It is hereby notified for the information of the public that the right of collection and removal of standing Elavu
and Vatta trees in the 1967 MW Plantation at Manalar in South section of Achencovil Range of Achencovil Division as
specified in the schedule appended below will be sold in Tender cum Auction by the Divisional Forest Officer, Achencovil
or any other officer authorized by him on 15-10-2014 at 3 p.m. in the Divisional Forest Office, Achencovil subject to the
terms and conditions of sale of Timber in Government Timber Depots published in Government Gazette No. 49, Vol. II
dated 10-12-2013 vide Notification No. Pro(5)-26274/12 dated 22-11-2013 of the Addl. Principal Chief Conservator of Forests
(P), Thiruvananthapuram and as per general conditions of the sale of tree growth prevailing in the department. In case the
notified date happens to be a public holiday the Tender/Auction will be conducted on the next working day at the notified
place and time.
2.
The auction will be on lumpsum basis for the right of collection and removal of entire Elavu and Vatta tree growth
from the above Plantation mentioned in the schedule hereto the area of which has been surveyed and demarcated on the
ground.
3.
Intending tenderers/bidders may inspect the trees and satisfy themselves of the quantity and
quality of the produce before participating in the Tender/Auction. Complaints if any regarding quality and quantity
etc. received after the Tender/Auction will not be entertained.
4.
Bidder should appear for the auction in person and nobody will be permitted to bid on behalf of another unless
valid power of attorney is produced prior to commencement of Auction/Tender.
5.
A supply contractor of Achencovil Division or the adjacent divisions will not be allowed to bid in the
Auction/Tender.
6.
Intending Tenderers/ bidders should produce a certificate from the concerned Village Officer showing their
permanent address and duly attesting their signature along with Earnest Money Deposit.
7.
The successful Tenderers/Bidders should give an undertaking that he is not related to any Officer having control
of the work and that he is not supply contractor of this or any adjacent divisions. If this is proved otherwise it shall
result in cancellation of the contract and resale of the coupe at his risk and loss.
8.
No petition or post offer received after seven days of the conduct of the Tender/Auction sale and post offer
which is not advantageous by more than 10% of the original offer where the bid amount is ` One Lakh and
above, and more than 20% where the original bid amount is less than ` One Lakh will ordinarily be considered.
The post offerer will comply with following terms.
(a)
Offer should be made within seven days of Tender/Auction, failing which the offer will not be considered.
(b)
Offerer should remit double the amount paid by the successful Tenderers/Bidders on the Tender/Auction
date.
(c)
The remittance should be made by the Chalan or Bank Deposit and the Bank Receipt should be produced
before the Divisional Forest Officer concerned within seven days from the date of receipt of
registered notice to that effect.
The post offerer after satisfying the conditions specified above should execute an agreement before the Divisional
Forest Officer concerned, pledging the Security Deposit for the due fulfillment of the above terms. If the
post offerer satisfied the conditions, a re-auction will be conducted after giving the usual publicity as per rules. In the
re-auction, the price fetched, does not come up to what has been offered by the post offerer, it will be awarded to the post
offerer at the amount offered by him. If he backs out, the security amount remitted by him will be forfeited to Government.
If however, the bid amount is above what has been offered by the post offerer, the right will be awarded to the highest
Bidder/Tenderer in the re-auction and the amount remitted by the post offerer will be released to him.
9.
Further particulars can be had either from the Office of the Divisional Forest Officer or from the Range Officer
concerned.
10.
Intending Tenderers/Bidders should Deposit an Earnest Money Deposit of ` 10,000 (for each plantation) for
participating in the Tender/Auction for each plantation/block.
11.
The successful Tenderers/Bidders have to remit 35% sale value on the Tender/Auction date. If this
35% value exceeds ` 1,00,000, ` 1,00,000 will be remited on auction date itself and balance value have to be remited in the
Sub Treasury, Punalur within 7 working days through the countersigned chalan issued from this office and the receipt
chalan submited to this office. If he fails to remit this amount, the EMD will be forfeited to Government and the coupe will
be re-auctioned at his risk and loss.

12.
If the value fetched in the re-sale/re-tender is less than that obtained in the original tender/action the difference
between them together with all incidental expenditure to fixing up of the re-sale including notification charges as assessed
by the Divisional Forest Officer concerned will be recovered from the defaulting tenderers/Bidders through legal means
including Revenue Recovery Act in force.
13.
The participating tenderers/Bidders have rights only for collection and removal of enumerated standing Elavu and
Vatta trees and has no right for removing trees like teak, Rose Wood etc.
14.
The successful Tenderers/Bidders have to pay VAT, FDT, Income Tax etc. at the rate prevailing from time to
time.
15.
The successful Tenderers/Bidders should execute a bounded agreement on a Stamp Paper worth ` 100
after the completion of the Tender/Auction.
16.
The confirmation of the Tender/Auction sale will ordinarily be communicated to the party concerned as
early as possible. Within 15 days from the date of intimation of the confirmation the successful Tenderers/Bidders
shall remit 1/3rd of the balance sale value and 5% Forest Development Tax, VAT and Income Tax at the rate in force and
Security Deposit of 10% for the total sale value. The successful Tenderers/Bidders should execute an agreement on a
Stamp Paper worth ` 100. In case of failure to remit the amount within 15 days extension shall be granted by the
Divisional Forest Officer for 15 days subject to the realization of 12% penal interest. Further extension for 15 days shall
be granted by the Divisional Forest Officer subject to the realization of 24% penal interest. In case of failure to remit the
amount within the extended period further extension for 15 days by the Chief Conservator of Forests and 15 days by the
Addl. Principal Chief Conservator of Forests shall be granted subject to the realization of penal interest at 24% and 48%
respectively. But all the extension periods mentioned above will be within the original contract period.
17.
The balance 2/3rd sale value should be remitted in two equal installments by the successful Tenderers/Bidders.
The first installment should be remitted within 15 days from the date of agreement and the second installment
within 30 days from the date of agreement or within the contract period whichever is earlier. If the
successful Tenderers/Bidders fails to remit the above amount within the period mentioned above, extension for 15 days by
realizing penal interest at 12% by Divisional Forest Officer concerned, extension for 30 days by realizing penal interest at
24% by the Chief Conservator of Forests concerned and further extension for 30 days by the Addl. Principal Chief
Conservator of Forests concerned by realizing penal interest at 48% shall be granted respectively. But all the above
extended periods will be within the original contract period.
18.
The period of contract will be 60 days from the date of intimation of confirmation. No extension of period of
contract shall be granted on ordinary ground. Under very special circumstances, for good and sufficient reasons, the
Divisional Forest Officer and the Chief Conservator of Forests concerned may grant extension of time for one month and
two months respectively on realization of penalty or penalties for completion of each work for each month mentioned
below:
(a) For enumerated trees and balance unfelled per hectare or fraction thereof— ` 750 per hectare.
(b) Unremoved registered logs and unregistered logs—` 100/m3 or fraction thereof.
(c) Unremoved firewood— ` 50/Tone or fraction thereof.
Penalty will be assessed and realized on timber, firewood as the case may be which are either uncollected or
unremoved during the original contract period. The Penalty for the first month shall be realized as the above rates; double
the rate for the second month and three times of the original rate for the third month shall be realized.
If the Tenderers/Bidders fail to remove the entire produce within the above extended period, the whole timber and
firewood collected by the tenders as per the agreement will be forfeited to Government and the Tenderers/Bidders have not
have any right on the produce confiscated to Government.
In the above circumstances the balance work to be executed by the tenderer shall be completed departmentally and
all the loss sustained to Government in this regard shall be realized from the Tenderers/Bidders.
19.
The license for removal of Elavu and Vatta Timber and Fire Wood collected in the coupe should be issued only
on the basis of the prevailing norms.
20.
The contractor/his agent shall enter the coupe only after getting the written permission from the Divisional Forest
Officer, Achencovil/Forest Range Officer, Achencovil.
21.
The contractor shall at all time during the currency of the contract, keep the coupe boundaries cleared to a
width of 2 meters and keep the cairns intact.
22.
The contractor will be liable for any damage or loss caused to other trees in the plantation or reserve.

23.
The Divisional Forest Officer will give permission to keep the timber and other produce outside the coupe if
requested by the contractor at his risk. But if the collected timber/fire wood are not removed within the agreement period
due to unforeseen situation/climate, a ground rent @ ` 250/Ha will be recovered from the contractor.
24.
The contractor will be liable for all the illegal activities occurred within 0.4 k. m. perimeter of the coupe. Any such
activities noticed will be reported to the Forest officials by the contractor, otherwise the contract will be cancelled.
25.
The security deposit will be refunded only after the successful completion of contract after producing the
clearance certificates of VAT, Income Tax, etc. If there is any liabilities outstanding in this respect to the Government that
will be adjusted from the security deposit of the contractor.
26.
All common conditions regarding sale coupe are also applicable to this Tender/Auction.
Further details can be had from the office of the undersigned or from the Office of the Range Forest Officer,
Achencovil on all working days.
Remarks:— If the Tender/Auction could not be conducted on the notified date due to any other reason the Tender/
Auction shall be conducted on 24-10-2014 at 3 p.m. at the same place. In that case tender forms
will be issued till 1 p. m. on 24-10-2014 and the sealed tenders will be accepted till 2 p. m. on 24-10-2014.

Tender forms and other conditions can be obtained
from the office of the undersigned on application in
writing and on payment of the cost of tender form and
taxes in cash (not refundable) up to 1 p. m. on
24-10-2014. The filled up tenders will be received in this
office up to 3 p. m. on 24-10-2014 and opened by the
undersigned or an officer authorized by him on the same
day at 3.30 p. m. at the Office of Divisional Forest Officer,
Ranni in the presence of the contractors attending on
the date. If the due date happens to be a holiday, the
next working day will be the due date.
The tender forms are not transferable. The Earnest
Money Deposit noted against the work should be paid
along with the tenders by Demand Draft (Cheque will not
be acceptable) pledged in favour of the undersigned
payable at any Nationalized Bank/Scheduled Bank.
Incomplete tenders and tenders without EMD are liable to
be rejected. The undersigned reserves the right to reject
any tender without assigning any reasons thereof.
All other conditions prevailing in the Kerala P.W.D. and
Forest Department are applicable to this tender also. The
tenders not containing the prescribed preliminary
agreement in stamp paper worth `100 will be summarily
rejected. If there is no response to any of the works
included in this notification, the same will be again
tendered on 27-10-2014 or 29-10-2014 as per the same
conditions mentioned above, at the same time and venue.

Bidders shall remit the tender document fee and
the Earnest Money Deposit using online payment option
of e-procurement system only and submitted through the
internet online banking of State Bank of Travancore or
through NEFT for other banks. Bidders opting for NEFT
facility of online payment are advised to exercise this
option atleast 48 hours before the closing date of bid to
ensure that payment towards tender document fees and
EMD are credited and a confirmation is reflected in the
e-procurement system. The online NEFT remittance form
provided by e-procurement system for making a NEFT
transaction is not a payment confirmation. Kerala Forest
Department/NIC/SBT shall not be responsible for any kind
of delay in payment status confirmation.

Bidders are requested to submit scanned copy of
the following documents-Registration Certificate duly
attested by the Superintending Engineer/Executive
Engineer, PWD, Kerala, EMD exemption certificate (if
any), preliminary agreement executed in Kerala Stamp
Paper worth ` 100 duly filled up proforma for availing e-
payment by Online. Subsequently the hard copy of
attested copy of Registration Certificate, EMD exemption
certificate (if any), preliminary agreement in original would
be submitted offline in a sealed cover superscribing the
name of work and tender number to the office of the
Divisional Forest Officer, Ranni through speed post/
registered post as prescribed in the time schedule, failing
which such tenders will be rejected.

The bidding authority deserves the right to
modify/cancel, any/all bids without assigning any reason.
The Forest Department will not be responsible for any
error like missing of scheduled data while downloading by
the bidder and non receipt of documents.

Any further clarifications on this tender can be

office during the office hours. The details regarding

The period of completion of the above works will be
3 months from the date of agreement. The works will be
limited according to the availability of funds.
The tender forms will be issued upto 1 p. m. on
23-10-2014 from the Divisional Forest Office,
Nilambur North and will be accepted upto 2 p. m. on the
same day. The tenders will be opened by the undersigned
or his deputee on the same day at 3 p. m. in the presence
of those tenderers present at that time at the office of the
undersigned. If the due date happens to be a holiday due
to any reason the tender will be held on the next working
day. If the tender cannot be carried out due to other
reasons or any item not taken up by anybody the same
will be again tendered on 30-10-2014, or if again not taken
up then on 5-11-2014.
The place and the time will be the same as mentioned above.
The EMD will be accepted as Demand Draft only
taken from the Nationalised Banks in the name of
Divisional Forest Officer, Nilambur North. Separate tenders
should be submitted for each work.
Tender forms can be obtained from the office of the
undersigned on application in writing and on payment of
value and VAT (not refundable). The tender forms are not
transferable. A preliminary agreement in stamp paper worth
` 100 should be enclosed with the tender form. The
tenders which does not satisfied with the above conditions
will be rejected. All the conditions prevailing in the Kerala
Forest Department and Kerala Public Works Department for
the tenders are applicable to this tender also. The
undersigned reserves the right to reject the tenders without
attributing any reason. Conditions with the tender form
