ಷರൡ౨ಗำ:
(i) Concerned Deputy Commissioner should ensure that the materials used are of good quality and
the work should be carried out under the strict supervision of Nirmithi Kendra Engineers. Dy.
Commissioner should ensure that cost effective building materials manufactured by
NirmithiKendras are used for construction of buildings.
(ii) The technical estimates prepared by Nirmithi Kendra shall be scrutinized by KARNIK / PWD
compulsorily. If the technical estimates are to be scrutinised and sanctioned by any other
competent authority, other than KARNIK, it should be done only with prior approval of Dy.
Commissioner based on templates issued by KARNIK.
iii) The estimate of building works for Nirmithi Kendra may be upto 5% lower than the current SR
for PWD.
(iv) Exemption to be given to all types of work pertaining to buildings entrusted to NirmithiKendras.
Works pertaining to bituminous road / Macadam Road shall not be given to NirmithiKendras as
they do not have expertise in those works.
(v) Works other than building works like construction of rigid pavements, drains (using pre-cast
drain slabs), pre-cast covered slabs for drains, construction of footpath using pre-cast blocks etc.,
shall have a minimum component of 1/3rd of the pre-cast materials manufactured at
NirmithiKendras. Further, the estimated cost of such non-building works shall be at least 5% less
than current PWD SR for such works using regular technology.

The draft of the following regulations further to amend the Bangalore Water Supply Regulations,
1965, which the Bangalore Water Supply Sewerage Board proposes to make in exercise of the powers
conferred by sections 16, 61and 88 of the Bangalore Water Supply & Sewerage Act, 1964 (Karnataka Act 36
of 1964) with previous approval of the State Government is hereby published as required by the sub section
(2) of Section 88 of the said Act, for the information of all persons likely to be affected thereby and notice is
hereby given that the said draft will be taken into consideration after Thirty days from the date of its
publication in the official Gazette.
Any objection or suggestion which may be received by the Board from any person with respect to
the said draft before the expiry of the period specified above will be considered by the Board. Objections and
suggestions may be addressed to the Chairman, the Bangalore Water Supply and Sewerage Board, Cauvery
Bhavan, Bangalore560009.
Draft Regulation
1. Title and Commencement:- (1) These regulations may be called the Bangalore Water Supply
(Amendment) Regulation, 2020.
(2) They shall come into force from the date of their final publication in the official Gazette.
2. Amendment of regulation 5.- In the Bangalore Water Supply Regulations, 1965, in regulation 5, in
sub-regulation (3), after clause (j), the following shall be inserted, namely:-
“(k) In case of parking area at the basement and stilt floor, fifty percent of prorata charges specified
under sub-regulation (3) shall be levied and collected by the Board on the total built up area.

(Rain water Harvesting) Regulations, 2010, which the Bangalore Water Supply Sewerage Board proposes to

Sewerage Act, 1964 (Karnataka Act 36 of 1964) with previous approval of the State Government is hereby
published as required by the sub section (2) of Section 88 of the said Act, for the information of all persons
likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration
after thirty days from the date of its publication in the official Gazette.

Draft Regulation
1. Title and Commencement:- (1)These regulations may be called the Bangalore Water Supply and
Sewerage (Rain Water Harvesting) (Amendment) Regulations, 2020.
(2) They shall come into force from the date of their final publication in the official Gazette.
2. Substitute of regulation 6:- In the Bangalore Water Supply and Sewerage (Rain Water
Harvesting) Regulations, 2010 (herein after referred as the said regulations) for regulation 6 the
following shall be substituted, namely:-
“6. Capacity designing of rain water storage structure:- (1) In respect of roof top rain water
harvesting the capacity of storage structure or for artificial recharge structures to ground water, a
provision at the rate of not less than 60 liters per square meter shall be adopted.
(2) In respect of land based rain water harvesting the capacity of storage structure or artificial
recharge structure to ground water, a provision at the rate of not less than 30 liters per square meter of
land surface shall be adopted.”
3.
Insertion of new regulation 9:- After regulation 8 of the total regulations, the following
shall be inserted, namely:-
“9. Certification of implementation of rain water harvesting unit:- The implementation of rain
water harvesting shall be certified by the Board Engineers or by the third party agencies accredited or
empanelled by the Board.

1. Title and Commencement:- (1) These regulations may be called the Bangalore Water Supply
(Amendment) Regulations, 2020.
(2) They shall come into force from the date of their final publication in the official Gazette.
2. Insertion of new Regulation 43-A and 43-B:- In the Bangalore Water Supply Regulation, 1965,
after regulation 43, the following shall be inserted, namely:-
“43-A. Obligation to provide internal-meters:- Every owner or occupier of a building
having sital area of not less than 2400 square feet and building having three or more houses or every
owner proposes to construct a building on a sital area of not less than 1200 square feet and building
having three or more houses shall install their own internal meters for judicious consumption of
water, within such date as may be notified by the State Government. However, the readings of such
internal-meters shall not be used for billing or any case to dispute the readings of the meter provided
by the Board, in any legal proceedings.
43-B. Obligation to provide Automatic water level control system:- Every owner or
occupier of a building shall install Automatic water level control system or any other suitable
devices to prevent the overflow of water, automatically from the over head tanks. The punishment
for breaching this regulation shall be imposed under regulation 55. Further, if the breach is
continued, action shall be taken under regulation 44.
3. Amendment of regulation 55:- In regulation 55 of the said regulations, after the figure “27”, the
figure and letter “43-B” shall be inserted.
