Sealed competitive tenders are invited by the

Thiruvananthapuram Division for and on behalf of the

Governor of Kerala, for the right of removing and taking

away the earth/sand deposit at the entrance channel and

mouth of the fishery harbour Muthalapozhy at contractors

own cost from the existing level upto (-) 2.50m C.D.

(approximately assessed as 30000 m3) and collecting the

same at the dumping yard of Perumathura/Thazhampally

for taking measurement based on level measurements

subject to the conditions stipulated by the department.

with the documents in proof of name and address of the

tenderer and after remitting the cost of tender form. All

other details regarding the tender are given below :

Tender No. and Name of work—18/2011-12/EE —To

remove the earth/sand (approximate 30000m3) siltated at

the entrance channel and mouth of pozhy of

Muthalapozhy Fishing Harbour Project up to (-) 2.50 M

below chart datum (in or under water) as per the

contractor’s cost and collecting the same in the yard and

taking level measurements of the collected materials, and

remove the materials after remitting the cost of sand as

per the rules and direction of the Departmental Officers at

site.

EMD—2.5% of the total amount quoted.

Cost of tender form—` 23,300 + 4% VAT.

Tender form sailing period—5-1-2012 to 10-1-2012,

12 noon.

Last date and time of receiving the tender—

10-1-2012, 3 p.m.

The tenders received upto 3 p.m. on 10-1-2012 will be

opened on the same day at the 3.30 p.m. by the

Executive Engineer or his authorized representatives in

the presence of the tenderer or his representatives.

in the form of Demand Draft/Savings Bank Deposit

pledged in the name of Executive Engineer and a

Preliminary Agreement in Stamp Paper worth ` 100 may be

enclosed along with the tender documents.

After the scrutiny of the tender and if the

department is convinced and on approval of the tender

from competent authority, the selected tenderer has to

execute an agreement in Stamp Paper worth `100 after

remitting 5% of the quoted amount as Security Deposit in

the form of Treasury Saving Bank pledged in favour the

Executive Engineer and 50% of the quoted amount in

cash and 50% as bank guarantee.

50% of the bank

guarantee is to be remitted in cash when 25% of the

agreement quantity is removed and balance guarantee is

to be remitted in cash when 50% of the agreement

quantity is removed.

The entire quantity of sand/earth

should be removed with in four month from the date of

execution of agreement.

Any failure on the part of the tenderer in remitting

the amount or evading from execution of the contract or

on any other reason, the right will be retendered at his

risk and cost and the same will be recovered by way of

revenue recovery.

The Executive Engineer,

have the right to reject the tender without assigning any

reason.

The rules and conditions pertaining to all the

tenders in Public Works Department/Harbour Engineering

Department will be applicable to this tender also.

CONDITIONS

1.

Contractor has to remove the sand/earth on his

own cost.

2.

The tenderer should quote his rate for the earth/

sand for one cubic meter.

3.

The materials are to be removed upto (-) 2.50 m

(C.D.) in uniform level.

4.

The earth/sand can be removed only from the

area as pointed out by the department.

5.

Contractor should remit the royalty, taxes and

other charges imposed by the Government at the

rates prescribed from time to time.

6.

The earth/sand can be removed from 8 a.m. to

5 p.m. on all working days.

7.

The earth/sand from the dumping site can be

removed only after taking level measurement by

the department officers.

8.

Each lorry load of materials can be conveyed only

after obtaining pass from the departmental

officers wherein the lorry number, date, time and

route of the lorry is shown.

9.

The earth/sand cannot be conveyed without

required documents.

10.

The quantity of materials removed should be as

stipulated by the departmental officers.

11. Deposition of earth/sand in the pozhi is natural

phenomenon and hence the quantity given the

tender is subjected to variation.

No claim on

account of variation is admissible.

12. Temporary measures for removing the materials

from site i.e. road, shed, check post etc. are to be

arranged by the contractor himself at his own cost

and should be removed after use, with the prior

permission of department.

13. No damages will be occurred to the departmental

properties/structures while excavating and

removing the earth.

If any damage is occurred,

the contractor has to rectify the same at his own

cost.

14. Removal of earth can only be made in the

presence of the contractor or his authorized agent,

whose name, address and signature should be

intimated to the department.

15. Earth/sand can be removed only with the presence

of departmental officers.

16. Any disputes/obstructions arising out of the

removal and taking the earth/sand out side should

be settled by the contractor himself.

11-1-2012 during working hours in between 10.15 a.m. to 3 p.m. and up to 1 p.m. on 12-1-2012 on application in writing

proving the eligibility and on payment of cost and VAT. Tenders for the work shall be submitted in sealed cover with

superscription of name of work and tender number on or before 3 p.m. to the Superintending Engineer, Harbour

Engineering Central Circle, Ernakulam-18.

Tenders received after 3 p.m. on 18-1-2012 due to postal delay or on any

other reasons will not be considered.

Department will not be responsible for any such delays.

If the last date of

receipt of tender happens to be holiday, tender will be accepted up to 3 p.m. on the next working day.

Preliminary

Agreement signed in Kerala Stamp Paper worth ` 100 and document for required EMD pledged in favour of the

Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18 are also to be submitted along with the

tender.

The tender submitted without preliminary agreement and required EMD will be rejected outright.

The tenders

will be opened at 3. 30. p.m. on the last date of receipt of tender in the presence of tenderers/authorized agents present

at the time.

The firm period of the tender shall be four months from the date of opening of the tender.

All the

conditions in the Kerala PWD and all other conditions prevailing for consideration of tenders will be applicable to these

tenders also.

Government Order No. (RT) 255/2004/F&PD dated 29-6-2004 and allied orders will be applicable for these

tenders.

The undersigned reserves the right to reject the application for issuance of tender forms and also the

submitted tender of any tenderer without assigning any reason.

While evaluating tenders, regard would be paid to

national defence and security consideration.
