The Departmental Promotion Committee (Lower) held

on 24-8-2012 had decided to include Sri Sibi, N. O., SI of

Police in the Select List of SIs of Police (GE) fit for

promotion as CIs of Police (GE) for the year 2011 (for the

vacancies in 2012), provisionally subject to the disposal of

the disciplinary proceedings pending against him vide

Order No. H2/59296/2011 TR dated 26-12-2011 of District

Police Chief, Kannur. As such vide PHQ Notification

No. T4-78250/2012 dated 27-9-2012, he was provisionally

included as Serial No. 8 in the Select List of SIs fit for

promotion as CIs for the year 2011.

The above decision of the DPC was approved

by

the

Government

vide

Government

Letter

No. 76682/A2/2012/Home dated 22-9-2012.

The Non OE pending against the SI was disposed of

by awarding him with a punishment of ‘Warning’ vide

Order No. H2-Appeal-14/2011C (D.O. No. 891/2012 C)

dated 16-11-2012 of District Police Chief, Kannur.

As per note (V) under Sub-Rule 7 of Rule 28(b) of

KS & SSRs 1958, ‘Censure’ or ‘Warning’ awarded or

proposed to be awarded to an officer need not be taken

into account while considering his case for promotion.

In these circumstances, it is decided to delete the

condition imposed on the inclusion of Sri Sibi, N. O., SI of

Police in the Select List of SIs fit for promotion as CIs for

the year 2011 (for the vacancies in 2012) published vide

PHQ Notification No. T4-78250/2012 dated 27-9-2012.
