The land as per the schedule above was originally notified under Section 3 (3) of the Kerala Forest (Vesting and
Management of Ecologically Fragile Lands) Act 2003 (Act 21/2005) vide Notification No. EFL. 1-134/2006 dated
30-10-2008 and published in Kerala Gazette No. 47, Volume 53 dated 25-11-2008 as Sl. No. 2. Later after GPS Survey, it is
found that the notified land is lying in two bits and extent, boundaries in the original notification were shown erroneously.
Whereas the correct extent and boundaries are shown in two bits in the schedule above. The erratum notification is
published with the intention to achieve the above objective.

It is hereby notified for the information of the public
that the right of collection and removal of standing Elavu
trees in food production area at Kudamurutty in Karikulam
Forest Station Ranni Range of this division and standing
near by the house of Smt. Moni Abraham, Thazhemannil,
Kudamurutty as specified in the schedule appended
below will be sold in tender cum auction by the
Divisional Forest Officer, Ranni or any other officer
authorized by him on 20-1-2012 at 11 a.m. in the Divisional
Forest Office, Ranni subject to the terms and conditions

in Government Gazette No. 50 dated 16-12-2008 page
No. 481 to 488 of Forest sheet as per Pro (5)-7698/08 dated
6-12-2008 of the Chief Conservator of Forests (P),
Thiruvananthapuram and as per general conditions of
the sale of tree growth prevailing in the department. In
case the notified date happens to be a public holiday the
tender/sale will be conducted on the next working day at
the notified place and time.

1.
Intending tenderers/ bidders may inspect the
trees and satisfy themselves of the quantity and quality
of the produce before participating in the tender/auction.
Complaints if any regarding quality and quantity etc.
received after the tender/auction will not be entertained.
2.
Bidder should appear for the auction in person
and nobody will be permitted to bid on behalf of another
unless valid power of attorney is produced prior to
commencement of auction/tender.
3.
A supply contractor of Ranni Division or the
adjacent divisions will not be allowed to bid in the
auction/tender.
4.
Intending tenderers/bidders should produce their
identification proof before participating tender/action.
5.
The successful tenderers/bidders should give an
undertaking that he is not related to any officer having
control of the work and that he is not supply contractor
of this or any adjacent divisions. If this is proved
otherwise it shall result in cancellation of the contract and
resale of the coupe at his risk and loss.
6.
No petition or post offer received after seven
days of the conduct of the tender/auction sale and post
offer which is not advantageous by more than 10% of the
original offer where the bid amount is one lakh and
above, and more than 20% where the original bid amount
is less than one lakh will ordinarily be considered. The
post offerer will comply with following terms:
(a)
Offer should be made within seven days of
tender/auction failing which the offer will
not be considered.
(b)
Offerer should remit double the amount paid
by the successful tenderers/bidders on the
tender/auction date.
(c)
The remittance should be made by the
chalan or bank deposit and the bank receipt
should be produced before the Divisional
Forest Officer concerned within seven days
from the date of receipt of registered notice
to that effect.
The post offerer after satisfying the conditions
specified above should execute an agreement before the
Divisional Forest Officer concerned, pledging the security
deposit for the due fulfillment of the above terms. If the
post
offerer
satisfied
the
conditions,
a
re-auction of the right will be conducted after giving the
usual publicity as per rules. In the re-auction, the price
fetched, if does not comes up to what has been offered
by the post offerer, it will be awarded to the post offerer
at the amount offered by him. If he backs out the
security amount remitted by him will be forfeited to
Government. If however, the bid amount is above what
has been offered by the post offerer, the right will be
awarded to the highest bidder/tenderer in the re-auction
and the amount remitted by the post offerer will be
released to him.
7.
Further particulars can be had either from the
office of the Divisional Forest Officer or from the Range
Officer concerned.
8.
Intending tenderers/bidders should deposit an
Earnest Money Deposit of ` 10,000 for participating in the
tender/auction.
9.
The successful tenderers/bidders have to remit
35% sale value on the tender/auction date. If this 35%
value exceeds ` 1,00,000, 1,00,000 will be remit on auction
date itself and balance value have to remit in Sub
Treasury, Ranni within 7 working days through the
countersigned chalan issued from this office and submit
the chalan to this office. If failed to remit this amount, the
EMD will be forfeited to Govt. and the coupe will be
resaled at his risk and loss.

16. The period of contract will be 60 days from the
date of intimation of confirmation. No extension of period
of contract shall be granted on ordinary ground. Under
very special circumstances, for good and sufficient
reasons, the Divisional Forest Officer and the Chief
Conservator of Forests concerned may grant extension of
time for one month and two months respectively on
realization of penalty or penalties for completion of each
work for each month mentioned below:
(a)
Unremoved registered logs and unregistered
logs–100/m3 or fraction thereof.
(b)
Unremoved firewood –50/Tone or fraction
thereof.
Penalty will be assessed and realized on timber,
firewood as the case may be which are either uncollected
or unremoved during the original contract period. The
Penalty for the first month shall be realized as the above
rates; double the rate for the second month and three
times of the original rate for the third month shall be
realized. If the Tenderers/Bidders fail to remove the entire
produce within the above extended period, the whole
timber and firewood collected by the tenders as per the
agreement will be forfeited to Government and the
Tenderers/Bidders have not any right on the produce
confiscated to Government. In the above circumstances
the balance work to be executed by the tenderer shall be
completed departmentally and all the loss sustained to
Government in this regard shall be realized from the
Tenderers/Bidders.
17. The passes for removal of Elavu Timber and Fire
Wood collected in the coupe should be issued only on
the basis of the prevailing norms.
18. The Contractor/his agent shall enter the field
only after getting the written permission from the
Divisional Forest Officer, Ranni/Forest Range Officer,
Ranni.
19. The contractor shall at all time during the
currency of the contract, keep the coupe boundaries
cleared to a width of 2 meters and keep the cairns intact.
20. The security deposit will be refunded only after
the successful completion of contract after producing the
clearance certificates of VAT, Income Tax, etc. If there is
any liabilities outstanding in this respect to the Govt. that
will be adjusted from the security deposit of the
contractor.
21. All common conditions regarding sale coupe are
also applicable to this Tender/Auction.
Further details can be had from the office of the
under signed or from the Office of the Range Officer,
Ranni on all working days.
Remarks:—If the Tender/Auction could not be
conducted on the notified date due to any other reason
the Tender/Auction shall be conducted on 24-1-2012 at
11 a. m. at the same place. In that case tender forms will
be issued till 5 p. m. on 23-1-2012 and the sealed tenders
will be accepted till 10 a. m. on 24-1-2012.
10. If the value fetched in the resale/re-tender is less
than that obtained in the original tender/sale the
difference between them together with all incidental
expenditure to fixing up of the resale including notification
charges as assessed by the Divisional Forest Officer
concerned will be recovered from the defaulting
Tenderers/Bidders through legal means including Revenue
Recovery Act in force.
11. The participating Tenderers/Bidders have only
right to collection and removal of enumerated standing
Elavu trees and no right for removal of trees like Teak,
Rose Wood etc.
12. The successful Tenderers/Bidders have to pay
VAT, FDT, Income Tax etc. at the rate prevailing from time
to time.
13. The successful Tenderers/Bidders should execute
a bounded agreement on a stamp paper worth ` 100 after
the completion of the Tender/Auction.
14. The confirmation of the Tender/Auction sale will
ordinarily be communicated to the party concerned as
early as possible. Within 15 days from the date of
intimation of the confirmation the successful Tenderers/
Bidders shall remit 1/3rd of the balance sale value and 5%
Forest Development Tax, VAT and income tax at the rate
in force and security deposit of 10% for the total sale
value. The successful Tenderers/Bidders should execute
an agreement on a stamp paper worth ` 100. In case of
failure to remit the amount within 15 days extension shall
be granted by the Divisional Forest Officer for 15 days
subject to the realization of 12% penal interest. Further
extension for 15 days shall be granted by the Divisional
Forest Officer subject to the realization of 24% penal
interest. In case of failure to remit the amount within the
extended period further extension for 15 days by the Chief
Conservator of Forests and 15 days by the Addl. Principal
Chief Conservator of Forests shall be granted subject to
the realization of penal interest at 24% and 48%
respectively. But all the extension periods mentioned
above will be within the original contract period.
15. The balance 2/3rd sale value should be remitted
in two equal installments by the successful Tenderers/
Bidders. The first installment should be remitted within 15
days from the date of agreement and the second
installment within 30 days from the date of agreement or
within the contract period whichever is earlier. If the
successful Tenderers/Bidders fails to remit the above
amount within the period mentioned above, extension for
15 days by realizing penal interest at 12% by Divisional

TENDER-CUM-AUCTION SALE NOTICE

The following quantities of cleaned sandal wood (billets, roots and chips), sandal saw dust and sandal powder stacked
and stored at Government Sandal Depot Godown in Marayoor Range will be offered for sale by tender-cum-auction at 10 a.m. on
19th January 2012 (19-1-2012) at the Government Sandal Depot, Marayoor (Marayoor is situated at Munnar-Udumalpet road
42 Kms. North East of Munnar and 45 Kms. South West of Udumalpet) by the Divisional Forest Officer, Sandal Division,
Marayoor or any other officer authorized for the purpose in the presence of Addl. Principal Chief Conservator of Forests,
Regional South, Kollam and the Chief Conservator of Forests, High Range Circle, Kottayam as per sale conditions notified in the
tender-cum-auction notice, the general sale conditions published in Kerala Gazette No. 50 dated 22-12-2009 vide Notification
No. Pro-(5)-6835/2009 dated 2-12-2009 of the Chief Conservator of Forests (Protection), Thiruvananthapuram and the approved
general sandal sale conditions published in Kerala Gazette No. 41 dated 14-10-2008 vide Notification No. MDE-3991/07 dated
17-9-2008 of the Divisional Forest Officer, Sandal Division, Marayoor. If the tender-cum-auction cannot be conducted on the
proposed date due to unavoidable reasons, it will be conducted on the next working day at the same venue and time. The tender
forms will be available for sale at Forest Range Office, Marayoor one week before the date of auction at a price of ` 200 + 4 %
VAT. The sale of tender forms will be closed at 8 a. m. on the date of auction. The sealed tender will be accepted in Forest Range
Office, Marayoor until 9 a. m. of the date of auction. The tenders received after the specified time will be rejected. Incomplete and
defective tender forms will also be rejected. The tenderer should clearly record the lot numbers as well as the rate offered for
each lot which is intended to be purchased. The tenderer should properly sign in tender forms.

The Divisional Forest Officer, Sandal Division, Marayoor reserves all the right to exclude any class or quantity of
sandalwood shown in the schedule above for sale. The tenderer/bidder should produce a certificate issued by the concerned
District Magistrate to prove his identity, permanent address, signature and photo. They should produce an attested photo copy
of the Electoral Identity Card also. Those who fail to produce the identity certificate as above will not be allowed to participate
in the sale. Each tenderer/bidder must deposit, before being permitted to participate in the sale, an EMD of ` 50,000 (Rupees
Fifty Thousand only) and sign the sale notice in token of acceptance of the sale conditions. The lot number and the rate should
be legibly written in the tender form both in figures and words. The successful tenderer/bidder should remit the full sale value
if the tender/bid value is less than Rupees fifty thousand only. If the tender/bid value is more than Rupees fifty thousand, 35 %
of the sale value, subjected to a minimum of Rupees fifty thousand and a maximum of Rupees two lakh and fifty thousand,
should be remitted on the date of auction either in cash or as Nationalised Bank Demand Draft drawn in favour of the Forest
Range Officer, Marayoor and payable at State Bank of Travancore, Munnar Branch. If the 35 % of the sale value is more than
Rupees two lakh and fifty thousand, the balance amount should be remitted within seven days from the date of auction at the
Sub Treasury, Devikulam and the receipted chalan should be produced before the Forest Range Officer, Marayoor.
Value Added Tax (VAT) @ 12.5 % will be applicable to all successful bidder/tenderer irrespective of the destination of
transportation and purpose for the auctioned sandalwood. The Value Added Tax and Income Tax should be remitted at Devikulam
Sub Treasury and the chalan receipt of the same should be produced before the Forest Range Officer, Marayoor in time.
If any modifications or change in the sale conditions are intimated by the Addl. Principal Chief Conservator of Forests
(Protection), Thiruvananthapuram that will also be applicable to this tender-cum-auction sale and it will be informed to the
bidder/tenderer before tender-cum-auction. The undersigned reserves the right to alter the quantities of sandal materials
mentioned in the above schedule or to cancel the tender-cum-auction of any sandal materials without further notice.

The undersigned Officer invites sealed tender for
satisfactory execution of the undermentioned work, from
the contractors of and above ‘C’ class registration. Last
date of receipt of tenders is fixed as 16-1-2012 before
1 p. m. and the same would be opened by 3.30 p.m. on

transferable. Tender should be submitted along with a
preliminary agreement signed and executed in Stamp Paper
worth `100. Incomplete tender/tenders without EMD or
tender received after the stipulated time are liable to be
rejected. The undersigned reserves the right to reject the
tender without assigning any reason thereof.

Period of completion—3 months from the date of
executing agreement. The estimate amount (PAC) shown
in the tender may be changed subject to the approval of
estimate amount shown in the tender schedule is final.
The cost of tender forms will not be refunded at any
cost. EMD will be accepted through DD taken from any
of the Nationalized Bank in favour of Divisional Forest
Officer, Kannur. The name of the work should be
superscribed on the sealed cover. All the conditions
prevailing in Kerala Public Works Department and Kerala
Forest Department will be applicable to these works.
Guarantee as prescribed in G. O. (Ms.) No. 98/92 PWD
dated 1-11-1992 will also applicable to this tender. Tender
forms are not transferable. Tender should be submitted
along with a preliminary agreement signed and executed in
a Stamp Paper worth ` 100. Incomplete tenders and
tenders without EMD or tender received after the
stipulated time are liable to be rejected. The undersigned
reserves the right to reject any tender without assigning
any reason thereof. The Divisional Forest Officer will be
at his liberty to exclude any of the works mentioned in
the schedule from the tender.
