Department/Irrigation who have successfully completed

The right of toll collection as per the tender will be

based on the rules and regulations prescribed in

the Notification dated 27-8-1997 of Government of

India for a period from 1-4-2013 to 31-3-2014.

The toll contractor shall remit to the Government,

the proportionate amount of the bid, as per the

special conditions.

Tenders should accompany the required EMD

which should be in the proper form and pledged in

favour of the undersigned and should specify the

name of the work and the name and address of the

tenderer. Tenders without complying the above

directions will be rejected.

Tender should be accompanied by a Preliminary

Agreement duly filled and signed by the tenderer

in Stamp Paper worth ` 100. If the selected

tenderer fails to execute the agreement as directed,

the EMD furnished by him will be forfeited to

Government and the work will be re-arranged at his

risk and cost and the loss sustained to Government

if any will be recovered from him.

The successful tenderer should deposit an amount

equal to 8/52 of the quoted amount as security

deposit. The security deposit must be in the form

of the Treasury Savings Certificates drawn in

favour of the Superintending Engineer, N.H. (Central)

Circle, Kochi from any of the treasuries in Kerala

State/Bank guarantee issued by a Nationalized/

Scheduled Indian Bank acceptable to the

Superintending Engineer.

The selected contractor on award are liable to

execute an agreement under Kerala Stamp Act as in

the case of Lease Agreement at the expense of the

Contractor and the right to collect toll will get only

on completion of the Registration of the agreement

with Registration Department. The selected

contractor will have to bear the expense of stamp

duties and fee for registration of the agreement.

The right to reject tenders without any specified

reasons rests with the undersigned.

The completed tender documents duly filled up in

all respects should reach at the addressee given

below on or before 14-2-2013 upto 2.30 p.m. The

tender documents should be sent by post only

(Speed Post/Registered Post). The Department is

not responsible regarding non-receipt of delay in

respect of tenders sent by post. If the last date so

declared is a holiday, the next working day shall

be deemed as the last date for the receipt of

the tenders.

No reduction in toll amount is allowed for the

losses due to Bundh/Harthal etc....

Stiff penalty, including cancellation of contract,

would be imposed for any malpractice by the

contractors, that may cause inconvenience to the

Highway users.

The contractor on award of collection rights at

prescribed rates, will have to install and maintain

computer and computer activated toll barriers and

the collection will be done through such

computerized barriers. This system will become

property of the Government on completion of the

contract period. No depreciation or write off value

of such equipment shall be paid to the contractor.

If required by the Government, the tenderer should

be prepared to extend validity of the agreement for

toll collection, at the rate quoted by him, till the

new agency takes over the charge of site for toll

collection, after the expiry of contract period and

no enhanced rate or compensation for this

extension would be paid. Also the period of

contract notified can be reduced by the

Department, in the event the rate of toll are revised

by MoRT & H/any subsequent direction from the

State Government or MORT & H. The existing

related rules and regulations regarding the

tendering of Government works will be binding on

this tender also.

All other conditions regarding tender are as usual

in Kerala Public Works Department and current

rules in the Department will be binding to this

tender. Tender forms shall not be accepted from

contractors who were earlier punished/ousted

from any Government works or made arrears in

remittance of kist to Government.

Tender notice for post-qualification and execution of

the following works are invited from the Contractors/

Firms of Kerala, PWD companies who have successfully

completed atleast one similar work costing more than 40%

(Forty percentage) of estimate PAC of the proposed work

during the last five years. Tender documents can be
