appearing;
BE it enacted in the Sixty-second Year of the Republic of India, as

STATEMENT OF OBJECTS AND REASONS
The Kerala Dam Safety Authority in its 15th meeting proposed the
Government to include a Police Officer not below the rank of an Inspector
General of Police as member in the Kerala Dam Safety Authority by considering
the increased threat on the safety of Dams. Government have accepted the
proposal and decided to make provision in the Kerala Irrigation and Water
Conservation Act, 2003 (31 of 2003) to nominate a Police Officer not below the
rank of an Inspector General of Police as a member in the Kerala Dam Safety

2.
The Bill seeks to achieve the above object.

Clause 2 of the Bill provides for the nomination of a Police Officer not
below the rank of an Inspector General of Police as a member of the Dam Safety
Authority. Expenditure on account of Travelling Allowance, or Dearness
Allowance, sitting fee will be required in the case of inclusion of a new member
ie, an Inspector General of Police to the Kerala Dam Safety Authority. The Bill,
if enacted and brought into operation would involve expenditure from the
Consolidated Fund of the State. Though the expenditure can be considered as
nominal the actual expenditure that may have to be incurred on this account
cannot be estimated with any reasonable degree of accuracy at this stage.
