Sealed tenders are invited by the Principal, Kerala

Forest School, Arippa from eligible contractors having

Registration in suitable ‘Class’ with the PWD, CPWD,

KSEB or KWA for the following Civil Works at the risk

and loss of Sri K. Pushpagathan, Mini Bhavan, Madathara.

Name of work—Construction of Hostel and Mess Hall

at Arippa (Ground Floor) (Item 1 and 2 partial).

Probable Amount of Contract—Rs. 48 lakhs.

Earnest Money Deposit—Rs. 1 lakh.

Cost of tender form—Rs. 7,200+VAT.

Time of completion—5 months from execution of

arrangement.

Class of contractors—‘A’ class.

1. Method of payment of EMD by DD from a

Scheduled Bank in favour of Principal, Kerala Forest

School, Arippa, payable at Madathara. Price of

tender forms are not refundable. EMD pledged in

the name of Principal, Kerala Forest School, Arippa

should be enclosed with duly signed tender

document.

2. Tenders without proper EMD or details will be

rejected.

3. All existing rules and orders regarding tender in

the PWD and KFD will be applicable to this tender

also.

4. Last date and time of sale of tender forms in the

office of Principal, Kerala Forest School, Arippa will

be at 3 p. m. on 11-1-2011.

5. Date and time of receipt of the tender will be

11 a. m. on 12-1-2011 and the tender will be opened

in the presence of the tenderers by the Principal,

Kerala Forest School, Arippa or his nominee at

12 noon. Incase the above date of tender happens

to be a holiday or abandoned due to technical

reasons, the same will be done on the next working

Sealed tenders are invited for the sale of vehicles

listed hereunder. These vehicles were seized under

Section 52 (1) and being proceeded under Section 61A of

Kerala Forest Act, 1961. The vehicle in Sl. No. 9, was

previously bid by Sri Jainalabdeen, J. K. Iron & Steel

189/2, 3, 8, 9, 10, 11, Near Masjid, Diara Street, Palakkad

and he failed to remit all the dues in time. This vehicle

will be sold at the risk and loss of Sri Jainalabdeen. The

tender-cum-auction will be conducted on 5th January

2011 at 2 p. m. in accordance with the judgment of

Honorable High Court of Kerala in MACA 1458/2006

dated 2-12-2008 and the direction from Government of

Kerala in Circular No. 89584/G3/08/Home dated 5-1-2009.

The Divisional Forest Officer, Marayoor or the officer

authorized by him will conduct the tender-cum-auction at

the Office of the Divisional Forest Officer, Sandal Division,

Marayoor. The tender-cum-auction will be confirmed in

the name of the highest bidder/persons offering highest

tender in accordance with G.O. (Rt) No. 92/2009/F&WLD

dated 25-2-2009. Right of excluding any vehicle from the

notification is always vested with Divisional Forest

Officer, Sandal Division, Marayoor.

be a holiday, it will be conducted on the next working

day. If nobody participates in the tender-cum-auction

fixed on 5-1-2011, or if any of the vehicles could not be

sold on that day, the tender-cum-auction will be

conducted again on 11th January 2011, 2 p. m. as per the

same conditions, venue, issuance and accepting time of

tenders etc. Tender forms will be issued from this office

upto 12 noon of the tender-cum-auction day and it will

be received back upto 1 p. m. on that day. More details

of the tender-cum-auction can be had from Divisional

Forest Office, Marayoor and Range Office, Marayoor/

Kanthalloor during working hours.

EMD—Rs. 10,000.

Value of tender form—Rs. 200 + 4% VAT (for each

vehicle).

5-1-2011 at 1 p. m.

CONDITIONS

Those who intend to take part in the tender-

cum-auction can inspect and verify the present

condition of the vehicle in the presence of the

Range Officer, Marayoor. The complaints which

are brought forward after the tender-cum-auction

will not be entertained.

Those who need the tender forms should apply

along with the attested copy of the Identity Card

issued by the Election Commission or Driving

License or a PAN Card or Certificate obtained

from concerned Village Officer, for proving

identity and correct address duly verified with

the original in the Office of Divisional Forest

Officer, Marayoor Division.

The prescribed EMD is to be paid at the

Divisional Forest Office, Marayoor before the

commencement of the tender-cum-auction. The

EMD of the bidders, except those of the highest

bidders, will be returned then and there.

If the tender amount is more than EMD, either

50% of the tender amount or Rs. 10,000 (Ten

thousand only), whichever is higher (including

EMD), should be remitted on the spot.

The Divisional Forest Officer, Marayoor will be

the sole authority in accepting or rejecting the

tenders with sufficient reasons raised to the

best interest of the Government.

Once there is a notice that the highest bid has

been approved, the balance amount and the

legally payable taxes should be paid by the

highest bidder and the vehicle should be taken

away within 15 days.

In case the due amount are not remitted and

vehicle is not taken away within 15 days,

another 15 days will be allowed on the request

of the highest bidder on payment of 12% penal

interest for the balance amount along with a

ground rent of Rupees twenty per day.

Further

prolongation of the payment will not be

allowed.

The vehicle in this case will be

re-auctioned on his own risk and loss and the

payment already made by the defaulter will be

forfeited to Government.

The Insurance of the vehicle by himself should

be ensured by the highest bidder soon after the

delivery of the vehicle from the premises of

Government Sandal Depot, Marayoor.

The Divisional Forest Officer is empowered to

exclude any of the vehicles/include any new

vehicles in the Tender-Cum-Auction.

Last date and time of receipt of tender is on

13-1-2011 at 2.30 p. m. On the same day at 3 p. m. tender

will be opened in the presence of available contractors.

Tender documents can be purchased during office hours

from the office of the Divisional Forest Officer, Timber

Sales Division, Kozhikode-28 upto 1 p. m. on the last date

fixed for receipt of tender, on application in writing and on

payment of the value of documents (not transferable)

either in cash or by money order. This amount will not be

refunded. Tenders will be opened at 3 p. m. on the last

date of receipt of tender i.e. on 13-1-2011. If the date

mentioned above happens to be a holiday declared by the

Government, the receipt of the tender and opening of the

tender will be on the next working day. In any case if

tender cannot be accepted or opened in this day it will be

again conducted on 20-1-2011.

All conditions stipulated for Kerala P. W. D. works

and Kerala Forest Department works are applicable to this

works also. E. M. D. in the normal course should be

pledged in favour of the Divisional Forest Officer, Timber

Sales Division, Kozhikode and name of work should be

superscribed on the cover of tender. Tenders lacking the

above will be rejected.

The above said estimate amount is only approximate.

Actual amount shall be furnished in the tender form. The

work will be minimized due to paucity of funds.

of PWD Kerala for the following works by the

prevailing in Kerala Public Works Department and Kerala

Forest Department will be applicable to these works.

Guarantee as prescribed in G.O(Ms.) No. 98/92 PWD

dated 1-11-1992 will also applicable to this tender. Tender

forms are not transferable. Tender should be submitted

along with a preliminary agreement signed and executed in

a Stamp Paper worth Rs.100 . Incomplete tenders and

tenders without EMD or tender received after the

stipulated time are liable to be rejected. The undersigned

reserves the right to reject any tender without assigning

any reason thereof.

Note:—The contractors who have registered under “A” Category should produce Solvency Certificate issued by the

Revenue Department or a Bank Guarantee by a bank approved by Government (Nationalised or Scheduled

Bank) under the Bank Guarantee Scheme as follows:—

1. “A” Category Rs.75,000 (Rupees Seventy Five Thousand only) + 10% of the amount by which the contract value

exceed Rs. 3 lakh the Solvency Certificate or Bank Guarantee already produced by the tenderer at the time of

registration of his name in “A” Class Contractor will be taken into account.

2. Tender forms can be had from the Divisional Forest Officer, Kannur on payment of the cost and VAT shown in

the schedule hereto on any working day during office hours upto 1 p. m. on 30-12-2010. The tender froms shall

be used only by the person in whose name it is issued and for the works specified in the schedule given below.

Value of tender form will not be refunded. Tender form sold to any persons does not be changed or transferred

to other Ranges.

3. The tenderers shall fill the tender forms purchased from this Office and submit the same together with all the

papers intact. Tender should be addressed in a sealed cover with name of work clearly written thereon, to the

Divisional Forest Officer, Kannur so as to reach him in his Office at Kannur before 3 p. m. on 30-12-2010. Tenders

will be opened at 3.30 p. m. on 30-12-2010.

4. Tenderers should quote uniform percentage of the departmental basic rate at which they can take up the work

specified in the schedule both in figures and words. Fraction of one per cent should not be quoted.

5. All the correction in the tender form should be initialed by the tenderer himself.

6. The EMD of the unsuccessful tenderers will be refunded to them soon after opening of tender.

7. Sealed tenders will be opened by the Divisional Forest Officer at 3.30 p.m. on the same day in the presence of

such tenderers who elect to be present on the occasion.

8. If the last date fixed for the receipt of tenders happens to be a holiday, the tenders will be received and opened

on the next working day at the same time and place on the conditions specified above.

9. Tenders received after the specified date and time, without the requisite enclosures or tender not written up in

proper order in form, will be rejected.

10. Each tender should be accompanied by a deposit receipt obtained from an approved Bank in favour of the

Divisional Forest Officer, Kannur as Earnest Money Deposit for the work.

11. Intermediate stage payments will be awarded.

12. Payment will be made itemwise based on actual measurement in the field.
