TENDER NOTICE

[No. 13/2012-13(P)]

1st December 2012.

Sealed competitive tenders are invited for

Management Information System (MIS) modules for

e-governce to T. M. Government College, Tirur for

 13,75,000 under the scheme of College Quality

Improvement Programme (Plan) 2012-13.

The tenders should be superscribed as “Tender

No. 13/2012-13/(P) Management Information Systems

modules under the scheme of College Quality Improvement

Programme”

and

addressed

to

the

Principal,

T.M. Government College, Tirur, Vakkad P. O.-676 502,

Malappuram District. The last date and time of receipt of

filled tender is on 10-1-2013 at 2 p. m. and will be opened

on the same day at 3 p.m. in the presence of such

tenderers or their authorized representatives who may be

present at that time. Sale of tender forms will be started on

19-12-2012 and closed on 10-1-2013 at 12 noon. Late

tenders will not be accepted.

Intending tenderers may on application to the Principal,

T. M. Government College, Tirur, Vakkad, P. O.-676 502,

Malappuram District obtain the requisite tender form on

which the tenders should be submitted. Application for the

tender form should be accompained by a cash remittance for

 2,100 towards the cost of forms plus  84 towards VAT

(Total  2,184) which is the price fixed for a tender form and it

is not refundable under any circumstances. The tender forms

are not transferable. Cheques, Postal Orders, Drafts will not

be accepted towards the cost of tender form not will the

form be sent by V.P.P. Those who are required tender forms by

Registered Post should sent  2,234 by Money Order

including cost of tender form and registered postal charges.

Every tender should be completely filled, signed and

accompained by Demand Draft towards 1% of total cost of

equipments to be quoted as EMD. Short term/fixed deposit

receipts should not be accepted towards EMD. EMD carry

not interest. The rate, VAT and other charges should be quoted

separately for each item. The successful tenderers should

supply the equipments within one month after the receipt of

the supply order at their own expenses. The prices should be

valid upto 31-3-2013. The firms who are exempted from

furnishing EMD should attach true copy of the exemption

order along with tender documents. Every tenderer should

execute an agreement in Kerala Stamp Paper worth  100 along

with the tender.

The undersigned will have the right to cancel or extend

the tender formalities without any further notice. The cash

transaction in the office is from 10 a. m. to 2 p. m. on all

working days. More details will be had from the college office

on working hours.

DETAILS OF MANAGEMENT INFORMATION SYSTEM (MIS)

TM Government College, Tirur intends to do office

automation wherein the teaching departments, central

office administration, library etc. will be computerized and

will function as an integrated system.

The proposal include the following:

Server Room (Inside Office —1 Floor Main Block):

Main server of TMG infrastructure is to be installed and

racked here. Server room contains the following

equipments:

1. Main Servers

2. Two 24 Port Switches

This server manages the entire infrastructure. The network

distribution is done through the two separate switches.

It has been decided to keep two separate switches, which

are connected through two separate NIC cards since this

configuration reduces, cost, domain collision and

increases the reliability.

Main servers should have the following Configuration:

AMD Quad core Processor (Need Latest processing speed)

Gigabite Mother board (Need latest cache memory size)

RAID controller, which keeps the hard disks

24 GB RAM

Minimum 1000GB X 2 HDD - RAID 0

VT Bit Enabled (This will be the container of Virtual

servicers with KVM hypervisor)

2 NIC Cards with 1G/Sec Speed.

There are following applications (preferably open source)

which are needed for TMG:

The centralized management system which

manages entire TMG infrastructure

To manage TMG infrastructure installation

TMG internal APT repository

TMG internal portal for documentation. A web

portal which will be used to document whatever

we need at TMG and can be used for reading

as well.

TMG internal Training portal

TMG Students and teachers Database—A Web

application which can be used to keep the

database of students’ details

Library Management Software

These applications will be available over the network

to entire TMG. For faster trouble shooting and availability

the essentials shall be met, the details of which are to be

specified.

Computer LAB (Main Block 2nd Floor):

Provide a 24-port switch here out of which 21 ports can

be used here.

Computer Lab 1 (Main Block 2nd Floor):

Provide a 24 port switch here out of which 21 ports can

be used here.

Language Lab (Main Block 2nd Floor):

Provide a 16-port switch here. Three ports will serve

Seminar Hall from this switch.

Seminar Hall (Main Block 2nd Floor):

Provide a wireless modem and 2 ports here.

Arabic Department (Main Block 2nd Floor):

Provide 8 port switch here which serves Arabic classes

each with a single port and department with 3 ports

Physics Department (Main Block 1st Floor):

We provide 16-port switch here, which serves all Physics

classes each with single port, department with 3 ports and

Physics Lab with a maximum of 7 ports.

Commerce Department (Main Block G Floor):

We provide 8-port switch here which serves Commerce

classes each with a single port and Department with

3 ports

Malayalam Department (Main Block G Floor):

We provide 8 port switch here which serves

Malayalam classes each with a single port and

department with 3 ports

Maths Department (Maths Block G Floor):

We provide an 8 port switch here, which serves two

adjust class room with single port and Maths department

with a maximum of 4 ports.

Computer Lab 2 (Maths Block 1st Floor):

We provide 16 port switch here which serves rest 6

classes in the building each with single port and the lab

with a maximum of 8 ports.

College office and Principal’s room: networked with

switches/ports as mentioned above.

Other changes may be incorporated accordingly and the

details shall be explicitly mentioned.

The MIS modules to be supplied should be independent

and should have sufficient interfaces so that it is

interworking with software developed by other software

developers including us. The source code shall be given

to TM Govt. College and TM Govt. College agrees that

the same will not be divulged to outside agency and will

not be used outside TMG., Tirur. However, open source

softwares shall be preferred. The modules described give

a general idea about our requirements. The successful

bidder after detailed onsite system studies, will submit the

final specifications to TMG, Tirur. The bidder shall ensure

to give a MIS as per our requirement. The bidder shall

mention all conditions including warranty periods,

Warranty charges, maintenance conditions, source codes,

software rights, prices, details of wiring materials,

network items, labour charges, installation charges and

others explicitly. No claim/hidden charges etc. thereof shall

be entertained at a later stage.

administration

• Academic department management

• Principal’s office management

• Interactive teaching and learning

• College office management

• Alumni association management

• Purchase, stocks and distribution (inventory

management)
