Explanatory Note
(This does not form part of the notification, but is intended to indicate the general purpose.)
The land as per Sl. No. 1 in the attached schedule was originally notified under Section 3 (1) of Kerala Forest
(Vesting and Management of Ecologically Fragile Lands) Act 2003 as No. C4-21437/2000 dated
4-10-2000 in the Kerala Gazette No. 43 dated 31-10-2000 as Sl. No. 123. Later on verification it is found that some errors
have crept in the inscription of sub division number of survey, extent and boundaries in the referred original notification,
whereas the correct sub division number of survey, extent and boundaries are shown in the revised schedule attached.
The erratum notification is intended to achieve the above objective.

An extent of 2.9542 Hectares of land described in the schedule below was notified as EFL under Section 3(1) of
the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance, 2000 vide notification
No. C4-21437/2000 dated 20-10-2000 and published in the Kerala Gazette No. 1, Volume 46 dated 2-1-2001 as Sl. No. 124.
In that notification certain mistakes were crept in Column Nos. 3, 8, 9, 12 and 13. On detection of the above omission
revised notification has been issued as per No. EFL6-974/2009 dated 19-5-2012 and published in Kerala Gazette No. 23
Volume 57 dated 5-6-2012.

But on scrutiny of the above said notification by the Custodian of Ecologically Fragile Lands as provided under
Section 19(3) (b) of the Ecologically Fragile Lands Act, 2003 by following the Procedure prescribed under Rule 20 of the
Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Rules 2007, it was found that the area is not
having predominance of natural vegetation or any special features as an Ecologically Fragile Land even in the year 2000
and the said land does not qualify the definition of Ecologically Fragile Land as defined under Section 2b(i) of the
Ecologically Fragile Lands Act 2003 and therefore it is decided that the area has to be excluded from the Ecologically
Fragile Lands Act, 2003 notification.

Forest Range of Palakkad Forest Division, Ottappalam Taluk in Palakkad District was notified Ecologically Fragile Land under
Section 3 (1) of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance 2000 as per Notification
No. C4-21437/2000, dated 20-10-2000 and published in the Kerala Gazette No. 1, Volume 46 dated 2-1-2001 and revised
Notification No. EFL6-974/2009 dated 19-5-2012 and published in the Kerala Gazette No. 23 Volume 57 dated 5-6-2012 column
No.1. The notified land is not having predominance of natural vegetation even in the year 2000 and does not come under the
definition of Ecologically Fragile Lands as defined under Section 2(b) (i) of the Kerala Forest (Vesting and Management of
Ecologically Fragile Lands) Act 2003. As per the report dated 5-12-2009 of the Committee which inspected the land, it has been
reported that the land is not having predominance of natural vegetation even in the year 2000 and does not come under the
definition of Ecologically Fragile Land as defined under Section 2(b) (i) of Kerala Forest (Vesting and Management of
Ecologically Fragile Lands) Act and hence the said land is not liable to be vested as Ecologically Fragile Lands under Section
3(1) of Ecologically Fragile Lands Act 2003.
In the above circumstances noted above the Custodian, Ecologically Fragile Lands and Chief Conservator of Forests
Tribal Mission ordered to remove the land from the said notification vide Order No. EFL6-974/2009 dated 25-3-2010. Hence, this
notification is issued to remove the said land from the original Notification No. C4-21437/2000 dated 20-10-2000 and published
in Kerala Gazette No. 1, Volume 46 dated 2-1-2001 and revised Notification No. EFL6-974/2009 dated 19-5-2012 and published
in Kerala Gazette No. 23 , Volume 57 dated 5-6-2012 against Sl. No. 124 in column No. 1 and original notification is revised to that
extent by invoking the powers conferred under Section 19(3) (b) of the Ecologically Fragile Lands Act with immediate effect. The
above notification is intended to achieve the above objective.

Tender forms and other conditions can be obtained from
the office of the undersigned on application in writing and on
payment of the cost of the tender form and taxes in Cash (not
refundable) upto 1 p.m. on 18-10-2012. The filled up tenders
will be received in this office upto 3 p.m on 18-10-2012 and
opened by the undersigned or an Officer authorized by him
on the same day at 3.30 p.m. at the Office of Wildlife Warden,
Thiruvananthapuram in the presence of the contractors
attending on the date. If the due date happens to be a holiday,
the next working day will be the due date.
The tender forms are not transferable. The Earnest
Money Deposit noted against the work should be paid along
with the tenders by Demand Draft (cheque will not be
acceptable) pledged in favour of the undersigned payable at
any Nationalized Bank/Scheduled Bank. Incomplete
tenders and tenders without EMD are liable to be rejected.
The undersigned reserves the right to reject any tender
without assigning any reasons thereof. All other conditions
prevailing in the Kerala PWD and Forest Department and
modifications thereof time to time are applicable to this
tender also. The tenders not containing the prescribed
preliminary agreement in Stamp Paper worth ` 100 will be
summarily rejected. If there is no response to any of the
works included in this notification, the tender will again be
conducted on 20-10-2012 as per the same conditions mentioned
above, at the same time and venue.

Sealed competitive tenders superscripting the name of
the work is invited by the undersigned for and on behalf
of the Governor of Kerala from registered eligible
contractors for the following work. The work was
tendered and tender opened on 13-9-2012. The lowest rate
mentioned during negotiation is not acceptable and hence
the tender was rejected by the Divisional Forest Officer,
Marayoor. Hence the work is Re-tendering.

Tender forms and other conditions can be obtained
from the office of the undersigned on application in
writing and on payment of the cost of tender form either
in cash or by Money Order (not refundable) upto 1 p. m.
on 30-10-2012. The filled up and sealed tenders will be
accepted at the office of the undersigned up to 3 p. m.
on 30-10-2012 and will be opened by the undersigned or
an officer authorised by him, on the same day at 3.30 p. m.
in the presence of the tenderers. Tenders can be
submitted to the undersigned by registered post also. If
the due date happens to be a holiday, the next working
day will be the due date.
The tender forms are not transferable. The Earnest
Money Deposit (EMD) noted against the works should be
paid along with the tenders by D.D./FDR (Cheque will not
be acceptable) pledged in favour of the undersigned
payable at any Nationalised Bank at Marayoor. Incomplete
tenders or tenders without EMD are liable to be rejected
without any notice. The undersigned reserves all the right
to reject any tender without assigning any reasons
thereof. All other conditions prevailing in the Kerala
P.W.D are applicable to this tender also. If tender does
not takes place on 30-10-2012 due to any reason it will

Sealed tenders are invited for the sale of vehicles listed hereunder.
These vehicles were seized under Section 52(1),
and being proceeded under Section 61 A of Kerala Forest Act, 1961 and condemned Department Vehicles.
The Vehicle
in Sl. No. 1, was previously bid by Sri Jainalabdeen, J. K., Iron & Steel 189/2, 3, 8, 9,10, 11, Near Masjid, Diara Street,
Palakkad and he failed to remit all the dues in time.
Hence this vehicle will be sold at the risk and loss of
Sri Jainalabdeen.
The vehicle in Sl. No. 2 was previously bid by Sri Abi Thomas, Chullikkal House,
Idukki Coloney P. O., Cheruthoney and he failed to remit all the dues in time. Hence this vehicle will be sold at the risk
and loss Sri Abi Thomas. The tender-cum-auction will be conducted on 7-11-2012 at 2 p. m. in accordance with Judgment
of Honorable High Court of Kerala in MACA 1458/2006 dated 2-12-2008 and the directions from Government of Kerala in
Circular No. 89584/G3/08/Home dated 5-1-2009. The Divisional Forest Office, Marayoor or the Officer authorized by him
will conduct the tender-cum-auction at the Office of the Divisional Forest Officer, Sandal Forest Division, Marayoor. The
tender-cum-auction will be confirmed in the name of the highest bidder/person offering highest tender in accordance
with G. O. (Rt.) No. 92/2009/F&WLD dated 25-9-2009. Right of excluding any vehicle from the notification is always

It is hereby notified for the information of the public
that the undermentioned quantities of Softwood timber
will be sold in tender cum public auction by the Divisional
Forest Officer, Timber Sales Division, Perumbavoor or by
his nominee at Chettikulam Government Timber Depot on
following scheduled dates at 10 a. m. The auction will be
conducted as per the directions contained to the
conditions notified in the Kerala Gazette No. 50 dated
20-12-2011 as per Pro (5)-4668/2011 dated 7-12-2011 of the
Additional Principal Chief Conservator of Forests (P),
Thiruvananthapuram.
Sealed tenders will be accepted till 9’ O Clock on the
date of auction at the Depot Office. The tender forms can
be obtained from the Divisional Forest Office, Timber
Sales Division, Perumbavoor/Depot Office, Chettikulam on
payment of ` 200 + ST from 3 days before auction date.
No tender received after the stipulated time will be
accepted. The tenderer should specify clearly the lot
numbers intended to be bid and the rates proposed, in
the tender form. The lot numbers should be inscribed on
the cover also.
The sale of timber will take place lot wise, and the
sale of each lot will be knocked down against the rate bid
either in the auction, or in the tender which ever is
higher.

If the notified day happens to be a holiday the sale

Separate sealed tenders are invited for the following
works indicated in the schedule given below from
Registered PWD Contractors so as to reach the Office of
the Wildlife Warden, Silent Valley Division before 3 p. m.
on 17-10-2012. The tenders received will be opened by
the Wildlife Warden or any other officer authorized by
him at 3.30 p. m. on the same day in the Office of the
Wildlife Warden, Silent Valley Division, Mannarkad.
Tender form can be purchased from the office of the
Wildlife Warden, Mannarkkad on any of the working days
till 1 p. m. on 17-10-2012. The registered contractors will
be supplied with the tender forms only on the production
of their registration cards. The price of the tender form is
non-refundable under any circumstances. Tenders
received after the due time and date and not accompanied
by proper Earnest Money Deposit will not normally be
entertained. The tenders not containing the prescribed
preliminary agreement in Kerala Government Stamp Paper
worth ` 100 will be rejected. If the tender date happens
to be a public holiday, tender will be received and opened
on the next working day at the same time and venue.
If the tender is not conducted on 17-10-2012 the
same will be on 22-10-2012. If the tender not conducted
on 22-10-2012 the same will be on 27-10-2012 as per same
condition mentioned above.
All the rules in force in Public Works Department
regarding the tender notification will be applicable to this
tender also. The Wildlife Warden reserves full rights not
to accept the tenders without assigning any reason.

Separate competitive sealed tenders are invited by
the undersigned on behalf of the Governor of Kerala in
the prescribed form from eligible contractors registered
with Kerala PWD for the following civil works in
Kurichiat, Muthanga and Sulthan Bathery Forest Ranges
in Wayanad Wildlife Division during 2012-13.

Eligibility of the Contractor— ‘C’ Class and above.
Period for completion—Upto 3 months.
The tender is fixed to be conducted on 19-10-2012 at
the Office of the Wildlife Warden, Wayanad Wildlife
Division, Sulthan Bathery. The tender forms can be
purchased from the office of the undersigned during
office hours upto 1 p.m. on all working days till the tender
date. Cost of tender form is non refundable. The intending
tenderer should apply with proof of identity such as
Electoral Identity Card, Driving Licence, Indian Passport
etc. along with Registration Certificate in original to get
the tender form. The tender form should be properly filled
up and should be submitted on or before 2 p.m. on
19-10-2012. It should be accompanied by all necessary
documents along with Earnest Money Deposit by way of
Bankers DD or Fixed Deposit or National Savings
Certificate pledged in favour of Wildlife Warden,
Wayanad Wildlife Division, Sulthan Bathery payable at
Sulthan Bathery. The intending tenderers should also
furnish a preliminary agreement in Stamp Paper Worth
` 100 along with tender for each work. Incomplete tender
or tenders without necessary documents or tenders not in
accordance with tender conditions will not be accepted.
Tenders will be opened by the Wildlife Warden or an
Officer authorized by him at 3.30 p.m. on 19-10-2012, in
the presence of those tenderers who are present at that
time. The Wildlife Warden reserves the right to reject any
tender, either partly or wholly without assigning any
reason thereof. If the tender could not be conducted on
the notified date due to any reason, it will be conducted
at the same place and time on the next working day as
per the same conditions.

If the tender for all works or any of the work could
not be conducted on the said date/dates, the tender for
such work/works will be conducted at the same place and
time with same conditions on 30-10-2012. If the tender
could not be conducted on that day, it will be conducted
on 2-11-2012. If it could not be conducted on that day
also, it will be conducted on 7-11-2012. All existing rules,
regulations, directions, conditions etc. prevailing in
Kerala PWD and Kerala Forest Department and Store
Purchase Department in respect of civil works shall be
applicable to these works and tender also.
