Sealed competitive and superscribed tenders are
invited from competent dealers to supply the Laboratory
Equipment as shown in Annexure I to the State Agmark
Grading Laboratory, Anayara, Thiruvananthapuram.
PAC—Rs. 2 lakhs.
EMD—One percentage of the Provisional Amount of
Contract in the form of Demand Draft drawn in favour of
the undersigned payable at State Bank of Travancore,
Thiruvananthapuram.
Security Deposit—5% of total contract amount
inclusive of EMD to be furnished as above.
Cost of tender forms:
Original—Rs. 400 + VAT @ 12.5% + Additional
VAT @ 10% = Rs. 455.
Duplicate—Rs. 200 + VAT @ 12.5% Additional
VAT @ 10% = Rs. 228.

The sealed cover containing the tender should be
superscribed as the “Tender for supply of UV Visible
Spectro Photometer to State Agmark Grading Lab.,
Thiruvananthapuram.” Late tender will not be accepted.
Tenders will be opened in the presence of such tenderers
or their authorized representatives who may be present at
that time. The price of tender form shall be received only
by cash. Tender should be submitted in the prescribed
form along with an agreement is prescribed format in
Kerala Stamp Paper worth Rs. 50.

and the special condition of the tender should be

The equipment should be supplied and
demonstrated at the Office of State Agmark Grading
Lab, Tathamangalam, Palakkad at tenderer’s own
expense. No transportation cost will be paid.
4.
The successful tenderer should execute an
agreement in stamp paper worth Rs. 50 and deposit
Rs. 10,000 security being the deposit as Demand
Draft in the name of Principal Agricultural Officer,
Palakkad.
5.

“Digital Copier” for an amount of Rs. 50,000 the fund allotted
under UGC Assistance Scheme 2008-09 to the Principal, Govt.
College of Teacher Education, Kozhikode. The last date for

SPECIAL TERMS AND CONDITIONS
1.
The tenderer should state their willingness to
undertake the full responsibility of the equipments
and accessories tendered including their guarantee/
warrantee, a periodic maintenance and routine service
etc. at least one year from the date of purchase.
Also the tenderer should be willing to undertake
AMC after the expiry of the guarantee period, if the
department awards such contract. The AMC will
include calibration of the equipments.

The tenderer should attach brochure in original along
with the tender forms.

The tenderer shall train the concerned officers of the
department on the operation of the equipments.
4.
The price quoted should be in Indian Rupees
inclusive of taxes if any and include the cost of
essential accessories if any and for delivering in the
office of the Senior Joint Director of Factories and
Boilers, Civil Station Kakkanad, Ernakulam.
5.
The rate quoted should be valid up to 31st March
2009.
6.
Payment will be made only after the receiving officer
has taken delivery and the installation of the items
have been made to our satisfaction.

equipment manufacturers or authorized resellers having
authorised service facility/arrangements across the State of
Kerala for the supply/replacement of the following items as
per specification for the use in the Forest Head Quarters
and Sub Offices of the Department spread over all the
14 Districts of Kerala as detailed below:

With the purchase of new Computers, Forest
Department intends to replace the existing 50 Nos.
Computers (35 Nos. PII 350 MHz, 64 MB, 15″ Colour
Monitor plus 15 Nos. PIII 450 MHz, 64 MB, 15″ Colour
Monitor), 35 Nos. 1 KVA Online UPS (with Battery),
35 Nos. Inkjet Printer HP make available in Various Offices
of the department, which we intends to dispose as is
where is. The interested firms can also quote rate on
buy back basis of the existing Computers, UPS and
Printers available with the department. They can inspect
the items on any working days between 10.30 a.m. and
5 p.m. one day before the last date for submitting the
tenders. Separate rates should be quoted for the supply of
new computers/UPS/Printer and purchase of existing
Computers/UPS/Printer. The rates will be evaluated
separately and the final decision on sale of existing
Computers/UPS/Printer and purchase of new Computers/
UPS/Printer will be based on merit only.
SPECIAL CONDITIONS FOR ORIGINAL EQUIPMENTS
MANUFACTURER (OEM)
OEM of equipment supplied should have been in the
business of manufacturing equipments of similar
specifications and providing its on site/on-line warranty
services in India for the past 5 years.
OEM shall have at least 10% of market share
comparable for sales of this equipment or this series of
equipments in India during the past 3 years, as in market-
survey reports published by the MAIT/NASSCOM/
DATAQUEST/IDC etc.
OEM shall confirm that the equipment supplied are in
its current manufacturing range and have the latest
technical features and specifications.
OEM shall have its Certified Service Centre in
Thiruvananthapuram with OEM-trained Service Personnel
engaged in Maintenance Support Service of similar
equipment for the past 3 years.
OEM shall provide Comprehensive On Site Warranty &
Technical support for the above equipment for 3 years
from date of its installation and agree to support or
upgrade the product for at least 2 years after expiry of
warranty.
AMC rate after the end of Warranty Period for
3 years, to the subsequent 2 years period to be separately
indicated.
TECHNICAL SPECIFICATIONS
Equipment to be supplied consisting of hardware or
software or services, shall have product features and
technical specifications as per the best of industry
standards, Printed Technical Specification Sheet & User
Manual shall be supplied as part of the Equipment/
Software delivered.
WARRANTY
Equipments supplied shall carry a comprehensive
warranty against manufacturing defects and non-
performance for a period of Three Years from the date of
Installation or 30 days from the date of delivery, whichever
is earlier, Warranty shall include service support for
installation operation, management, maintenance and
update of the equipment without incurring any additional
cost during the warranty period.
The technical and Qualifying bid should be kept in
one sealed cover (Cover A) and Financial bid in another
sealed cover (Cover B) and both covers should be
enclosed in third sealed cover superscribing “Technical and
Financial bid for the supply of Computers and
Peripherals”. The bids should reach the address given

on payment of Rs. 6,750 (including VAT). Last date and
time of sale of tender form is on 12-3-2009, 12 Noon. The
tenderer should quote the rate inclusive of all taxes freight
charges, loading, unloading, installation and commissioning
etc. Issue of tender will not mean that the agency is
otherwise qualified. The tender should enclose a DD to
the value of 2% of the quoted amount obtained from a
Nationalised or Scheduled Bank drawn in favour of the
Chief Conservator of Forests (FMIS), payable at
Thiruvananthapuram towards EMD. The sealed cover
containing the tender and required details should reach the
O/o the Chief Conservator of Forests (FMIS) on or before
3 p.m. on 12th March 2009 and will be opened at 3.30 p.m.
on the same day in the presence of those bidders or
authorised representatives present. Kerala Forest
Department will not be responsible for the delay, loss,
non-receipt if tender documents sent by post etc. Tenders
received late or without EMD will not be considered. If the
last date fixed for receiving the tender happens to be
holiday to this office, the next working day will be treated
as the last date. The bidder should enclose the list of
supply order executed in Kerala for the last one year with

The tender forms and other particulars and detailed
specifications are obtained from the office of the
undersigned from 5-3-2009 to 10-3-2009 (upto 1p.m.) on
application in writing on payment of the value of the
tender form and schedule (Not Refundable) either in cash
or by money order. The tender will be opened by the
undersigned on 10-3-2009 at 4 p.m.on the same day in
the presence of Tenderers/Authorised Officers who are
present at that time. In the event of the day specified for
tender receipt and opening being declared as holiday for
the purchasers office, the next working day will be the
day for submission of the tender and opening at the time
prescribed. If the tender could not be held on 10-3-2009, it
will be held on 17-3-2009 or 20-3-2009. If the tender could
not be held on 17-3-2009 or 20-3-2009, it will be held on
25-3-2009. The successful tenderers will have to execute
an agreement on Kerala Stamp Paper worth
Rs. 50 alongwith tender. Late and defective tenders will
not be accepted.
The undersigned reserve the right to cancel the
tenders in unavoidable circumstances without stating any

Sealed tenders are invited for the supply of the
following items from authorised dealers/manufacturers
to Ground Water Department, Thiruvananthapuram.
The tender should be superscribed with Tender
Number and Name of the Item each in separate sealed
cover addressed to the Director, Ground Water
Department, Jalavijnana Bhavan, Ambalamukku, Kowdiar P. O.,
Thiruvananthapuram, Kerala State, Pin-695 003. Late
tenders will not be accepted. The tenders will be opened
on 7-3-2009 at 3 p. m. in the presence of the tenderers or
their authorised representatives who may be present at
that time. Sale of tender forms will start with effect from
20-2-2009, 11 a. m. and will be closed at 12 noon on
7-3-2009. The tenders should reach the undersigned
on or before 2 p. m. on 7-3-2009.
Intending tenderers may give application to

Application for the tender forms should be accompanied
by a Cash Remittance/Money Order in favour of the
Director, Ground Water Department, Ambalamukku,
Thiruvananthapuram-695 003 at the price fixed for a tender
forms/set of forms and it is not refundable under any
circumstances. Cheques, Drafts or Postal Orders will not
be accepted towards the cost of tender forms. Tender
form will not be sent by V. P. P. Duplicate tender forms, if
required will be issued on payment. An Earnest Money
Deposit of 1% of the total value has to be submitted
along with the tender offer.
An agreement in Kerala Stamp Paper worth Rs. 50
(Rupees Fifty only) should be submitted with each tender
form. Stamp paper should be supplied out side Kerala
with tender form on payment of Rs. 75 (Rs. 50 for Stamp
Paper and Rs. 25 for Postal and Incidental charges)
which may be remitted by Money Order along with cost
of tender forms.
All Government Rules prevailing will be applicable to
the tender. Due to any reason if the tender opening day

The maximum period required for delivery of the
articles should be mentioned. The medical institutions in
Malabar which item is installed should be mentioned in the
tender.
The tender form should be filled up properly and
agreement in the form should be signed before submitting
the tender. The successful tenderer should furnish 5
percent of the amount of contract as security deposit and
execute an agreement at his own cost for the satisfactory
fulfilment of the contract. Withdrawal from the tender after
it is accepted or failure to supply within the specified time
or according to specifications will entail cancellation of the
order and purchase being made from elsewhere, any loss
incurred thereby being payable by the defaulting party.
Sample duly listed, should be forwarded if called for and
demonstration if asked should be performed at the cost of
tenderers. No representation for enhancement of the price
once accepted will be considered during the currency of
the contract. Any attempt on the part of tenderers or their

following varieties of Miscellaneous Stationery Articles
for the year 2008-09.

Controller of Stationery, Kerala, Thiruvananthapuram,
Pin-695 033 obtain the requisite tender forms on which the
tenders are to be submitted. Duplicate tender form, if
required will be issued as per the price fixed.

The sale of tender forms will be closed at
24 hours before the time fixed for the opening of the
tender. Cost of tender forms will be accepted in cash
(remitted in office) or by Money Order only and should
be

Controller

Stationery,
Thiruvananthapuram-695 033 (Name of the Officer should
not be mentioned). Cheques, Postage Stamps and
Demand Drafts will not be accepted towards the cost of
tender forms nor will the tender forms be sent by V.P.P.
The cost of tender forms are not refundable under any
circumstances. The tender number and the name of the
item for which the tender form is required should be
clearly specified in the application/M.O. Coupon. The
tenderers are requested to quote for branded items only.
The tender forms are not transferable. The last date and
time for receipt of tender is 15 hrs. on the date fixed for
opening of tender and the tender will be opened at 16
hours on the same day.

appropriately superscribed with the tender number and
name of item and addressed to the Controller of
Stationery, Thiruvananthapuram-695 033. Late tenders will
not be accepted. The tenders will be opened in the

Every tenderer shall send along with his tender a
preliminary agreement executed on a Kerala Stamp Paper
worth Rs. 50 and furnish 1% of the total cost of the
materials as Earnest Money Deposit. Earnest Money
Deposit will be accepted in the form of Demand Draft or
FDR taken in favour of Controller of Stationery with
due endorsement. The firms registered with SPD, Govt. of
Kerala only will be exempted from the payment of E.M.D./
S.D vide G.O.(P) No. 385/2008/Fin. dated 27-8-2008.

A specimen of the preliminary agreement deed is
appended to the tender form. Tenders received without
the Agreement Deed, Earnest Money Deposit and
Samples will not be considered. Further details, if any,
can be had from the office of the undersigned during
office hours.

Preference will be given to goods with ISI Mark.
Other things being equal, preference will be given to the
goods with ISI Certification mark and in the absence of
Certification marks, products conforming to IS
specification. Where uncertified goods are supplied by the
seller with a conformity to the relevant Indian Standards,
it is his responsibility to produce a certificate of
conformity from the Bureau of Indian Standards or any
other test house recognised by the BIS. Offers for articles
with ISI mark should be accompanied by a duly attested
copy of the latest valid licence issued by the BIS for
manufacture of the articles with ISI mark.

Earnest Money Deposit. Earnest Money Deposit will be
accepted in Cash or Demand Draft or FDR taken in
favour of Controller of Stationery with due endorsement.
Tenders without EMD will be rejected outright.

A specimen of the preliminary agreement deed is
appended to the tender form. Tenders received without
the Agreement Deed, Earnest Money Deposit and
Samples will be rejected outright. Further details, if any,
can be had from the office of the undersigned during
office hours.

Other things being equal, preference will be
given to goods bearing ISI Certification Mark and in the
absence of Certification marks, products conforming to IS
specification. Where uncertified goods are supplied by the
seller with a claim of conformity to the relevant Indian
Standards, it is his responsibility to produce a Certificate
of conformity from the Bureau of Indian Standards or any
test house recognized by the BIS. Offers for articles with
ISI mark should be accompanied by a duly attested copy
of the latest valid licence issued by BIS for manufacture
of the articles with ISI mark.
