On scrutiny of the above said notification by the Custodian of Ecologically Fragile Lands as provided under

Section 19(3) (b) of the Ecologically Fragile Lands Act, 2003 by following the procedure prescribed under Rule 20 of the

Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Rules 2007, it was found that the area does not

qualify the definition of Ecologically Fragile Lands as defined under Section 2b(i) of the Ecologically Fragile Land Act

2003 and therefore it is decided that the area has to be excluded from the Ecologically Fragile Land notification.

In the above circumstances it is hereby notified that the area notified against Serial No. 47 in Column No.1 of the

Original Notification No. C6-21437/2000 dated 12-7-2001 and published in Kerala Gazette No. 36 Volume 46 dated 11-9-2001

and revised Notification No. EFL 10-100413/2013 dated 28-1-2013 and published in Kerala Gazette No. 9 Volume 2 dated

26-2-2013 as Serial No. ECP-47 is hereby excluded from vesting and the said notification stands amended to the

above extent by invoking the powers conferred under Section 19(3) (b) of the Ecologically Fragile Lands Act 2003 with

immediate effect.

The notified land does not come under the definition of Ecologically Fragile Lands as defined under Section 2(b) (i) of

the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Act 2003.

As per letter No. T-2367/97 dated

2-2-2007 of Conservator of Forests, Eastern Circle, Olavakode and as per the report dated 4-8-2006 of the committee

which inspected the land, it has been reported that the land does not come under the definition of Ecologically Fragile

Land as defined under Section 2(b) (i) of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands)

Act 2003.

In the above circumstances this notification is issued to remove the said land from the original notification

No. C6-21437/2000 dated 12-7-2001 and published in Kerala Gazette No. 36, Volume 46 dated 11-9-2001 as Sl. No. 47 and

revised Notification No. EFL10.100413 dated 28-1-2013 and published in Kerala Gazette No. 9, Volume 2 dated 26-2-2013.

against Sl. No. ECP 47 in Column No (I) and original notification is revised to that extent by invoking the powers

conferred under Section 19(3) (b) of the Ecologically Fragile Lands Act with immediate effect. The above notification is

intended to achieve the above purpose.

It is hereby notified that the teak poles, teak billet and jungle wood fire wood collected from final felling of matchwood

plantations in Kallar Range of Achencovil Division will be sold in public Tender cum Auction at dumping sites shown in

the schedule, by the Divisional Forest Officer, Achencovil or any officer authorised by him, subject to the conditions

published in Kerala Gazette No. 49 dated 14-12-2010 vide Notification No. Pro. (5) 5628/08 dated 4-12-2010 of the Chief

Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department.

Besides the quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of

Tender cum Auction will also be included in the sale. If the date of Tender cum Auction noted in the schedule is

declared as public holiday, the tender cum auction will be conducted in the next working day at the same time and place

and if the proposed tender cum auction is not held due to other reasons, the same will be conducted on the alternate

dates as shown in the schedule at the same time and place. Tender forms can be had from the respective Range Office

on all working days on payment of ` 400 and VAT.

Alternate date—7-5-2013 up to 9 a m.

Those who intend to participate in the Tender cum Auction shall deposit a sum of ` 20,000 as E.M.D. in cash at

the time of submission of tender. Those who intend to participate in the auction alone, shall deposit the EMD at the

above rate before the commencement of auction.

Intending persons may ensure the quantity and quality of materials put up for auction/tender before the

commencement of the same and no complaints will be entertained after the auction/tender. The tenderers/bidders should

produce a Certificate showing the permanent address and signature of the bidders duly attested by the concerned Village

Officer or any other approved identity documents before depositing the EMD. Those who do not produce any approved

identity card or certificate will not be allowed to participate in the tender auction.

In case any Government Department requires any of the materials put up for the auction the quantity remaining after

their selection only will be auctioned. The quantity that may become ready for sale after the publication of this

notification will also be included in the tender cum auction. Any further notification to the sale conditions that may be

issued by Government after the issuance of this notification will also be applicable to this tender cum auction.

The materials collected by final felling Teak Plantations in Naduvathumoozhy, Mannarappara Ranges of Konni

Division and stacked at dumping sites shown in the schedule hereto attached will be sold in Tender/Auction by the

undersigned or by any other officer authorized for the purpose, on the date and time shown in the schedule. The sale

condition published by the Additional Principal Chief Conservator of Forests (Protection), Thiruvananthapuram vide

Notification No. Pro. (5)-26274/2012, dated 11-12-2012 in the Kerala Government Gazette Vol. 1 (No. 29) dated 25-12-2012

and other sale conditions prevalent in the Forest Department are applicable to this Tender/Auction sale. This Gazette

Notification is available in the website of Forest Department www.forest.kerala.gov.in. Any further notification on the

sale conditions that may be ordered by the Government after the publication of this sale notification will also be

applicable to the sale. If the notified date of Tender/Auction is declared as a holiday, the sale will be conducted on the next

working day and if the sale is not conducted fully or partially on the notified date due to other reasons, the same will be

conducted on the alternate date shown in the Schedule at the same place and time without further notification. The

intending bidders should satisfy themselves about the quality and quantity of the materials put up for sale before the

commencement of the auction and any complaint whatsoever, will not be entertained after the sale proceedings are over.

In case, any Government Department requires any of the materials, the quantity remaining after their selection only

will be auctioned. The quantity that may become available for sale after the publication of this notification will also be

included in this sale. The Tender/Auction will commence at the time noted in the Schedule in the dumping site and will

continue till the sale of materials lotted for the day is over.

Tender form can be had from the concerned Range Offices till 1 p. m. on the day before the auction date on

payment of ` 200 + VAT. The last date and time of receipt of tender is at 9 a. m. on the auction date.

TENDER CUM AUCTION SALE NOTICE

No. A2-1687/2012.

19th March 2013.

It is hereby notified for the information of the public

that the undermentioned quantities of timber will be sold

in tender cum public auction by the Divisional Forest

Officer, Timber Sales Division, Perumbavoor or by his

nominee at Chettikulam Government Depot specified in

the schedule on the dates noted against the depot. The

auction will start at 10 a.m. on the scheduled dates. The

auction will be conducted subject to the conditions

notified in the Kerala Gazette No. 29 dated

25-12-2012 as per Pro. (5)-26274/2012 dated 11-12-2012 of

the Additional Principal Chief Conservator of Forests (P),

Thiruvananthapuram.

Sealed tenders will be accepted till 9’ ^OClock on the

date of auction at the Depot Office. The tender forms can

be obtained from the concerned Divisional Forest Office/

Depot Office on payment of ` 200 + ST from 3 days

before auction date. No tender received after the

stipulated time will be accepted. The tenderer should

specify clearly the lot numbers intended to be bid and

the rates proposed, in the tender form. The lot numbers

should be inscribed on the cover also.

The sale of timber will take place lot wise, and the

sale of each lot will be knocked down against the rate bid

either in the auction, or in the tender which ever is

higher.

If the notified day happens to be a holiday the sale

will be conducted on the next working day at the same

place and time. If the produce is not sold on this date, for

any reason the same will be put up for auction on

29-4-2013. Further details can be had from the concerned

depot. The quantity shown may vary subject to the

availability of timber.

Poles, Teak firewood and miscellaneous firewood available at Kanhirakkadavu and Vattikkal Dumping Depot in Karulai

Range of this Division as mentioned in the Schedule below will be conducted on the dates noted against each by the

Divisional Forest Officer, Nilambur South Division or any other Officer authorised by him for the purpose subject to the

conditions published by the Chief Conservator of Forests (Protection), Thiruvananthapuram vide Number Pro. (5) 4668/

2011 dated 7-12-2011 in Kerala Gazette No. 50 dated 20-12-2011 in Forest Pages 600 to 606. If the date of auction happens

to be a public holiday the sale will be conducted at the next working day at the same place and time. If the rate fetched

in auction sale founds to be not reasonable, the auction sale including the no bid lots will be conducted again at the

same place and time as scheduled in column 6 of the table below. If the materials are not sold out in the second date at

reasonable prices, the auction sale will be conducted on the third date including the no bid lots of 1st and 2nd date at the

Separate sealed competitive tenders are invited by

the undersigned on behalf of the Governor of Kerala in

the prescribed form from eligible contractors Registered

with Kerala PWD for the below mentioned Civil work in

Sulthan Bathery Forest Range of Wayanad Wildlife

Division. The work was tendered on 29-6-2012 vide tender

notification No. W6-2690/12 dated 28-5-2012 and the same

was awarded to the contractor Sri E. K. Moideen Koya,

PWD Contractor, Meparambath House, Thenhipalam P. O.,

Malappuram District-673 638 on 10-7-2012 vide order No.

W6-49/12(3). Sri E. K. Moideen Koya entered into the

Agreement No. 20/2012 on 24-7-2012.

The contractor Sri E. K. Moideen Koya violated the

agreement condition as he has not commenced the work

till date and hence the retendering of the work at the risk

and loss of the above contractor is done now. Sealed

competitive tenders are invited from the eligilable

contractors registered with Kerala PWD for the same.

Sulthan Bathery. The tender forms can be purchased from

the office of the undersigned during office hours upto

1 p.m. on all working days till the tender date. Cost of

tender form is non refundable. The intending tenderer

should apply with proof of identity such Electoral Identity

Card, Driving Licence, Indian Passport etc. along with the

Registration Certificate in original to get the tender form.

The tender form should be properly filled up and should

be submitted on or before 2 p.m. on 26-4-2013. It should

be accompanied by all necessary documents along with

Earnest Money Deposit by way of Bankers DD or Fixed

Deposit or National Savings Certificate pledged in favour

of Deputy Conservator of Forests & Wildlife Warden,

Wayanad Wildlife Division, Sulthan Bathery payable at

Sulthan Bathery. The intending tenderers should also

furnish a preliminary agreement in stamp paper worth `

100 along with tender of each work. Incomplete tender or

tenders without necessary documents or tenders not in

accordance with tender conditions will not be accepted.

Tenders will be opened by the Deputy Conservator of

Forests & Wildlife Warden or an Officer authorized by

him at 3.30 p.m. on 26-4-2013, in the presence of those

tenderers who are present at that time. The Wildlife

Warden reserves the right to reject any tender, either

partly or wholly without assigning any reason thereof. If

the tender could not be conducted on the notified date

due to any reason, it will be conducted at the same place

and time on the next working day as per the same

conditions.

If the tender for all work or any of the work could

not be conducted on the said date/dates, the tender for

such work/works will be conducted at the same place and

time with same conditions on 30-4-2013. If the tender

could not be conducted on that day, it will be conducted

on 3-5-2013. If it could not be conducted on that day

also, it will be conducted on 7-5-2013. All existing rules,

regulations, directions, conditions, prevailing in Kerala

PWD and Kerala Forest Department and Store Purchase
