3. Bids must be accompanied with scanned copy of

two separate Demand Drafts towards the cost of bidding

document of 26,250 (Rupees Twenty six thousand two

hundred and fifty only), one draft of 24,250 (Rupees

Twenty four thousand two hundred and fifty only) on any

Scheduled Bank drawn in favour of Superintending

Engineer, National Highway Central Circle, Vyttila payable

at Kochi and the other draft of 2,000 (Two Thousand

only) in favour of ‘‘The Secretary General, Indian Roads

Congress, Jamnagar House, Shahjahan Road, New Delhi-

110 011’’ payable at New Delhi.

4. Bids must be accompanied with scanned copy of

financial instruments towards bid security specified for the

work above. Bid security will have to be in any one of

the forms as specified in Clause 16 of the standard

bidding documents, payable at Kochi in favour of the

Superintending Engineer, National Highway Central Circle,

Kochi-19 and shall be valid for 45 days beyond the

validity of the bid. Scanned copy of the demand drafts

Exemption Certificate (if any) shall be submitted in cover I

of the online bidding.

If the day of submission of documents mentioned in

Clause 5 happens to be closed for any reason, the same

shall be submitted on the next working day at the same

time and venue. On the opening day of technical bids, if

the office happens to be closed for any reason, the bids

will be opened on the next working day at the same time

and venue. Bids shall be accepted only through online

mode and no manual submission of the same shall be

entertained. Late online bids will not be accepted.

5. Bidders are requested to submit the scanned

copies of the following details on “online”.

Gazetted Officer.

(ii) Experience Certificate required in SBD

and subsequent amendments attested by a

Gazetted Officer.

(iii) Demand Draft towards cost of Tender

documents/Bid Submission Fee (2 Nos. as

(v) Preliminary Agreement in stamp paper

worth 100 signed by the contractor.

a sealed cover supercribing the name of work and tender

number, through Speed Post/Registered Post, to the Office

of the Superintending Engineer, National Highway Central

Circle, Vyttila, Kochi-19 on 30-10-2012 before 2.30 p. m.

failing which such tenders will be rejected.

If required, bidders shall be notified in the online

technical bid opening summary (available in the website)

to submit the hard copy of the technical bid documents to

the office of the Chief Engineer.

6. A pre bid meeting will be held on 18-10-2012

at 11.30 a. m. in the office of Chief Engineer, National

Highway, Thiruvananthapuram to clarify the issues and to

answer questions on any matter that may be raised at

that stage as stated in Clause 9.2 of ‘‘instructions to

bidders’’ of the bidding document.

7. Subsequent Corrigendum/Addendum if required

shall only be available in Website as indicated above.

8. The bidding authority reserves the right to

modify/cancel any or all bid, without assigning any

reasons. The PWD will not be responsible for any error

like missing of schedule data while downloading by the

‘A’ Class Contractors/Firms (also having joint

venture) registered in State PWD having experience in the

building construction work of similar nature and also

consider themselves capable of taking up the construction

of major building. Pre-qualification bids & tender schedule

of the above building works will be available on website

of the Kerala PWD from 5-11-2012 upto the last date of

receipt of tenters. Cost of tender forms should be remitted

as Demand Draft in favour of Superintending Engineer,

PWD Buildings, Central Circle, Thrissur. The Contractors/

Firms themselves should produce relevant records to

prove their eligibility for the bids, the eligibility norms

are as follows:—

Contractors/Firms should execute Government

works of similar nature costing 303 lakhs

(60% of tender amount) each during the last five

financial years (Annual Turn Over).

Contractors/Firms should have satisfactorily

completed a single work atleast not less than

202 lakhs (Estimate PAC) (40% of tender

amount) during the last 3 years.

Contractors/Firms should have a financial

capacity of producing bank guarantee at 10% of

contract amount of the work at the time of

executing agreement.

The filled up and digitally signed P. Q. bids along

with scanned copies of E.M.D., cost of tender

doucuments/bid submission fee, preliminary agreement

and EMD Exemption Certificate (if any) shall be submitted

through online and subsequently in a separate cover

physically with three copies of P. Q. bid to be submitted

so as to reach this office on or before 4 p. m. on

20-11-2012 otherwise such tenders will be rejected.

The P. Q. bids will be opened on 20-11-2012 at

4.30 p. m. and will be submitted to Chief Engineer’s

Committee for scrutiny and finalization of pre-qualification

panels. If the date of opening P. Q. bid happened to be

a public holiday the P. Q. bid will be opened on the

very next working day in the specified time. The price bid

will be opened only after the finalization of P. Q. bids by

Chief Engineer’s Committee and only these of the bidders

who have become pre-qualified for the particular work.

The date and time of opening of price bid will be

intimated to the P. Q. contractors/firms concerned in time.

The tenders of those who have not become qualified will

not be considered on any account.

The tenders of the contractors/firms without required

E.M.D. of 12,60,000 pledged in the name of

undersigned and the executed preliminary agreement in

Stamp Paper worth 100 will be summarily rejected.

The condition in G. O. (P) 84/97/PW&T dated

19-8-1997 and its amendments and all other conditions

prevailing in K.P.W.D. regarding P. Q. bids and tenders

will remain unchanged and are equally applicable to the

above work also. The undersigned reserves the right to

reject all or any of the tenders on P. Q. bids without

assigning any reasons. Price preference of 10% of the

contract amount of the lowest quoted contractor may be

be declared as holiday, tenders will be received on the

day or the day before the last day in the location where

the tender are received, thus the tender will be received

on the very next working day according to the schedule

fixed.

Along with the tender documents, attested copies of

registration certificate of contractors should be enclosed.

Preliminary agreement should be enclosed duly filled and

same shall be entertained. Late tenders will not be

accepted.

The scanned copies of EMD, cost of tender

documents/bid submission fee, Registration Certificate duly

attested by the Superintending Engineer/Executive

Engineer, PWD Kerala, Preliminary Agreement, Bid Capacity

Certificate and EMD Exemption Certificate (if any) shall be

submitted online and subsequently in a separate cover

physically. More details on EMD & Cost of tender

documents/bid submission fee are mentioned in the Form

83 document.

The technical bids shall be opened online at the

Office of the Superintending Engineer, R&B North Circle,

Kozhikode on 5-11-2012 at 3 p.m. by the Superintending

Engineer Competent Tender Opening Authority› in the

presence of the Bidders/their representatives who wish to

attend at the above address. If the tender opening date

happens to be a holiday or non-working day due to any

other valid reason, the tender opening process will be

done on the next working day at same time and place.

Online tenders/bids are to be accompanied with a

preliminary agreement executed in Kerala Stamp Paper

worth 100. Tenders/bids received online without the

scanned copy of EMD, Cost of tender documents/bid

submission fee and preliminary agreement will not be

considered and shall be summarily rejected. Further details

can be had from the NIT or Office of the Superintending

Engineer, Public Works Department (PWD), R&B North

Circle, Kozhikode during working hours.
