In accordance Annexures of this tender document,
the tender is to be submitted as e-tenders through
https://etenders.kerala.gov.in. Since this is an e-tender,
only those bidders who have enrolled in the above portal
with their own digital signature certificate (DSC) can
participate in the tender. E-Tender document and other
details can be obtained from the above e-portal.
The bidder desiring to take part in the bid shall log
in to https://etenders.kerala.gov.in/and then select tender
and initiate payment. Bidders will be directed to the
payment gateway page of the State Bank of Travancore.
There are two options-(1) State Bank of Travancore (SBT
Net banking payment) and (2) payment through NEFT
from other banks to the payment gateway of SBT.
For obtaining digital signature certificate (DSC) and
necessary portal enrolment bidders can visit the website
https://etenders.kerala.gov.in/
Tenders will be opened in the online presence of
such bidders or their authorized representatives who have
logged in at the prescribed time of opening. If the date
fixed for opening happens to be a holiday or due to net
failure the tenders will be opened in the next working day,
at the same time.
Soon on opening the bid of e-tenders, the committee
constituted to evaluate and scrutinize the tender
submitted.
The price of the e-tender tender form shall be
received only through online payment-SBT/NEFT from
other banks.
Scanned copy of the agreement in the prescribed
format in Kerala Stamp Paper worth ` 100 should be
submitted online and original to the undersigned before
the opening of the e-tender.
Details with respect to the e-tender and the
details of specifications of the item to be
purchased can be obtained from the e-tender
website https://etenders. kerala.gov.in.
The committee headed by tender Inviting Authority
will scrutinize the tenders received and will take necessary
action for the award of tender. The decision of tender
Inviting Authority/ Government of Kerala will be final for
the award of the contract.
The rules and regulations prescribed for e-tenders by
the Government of Kerala shall be applicable to this
e-tender also.
SPECIAL CONDITIONS
1.
The PWD/WRD Licenced Contractors are eligible
to participate in the tender and necessary
documents are to be produced on demand.
2.
A scanned copy of preliminary agreement signed
in Kerala Stamp Paper worth ` 100 should be
uploaded along with tender documents.
3.
EMD of 2.5% of the PAC, Cost of tender
form + VAT etc. should be made as a single
payment through online.
4.
The successful tenderer will have to execute an
agreement in Stamp Paper worth ` 100 in
prescribed form and manner and also to furnish
the required security amount @ 5% of total
quoted amount upto 2 crores limited to 2 lakh.
5.
Tenders received incomplete in any respect will
be summarily rejected and the decision of the
undersigned on such matters will be final.
6.
The work should be completed within 18 months
from the date of handing over the site.
7.
Income tax, KVAT, KCWWFB contribution,
service tax etc. will be deducted in the bill at the
rates applicable at the time of making payment.
8.
The bidder is advised to submit the bids well
before the stipulated date and time to avoid any
kind of network issues, traffic congestion etc. In
this regard the Department shall not be
responsible for any kind of such issues faced by
bidder.
9.
All other exiting condition related to the tenders
of Kerala PWD/Irrigation Department will be
applicable in this tender also.

Period of Completion—18 Months.
Tender documents—Can be downloaded from
www.etenders.kerala.gov.in.
Tender documents and tender schedule may be
downloaded free of cost from the e-GP Website
www.etenders.kerala.gov.in. A bid submission fee of
` 26,250 shall be remitted as online payment.
All bid/ tender documents are to be submitted online
only and in the designated cover(s)/ envelope(s) on the
e-GP website. Tenders/ bids shall be accepted only
through online mode on the e-GP website and no manual
submission of the same shall be entertained. Late tenders
will not be accepted.
The scanned copies of registration certificate duly
attested by the Superintending Engineer/Executive
Engineer/State Agricultural Engineer/ Executive Engineer
(Agri.)., Preliminary Agreement and EMD exemption
certificate (if any) shall be submitted online and
subsequently in a separate cover physically. More details
on EMD & Cost of tender documents/ bid submission
fee are mentioned in the Form 83 document.
The bids shall be opened online at the Office of the
Executive Engineer (Agri.), Kozhikode on 17-10-2014,
11 a.m by the Executive Engineer (Agri.) in the presence
of the Bidders/their representatives who wish to attend at
the above address. If the tender opening date happens
to be on a holiday or non-working day due to any other
valid reason, the tender opening process will be done on
the next working day at same time and place.
Online tenders/bids are to be accompanied with a
preliminary agreement executed in Kerala Stamp Paper
worth ` 100. Tenders/ bids received online without the
preliminary agreement will not be considered and shall be
summarily rejected. Further details can be had from the
NIT or Office of the Executive Engineer (Agri.), Kozhikode
during working hours.
All other existing conditions related to e-tendering of
Kerala Govt. Departments will be applicable in this tender
also. The Department will not be responsible for any error
like missing of schedule data while downloading by the
Bidder.
