Explanatory Note

(This does not form part of the notification, but is intended to indicate the general purpose.)

An extent of 1.4165 Hectares of Ecologically Fragile Land vested in Government under section 3 (1) of the

Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance, 2001 was notified as per Notification

No. C6-21437/2000 dated 12-7-2001 published in Kerala Gazette No. 36, dated 11-9-2001 as Sl. No. 20 of the schedule in

the notification. In that notification Sy. No. (Column 9) and boundary (in Column 14) were shown erroneously whereas

the correct details in respect of the land notified as EFL are shown in the revised schedule as above.

Erratum notification is intended to achieve the said purpose.

It is hereby notified for the information of public that the following amendments are made in the details of

Sl. No. 124 under Column 6, 8, and 9 and Sl. No. 99 under column 6,9 and 11 of the notification published in reference

No. EFL-10-1985/2010 dated 3-6-2010 in the Kerala Gazette No. 25 dated 22-6-2010 as shown in the schedule below :—

The land as per Sl. No. 1 in the attached schedule was originally notified under section 3 (1) of Kerala Forest

(Vesting & Management of EFL) Act 2003 as per Notification No. C4-21437/2000 dated 4-10-2000 in the Kerala Gazette

No. 43 dated 31-10-2000 as Sl. No. 124. Later on verification it is found that some errors have crept in the inscription

of Survey No. extent and boundaries in the reffered original notification. An Errattum Notification was issued on the

basis of GPS surveyed sketch vide Notification No. EFL-10-1985/2010 dated 3-6-2010 of the Custodian of EFL.

Thereafter when the property was surveyed using theodolite it is noticed that name of locality, Sy. No. and Extent of

notified area are slightly changed from the above said erratum notification. Correct name of locality, Sy. No. and extent

are shown in the revised schedule attached. The erratum notification is intended to achieve the above objectives.

The land as per Sl. No. 2 in the attached schedule was originally notified under Section 3 (1) of Kerala Forest

(Vesting & Management of Ecologically Fragile Lands) Act, 2003 as per Notification No. C4-21437/2000 dated 21-4-2001

in the Kerala Gazette No. 20 dated 15-5-2001 as Sl. No. 99. Later on verification it is found that some errors have crept

in the inscription of extent and boundaries in the referred original notification, an erratum notification was issued on the

basis of GPS surveyed sketch vide Notification No. EFL-10-1985/2010 dated 3-6-2010 of the Custodian of EFL. Later

when the property was surveyed using theodolite it is noticed that name of locality, extent and the eastern boundary of

notified area are slightly changed from the above said erratum notification. Correct name of locality, extent and

It is hereby notified for the general information of the public that Acacia timber (bud end piece) collected from the

various Acacia Plantations in Paruthipally Range of Thiruvananthapuram Division will be sold in tender/auction sale as per

the schedule furnished below subject to the detailed Tender/Auction sale conditions published in Kerala Gazette No. 49

dated 14-12-2010 in Forest Sheet Page No. 589 to 595 by Chief Conservator of Forests (Protection), Thiruvananthapuram,

vide Notification No. Pro. (5) 5628/2010 dated 2-12-2010 and other rules and conditions in force. Tender forms will be

available in Divisional Forest Office, Thiruvananthapuram and Forest Range Office, Paruthipally on payment of ` 200 and

VAT. Tenders will be accepted till the date fixed for tender/auction sale upto 10.30 a. m. in Range Office, Paruthipally and

Palode as the case may be. Tenders received after the stipulated date and time will not be entertained. If the date for

Tender/Auction happens to a public holiday, harthal or strike, the auction sale will be held in the next working day at the

scheduled time and place. Tenders will be opened immediately after the auction sale and further action will be taken as

per sale conditions. The intending bidders should satisfy themselves about the quantity and quality of the materials put

up for tender/auction sale and no complaints will be entertained later on regarding the same. Further details of tender/

auction sale will be available from the Range Office, Paruthipally. Materials taken to stock up to the day before the

auction will be included in sale and hence the quantity shown is approximate. If there is no bid or part bid in the 1st day

of auction, the remaining materials will be put up for sale on subsequent dates and time shown in the schedule. The

Period for completion—30 days.

Tender forms and other conditions can be obtained

from the office of the undersigned on application in

writing and on payment of the cost of tender form either

in cash or by Money Order (not refundable) up to 1 p. m.

on 17-6-2014. The filled up and sealed tenders will be

accepted at the office of the undersigned up to 3 p. m.

on 17-6-2014 and will be opened by the undersigned or

an officer authorized by him, on the same day at 3.30 p. m.

in the presence of tenderers in the Office of Chief

Conservator of Forests (SC), Kollam. Tenders can be

submitted to the undersigned by registered post also. If

the due date happens to be a holiday, the next working

day will be the due date.

The tender forms are not transferable. The Earnest

Money Deposit (EMD) noted against the works should

be paid along with the tenders by DD/FDR (Cheque will

not be acceptable) pledged in favour of the undersigned

payable at any Nationalized Bank at Kollam. Incomplete

tenders or tenders without EMD are liable to be rejected

undersigned to cancel any work mentioned at any time

without any reason. The undersigned reserves all the

right to reject any tender without assigning any reasons

thereof. All other conditions prevailing in the Kerala

PWD are applicable to this tender also. If the tender

does not takes place on 17-6-2014 due to any reason, it

will be conducted on 24-6-2014 or 1-7-2014 at the same

venue.

Bidders shall remit the tender document fee and the

Earnest Money Deposit using online payment

option of e-procurement system only and submitted

through the internet online banking of State Bank

of Travancore or through NEFT for other banks.

Bidders opting for NEFT facility of online payment

are advised to exercise this option at least 72

hours before the closing date of bid to ensure that

payment towards tender document fees and EMD

are credited and a confirmation is reflected in the

e-procurement system. The online NEFT remittance

form provided by e-procurement system for making

a NEFT transaction is not a payment confirmation.

Kerala Forest Department /NIC/SBT shall not be

any kind of delay in payment status confirmation.

Bidders are requested to submit scanned copy of

the following documents—Registration certificate

duly attested by the Superintendent Engineer/

Executive Engineer, PWD Kerala, EMD exemption

certificate (if any), preliminary agreement executed

in Kerala Stamp Paper worth ` 100, duly filled up

proforma for availing e-payment by online.

Subsequently the hard copy of attested copy of

Registration Certificate, EMD exemption certificate

(if any), preliminary agreement in original and

tender document would be submitted offline in a

sealed cover superscribing the name of work and

tender number to the office of the Divisional Forest

Officer, Konni through speed post/registered post

as prescribed in the time schedule, failing which

such tenders will be rejected.

The bidding authority deserves the right to

modify/cancel, any/all bids without assigning any

reason. The forest department will not be

responsible for any error like missing of scheduled

data while downloading by the bidder and non

receipt of documents.

Any further clarifications on this tender can be

obtained from NIC/the e-tender helpdesk number

available in the www.etenders.kerala.gov.in website

and from this office during the office hours. The

details regarding e-payment ( Bidder’s bank account

number where he/she is having core banking

facility and email ID) should be submitted along

with the tender. Tenders without these details will

not be accepted. Technical bid and financial bid

shall be submitted in their respective designated

online covers.

The Forest Department will not be responsible for

any inconveniences or loss to the Bidder while

uploading/downloading the bid.

The tender/bids shall be opened online at the office

of the Divisional Forest Office, Konni in the

presence of bidders/their representatives who wish

to attend at the above address. If the tender

opening date happens to be on a holiday or non

working day due to any other valid reason, the

tender opening process will be done on the next

working day at same time and place.

All other existing conditions related to e-tendering

of Kerala PWD will be applicable in this tender

It is hereby notified for the information of the public that the undermentioned quantities of timber will be sold in

tender cum public auction by the Divisional Forest Officer, Timber Sales Division, Perumbavoor or by his nominee at

Government depots specified in the schedule on the dates noted against the depot. The auction will start at 10 a. m. on

the scheduled dates. The auction will be conducted subject to the conditions notified in the Kerala Gazette No. 49 dated

10-12-2013 as per Pro. (5)-43797/2013 dated 22-11-2013 of the Additional Principal Chief Conservator of Forests (P),

Thiruvananthapuram.

Sealed tenders will be accepted till 9 ’O Clock on the date of auction at the Depot Office. The tender forms can be

obtained from the concerned Divisional Forest Office/Depot Office, on payment of ` 200 + ST from 3 days before auction

date. No tender received after the stipulated time will be accepted. The tenderer should specify clearly the lot numbers

intended to be bid and the rates proposed, in the tender form. The lot numbers should be inscribed on the cover also.

The sale of timber will take place lot wise, and the sale of each lot will be knocked down against the rate bid

either in the auction, or in the tender which ever is higher.

If the notified day happens to be a holiday the sale will be conducted on the next working day at the same place

of timber.

in cash or by Money Order (not refundable) upto

1 p.m. on 27-6-2014 and will be opened by the

undersigned or his deputee on the same day at

3.30 p. m. in the presence of the applicants attending on

that date. If the due date happens to be a holiday, the

next working day will be the due date. Cost of tender

forms will not be refunded at any instances.

In addition to the above tender forms and tender

schedules can be downloaded from the official website of

the Department www.kerala.gov.in/tender/intex.htm. Filled up

tender forms along with other documents shall be

submitted to the undersigned upto 3 p.m. on 27-6-2014

by post or any approved courier service. In the case of

downloaded tender applications, in addition to the

prescribed EMD, a Demand Draft for the tender form value

from a Nationalized Bank drawn in favour of Wildlife

Warden, Wildlife Division, Munnar payable at Munnar

shall also be enclosed. Other mode of remittance of tender

form cost is not acceptable.

The Earnest Money Deposit noted against the work

should be paid along with the tenders by DD (cheques or

fixed deposit receipt will not be acceptable) in favour of

the undersigned payable at any Nationalized Bank at

Munnar. Incomplete tender or tenders without EMD are

liable to be rejected. The Preliminary Agreement in Stamp

Paper worth ` 100 should be enclosed with tender. The

undersigned reserves the right to reject any tender without

assigning any reason. All other conditions prevailing in

the Kerala Public Works Department and Forest

Department are applicable to this tender notification also.

If the tender is not conducted on the stipulated date

due to administrative reason, that will be conducted on

the next working day.

It is notified that the timber and teak poles collected from the 1973 Njayappilly teak plantation of Thundathil

Range by way of IVth silvicultural thinning will be sold in Tender/Auction sale subject to Tender/Auction sale conditions

published in Kerala Gazette No. 29 dated 25-12-2012 in Part III on Pages 456 to 461 (Forest Sheet) by Chief Conservator

of Forests (Protection), Thiruvananthapuram vide No. Pro (5)-26274/12 dated 11-12-2012 and other rules in force. The

details of materials are furnished in the schedule below. Tender forms will be issued from Divisional Forest Office,

Malayattor and the Forest Range Office, Thundathil on payment of ` 200 plus VAT and Cess. The tender form will be

issued till 17-6-2014, 3 p.m. The tender will be accepted on the date of Tender/Auction sale up to 9 a. m. at the Forest

Range Office, Thundathil. If the date fixed for tender/Auction happens to be a public holiday, harthal or strike, the

auction sale will be held on the next working day at the scheduled time and place. Tender will be opened immediately

after auction sale. Quantity notified is only approximate. Teak poles taken to stock upto the day before the auction will

be included in the sale. If there is no bid or part bid in first dated of auction proposed, the undisposed materials will be

put up for sale in subsequent dates as shown in the schedule at the same time and place.

on all working days till the tender date. Cost of tender

form is non refundable. The intending tenderers should

apply with proof of Identity such as Electoral Identity

Card, Driving Licence, Indian Passport etc. along with the

Registration Certificate in original to get the tender form.

The tender form should be properly filled up and should

be submitted on or before 2 p.m. on the date of tender. It

should be accompanied by all necessary documents along

with Earnest Money Deposit by way of Bankers DD or

Fixed Deposit or National Savings Certificate pledged in

favour of Deputy Conservator of Forests & Wildlife

Warden, Wayanad Wildlife Division, Sulthan Bathery

payable at Sulthan Bathery. The intending tenderers

should also furnish a preliminary agreement in Stamp

Paper worth ` 100 along with tender of each work.

Incomplete tender or tenders without necessary

documents or tenders not in accordance with tender

conditions will not be accepted. Tenders will be opened

by the Deputy Conservator of Forests & Wildlife Warden

or an Officer authorized by him at 3.30 p.m. on the same

day in the presence of those tenderers who are present at

that time. The Deputy Conservator of Forests & Wildlife

partly or wholly without assigning any reason thereof. If

the tender could not be conducted on the notified date
