The Superintending Engineer, Harbour Engineering

Central Circle, Ernakulam for and on behalf of the

Governor of Kerala invite competitive tenders in sealed

covers for the following work from Registered Contractors/

Firms of State PWD, Irrigation Department, Central Public

Works Department and Port Trust through Registered

Post or Speed Post. The tenders submitted through any

courier service will not be considered.

Tender Number—61/2009-10/HECC.

Name of work—TRP-Tourism Development of

Alappuzha Beach in Alappuzha District—Soft landscaping

of Vijaya park and south side beach.

PAC—20 Lakhs.

E. M. D.—Rs. 50,000.

Cost of tender form—Rs. 3,000+12.5% VAT.

Period of completion—3 months.

Class of tenderer—‘B’ Class and above.

The tender forms can be had from the office of the

undersigned on all working days from 27-10-2009 upto

1 p. m. on 30-10-2009 on application in writing, proving

the eligibility and on payment of cost and VAT. Tenders

for the work shall be submitted in sealed cover with

superscription of the name of work on or before 3 p. m.

on 5-11-2009 to the Superintending Engineer, Harbour

Engineering Central Circle, Ernakulam-18. Tenders received

after 3 p. m. on 5-11-2009 due to postal delay or on any

other reasons will not be considered. Department will not

be responsible for any such delays. If the last date of

receipt of tender happens to be a holiday, tender will be

accepted upto 3 p. m. on the next working day.

Preliminary Agreement signed in Kerala Stamp Paper worth

Rs. 50 and document for required EMD pledged in favour

of the Superintending Engineer, Harbour Engineering

Central Circle, Ernakulam-18 are also to be submitted

along with the tender. The tender submitted without

preliminary agreement and required EMD will be rejected

outright. The tenders will be opened at 3.30 p.m. on the

last date of receipt of tender in the presence of tenderers/

authorized agents present at the time. The firm period of

the tender shall be 4 months from the date of opening of

the tender. All the conditions in the Kerala PWD and all

other conditions prevailing for consideration of tenders

will be applicable to this tenders also. Govt. Order (Rt.)

No. 255/2004/F&PD dated 29-6-2004 and allied orders will be

applicable for these tenders. The undersigned reserves

the right to reject the application for issuance of tender

forms and also the submitted tender of any tenderer

without assigning any reason. While evaluating tenders,

regard would be paid to national defence and security

considerations.

Competitive tenders in two separate sealed covers

for pre-qualification and execution of the following work is

invited by the Superintending Engineer, Harbour

Engineering North Circle, Kozhikode for and on behalf of

the Governor of Kerala from registered ‘A’ Class

contractors/firms of Kerala State, PWD, Irrigation

Department/Central PWD having previous experience in

construction of harbour jetty/wharf/concrete bridges and

financial capacity, who had satisfactorily completed at

least one single work with an estimate PAC of not less

than 126 Lakhs during the last five years. The application

for tender schedule should support by certificate of prior

experience as mentioned above obtained from the

Superintending Engineer/Executive Engineer (agreement

authority) and tender schedule will be issued only to

those who satisfy this condition. They should produce

relevant certificates from the agreement authority along

with the tender.

during office hours on remittance of Rs. 25,000`+VAT (Not

refundable) towards the cost and not transferable. The

details of work if any required can be had from the office

of the undersigned during working hours. The

Pre-qualification tender schedule (3 copies) containing the

questionnaire duly filled up by the Tenderer and Financial

Tender Schedule for the work should be submitted in

separate sealed covers. The pre-qualification documents

should be in book form with serially numbered pages

having an index sheet showing the contents and page

numbers. Name of work should be written on sealed

covers and the sealed cover should be send by Registered

Post/Speed Post so as to reach the office of the

undersigned before 4 p. m. on last day fixed for tender.

Tenders which are received after 4 p. m. on last day due

to postal delay or due to any other reason will not be

considered at any cost. This department will not be

responsible for any such delay. If the last date of the

receipt of tenders happens to be a holiday, tenders will

be accepted up to 4 p. m. on the next working day.

Preliminary agreement duly filled in and signed on stamp

paper worth Rs. 50 should accompany the tender for the

work and the required EMD pledged in favour of the

undersigned should also be enclosed in a separate cover.

Tender submitted without preliminary agreement and EMD

(duly pledged) will be rejected outright. The

pre-qualification tenders alone will be opened on the same

day at 4.30 p. m. by the undersigned or by his authorised

representative in the presence of tenderers or their

representatives who may present at that time and will be

submitted to the Chief Engineer for scrutiny and

evaluation by the Committee constituted for this purpose.

Only the tenders of those who have been pre-qualified

will be opened later and the tenders of those who have

not been pre-qualified will be summarily rejected without

opening the tender. The firm period of the tender will be

four months from the date of opening of the tender.

The tenders through Courier Service will not be

accepted. The filled up questionnaire for pre-qualification

in triplicate bound in book form, EMD and preliminary

agreement shall be put in one cover and the tender for

the work another cover. The pre-qualification document

not received in the form of bound book shall be rejected.

The date of opening of the tenders of the

contractors/firms who have been pre-qualified will be

intimated later. All the conditions in the Government

Order (MS) No. 43/99/I.R.D. dated 9-6-1999 and other

conditions for considering the tender will be applicable for

this tender also. No price preference of any type shall be

given to any Co-operative Societies in this work. The

conditions of G.O. (Rt) No. 255/2004/F&PD dated 29-6-2004

will be applicable to this tender also. The undersigned

reserves the right to deny any application for

pre-qualification and tender documents and to reject the

tender submitted by the applicant without assigning any

reason. All conditions prevailing in Kerala Public Works

Department regarding tender are applicable to this

tender also.
