It is hereby notified for the general information of the public that Acacia timber collected from the various

Acacia Plantations in Palode Range of Thiruvananthapuram Division will be sold in tender/auction sale as per the schedule

furnished below subject to the detailed Tender/Auction sale conditions published in Kerala Gazette No. 49 dated

14-12-2010 in Forest Sheet Page No. 589 to 595 by the Chief Conservator of Forest (Protection),

Thiruvananthapuram, vide Notification No. Pro. (5)-5628/10 dated 2-12-2010 and other rules and conditions in force. Tender

forms will be available in Divisional Forest Office, Thiruvananthapuram and Forest Range Office, Palode on payment

of 200 and VAT. Tenders will be accepted till the date fixed for tender/auction sale upto 9 a. m. in Range Office,

Palode as the case may be. Tenders received after the stipulated date and time will not be entertained. If the date

for Tender/Auction happens to be a public holiday, harthal or strike, the auction sale will be held in the next working

day at the scheduled time and place. Tenders will be opened immediately after the auction sale and further action

will be taken as per sale conditions. The intending bidders should satisfy themselves about the quantity and quality

of the materials put up for tender/auction sale and no complaints will be entertained later on regarding the same. Further

details of tender/auction sale will be available from the Range Office, Palode. Materials taken to stock upto the day

before the auction will be included in sale and hence the quantity shown is approximate. If there is no bid or part

bid in the 1^st day of the auction, the remaining materials will be put up for sale on subsequent dates and time shown

below in the schedule. The Auctioning Officer has discretion to conduct the auction completely or partially and to

postpone the auction without assigning any reason, thereof.

Sealed competitive tenders superscribing the name of

the work is invited by the Wildlife Warden, Wildlife

Division, Munnar for and on behalf of Governor of

Kerala from the registered contractors (Experienced in

Solar Power Fencing works) of the Forest & Wildlife

Department or any other department for the following

works.

Tender No.—24/2012.

Name of Work with Estimated Amount—Erecting

Solar Power Fencing at Swamiyaralakudy from Patikettu to

Idivara in Anamudi Shola National Park 2012-13—

4,00,000.

EMD— 10,000.

Cost of tender form— 800 + VAT.

Last date and time for receipt of tender—24-1-2013,

3 p. m.

Period of work—One Month.

Tender forms and other conditions can be obtained

from the office of the undersigned on application in

writing and on payment of the cost of tender form either

in cash or by money order (not refundable) up to 1 p.m.

on 24-1-2013 and will be opened by the undersigned or

his deputee on the same day at 3.30 p. m. in the presence

of the applicants attending on that date. If the due date

happens to be a holiday, the next working day will be the

due date. Cost of tender forms will not be refunded at

any instances.

In addition to the above tender forms and tender

schedules can be downloaded from the Official website

of the Department www.kerala.gov.in/tender/intex.htm.

Filled up tender forms along with other documents shall

be submitted to the undersigned up to 3 p. m. on

24-1-2013 by post or any approved courier service. In the

case of downloaded tender applications, in addition to the

prescribed EMD, a demand draft for the tender form value

from a Nationalized Bank drawn in favour of Wildlife

Warden, Wildlife Division, Munnar payable at Munnar

shall also be enclosed. Other mode of remittance of tender

form cost is not acceptable.

The Earnest Money Deposit noted against the work

should be paid along with the tenders by DD (Cheques

or fixed deposit receipts will not be acceptable) in favour

of the undersigned payable at any Nationalized Bank at

Munnar. Incomplete tender or tenders without EMD are

liable to be rejected. The preliminary agreement in stamp

paper worth 100 should be enclosed with tender. The

undersigned reserves the right to reject any tender without

assigning any reason. All other conditions prevailing in

the Kerala Public Works Department and Forest

Department are applicable to this tender notification also.

If the tender is not conducted on the stipulated date

due to administrative reason, that will be conducted on

the next working day.

Sealed competitive tenders are invited from registered and experienced P.W.D. contractors for and on behalf of the

Governor of Kerala by the Divisional Forest Officer, Palakkad for the execution of the following work shown in the

schedule furnished below. Sealed covers superscribing the name of the work will be opened in the presence of the

available contractors by the Divisional Forest Officer, Palakkad or any other officer authorized by him at the stipulated place

and time as shown in the schedule. The tender forms will be supplied to the contractors only on production of their

Registration Card, Pan Card and on payment of the cost and VAT of the tender form. The tender form is not transferable

and the cost of the tender form is non-refundable under any circumstances.

If the tender could not be conducted on the fixed day, due to any circumstances, the same will be conducted on

the next working day at the stipulated place and time.

The EMD noted against each works should be paid along with the tender form by Fixed Deposit Certificates or DD

drawn at any Nationalized Bank at Palakkad in favour of Divisional Forest Officer, Palakkad. A preliminary Agreement in the

prescribed format in Kerala Government Stamp Paper worth 100 should be attached with the tender. Incomplete tender or

the tender without the required EMD are liable to be rejected. Tenders without the agreement in stamped paper will be

rejected outright. But in deserving cases where agreement has not been received, the Purchasing Officer may exercise his

discretion and call upon such tenderer to execute the agreement within a period of ten days from the date of issue of such

intimation. A specimen form of agreement will be given along with tender application. The Divisional Forest Officer,

Palakkad reserves the right to reject any tender without assigning any reasons. All the rules and regulations regarding

tender in force in PWD and Forest Department are applicable to this tender also. The Divisional Forest Officer will be at his

liberty to exclude any of the works mentioned in the schedule from the tender.

The successful tenderer should execute the agreement and commence the work within 15 days from the date of

receipt of work order. If he fails to execute the agreement and to execute the work, the work will be re-tendered at the risk

and loss of the original bidder or execute departmentally. More details of this tender can be had either from the office of

the Divisional Forest Officer, Palakkad (0491-2555156) or from the Range Office Olavakkode (0491-2552815), Ottappalam

(0466-2220108) & Walayar (0491-2862032).

If nobody comes forward & participate in the tender on 31-1-2013 the same will be conducted on 7-1-2013 or

10-1-2013 of the same place & time. Tender forms for the above tender will be issued at working hours from 28-1-2013 to

31-1-2013 (till 12 Noon) and this tender offers will be accepted in this office till 1 p. m. on the day of tender.

It is hereby notified for the information of the public that the tender-cum-auction sale of Teak Poles, Misc. Poles,

Teak Timber, Misc. Timber, Firewood available at Dumping Depot under Edavanna Range as mentioned in the Schedule

below will be conducted on the dates noted against each by the Divisional Forest Officer, Nilambur North Division or any

other Officer authorised by him subject to the sale conditions published by the Chief Conservator of Forests,

Thiruvananthapuram vide Number Pro. (5) 4668/2011 dated 7-12-2011 in Kerala Gazette No. 56 dated 20-12-2011. The

auction sale is subject to the sale contitions published by Government in time to time. If the date of auction happens to

be a public holiday or if the sale is not conducted due to some reasons the sale will be conducted on the next working

day at the same place and time. No bid lots if any in the first auction also will be auctioned on the alternate dates.

TENDER/RE-TENDER NOTICE

No. T2-2560/2012.

1st January 2013.

Competitive sealed tender/re-tenders are invited by

the undersigned on behalf of Governor of Kerala in the

prescribed form from eligible contractors or agencies/firms

registered as ‘C’ Class and above with Kerala PWD for

various civil works as shown in the table below in

Kozhikode, Wayanad & Kasaragod Districts under Timber

Sales Division, Kozhikode during 2012-13. The tender/

re-tender is fixed to be conducted on 30-1-2013. The

tender/re-tender documents can be purchased from the

office of the undersigned during office hours upto 1 p.m.

on the tender/re-tender date, on producing attested copy

of the registration card. Cost of tender/re-tender form is

non refundable and the tender/re-tender form is not

transferable. The filled up tender/re-tender documents

should be submitted on or before 3 p.m. of the date of

tender/re-tender. It should be accompanied by all necessary

documents and required Earnest Money Deposit by way

of bankers DD or fixed deposit or National Saving

Certificate or any approved deposit drawn in favour of/

pledged in the name of Divisional Forest Officer, Timber

Sales, Kozhikode, payable at Kozhikode. The intending

tenderers/re-tenderers should furnish a preliminary

agreement in prescribed form in stamp paper worth 100

along with tender/re-tender for each work. Tender number

and name of the work should be superscribed legibly on

the sealed envelope containing the tender/re-tender

documents.

Incomplete tenders/re-tenders, or tenders/re-tenders

without necessary documents or required EMD or tenders/

re-tenders not in accordance with tender/re-tender

conditions will not be accepted. Tenders/re-tenders will be

opened at 3.30 p.m. on the same day in the presence of

those tenderers/re-tenderers or their authorized

representatives who are present at the time by the

Divisional Forest Officer, Timber Sales, Kozhikode or an

officer authorized by him. The Divisional Forest Officer,

Timber Sales, Kozhikode reserves the right to exclude any

works/postponed to another notified date and also to

reject any tender/re-tender without assigning any reason

thereof. If the tender/re-tender date happens to be a

holiday, or the tender/re-tender could not be conducted on

the notified date, due to any reasons, the tender/re-tender

will be conducted at the same place and time on the next

working day, as per the same conditions.

If the tender/re-tender could not be conducted on

the said date/dates, tender/re-tender for the works will be

conducted at the above place and time with same

conditions on 5-2-2013. If tender/re-tender could not be

conducted even on this date necessary tender/re-tender for

such works will be conducted with same condition at same

place and time on 8-2-2013. Tender/re-tender for balance

works, if any will be conducted on 15-2-2013 and tender/

re-tender for remaining works if any will be conducted on

19-2-2013 and tender/re-tender for remaining works if any

will be conducted on 23-2-2013 at the same place and time

as per same conditions.

Cost of tender/re-tender forms in respect of works with

PAC from 5,000 to 50,000 shall be 300 + VAT

and in respect of works with PAC of 50,001 to

10 lakhs shall be 0.20% + VAT of the cost of the work

rounded to the nearest multiple of 100 subject to a

minimum of 400 + VAT and maximum of 2,500 + VAT.

All existing rules, regulations, directions etc. prescribed

by Kerala PWD and Kerala Forest Department in respect

Kannavam Section of Kannavam Range, 1951 Teak Plantation, Nedumpoyil Tholambra Section Kottiyoor Range (5.5 Ha.),

1952 Teak Plantation, Nedumpoyil, Tholambra Section (8.30 Ha.) of Kottiyoor Range of this Division as specified in the

schedule appended below will be sold in tender-cum-auction by the Divisional Forest Officer, Kannur or any other

The auction will be on lump sum basis for the right of collection and removal of entire Edala, Vengana,

Kambili, Cheru, Thali, Sterculia and other soft wood species of trees and bamboos growth from the above

plantations mentioned in the schedule hereto, the area of which has been surveyed and demarked on the

ground.

Intending tenderers/bidders may inspect the trees and satisfy themselves of the quantity and quality of the

produce before participating in the Tender cum Auction. Complaints if any, regarding quality and quantity etc.

received after the Tender cum Auction will not be entertained.

Bidder should appear for the auction in person and nobody will be permitted to bid on behalf of another person

unless valid power of attorney is produced prior to the commencement of Tender cum Auction.

A supply contractor of Kannur Division or any adjacent Divisions will not be allowed to bid in the Tender

cum Auction.

Intending tenderers/bidders should produce photo identity proof issued by Government authority or a

certificate from the concerned Village Officer showing their permanent address and duly attesting their signature

along with Earnest Money Deposit.

The successful tenderers/bidders should give an undertaking that he is not related with any officer having

control over the work and that he is not a supply contractor of this or any adjacent Division. If this is proved

otherwise, it shall result in cancellation of the contract and resale of the coupe at his risk and loss.

No post offer received after 7 days of the conduct of the Tender cum Auction sale and post offer which is not

advantageous by more than 10% of the original offer where the bid amount is one lakh and above and

more than 20% where the original bid amount is less than one lakh will ordinarily be considered. The post

offerer will comply with following terms.

(a)

Offer should be made within 7 days of Tender cum Auction failing to which the offer will not be

considered.

(b)

Offerer should remit double the amount paid by the successful Tenderers/Bidders on the Tender

cum Auction date.

(c)

The remittance should be made by the chalan or bank deposit and the Bank receipt should be

produced before the Divisional Forest Officer concerned within 7 days from the date of receipt of

registered notice to that effect.

The post offerer after satisfying the conditions specified above should execute an agreement before the Divisional

Forest Officer concerned, pledging the security deposit for the due fulfillment of the above terms. If the post offerer satisfied

the conditions, a re-auction of the right will be conducted after giving the usual publicity as per rules. In the re-auction,

the price fetched if does not come up to what has been offered by the post offerer, it will be awarded to the post offerer

at the amount offered by him. If he backs out, the security amount remitted by him will be forfeited to Government. If however,

the bid amount is above what has been offered by the post offerer, the right will be awarded to the highest Bidders/

Tenderers in the re-auction and the amount remitted by the post offerer will be released to him.

Further particulars about the Tender cum Auction can be had either from the Office of the Divisional Forest

Officer or from the Range Office, Kannavam/Kottiyoor.

Intending tenderers/bidders should deposit an Earnest Money Deposit of 10,000 (Rupees Ten Thousand Only)

for each Plantation/Block for participating in the Tender/Auction.

The successful tenderers/bidders have to remit1/3^rdof sale value on the Tender cum Auction date, failure to which

may result in the forfeiture of the E.M.D. to the Government and the resale of coupe at the risk and loss of the

person concerned.

11.

The successful tenderers/bidders have only the right for the collection and removal of marked Edala, Vengana,

Kambili, Cheru, Thali, Sterculia and other softwood trees and bamboos as mentioned in the Schedule

Appended and will have no right over Teak, Rosewood or such other unmarked trees.

The successful tenderers/bidders should execute a bounden agreement on a Stamp Paper worth

100 after the completion of Tender cum Auction.

The confirmation of the Tender cum Auction sale will be communicated to the party concerned as early as

possible. Within 15 days from the date of intimation of the confirmation, the successful tenderers/bidders shall

remit the balance 2/3rd of the sale value and 5% Forest Development Tax, VAT and Income Tax at the rates in

force and security deposit of 10% for the total sale value. The successful tenderers /bidders should execute an

agreement on a stamp paper worth 100. In case of failure to remit the amount within 15 days extension shall

be granted by the Divisional Forest Officer for 15 days subject to the realization of 12% penal interest. In case

of failure to remit the amount within the extended period further extension for 15 days by the Chief Conservator

of Forests, Northern Circle, Kannur subject to the realization of 24% penal interest. But all the above extension

period will be within the original contract period. Failure to remit any of the above installment even during the

extended period will entail cancellation of the contract and forfeiture of all money paid till then and all produce

remaining in the coupe. The right thus cancelled will be resold at the risk and loss of the contractor. In

calculating interest, 15 days and below will be reckoned as 1/2 month and over 15 days as one month.

1f the successful tenderers /bidders fails to execute the agreement after remitting the amount even during the

extended period as per the above condition, entire amount paid till then will be forfeited to the Government and

all the produce left unremoved in the coupe will be confiscated to Government after cancelling the Tender cum

Auction. The coupe will be re auctioned at the risk and loss of the tenderers/bidders. He will be liable for all

the loss sustained to the Government and will have no right over the profit derived out of the re-auction of

the coupe.

Failure to remit any of the above instalment even during the extended period will entail the cancellation of the

contract and forfeiture of all the money paid till then and confiscation of all the produce remaining in the

coupe. The right thus cancelled will be resold at the risk and loss of the contractor. The contractor will have

no right over the profit derived out of the resale of the coupe.

16.

The period of contract will be allowed 30 days from the date of intimation of confirmation. No extension of

period of contract shall be granted on ordinary ground. Under special circumstances, for good and sufficient

reasons, the Divisional Forest Officer and the Chief Conservator of Forests, Northern Circle, Kannur and the

Additional Principal Chief Conservator of Forests (Region North), Kozhikode concerned may grant extension of

time for 15 days further 15 days further 15 days respectively on realization of penalty or penalties for

completion of each work for each extension mentioned below:

(a)

For enumerated trees and balance unfelled per hectare or fraction thereof 750 per hectare.

(b)

Unremoved registered logs and unregistered logs and bamboos 100/M3/MT or fraction thereof.

(c)

Unremoved firewood 50/Tone or fraction thereof.

Penalty will be assessed and realized on timber, firewood as the case may be which are either uncollected or

unremoved during the original contract period. The penalty for the first 15 days shall be realized at the above rates,

double the rate for the second 15 days and three times of the original rate for the third 15 days shall be realized.

If the tenderers/bidders fails to remove the entire produce within the above extended period, the whole timber and

firewood collected by the tenderers/bidders as per the agreement will be forfeited to Government and the tenderers/

bidders will not have any right on the produce confiscated to Government. In the above circumstances the balance work

to be executed by the tenderers/bidders shall be completed departmentally and all the loss sustained to Government in

this regard shall be realized from the tenderers/bidders.

17.

The contractor shall be allowed to remove the timber ofEdala, Vengana, Kambili, Cheru, Thali, Sterculia and

other misc species bamboos and fire wood from the coupe subject to the law prevailing in the department from

time to time.

18.

The contractor or his persons shall be allowed to enter in the coupe only after getting the prior permission

The contractor shall at all time during the currency of the contract, keep the coupe boundaries cleared to a

width of 2 Meters and keep the cairns intact.

He will be liable for the damages made to other trees in plantations or RF.

The successful tenderers /bidders may allow to stack the timber in the forest area outside the coupe at the risk

of the tenderers/bidders up to the period of contract. An amount of 250 will be charged as a ground rent for

the timber unremoved for 1 Ha. or fractions thereof.

He will be liable for all illegal activities happened 400 Mtr. (2 Furlong) surrounding of the coupe. Such

incidents, if noticed by contractor, should be informed the officer concerned, otherwise will lead to the

cancellation of the contact.

The security deposit will be released to the Contractor on production of clearance certificate of VAT,

Agricultural Income Tax etc. Any liability outstanding will be set off from the security deposit.

If the value fetched in the re-tender/re-auction is less than that obtained in the original Tender cum Auction,

the difference between them together with all incidental expenditure to fix up of the resale including

notification charges or any other dues or Government loss as assessed by the Divisional Forest Officer

concerned will be recovered from the defaulting tenderers/bidders through all legal means including Revenue

Recovery Act in force.

25.

General condition of the sale of tree growth, prevailing in the department from time to time shall be applicable to

this Tender cum Auction also.

26.

No unmarked trees shall be felled or damaged while felling a marked tree. Such instances if any will be treated

as violation of agreement condition.
