As per order read above, the Final Seniority List of Selection Grade Typists for the period from 1-1-2008 to
18-2-2009 was published and circulated.
A Provisional Seniority List of Selection Grade Typists for the period from 19-2-2009 to 31-12-2011 has been prepared
in accordance with the General Principles, norms and provisions in Kerala State and Subordinate Service Rules, 1958 is
appended herewith as Annexure I and published for information of all those concerned.
Any person who is aggrieved in the Provisional Seniority List of Selection Grade Typists for the period from 19-2-2009
to 31-12-2011 may submit his/her appeal to the undersigned through their Controlling Officers within 15 days from the date
of publication of this in the Kerala Gazette/official website of PWD (www.keralapwd.gov.in) in the form appended hereto as
Annexure II. The concerned Head of Office shall verify the particulars in the pro forma with reference to the relevant details
and will furnish a certificate to that effect, while forwarding the appeals. All Controlling Officers are directed to download
the Seniority List and circulate among all concerned under their control. Errors/omissions, if any in the Seniority List may
also be brought to notice. Annexure I & II are part of this order.

Tender for pre-qualification and execution of the
following works are invited from financially sound and
well experienced Registered 'A' Class Contractors/Firms of
Kerala PWD companies who have successfully completed
atleast one similar work costing more than 40% (Forty
per cent) of estimate PAC of work during the last five
years. Tender documents can be downloaded from the
official website of PWD (www.keralapwd.gov.in) and cost
of tender documents (including all taxes) shall be
submitted along with the tender documents by Demand
Draft drawn in favour of the Superintending Engineer,
PWD (R & B) Central Circle, Aluva payable at Aluva. The
attested copy of Contractor's Registration Card should
also be submitted along with tender documents.
The Labour Contract Societies who participate in the
tender shall produce necessary certificate obtained from
the Joint Registrar regarding their qualification and
certificate obtained from the Assistant Registrar regarding
the works in hand as stipulated in the G.O.(Ms.)

A Class Contractors/Firms (also having joint venture)
registered in State PWD having experience in the building
construction work of similar nature and also consider
themselves capable of taking up the construction of major
building Pre-qualification bids & tender schedule of the
above building works will be available on website of the
Kerala PWD can be downloaded from the website from
25-2-2012 and upto the last date of reciept of tenters.
Cost of tender forms should be remitted as demand draft
in favour of Superindenting Engineer, PWD Buildings,
Central Circle, Thrissur. The contractors/firms themselves
should produce relevant records to prove their eligibility
for the bids, the eligibility norms are as follows:—
1. Contractors/firms should execute Government
works of similar: Nature costing (1) ` 162 lakh
(2) ` 129 lakh (60% of tender amount) each
during the last five financial years (Annual Turn
Over).
2. Contractors/firms should have satisfactorily
completed a single work atleast not less than (1)
108 lakh (2) ` 86 lakh (40% of tender amount)
(Estimate PAC) during the last 3 years.
3. Contractors/firms should have a financial capacity
of producing bank guarantee at 10% of contract
amount of the work at the time of executing
agreement.

required Proforma and questionnaires and certificates (in
triplicate) with E.M.D. for ` 50,000 pledged in favour of
undersigned with executed preliminary agreement in Stamp
Paper for ` 100 in one sealed cover (P. Q. bid cover) and
tender schedule (price bid) in another cover
superscribing the name of work and the pre-qualification
bids as in the case may be sent by registered post
(Courier service will not be accepted) so as to reach
the office of undersigned before 4 p. m. on 2-3-2012.
The department will not be responsible for any delay
or loss in delivering by post. If the date of receiving
tender happened to be a public holiday, the tender will
be received on the very next working day in the
specified time.
The P. Q. bids will be opened on 2-3-2012 at
4.30 p. m. and will be submitted to Chief Engineer’s
Committee for scrutiny and finalization of pre-qualification
panels. The cover containing tender schedule (price bid)
will be opened only after the finalization of P. Q. bids by
Chief Engineer’s Committee and only these of the bidders
who have become pre-qualified for the particular work.
The date and time of opening of price bid will be
intimated to the P. Q. contractors/firms concerned in time.
The tenders of those who have not become qualified will
not be considered on any account.
The tenders of the contractors/firms without required
E.M.D. of ` 50,000 pledged in the name of undersigned
and the executed preliminary agreement in Stamp Paper
worth ` 100 in cover No. I (Technical bid) will be
summarily rejected.
The condition in G. O. (P) 84/97/PW&T dated
19-8-1997 and its amendments and all other conditions
prevailing in K.P.W.D. regarding P. Q. bids and tenders
will remain unchanged and are equally applicable to the
above work also. The undersigned reserves the right to
reject all or any of the tenders on P. Q. bids without
assigning any reasons. Price preference of 10% of the
contract amount of the lowest quoted contractor may be
allowed to the tender submitted by M/s. Kerala State
Construction Corporation Limited. All the rules in PWD
regarding the tenders are applicable to this tender also.
The firm period will be four months from the date of
opening of financial bid. The cost of rejected, late
received tender forms will not be returmed.
If the working of Banks or Post Officers, becomes a
holiday accidentally (declared holiday), either on the last
day or the day before the last day in the location where
the tender are received, thus the tender will be received
on the very next working day according to the scheduled
fixed.

financial bids are invited by the Superintending Engineer,
Buildings Division, Central Circle, Thrissur up to
4 p. m. on 3-3-2012 for the work mentioned below (double
cover system).

Government Engineering College, Thrissur.
Estimate P. A. C. (Civil works only)—` 298 lakh.
Details of work—Construction of 2nd and 3rd floor of
existing building.
Superstructure—Solid Cement Concrete Block
Masonry.
Doors—Pingoda wood/PVC etc.
Windows—Aluminium/Steel etc.
Flooring—Ceramic tiles/Vitrified/Granite etc.
Period of completion—18 months.
‘A’ Class Contractors/Firms (also having joint
venture) registered in State PWD having experience in the
building construction work of similar nature and also
consider themselves capable of taking up the construction
of major building Pre-qualification bids and tender
schedule of the above building works will be available on
website of the Kerala PWD can be downloaded from the
website from 27-2-2012 and up to the last date of receipt
of tenders. Cost of tender forms should be remitted as
demand draft in favour of Superintending Engineer, PWD
Buildings, Central Circle, Thrissur. The contractors/firms
themselves should produce relevant records to prove their
eligibility for the bids, the eligibility norms are as
follows:—
1. Contractors/firms should execute Government
works of similar nature costing ` 179 lakh (60% of
tender amount) each during the last five financial
years (Annual Turn Over).
2.
Contractors/firms should have satisfactorily
completed a single work at least not less than
` 120 lakh (Estimate PAC) (40% of tender amount)
during the last 3 years.
3.
Contractors/firms should have a financial capacity
of producing Bank Guarantee at 10% of contract
amount of the work at the time of executing
agreement.

The filled up and signed P.Q. bids along with all
required pro forma and questionnaires and certificates
(in triplicate) with E.M.D. for ` 50,000 pledged in favour of
undersigned with executed preliminary agreement in Stamp
Paper for ` 100 in one sealed cover (P. Q. bid cover) and
tender schedule (price bid) in another cover
superscribing the name of work and the Pre-qualification
bids as in the case may be sent by registered post (courier
service will not be accepted) so as to reach the office of
undersigned before 4 p. m. on 3-3-2012. The department
will not be responsible for any delay or loss in delivering
by post. If the date of receiving tender happened to be a
public holiday, the tender will be received on the very next
working day in the specified time.
The P. Q. bids will be opened on 3-3-2012 at 4.30 p. m.
and will be submitted to Chief Engineer’s Committee for
scrutiny and finalization of Pre-qualification panels. The
cover containing tender schedule (price bid) will be
opened only after the finalization of P.Q. bids by Chief
Engineer’s Committee and only these of the bidders who
have become pre-qualified for the particular work.
The date and time of opening of price bid will be
intimated to the P.Q. contractors/firms concerned in time.
The tenders of those who have not become qualified will
not be considered on any account.
The tenders of the contractors/firms without required
EMD of ` 50,000 pledged in the name of undersigned and
the executed Preliminary agreement in Stamp Paper worth
` 100 in cover No. I (Technical bid) will be summarily
rejected.
The conditions in G. O. (P) 84/97/PW&T dated
19-8-1997 and its amendments and all other conditions
prevailing in KPWD regarding the Pre-qualification bids
and tenders will remain unchanged and are equally
applicable to the above work also. The undersigned
reserves the right to reject all or any of the tenders on
Pre-qualification bids without assigning any reasons.
Price preference of 10% of the contract amount of the
lowest quoted contractor may be allowed to the tender

applicable to this tender also. The firm period will be four
months from the date of opening of financial bid. The cost

venture) registered in State PWD having experience in the
building construction work of similar nature and also
consider themselves capable of taking up the construction
of major building. Pre-qualification bids and tender
schedule of the above building works will be available on
website of the Kerala PWD can be downloaded from the
website from 27-2-2012 and the up to the last date of
receipt of tenders. Cost of tender forms should be remitted
as demand draft in favour of Superintending Engineer,
PWD Buildings, Central Circle, Thrissur. The contractors/
firms themselves should produce relevant records to prove
their eligibility for the bids, the eligibility norms are as
follows:

Contractors/firms should execute Government works
of similar nature costing ` 1110 Lakh (60% of tender
amount) each during the last five financial years
(Annual Turn Over).
2.
Contractors/firms should have satisfactorily
completed a single work at least not less than
` 740 Lakh (Estimate PAC) (40% of tender amount)
during the last 3 years.
3.
Contractors/firms should have a financial capacity of
producing Bank Guarantee at 10% of contract
amount of the work at the time of executing
agreement.

required proforma and questionnaires and certificates
(in triplicate) with E.M.D. for ` 50,000 pledged in favour of
undersigned with executed preliminary agreement in stamp
paper for ` 100 in one sealed cover (P.Q. bid cover) and
Tender Schedule (price bid) in another cover
superscribing the name of work and the Pre-qualification
bids as in the case may be sent by registered post (courier
service will not be accepted) so as to reach the office of
the undersigned before 4 p. m. on 5-3-2012. The department
will not be responsible for any delay or loss in delivering

The tenders of those who have not become qualified will
not be considered on any account.
The tenders of the contractors/firms without required
EMD of ` 50,000 pledged in the name of undersigned and
the executed preliminary agreement in Stamp Paper worth
` 100 in cover No. I (Technical bid) will be summarily
rejected.
The conditions in G. O. (P) 84/97/PW&T dated
19-8-1997 and its amendments and all other conditions
prevailing in K.P.W.D. regarding the pre-qualification bids
and tenders will remain unchanged and are equally
applicable to the above work also. The undersigned
reserves the right to reject all or any of the tenders on
pre-qualification bids without assigning any reasons. Price
preference of 10% of the contract amount of the lowest
quoted contractor may be allowed to the tender submitted

E. M. D. of ` 50,000 each should be endorsed for the
works, in favour of Superintending Engineer. The tender
form and schedule will be available in Departmental
website from 5 days before the date of tender. Last date
of receipt of tender is on 6-3-2012 up to 4 p. m. The
technical bids will be opened at 4.30 p. m. on the same
day. If it falls as a holiday, the next working day will be
taken into account. The contractor having “A” class
registration in P. W. D./Irrigation Department of Kerala
State and who have completed at least one work of
similar nature having a magnitude of 40% of the estimate
cost of above works within 5 years. The documents in
proof of this shall be produced along with the application
for tender documents. Also the Contractors are requested
to furnish their E mail ID and Fax No. along with the
tender documents. The tender form and schedule will be
available in departmental website. The E. M. D. and
preliminary agreement should be furnished along with
P. Q. tender. All other conditions prevailing in P. W. D.
regarding prequalification bids and tenders are laid down
in G. O. (P) No. 84/97/PW & T dated 19-8-1997 will be
applicable. Concession which is allowed to the Kerala
State Construction Corporation and Labour Contract
Co-operative Societies as per rules in force will be
applicable. Tender documents will be accepted by this
