The envelopes containing the tenders should be
superscribed as "Tender for ...........(the name of work).
The tender is fixed to be conducted at 3 p. m. on
6-12-2012. The tender forms can be purchased from the
office of the undersigned during office hours upto
1 p. m. on 6-12-2012. Tender form can be obtained by
remitting cash including tax with necessary application.
Cost of tender form is not refundable. Tender forms are
not transferable. The tender form should be properly filled
up and should be submitted on or before 2 p. m. on
6-12-2012. It should be accompanied by all necessary
documents including identity proof of applicant along
with Earnest Money Deposit by way of bankers DD or
Fixed Deposit or National Saving Certificates pledged in
favour of the Assistant Conservator of Forests, Social
Forestry Division, Kollam payable at Kollam. The
intending tenderers should furnish a preliminary
agreement in Stamp Paper worth 100 along with tender
for the work. Incomplete tender or tenders without
necessary documents or tenders not in accordance with
tender conditions will not be accepted. Tenders will be
opened and scrutinized at 3 p. m. on the same day in the
presence of those tenderers who are present at that time
by the Assistant Conservator of Forests, Social Forestry
Division, Kollam or an officer authorized by him. If the
tender could not be conducted on the notified date due
to any reason, the tender will be conducted on 13-12-2012
at the same place and time as per the same conditions. If
the tender date happens to be holiday, the tender will be
opened at the same place and time in the next working
day. The Assistant Conservator of Forests, Social Forestry
Division, Kollam reserves the right to exclude any item
from the tender, or reject any tender either partly or in full,
without assigning any reason thereof.
All existing rules, regulations, directions, conditions
prevailing in PWD Department and Store Purchase
Department in respect of the works shall be applicable in
these tenders also.
The details and necessary documents will be
obtained from the Office of the Assistant Conservator of
Forests, Social Forestry Division, Kollam on any working
days till 1 p. m. of tender date. The successful tenderer
should remit 2.5% amount of the PAC in addition to the
EMD as security deposit for the contract and enter into
an agreement with the Forest Department within 7 days
from the date of intimation regarding the acceptance of
the tender. After completing the works satisfactorily, the
security deposit will be released to the tenderer on
production of necessary tax clearance certificate.

The materials collected from 1995 Acacia plantation
in Aryankavu Range of Thenmala Forest Division shown
in the schedule here to attached will be sold in tender/
auction at the time and place mentioned in the schedule
by Divisional Forest Officer, Thenmala or by any other
Officer authorized by him for the purpose subject to the
conditions published in Kerala Gazette No. 50 dated
20-12-2011 vide notification No. Pro. (5)-4668/2011 dated
7-12-2011 of the Chief Conservator of Forests (P)
and other sale conditions prevalent in the Forest
Department.

further notification to the sale conditions that may be
ordered by the Government after the publication of this
sale notification will also be applicable to the sale. If the
notified date of tender/auction declared as a holiday, the
same will be conducted on the next working day at the
same time and place and if the sale is not possible on the
notified date due to other reasons the same will be
conducted on the alternate date shown in the schedule at
the same place and time without further notification. The
intending bidders should satisfy themselves about the
quality and quantity of the material put up for sale before
the commencement of the auction and any complaints
whatsoever will not be entertained after the sale
proceedings are over. In case, any Government
Department requires any of the materials, the quantity
remaining after their selection only will be auctioned.
The tender/auction will commence at the time noted in the
schedule in the dumping site and will continue till the
sale of materials lotted for the day is over.
Tender form can be had from the office of the
undersigned till 1 p.m. on the day before the auction date
on payment of 200 + VAT. The last date and time of
receipt of tender is at 9 a.m. on the auction date.

on 22-11-2012.
Tenders which do not accompany earnest money in
the above said manner will be rejected summarily. The
Divisional Forest Officer, Mankulam reserves the right to
reject the tender without assigning any reason thereof.
If the day proposed for tender happens to be a public
holiday the same will be conducted on the next working
day without changes in time, place and conditions of the
tender. If the tender cannot be conducted due to lack of
enough number of tenders or due to any other reasons,
the same will be conducted on 23-11-2012 that too, if not
happens, the same will again to be conducted on
27-11-2012 without any change in the place, time. All the
conditions regarding the execution of civil works in Kerala
Public Work Department will be applicable in the case of
this works.

the Revenue Department or a Bank Guarantee from a Scheduled Bank under the Bank Guarantee Scheme

‘A’ Category:— Solvency Certificates for 75,000+ 10% amount of the probable amount of contract value
exceeding 3,00,000 or Bank Guarantee already produced by the tenderer at the time of registration of his name as

1. The terms and conditions fixed for ‘B’ Category contractors should also be binding to them for acceptance of
tenders for this work.
2. The conditions embodied in this notification form part and parcel of the agreement to be executed for the work

3. Tender forms can be had from the Divisional Forest Officer, Thrissur on payment of the cost and VAT in
force, on any working day during the office hours upto 1 p. m. on 22-11-2012. The tender form shall be used only by the
person in whose name it is issued and for the works specified in the schedule given below.

The tenderers shall fill in the tender forms purchased from this office and submit the same together with all
the pages intact.
Tenders should be addressed in a sealed cover with the name of the work clearly written thereon, to
the Divisional Forest Officer, Thrissur so as to reach him in his office at Thrissur before 3 p. m. on 22-11-2012.

tenders will be opened by the Divisional Forest Officer at 3.30 p. m. on the same day in the presence of such of the
tenderers who opt to be present on the occasion.
5.
If the last date fixed for the receipt of the tenders happens to be a holiday, the tenders will be received and
opened on the next working day at the same time and place as per the conditions specified above.
6.
The tenders received after the specified date and time, without the requisite enclosures or tenders not written
up in the proper order or form, will be rejected.
7.
Each tender should be accompanied by a Fixed Deposit receipt obtained from an approved Bank in favour of
the Divisional Forest Officer, Thrissur as earnest money deposit for the work.
8.
Tenderers should quote uniform percentage of the estimate rate at which they can take up the work specified
in the schedule both in figures and words.
Fraction of one percent should not be quoted.
9.
All the corrections in the tender forms should be initialled by the tenderer himself.

If any of the lowest tenderer is not prepared to reduce rate in the auction without fraction of one percent
it will be opened to the confirming authority to draw the tender by lots among or between the lower tenderers.

The lowest tender will ordinarily be accepted, provided the character and financial status of the tenderers
are found satisfactory, but the authority competent to accept the tender reserves to himself the powers of accepting or
rejecting any tender without assigning any reason there of. There shall be no appeal against such action.
13.
Rule notified as per G.O. (P) 62/76/AD dated 23-2-1976 and published in the Gazette dated 9-3-1976 shall be
binding on any person who makes a written tender for the works.
14. Tender submitted by timber merchants, sale coupe contractors and other persons who are engaged in timber
trade within the limits of the Forest Division in which working area is situated or by the adjacent Divisions will not be
accepted.
15. The tenderers should have no relationship on any Government servant who is in charge of the work or who
has any direct control over the work. Relationship in this case will mean father, mother, daughter, son, brother, sister,
direct uncle, nephew, father-in-law, mother-in-law and the first cousin of the officers concerned.
16. The earnest money deposit of unsuccessful tenderers will be returned to them soon after opening the
tenders.
17. Before submitting the tender, the tenderer, is expected to study and scrutinize all the conditions in this
agreement to be executed, the draft of which can be had for perusal from the Divisional Forest Officer, Thrissur on any
working day during office hours. He should also be thorough about the field conditions, terrain, labour availability etc.
No plea of ignorance of the agreement conditions as field conditions or no complaint regarding the said conditions
received after putting in the tender shall be entertained on any account. A bonded agreement should be executed by
the successful tenderer on the date of opening of tenders itself.
Approximate contract value— 86.15 Lakhs.
EMD— 50,000.
Cost of tender form— 13,000 + VAT.
Period of contract—3 months from the date of execution of the contract.
Next alternative date of tender, (if the tender dated 29-11-2012 cannot be conducted)—5-12-2012.
If the tender cannot be conducted on 22-11-2012, the same will be conducted on 29-11-2012 and 5-12-2012 as per
the above conditions, at the same place and time.

TENDER NOTICE
No. D-8358/2012.

Sealed competitive tenders are invited from registered
and experienced P.W.D. contractors for and on behalf of
the Governor of Kerala by the Divisional Forest Officer,
Nemmara for the execution of the following works shown
in the schedule furnished below. Sealed covers super-
scribing the name of the work will be opened in the
presence of the available contractors by the Divisional
Forest Officer, Nemmara or any other officer authorized by
him at the stipulated place and time as shown in the
schedule. The tender forms will be supplied to the
contractors only on production of their Registration Card,
PAN Card and on payment of the cost and VAT of the
tender form. The tender form is not transferable and the
cost of the tender form is non-refundable under any
circumstances.
If the tender could not be conducted on the fixed
day, due to any circumstances, the same will be conducted
on the next working day at the stipulated place and time.
The EMD noted against for each works should be
paid along with the tender form by Fixed Deposit
Certificates or DD drawn at any Nationalized Bank at
Nemmara in favour of Divisional Forest Officer, Nemmara.
A preliminary agreement in the prescribed format in Kerala
Government Stamp Paper worth 100 should be attached
with the tender. Incomplete tender or the tender without
the required EMD and preliminary agreement are liable to
be rejected. The Divisional Forest Officer, Nemmara
reserves the right to reject any tender without assigning
any reasons. All the rules and regulations regarding
tender in force in PWD and Forest Department are
applicable to this tender also. The Divisional Forest
Officer will be at his liberty to exclude any of the works
mentioned in the schedule from the tender.
The successful tenderer should execute the
agreement and commence the work within 15 days from
the date of receipt of work order. If he fails to execute the
agreement and to execute the work, the work will be
re-tendered at the risk and loss of the original bidder or
execute departmentally.

If nobody comes forward & participate in the tender
on 21-11-2012 the same will be conducted on 23-11-2012,
26-11-2012 of the same place & time.
Tender forms for the above tender will be issued till
12 Noon of the tender date and the tender offers will be
accepted in office till 2 p.m. on the day of tender.

technical or unexpected reasons or persons not

If the tender could not be conducted due to any
technical or unexpected reasons or persons not
purchased tender forms also, on the above date tenders
for the above works will be conducted on 7-12-2012 at
the same time.
Tender forms can be had from the office of the
undersigned on direct remittance of cost of tender form
or in through money order along with the Registration
cards. Value of the forms once realized will not be
refunded at any cost. EMD for the work should be made
through Demand Draft drawn from any Nationalized Bank
in favour of the Divisional Forest Officer, South Wayanad
Division, Kalpetta and payable at Kalpetta. Tenders
without adequate EMD, incomplete, defective or belated
tenders will be summarily rejected. The undersigned
reserves the right to reject any tender without assigning
any reason thereof. The undersigned will have power to
cancel the process the tender due to administrative
reasons if any. The Co-operative Societies, rendering the
tenders should produce true copies of relevant orders
exempting them from remittance of EMD/security along
with the tenders if any. Otherwise they will have to remit
EMD/security applicable.
Each and every tender should accompany preliminary
agreement in stamp paper worth 100 duly signed by the

The cost of tender forms will not be refunded at any
cost. EMD will be accepted through DD taken from any
of the Nationalized Bank in favour of Divisional Forest
Officer, Kasaragod. The name of work should be
superscribed on the sealed cover. All the conditions
prevailing in Kerala Public Works Department and Kerala
Forest Department will be applicable to these works.
Guarantee as prescribed in GO (Ms) No. 98/92 PWD dated
1-11-1992 will also applicable to this tender. Tender forms

stamp paper worth 100. Incomplete tenders and tenders
without EMD or tender received after the stipulated time

notice may vary subject to the scrutiny and approval from
higher authorities and will be shown in the tender
schedule.
