The Superintending Engineer, Irrigation Central Circle,

Thrissur on behalf of the Governor of Kerala invites bids for

Pre-qualification and competitive tender for award of work in

separate sealed covers for the following work from

Registered ‘A’ Class contractors/firms of Kerala Irrigation

Department/K.P.W.D., who are financially stable. Intending

contractors/firms should have previous experience of

completing at least one single work for an amount of 50%

estimate value of the work intended to be executed.

Name of work—TRP-ASE-Reformation of damaged sea

wall for a length of 800m between C.P. 3976 and

3980 at Anchangadi in Kodungallur Taluk.

the Executive Engineer. No tender excess is admissible for

the cost of gabion boxes.

Conditions

Registered ‘A’ Class contractors/firms in Kerala

Irrigation Department or KPWD who have experience in

carrying out large works and who consider themselves capable

of carrying out the work may obtain Pre-qualification

documents and the tender documents from the office of the

undersigned on any working day between 11 a.m and 4 p.m.

as detailed above on payment of Rs. 4,000 +VAT in cash

directly. Those who require further copies of the documents

may pay Rs. 2,000+VAT for each additional copy.

Prospective contractors/firms should have completed

at least one work of 50% estimate value of the work now

tendered, within the last five years. A certificate to this effect

from the agreement executing authority of the completed work

shall invariably be submitted along with the application for

P. Q. documents and Tender Documents, failing which the

P.Q. Documents will not be issued to him. The certificate

should contain the details such as, Name of work, Agreement

No., date of starting the work, Date of completion, Time of

completion as per orginal agreement, Estimate/Revised

estimate amount of the work. The contractors/firm should

attach an affidavit along with the P.Q. documents stating

whether or not any works carried out by him or them were

terminated due to his/their fault.

The P.Q. Documents and tender Documents will not be

issued after 1 p.m on last issue date under any circumstances.

The duly filled up Pre-qualification Documents 3 Nos., (one

No. orginal and two duplicate) along with E.M.D. and

preliminary agreement in one sealed cover and tender for work

in another sealed cover, writing clearly over the cover

specifying whether it contains P.Q. documents/tender

documents with name of bidder and name of work and then

enclosing these two covers in a single cover duly superscribing

the name of work and name of contractor and send the same

by registered post/speed post (courier will not be accepted)

so as to reach the office of the undersigned before 1 p.m. on

Kerala Gazette No. 7 dated 12th February 2008.

the last date fixed for receipt. The P.Q. documents and Tender

Documents received after the time notified above will not be

considered under any circumstances. The tenders received

after the stipulated date and time due to postal delays or any

other reason will not be considered. The department shall not

be responsible for postal delays. Tender through courier

service/directly will not be accepted. The Department

reserves the right to deny pre-qualification to any of the

applicants and to reject the tender submitted by any of the

applicant without assigning any reason thereto. If the last

date of receipt of the tender happens to be a holiday, tenders

will be received upto the stipulated time on the next working

day. Preliminary agreement on stamp paper worth Rs. 50 duly

filled up and signed and sufficient Earnest Money Deposit

duly pledged in favour of Superintending Engineer, Irrigation

Central Circle, Thrissur, should be enclosed along with the

Pre-qualification documents in sealed cover for the work.

Tenders received without the above mentioned documents

shall summarily be rejected.

The pre-qualification documents alone will be opened

on the PQ bid opening date. After evaluation in the office of

the undersigned the same will be submitted to the Chief

Engineer for approval and final selection by the

Pre-qualification Committee of Chief Engineers. Only those

tenders for works, submitted by contractors/firms who are pre-

qualified by the Chief Engineer’s Committee shall be opened

and scrutinized later on. Tenders of works of contractors/

firms who have not been pre-qualified will be summarily

rejected without opening and the unopened tenders will be

returned to the tenderers on proper receipt.

The date and time of opening of tenders of work of

contractors/firms who are pre-qualified will be intimated to

the concerned well-in advance. Besides security deposit, 10%

Bank Guarantee should be submitted by the selected bidder at

the time of executing agreement. One percent of the value of

work done shall be recovered and released to the Kerala

Construction Workers Welfare Fund from each bill at the time

of payment. The Kerala Value Added Tax Act, 2003 and the

Kerala Value Added Tax Rules, 2005 shall be applicable to

these works contracts. All the conditions contained in

G.O. (P) No. 84/97 dated 19-8-1997, G.O. (P) No. 13/98/PWD

dated 21-2-1998 and G.O. (Ms) No. 43/99/IRD dated

9-6-1999 and other rules prevailing with regard to tender for

works in Irrigation Department and public works Department

will be applicable for this tender also.

the application for P.Q. documents and tender documents,

failing which the P.Q. documents will not be issued to

him. The certificate should contain the details such as,

name of work, Agreement No., date of starting the work,

date of completion, time of completion as per original

aggreement, estimate/revised estimate amount of the work.

The contractors/firms should attach an affidavit along with

the PQ documents stating whether or not any works

carried out by him or them were terminated due to his/

their fault.

The PQ documents and tender documents will not be

issued after 1 p.m. on last issue date under any

circumstances. The duly filled up pre-qualification

documents 3 Nos.(one No. original and two duplicate)

along with EMD and preliminary agreement in one sealed

cover and tender for work in another sealed cover, writing

clearly over the cover specifying whether it contains PQ

documents / tender documents with name of bidder and

name of work and then enclosing these two covers in a

single cover duly superscribing the name of work and the

name of contractor and send the same by registered post/

speed post (courier will not be accepted) so as to reach

the office of the undersigned before 1 p.m. on the last

date fixed for receipt.

The PQ documents and tender

documents received after the time notified above will not

be considered under any circumstances.

The tenders

received after the stipulated date and time due to postal

delays, or any other reason will not be considered. The

department shall not be responsible for postal delays.

Tender through courier service or directly will not be

accepted. The department reserves the right to deny pre-

qualification to any of the applicants and to reject the

tender submitted by any of the applicant without assigning

any reason thereto. If the last date of receipt of the tender

happens to be a holiday, tenders will be received upto the

stipulated time on the next working day. Preliminary

agreement on stamp paper worth Rs. 50 duly filled up

and signed and sufficient Earnest Money Deposit duly

pledged in favour of Superintending Engineer, Irrigation

Central Circle, Thrissur, should be enclosed along with

the pre-qualification documents sealed cover for the

work. Tenders received without the above mentioned

documents shall summarily be rejected.

The pre-qualification documents alone will be opened

on the P.Q. bid opening date. After evaluation in the

office of the undersigned, the same will be submitted to

the Chief Engineer, for approval and final selection by the

Pre-qualification Committee of Chief Engineers. Only

those tenders, for works submitted by the contractors/firms

who are pre-qualified by the Chief Engineer’s Committee

shall be opened and scrutinized later on. Tenders of

works of contractors/firms who have not been pre-qualified

will be summarily rejected without opening and the

unopened tenders will be returned to the tenderers on

proper receipt.

The date and time of opening of tenders of work of

contractors/firms who are pre-qualified will be intimated to

the concerned well-in advance. Besides security deposit,

10% Bank Guarantee should be submitted by the selected

bidder at the time of executing agreement. One per cent of

the value of work done shall be recovered and released to

the Kerala Construction Workers Welfare Fund from each

bill at the time of payment. The Kerala Value Added Tax

Act, 2003 and the Kerala Value Added Tax Rules, 2005

shall be applicable to these works contracts. All the

conditions contained in G. O. (P) No. 84/97 dated

19-8-1997 G.O. (P) No. 13/98/PWD. dated 21-2-1998 and

G. O. (Ms.) No. 43/99/IRD dated 9-6-1999 and other rules

prevailing with regard to tender for works in Irrigation

Department and PWD will be applicable for this tender

also.
