orders No. CI
511 SPQ 2013 dated 07.08.2014 & 07.07.2015 and CI 15 SPQ 2017, dated 09.03.2017 as below:
1)
Replace the existing Clause-I of G.O. No. CI 511 SPQ 2013, dated 07.08.2014 and Sl.No.1 of G.O. No. CI 15 SPQ 2017,
dated 09.03.2017 with the following:
“Government is pleased to approve the allotment of land by KIADB in their Industrial Areas on lease for a period of 99
years, excluding Micro, Small & Medium Enterprises up to 2 acres of land, Central Government undertakings/ PSU’s,
State Government undertakings/ PSU’s, Central-State Joint Venture Companies, Single Unit Complexes and Housing
Complexes”.
2)
Insert the following at Sl.No.9 of G.O. No. CI 15 SPQ 2017, dated 09.03.2017:
“Government is pleased to approve the allotment of land / shed by KSSIDC in their Industrial Estates on lease-cum-
sale basis up to 2 acres to Micro, Small & Medium Enterprises”.

In case of allotment of land up to 2 acres to Micro, Small & Medium Enterprises, on lease-cum-sale basis the following
guidelines have to be adhered:
The lease-cum-sale basis period shall be fixed for 10 years and the sale deed should not be executed before
completion of 10 years from the date of execution of lease-cum-sale deed, even though the project is implemented
and 50% or more than of the area allotted has been utilized. Enterprises have to clear all the dues before
execution of absolute sale deed. After execution of sale deed, the land/shed shall be utilized only for industrial
purpose.
The Micro, Small & Medium Enterprises will be defined as per MSMED Act, 2006 which is mentioned below:

The definition of Micro, Small & Medium Enterprises as indicated above shall automatically stand revised as and when GoI
makes any changes in such definition.
This policy is applicable only to Micro, Small & Medium Enterprises registered under MSMED Act, 2006 and for other
activities the lease period will be 99 years.
The proposed above Policy will also be applicable to those Micro, Small & Medium Enterprises who have executed
lease deed for 99 years/ taken allotment letter for 99 years i.e., the policy will be applicable retrospectively.
If any hurdles / problems occur during the implementation of this Scheme, KIADB/KSSIDC has to take approval of the
Commerce & Industries Department for implementation of the Scheme.
This order is issued with the concurrence of Finance Dept. vide its Note No. FD 189 Exp-1/17, dated 18.05.2017 &
Endorsement in File No. CI 105 SPI 2017, dated 06.06.2017 and Planning Dept. vide its Note No. PD 36 FRO 2017, dated 15.05.2017

PREAMBLE :
M/s Molex India Pvt. Ltd. has proposed to establish a unit for “Electronics Hardware – Harness/Cable Assemblies,
Connector/Connector components”, with an investment of `.340.00 crore, generating employment to about 4,161 persons at Aerospace
Park area of Hi-tech, Defence and Aerospace Park, Devanahalli Taluk, Bengaluru Rural District.
In the 39th Land Audit Committee meeting held on 30.05.2017, the Committee resolved to recommend to SLSWCC for approval
of the project of M/s Molex India Private Limited to set up “Electronics Hardware - Harness/ Cable Assemblies, Connector / Connector
components” and KIADB to transfer the lease hold rights of 20 acres of land at Plot Nos.61-P, 62 & 63 in Aerospace Park area of Hi-
tech, Defence and Aerospace Park, Devanahalli Taluk, Bengaluru Rural District, from M/s Tyco Electronics Connectivity India Ltd. to
M/s Molex India Pvt. Ltd. as per the terms and conditions of transfer of lease hold rights stipulated by KIADB.
The proposal was examined & approved in the 100th State Level Single Window Clearance Committee (SLSWCC) Meeting
held on 20.06.2017. Government has examined the recommendations made by the State Level Single Window Clearance Committee in
all aspects.
Hence the following order.

Sanction of the above infrastructure assistances, incentives and concessions is subject to the following Terms and
Conditions:
1.
Environment: The company to obtain Consent for Establishment and Consent for Operation from KSPCB and environmental
clearance from MoEF, Govt. of India or the Dept of Forest, Ecology & Environment, Govt. of Karnataka, if applicable.
2.
Employment: The Company shall comply with the provisions of applicable Policy of the State of Govt. of Karnataka with
respect to local employment on the project. Prepare a plan for development of Human Resources required for the project,
train local people. A copy of Human Resources Development plan shall be sent to the Commissioner for Industrial
Development & Director of Industries and Commerce for monitoring.
3.
Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor
development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local
vendor units. A copy of the vendor development plan shall be sent to the Commissioner for Industrial Development & Director
of Industries and Commerce for monitoring.

4.
Social Infrastructure Development: The Company is advised to take up social infrastructure development projects in the
vicinity of the proposed location of the unit and comply with the stipulation of Company Act 2013. A copy of such projects shall
be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.
5.
Others:
a)
The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero
discharge facility should be adopted wherever applicable.
b)
The company shall take all statutory and other necessary clearances from the competent authorities including Govt. of
India.
c)
As part of “Ease of Doing Business” Government vide order No. CI 89 SPI 2013, Dated: 20.12.2014 has accorded
approval to operationalise e-Udyami Phase II for obtaining various clearances / approvals / licenses etc. through
common e-platform for the projects approved through District Level Single Window Clearance Committee (DLSWCC) or
State Level Single Window Clearance Committee (SLSWCC) or State High Level Clearance Committee (SHLCC) w.e.f.
01.01.2015.

f)
Karnataka Udyog Mitra (KUM) would provide the necessary escort services for the speedy implementation of your
project. You are requested to inform the progress made in the implementation of the project every quarter in the
proforma.
This approval is valid for a period of two years from the date of issue of this Government Order.

In the 40th Land Audit Committee meeting held on 15.06.2017, the Committee resolved to recommend to SLSWCC for approval

As per applicable Policy of the State
Sanction of the above infrastructure assistances, incentives and concessions is subject to the following terms and
conditions:
1.
Environment: The company to obtain Consent for Establishment and Consent for Operation from KSPCB and environmental
clearance from MoEF, Govt. of India or the Dept of Forest, Ecology & Environment, Govt. of Karnataka, if applicable.
2.
Employment: The Company shall comply with the provisions of applicable Policy of the State of Govt. of Karnataka with
respect to local employment on the project. Prepare a plan for development of Human Resources required for the project,
train local people. A copy of Human Resources Development plan shall be sent to the Commissioner for Industrial
Development & Director of Industries and Commerce for monitoring.
3.
Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor
development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local
vendor units. A copy of the vendor development plan shall be sent to the Commissioner for Industrial Development & Director
of Industries and Commerce for monitoring.
4.
Social Infrastructure Development: The Company is advised to take up social infrastructure development projects in the
vicinity of the proposed location of the unit and comply with the stipulation of Company Act 2013. A copy of such projects shall
be sent to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.
5.
Others:
a)
The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero
discharge facility should be adopted wherever applicable.
b)
The company shall take all statutory and other necessary clearances from the competent authorities including Govt. of
India.
c)
As part of “Ease of Doing Business” Government vide order No. CI 89 SPI 2013, Dated: 20.12.2014 has accorded
approval to operationalise e-Udyami Phase II for obtaining various clearances/approvals/licenses etc. through common
e-platform for the projects approved through District Level Single Window Clearance Committee (DLSWCC) or State
Level Single Window Clearance Committee (SLSWCC) or State High Level Clearance Committee (SHLCC) w.e.f.
01.01.2015.

PREAMBLE :
The project proposal of M/s Dhruvdesh Metasteel Pvt. Ltd., to establish “Mini Integrated Steel Plant with 10 MW Captive Power
Plant” with an investment of `.145.78 crore in 46.07 acres of land at Hirebaganal Village, Ginegera Post, Koppala District was approved
in the 13th SHLCC meeting held on 13.03.2008 and the Government Order was issued vide read at (2) above.
Further, the 33rd SHLCC in its meeting held on 19.11.2013 accorded approval for extension of time to implement the project by
two years up to 12.01.2016. Accordingly Government Order was issued vide read at (4) above.
Now, the company vide its letter dated 21.04.2017 has submitted that, they have already commissioned the “Second Unit of 100
TPD Sponge Iron and 10 MW Captive Power Plant” with a capital investment of `.120.00 crore and created employment for about 300
persons. But however all the facilities are not implemented due to the following reasons:
a.
Mining Lease- The allotted ore reserve in Chikanayakanahalli of about 1 Million TPD is insufficient.
b.
Mining Lease is not executed due to overlapping of leases allotted to various companies.
c.
Proposal of Mining department for revised survey due to shortage of forest land etc.
d.
On absence of the sufficient ore, company is compelled to purchase iron ore from the open market at very high rates
which have affected the margins. Under these circumstances Bankers have advised the company to implement the
project in Phases.
e.
The procedural delay in taking physical possession of land.
f.
Bankers have expressed their support for funding of the project subject to the Government’s approval for extension of the
period.
In view of the above, company has requested for extension of time for further four years to implement the project.
The proposal was examined & approved in the 100th State Level Single Window Clearance Committee (SLSWCC) Meeting
held on 20.06.2017.
Government has examined the recommendations made by the State Level Single Window Clearance Committee in all aspects.

PREAMBLE :
The State High Level Clearance Committee, in its 21st meeting held on 29.03.2010 approved the project proposal of
M/s Chamundeshwari Sugars Ltd., to modernize and expand by increasing cane crushing capacity from “1250 TCD to 3500 TCD &
Cogen Power from 1.5 MW to 18 MW”, with an investment of `.145.82 crore in the existing leased land of 99 Acres 31 guntas from
M/S Hemavathi Sahakari Sakkare Karkane at Srinivasapura Village, Channarayapatna Taluk, Hassan District. Accordingly, Government
Order was issued vide read at (2) above.
The validity of Government Order has expired on 25.04.2012. Company has requested for extension of time and subject was
placed in 91st SLSWCC meeting held on 30.04.2016 and the Committee has accorded approval for extension of time by one year i.e
upto 09.05.2017 and Government Order issued vide read at (4) above.
Company vide their letter dated: 24.05.2017 has informed that the delay in implementing the project was due to financial
problems of Demonetisation & payment to labour force was hit due to restriction on cash transaction & limit of drawal & disbursement.
Further it is submitted that they have taken following effective steps towards implementation of the expansion project &
requested for further extension of time till 31st December, 2017.
Erection of plant & machinery likely to be completed by September 2017.
Commercial operation likely to start from December, 2017
Civil foundation & structural work is in progress.
Plant & machinery for Co -Gen has arrived at site.
Power purchase agreement with CESCOM executed on 20.02.2017.
KPTCL vide their letter dated: 19.01.2017 have accorded approval for evacuation scheme of Co-gen project.
Expansion of Sugar plant proposed in two stages from 1250 TCD to 2500 TCD & from 2500 TCD to 3500 TCD now
proposed in single phase in view of technical & efficiency parameters & hence delay.
IREDA has sanctioned loan of `.76.00 crore towards setting up of 18 MW Co generation plant & South Canara DCC
Bank has sanctioned `.65.00 crore towards Sugar Plant expansion. These two institutions have already released the
loan installments prorate to supply of machinery.
In view of the above, the company has requested for extension of time upto 31.12.2017 for completion of the project. The Unit is
leased for a period of 30 years up to year 2036-2037.

and allotment of 32.00 acre of land at Bidadi Industrial Area, Ramanagar District vide Government order CI 44 SPI 2008,
Dated 15.04.2008.
Subsequently, on the request of the promoter in the 22nd State High Level Clearance Committee meeting held on 24.05.2010
approval was accorded for change of extent of land from 32.00 acre to 49.39 acre at Kodugrki and Yemarahalli Villages of Devenahalli
Taluk, Bengaluru Rural District and recommended KIADB to acquire and allot land as SUC.
KIADB in its 344th board meeting accorded approval for allotment of 30 acre of land to BCCI in High-tech Defence and
Aerospace Park, KIADB Industrial Area, Bengaluru Rural District.
KIADB vide allotment letter dated 04.11.2016, allotted 25.00 acre of land at plot No. 14, 15 & 16 of High-tech Defence and
Aerospace Park (IT Sector), KIADB Industrial Area, Bengaluru Rural District. Subsequently, Lease Agreement for 25.00 acres of land
has been executed on 18.05.2017
Further, the Board of Control for Cricket in India (BCCI) vide their application dated 27-05-2017 have requested for allotment of

Bengaluru Rural District, for creating State of the Art facility for the proposed “Cricket Academy” including Clinic with rehabilitation

of allotment of additional 15 acres of land (adjoining to earlier allotted land) by KIADB in IT Park area of Hi-tech, Defence and

Project proposal of M/s MRN Cane Power India Ltd. Bagalakote to establish a “5000 TCD Sugar plant, 30 MW Co-gen and 60
KLPD Ethanol plant” with an Investment of `. 418.87 crore in 233 Acres of Land, out of which 163 Acres to be purchased U/S 109 of
KLR Act and 70 Acres to be acquired and allotted by KIADB as SUC at Kallapur and Khanapur Village, Badami Taluk, Bagalakote
District was approved in the 25th SHLCC meeting held on 14.07.2011. Accordingly Government Order was issued vide read (2) above.
The company vide its letter dated 28.08.2015 has requested approval for granting extension of time by two years to implement
the project and the subject was placed in 22nd LAC meeting held on 28.12.2015 and Committee advised to send the proposal to
Commerce and Industries for grant of extension of time by 2 years from now to implement the project subject to ratification of SLSWCC
meeting. Accordingly, Government Order was issued vide read (5) above. The subject was placed and ratified in 91st SLSWCC
meeting held on 30.04.2016.
Further, Company has submitted an online application on 07.05.2016 for approval of Expansion Plan by Increasing in crushing
capacity from 5000 TCD to 10000 TCD, increase in Co-Gen power from 30 MW to 70 MW with an additional investment of `.
74.14 crore. The subject was placed and approved in 93rd SLSWCC meeting held on 03.08.2016 and Government Order was issued
vide read (8) above.
Now, company vide its letter dated 15.05.2017 have requested for issue of corrigendum to Government Order dated 18.08.2011
seeking approval for allocation of 7.50 MLD of water from Malaprabha River instead of Krishna River. It is informed that Krishna River is
flowing at a distance of about 60 kms which is far and expensive rather than drawing water from Malaprabha River which is about 6
kms from the plant.

PREAMBLE :
Project proposal of M/s Fortune Cotton and Agro Industries to establish a Cotton Textile Processing Unit of “Cotton Ginning,
Bales Pressing, Cotton Seed Oil Expelling, Cotton Seed Oil Refining, Cotton Lint Spinning” at Gourampur Village, Haveri Taluk and
“4 MW Captive Power Generation” at Kusalapur Village, Shirhatti Taluk, Gadag District was approved in the 29th SHLCC meeting held
on 06.09.2012. Accordingly Government Order was issued vide read (2) above.
In the 35th SHLCC meeting held on 14.05.2014, vide Government order No. CI 345 SPI 2012, dated 27.06.2014 has accorded
approval for manufacture of additional products and additional investment of `. 36.00 crore which is treated as integral part of the cotton
processing unit.
In the 37th SHLCC meeting held on 27.03.2015, vide Government order No. CI 345 SPI 2012, dated 20.05.2015 accorded
approval for extension of time for a further period of two years valid upto 19.05.2017.
Company in their letter No. FCAI/251/17-18, dated 17.05.2017 and 19.05.2017, have requested to for change of location of
captive power plant from R/S No. 44/1 of Kusalapura Village, Shirahatti Taluk, Gadag District to R/s No. 106/5 of Devasamudra Village,
Molkalmuru Taluk, Chitradurga District and Edible Oil Refinery from R/s No 176/2, Maruthi Nagar, Gokul Road, Hubli Taluk, Dharwar
District to R/s No. 71 & 72, Chabbi Village, Hubli Taluk, Dharwad District and extension of time till 31.08.2017 for implementation of the
project.
The proponent of the company has informed that based on the above approvals the Project is being implemented in a phased
manner and have taken following steps in implementing the project;
1.
In the initial phase have made an investment of `. 16.32 crore in fixed assets as of March 2014, for the establishment of
Cotton Ginning, Bales Pressing, Cotton Seed Oil Expelling and Cotton Seed Oil Refining unit at RS No.64C, Gourampur
Village, Haveri. Since investment in plant and machinery has exceeded `.10.00 crore they have obtained IEM Part II from
the Ministry of Commerce and Industry, Government of India, which mentions the date of commencement of production as
24th March 2014.
2.
They have informed that investments in Fixed Assets of `.16.32 crore made under the Industrial policy 2009-14 were
eligible for availing Interest free VAT loan, and had have obtained Eligibility Certificate from Joint Director, DIC, Haveri on
08.01.2016.
3.
Have imported automatic silk reeling machinery from China worth of 177000 US$, installation of the same in under way.
4.
For implementation of captive power project, have obtained necessary approval from Energy Department dated
21.04.2017 to set up 2 MW power project for captive use at Devasamudra Village, Molkalmuru Taluk, Chitradurga District
and have entered into agreement for purchase of land of R/s No. 106 measuring 6 acre 32 gunta.

For implementing Edible Oil Refinery, they have entered in to lease agreement for a period of 15 years at R/s No. 71
measuring 18 Acre 27 Gunta and R/s No. 72 measuring 16 acre 27 gunta of Chabbi Village, Hubli Taluk, Dharwar District
and will be commencing production by 31.08.2017.
And have informed that the total investment of Silk Reeling, Edible Oil Refinery and Captive Power Project would be around
`.22.00 crore.
The company has sought approval of the following;
1.
Change of location of captive power plant from R/S No. 44/1 of Kusalapura village, Shirahatti Taluk, Gadag District to R/s
No. 106/5 of Devasamudra Village, Molkalmuru Taluk, Chitradurga District.
2.
Change of location for setting up Edible Oil Refinery from R/s No 176/2, Maruthi Nagar, Gokul Road, Hubli Taluk, Dharwar
District to R/s No. 71 & 72, Chabbi Village, Hubli Taluk, Dharwar District.
3.
Extension of time till 31.08.2017 for implementing the project, which is last date of commencing production of the
proposed industrial activities for availing incentives under the industrial policy 2009-14.
The proposal was examined & approved in the 100th State Level Single Window Clearance Committee (SLSWCC) Meeting
held on 20.06.2017.
Government has examined the recommendations made by the State Level Single Window Clearance Committee in all aspects.
Hence the following order.

PREAMBLE:
According to the orders issued in G.O. dated 8.05.97 read at (1) above, a Government servant who has reached the maximum of
time scale of pay or Selection Time Scale of pay under the Karnataka Civil Services (Time Bound Advancement) Rules, 1983 or Senior
Scale of pay under the Karnataka Civil Services (Automatic Grant of Special Promotion to Senior Scale of pay) Rules, l991 and who is
granted Selection Time scale/Senior Scale of pay or is promoted to higher post on or after 1-4-96 before accrual of stagnation
increment, if he so desires shall give an option in writing to continue in the scale of pay of the lower post or in the Selection Time Scale
or Senior scale of pay as the case may be until he gets the benefit of stagnation increment, to the authorities specified there in within
three months from the date of grant of Selection Time scale of pay or Senior Scale of pay or promotion as the case may be or from the
date of issue of the said orders, whichever is later.
In the Government orders read at (2) & (3) above, the time limit specified for exercise of option for Stagnation Increment was
extended upto 31-12-99 & 31-07-2012 respectively.
Several cases have been brought to the notice of the Government, wherein requests have been made by Government servants
to further extend the time limit for exercise of option for stagnation increment as there is anomaly in the pay of the Senior Government
Servants who have failed to exercise timely option for stagnation increment in terms of Government orders dated 08-05-1997,
30-08-1999 and 07-05-2012 read at (1), (2) and (3) above.

Government are pleased to extend the time limit for giving option by the Government Servants who have reached the maximum of
the time scale of pay/ Selection Grade Pay Scale or Selection Time Scale of Pay under the KCS (TBA) Rules, 1983 or Senior Scale of
Pay under the KCS (Automatic Grant of Special Promotion to Senior scale of pay) Rules 1991 and who are granted Selection Time
Scale of pay, Senior Scale of pay or are promoted to higher post on or after l-4-1996 before accrual of stagnation increment to continue
in the scale of pay of the lower post or Selection Time Scale or Senior Scale or Selection Grade Pay Scale, as the case may be, until
they get stagnation increment for a further period upto 04-10-2017 or until further orders whichever is earlier.
The Heads of the Departments should bring the contents of this order to the notice of all concerned immediately for necessary
action.
