The tender forms can be had from the office of the
undersigned on all working days from 7-12-2012 to
13-12-2012 during working hours in between 10.15 a. m. to
3 p. m. and up to 1 p. m. on 14-12-2012 on application in
writing, proving the eligibility and on payment of cost
and VAT. Tenders for the work shall be submitted in
sealed cover with superscription of the name of work and
tender number on or before 3 p. m. on 21-12-2012 to the
Superintending Engineer, Harbour Engineering Central
Circle, Ernakulam-18. Tenders received after 3 p. m. on
21-12-2012 due to postal delay or on any other reasons
will not be considered. Department will not be responsible
for any such delays. If the last date of receipt of tender
happens to be a holiday, tender will be accepted up to
3 p. m. on the next working day. Preliminary Agreement
signed in Kerala Stamp Paper worth ` 100 and
document for required EMD pledged in favour of the
Superintending Engineer, Harbour Engineering Central
Circle, Ernakulam-18 are also to be submitted along with
the tender. The tender submitted without preliminary
agreement and required EMD will be rejected outright.
The tenders will be opened at 3.30 p. m. on the last date
of receipt of tender in the presence of tenderers/
authorized agents present at that time. The firm period of
the tender shall be 4 months from the date of opening of
the tender. All the conditions in the Kerala P. W. D. and all
other conditions prevailing for consideration of tenders
will be applicable to these tenders also. Government Order
No. (Rt.) 255/2004/F&PD dated 29-6-2004 and allied orders
will be applicable for these tenders. The undersigned
reserves the right to reject the application for issuance of
tender forms and also the submitted tender of any
tenderer without assigning any reason. While evaluating
tenders, regard would be paid to National defence and
security consideration.

The Superintending Engineer, Harbour Engineering
North Circle, Kozhikode for and on behalf of the Governor
of Kerala invite competitive tenders in two separate
sealed covers by Registered post/speed post for pre-
qualification and execution of the following work from
Registered “A” Class Contractors/Firms of Kerala State
P.W.D./Irrigation Department/Central Public Works
Department who are financially capable and with previous
experience of satisfactorily completing a single dredging
work costing not less than 40% of PAC (` 139 Lakh)/
satisfactorily completed other works which includes
dredging work alone costing not less than ` 139 Lakh
within a period of 5 years (as on the date of this
notification). Attested relevant certificate to the effect from
an Officer not below the rank of Superintending Engineer/
Agreement Authority should also be produced along with
application for tender document. Tender sent through
Courier Service will not be accepted.

Dredging/Removing 1,65,000 m3 (Approximate
quantity) of spoil from basin and approach channel and
conveying and dumping it beyond 3 km into Sea.
SPECIAL CONDITIONS
1.
The tenderer should either own or to capable of
hiring dredger/excavator to dredge to a depth of -3m,
convey to a distance beyond 3km in sea and dump.
2.
The tenderer should either own or be capable of
hiring the following machineries and equipments:
(1)
Dredger/excavator mounted on pontoon etc.—1 No.
(2)
Bottom openable Barge/Barge with pumping
facilities—3 Nos.
The machineries/equipments should be capable of
dredging/removing 165000m
3 of spoil, conveying and
dumping beyond 3 km. in sea within a period of
10 months.

The tenderer should submit the following details
with the tender:
(a)
Details of dredger/excavator and other
equipments, i.e. type of dredger/excavator capacity, daily
out turn etc.
(b)
Certificates of experience.
(c)
Completed works with quantity and amount in
last five years.
(d)
Details of technical labours.
(e)
Certificates of financial capacity.
(f)
If the machineries & equipments are proposed
to be hired, consent letter of the owner.
(g)
Programme chart for completion of work
within 10 months.

Dredging/removing, conveying and dumping the
spoil as per the tender schedule and as per the direction
of spoil and locations pointed out by departmental
officers.

5.
The tenderer is bound to remit all taxes such as
Service Tax etc., for this type of work to the Central/State
Government.
The tender documents for Pre-qualification and work
can be had from the office of the undersigned on all
working days from 11-12-2012 to 17-12-2012 during working
hours upto 3 p. m. and upto 1 p. m. on 18-12-2012 on
application in writing providing attested eligibility
certificate and on payment of ` 25,000 + VAT (Not
refundable) towards cost of tender schedule. The tender
documents are not transferable. The sale of tender
schedule for pre-qualification work will be closed at 1p. m.
on 18-12-2012. The pre-qualification documents containing
the questionnaire duly filled up by the tenderer (3 copies
in book form) along with preliminary agreement in the
prescribed format signed in Kerala Stamp Paper worth ` 100
and with required E.M.D. pledged in favour of the
undersigned in cover No. 1 and the duly filled tender
documents for the work (price bid) in cover No. 2 should
be submitted. Name of work should be clearly written on
the sealed cover and posted by Registered/Speed Post so
as to reach the undersigned before 4 p.m. on 28-12-2012.
Tenders which are received after 4 p.m. on 28-12-2012 due
to postal delay or any other reasons will not be
considered. Department will not be responsible for any such
delays. Tenders submitted through any Courier Service will
not be considered. Tenders submitted without preliminary
agreement and the required E.M.D. will be rejected outright.
The details of work done during the previous five
year’s
should
be
furnished
along
with
the
Pre-qualification document. Pre-qualification documents
alone will be opened at 4.30 p.m. on the last day of
acceptance of tender and will be submitted to Chief
Engineer for evaluation and sanction by Tender
Committee. If the last date of receipt of tender happens
to be a holiday, tenders will be accepted upto 4 p. m. and
opened at 4.30 p. m. on the next working day. The
tenders of those who have been pre-qualified will only be
opened later and the tenders of those who are not pre-
qualified will be summarily rejected without opening the
tender. The date of opening of the tenders of the
contractors/firms who have been pre-qualified will be
intimated. The firm period of the tender is 4 months from
the date of opening of the tenders. The tenderers have to
produce the original documents mentioned in the pre-
qualification documents to the office of the undersigned
within 3 days on opening of Pre-qualification tender for
verification.
All the conditions in the Government Order
No. (Ms.) 43/99/IRD, dated 9-6-1999 and further
clarifications and other conditions for consideration of
Pre-qualification tenders will be applicable to this tender. In
respect of Para V of this G. O., the clarifications issued by
the Government vide Letter No. 7365/H3/2000/PWD, dated
1-4-2000 will be applicable. G. O. (Rt.) No. 255/2004/
F & PD dated 29-6-2004 will also be applicable to this
tender. Co-operative Societies will not be eligible for any
price preference for this tender. The undersigned reserves
the right to reject the Pre-qualification/Tender
documents without assigning any reason.
