The Final Seniority List of First Grade Overseers for the period from 1-4-1990 to 31-12-2005 was published, vide
Order read as 1st paper above. The Provisional Seniority List of First Grade Overseer for the period from 1-1-2006 to
31-12-2007 was published vide Order read as 2nd paper above. But the same is not finalised so far considering the
various complaints.
After considering the complaints and those who were appointed and promoted during the period from 1-1-2008 to
31-12-2011, the Seniority List read as 2nd paper above has been revised, and the Provisional Seniority List of First Grade
Overseers for the period from 1-1-2006 to 31-12-2011 is published herewith afresh in 2 appendices.

The above Provisional Seniority List is also available in the official website of PWD www.keralapwd.gov.in.
All Controlling Officers are directed to download the Seniority List as available in the website and circulate among
the subordinate officers under their jurisdiction without fail. It should also be ensured that all the First Grade Overseers
working under their jurisdiction including those working in the Block Development Officers and other Departments on
deputation etc. have noticed the Provisional Seniority List and should furnish a certificate to this effect.
The First Grade Overseers concerned appointed and promoted during the period from 1-1-2006 to 31-12-2011 are
requested to verify the Provisional Seniority List in person and the objections, omissions, complaints, corrections, if any,
should be represented in detail with Annexure II attached herewith, through proper channel, along with relevant documents
to prove their claim, within 30 days from the date of issue of this order. The Controlling Officers should submit the Service
Book of the incumbents, to those who represented for inclusion in this Seniority List. If objections/complaints, are not
received during the stipulated period the Seniority List will be finalised without further notices.

The tender for pre-qualification and execution of
the following work is invited by the undersigned from
financially sound and well experienced registered ‘A’ class
Contractors/Firms of Kerala Public Work/Irrigation
Department who have successfully completed at least one
similar work costing more than 40% (Forty percentage) of
the estimate PAC of works during the last five years. The
firm period of the tender will be 2 months from the last
date fixed for receipt of tenders. All bid/tender
documents are to be submitted online and that only will be
considered. Bidders shall remit the tender document fees
and EMD using the online payment options of
e-Procurement system only. Bidders are advised to visit
the “Downloads” section of e-Procurement website
www.etenders.kerala.gov.in for detailed instructions on
making online payment using internet banking facility of
SBT or by using NEFT facility. Technical Bid Doucuments
duly filled, e-payment form duly filled, the scanned copies
of Registration Certificate duly attested by the

Tender for post-qualification and execution of the
following work is invited through online from financially
sound and well experienced Registered ‘A’ Class
Contractors/Firms of Kerala Public Works Department
who have successfully completed at least one similar
work costing more than 40% (Forty percentage) of
estimate PAC of the proposed work during the last five
years. Only those bidders having a valid and active
registration and who possess compatible digital signature
certificate issued by competent authority can participate
in the tender.
Tender documents and tender schedule can be
downloaded free of cost from the e-GP, Website
(www.etenders.kerala.gov.in). Bidders shall be remit the
tender document fee and EMD using the online payment
options of e-Procurement system only. Bidders are
advised to visit the “Downloads” section of
e-Procurement website (www. etenders. kerala.gov.in)
for detailed instructions on making online payment using

facility. Bidders opting for NEFT facility of online
payment are advised to exercise this option at least 48
hours before the closing of the Ibid to ensure that

(PAC) of the work during the last five years.

same shall be entertained. Late tenders will not be
accepted.

duly attested by the Superintending Engineer/Executive
Engineer, PWD, Kerala, Preliminary Agreement, Bid
Capacity Certificate and EMD Exemption Certificate (if
any) shall be submitted online and subsequently in a

The technical bids shall be opened online at the
Office of the Superintending Engineer, Buildings North
Circle, Kozhikode at 4 p. m. by the Superintending
Engineer (Competent Tender Opening Authority) in the
presence of the Bidders or their representatives who wish
to attend at the above address. If the tender opening date
happens to be on a holiday or non-working day due to
any other valid reason, the tender opening process will be
done on the next working day at same time and place.
Online tenders/bids are to be accompanied with a
preliminary agreement executed in Kerala Stamp Paper
worth ` 100. Tenders/bids received online without the
scanned copy of EMD, cost of tender documents/bid
submission fee and preliminary agreement will not be
considered and shall be summarily rejected. Further
details can be had from the NIT or Office of the
Superintending Engineer, Public Works Department
(PWD), Buildings North Circle, Kozhikode during
working hours.
