name of works are invited for and on behalf of the

Governor of Kerala by the undersigned from the

Contractors of eligible class. The tenders will be received

upto 3.30 p. m. on 17-11-2012 by registered post and will

be opened at 4 p. m. on the same day. Tenders through

courier service will not be accepted. Department will not be

responsible for the postal delay. If the last date of the

receipt of tenders/opening of tenders becomes a holiday,

the tenders will be opened at the same time on the

next working day. Tender forms and other details can be

had from the Office of the Superintending Engineer,

Irrigation South Circle, Thiruvananthapuram upto 1 p. m.

Intending contractors/firms should have previous

experience of completing atleast one work in Government

sector having magnitude of Estimate PAC of 104 lakh

or above within the last five years.

CONDITIONS

1. Registered “A” Class Contractors/Firms in

Irrigation/KPWD who have experience in carrying out

large works and who consider themselves capable of

carrying out these type of works may obtain PQ

documents and tender documents from the office of the

undersigned upto 1 p.m. on 29-11-2012 & 30-11-2012 on

payment of 25,000 + VAT for PQ document and tender

document separately at the office of the undersigned in

cash directly. Those who require further copies of the

documents may deposit 12,500 + VAT for each

additional copy for PQ document and tender document

separately.

2. Prospective Contractors/Firms should have

completed at least a single work in Government sector

with an Estimate PAC of 50% value of work as specified

in the tender notice. A completion certificate in orginal to

this effect from the agreement executing authority shall be

enclosed along with the application for P.Q. documents

and tender documents, failing which PQ documents will

not be issued to him/them (APPLICANT) (Applications

without this certificate will not be considered). The

contractors/firms should attach an affidavit along with the

pre-qualification documents stating that whether or not

any works carried out by him were not terminated due

to his/their fault so far. Documents (attested copies)

showing the ownership of the essential plants,

machineries required for the work is to be submitted

along with the P. Q. documents.

3. The pre-qualification documents and tender

documents will be issued during working hours on

29-11-2012 and upto 1 p. m. on 30-11-2012 under any

circumstances. The duly filled up pre-qualification

documents (3 Nos.) along with EMD and preliminary

agreement in one sealed cover and tender for work in

another sealed cover, superscribing whether it contains

pre-qualification document or tender document with name

of bidder and name of work and then enclosing these

two covers in a single cover duly superscribing the name

of work and the name of contractor and shall be send by

registered post so as to reach the office of the undersigned

before 3 p. m. on 7-12-2012. The pre-qualification

documents and tender documents received after the time

notified above will not be considered under any

circumstances. The tenders received after the stipulated

date and time due to postal delays, tender through Courier

Service or directly will not be accepted. The undersigned

reserves the right to deny pre-qualification to any of the

applicant and to reject the tender submitted by any of the

applicant without assigning any reason thereto. If the

last date of receipt of the tender happens to be a holiday,

tenders will be received upto the stipulated time on

the next working day. Preliminary agreement on Stamp

Paper worth of 100 duly filled up and signed (to be

enclosed with P. Q. documents) and sufficient Earnest

Money Deposit duly pledged in favour of Superintending

Engineer, Kuttanad Development Circle, Kottayam should

be enclosed in a separate sealed cover superscribing

‘Earnest Money’ and attach separately to the cover

containing Pre-qualification documents for the works.

Tenders received without the above mentioned documents

shall summarily be rejected.

4. The pre-qualification documents alone will be

opened at 3.30 p. m. on 7-12-2012. After evaluation of P. Q.

documents in the office of the undersigned, the same will

be submitted to the Chief Engineer, Kuttanad Package,

Alappuzha for approval and final selection by the

Pre-qualification Committee of Chief Engineers. Only those

tenders, submitted by the Contractors/Firms who are

pre-qualified by the Chief Engineer’s Committee shall be

opened and scrutinized later on. Tenders of Contractors/

firms who have not been pre-qualified will be summarily

rejected without opening the tenders and will be returned

to the tenderers on proper receipt.

5. The date and time of opening of tenders of work

of Contractors/Firms who are pre-qualified will be intimated

to the concerned in advance. Besides Security Deposit,

10% Bank Guarantee should be submitted by the selected

bidder at the time of executing agreement. All the

conditions prevailing in Irrigation Department regarding

pre-qualification bids and tenders for works will be

applicable to this tender also.

6. The firm period of the work will be 4 months

from the date of opening.

happens to be holiday, tenders will be received and

opened on the next working day.

The firm period of the

tenders will be 4 months from the date of receipt of the

tender.

Tender documents and other details of tenders can

be obtained from the office of the undersigned. Tender

documents sold to one party are not transferable to

another. Written application quoting registration number

and registration card should be produced for obtaining

the tender forms. Tenders should be enclosed with a

preliminary agreement in prescribed format in Stamp Paper

worth 100 and sufficient E.M.D. of 50,000 pledged in

favour of the Superintending Engineer, Kuttanad

Development Circle, Kottayam. Tenders without sufficient

E.M.D. and preliminary agreement will be summarily

rejected. As per 1989 Kerala Construction Workers

Welfare Fund Rule (2), the contractor is liable to remit 1%

of the total expenditure of work done towards the KCWW

Fund. All rules and regulations of tenders prevailing in

the Irrigation Department/P.W.D. are applicable to this

tender also.
