CONDITIONS

1.

Registered ‘A’ class contractors/Firms in Irrigation

Department/Kerala Public Works Department, who

have experience in carrying out large works and

who consider themselves capable of carrying out

these types of works may obtain PQ documents

and tender documents from the office of the

undersigned on any working day up to the date and

time noted, on payment of  25,000 + VAT in cash

directly. Those who require further copies may

deposit  12,500 + VAT for each additional copy.

Prospective bidders should have completed at least

one similar work with Estimate PAC/Revised

Estimate PAC without considering tender variation

worth 50% of the Estimate PAC as specified

against the work within the last five years. A

certificate to this effect from the agreement

executing authority of the completed work shall

invariably be submitted along with the application

for PQ documents and tender documents, failing

which; PQ documents will not be issued to him/

them (applicant). (Applications without this

certificate will not be considered). The contractors/

firms should attach an affidavit along with the PQ

documents stating whether or not any works

carried out by him/them were terminated due to his

or their fault so far. Documents showing the

ownership of the essential plants or machineries

required for the work should be submitted along

with the PQ documents.

The PQ documents and tender documents will not

be issued after the date and time specified under

any circumstances. The duly filled up PQ

documents (3 copies) along with EMD and

preliminary agreement in one sealed cover and

tender for work in another sealed cover, writing

clearly over the cover specifying whether it

contains PQ document/tender document with the

name of bidder and name of work and then

enclosing these two covers in a single cover duly

super scribing the name of work and name of

contractor and send the same by Speed Post/

Registered post, so as to reach the office of the

undersigned before 4 p. m. on the date specified.

The PQ documents and tender documents received

after the time notified above will not be considered

under any circumstance. The tender received after

the stipulated date and time due to postal delays or

tender through courier service or directly will not

be accepted. The undersigned reserves the right to

deny Pre-qualification to any of the applicant and

to reject the tender submitted by any of the

applicant without assigning any reason thereto. If

the last date of the receipt of tender happens to be

a holiday, tenders will be received up to the

stipulated time on the next working day.

Preliminary agreement on stamp paper worth 100

duly filled up and signed (to be enclosed with PQ

document) and sufficient EMD duly pledged in

favour of the Director, Inland Navigation

Directorate, Kollam should be enclosed in a

separate sealed cover super scribing “Earnest

Money” and attach separately to the cover

containing PQ documents for the works. Tenders

received without the above mentioned documents

shall summarily be rejected.

PQ document alone will be opened at 4.30 p. m.

on the dates specified. After evaluation of the PQ

document in the office of the undersigned, the

same will be submitted to the Chief Engineer,

Irrigation and Administration, Thiruvananthapuram

for approval and final selection by the

Pre qualification Committee. Only those tenders,

submitted by the contractors / firms who are pre-

qualified by the Committee shall be opened and

scrutinized later on. Tenders of contractor or firms

who have not been pre-qualified will be summarily

rejected without opening the tenders and will be

returned to the tenderer on proper receipt. Those

who intend to form consortium or joint venture

agreement should obtain prior approval of the

Director before obtaining the tender documents.

The date and time for opening of tenders of work

will be intimated well in advance to the concerned

contractor/firm who are pre-qualified.

Besides security deposit, 10% of the PAC as Bank

Guarantee should be submitted by the selected

bidder at the time of executing agreement. All the

conditions contained in GO.(P) No. 84/97 dated
