TRAVANCORE DEVASWOM BOARD

NOTIFICATION

In exercise of the powers conferred by sub-section (5) of Section 29 and clause (e) of sub-section (2) and (3) of

Section 35 of the Travancore Cochin Hindu Religious Institutions Act 1950 (Act XV of 1950) the Travancore Devaswom

Board, in supersession of all existing orders on the subject, hereby makes the following Rules. Objections or suggestions

if any with respect to the draft rules shall be addressed to the ‘Secretary, Travancore Devaswom Board, Nanthancode,

Thiruvananthapuram-3’. Notice hereby given to all that the draft rules will be taken into consideration after 14 days from

the date of publication of this notification in the gazette and that any objection or suggestion with respect to the draft

rules received by the Board before the expiry of the said period will be considered by the Board.

RULES

1. Short title and commencement.— (1) These Rules may be called Travancore Devaswom Board Temple

Employees appointment in the post of Peon, Driver Grade II and Lascar, Rules 2014.

(2) These Rules shall come into force at once.

2. Definitions.— In these Rules, unless the context otherwise requires;

(a) ‘Temple Employees’ means all full-time Temple Employees other than Karanma or hereditary Temple

Employees.

(b) Any post declared by the Board from time to time as Temple Employees.

3. Reservation of Vacancies.— Vacancies arising each calendar year in the category of Peon, Driver Grade II and

Lascar in the Travancore Devaswom Board shall be filled up by appointment in the ratio of 4:1 for promotion from

Temple Employees possessing prescribed qualifications for the post and direct appointment.

4. Qualifications—

(1) Peon—(i) a pass in Std VIII

(ii) Knowledge in Cycling

Note:—Differently abled and women candidates are exempted from cycling.

(2) Driver Grade II—(i) SSLC passed.

(ii) Valid LMV License with Badge.

(iii) Prescribed Standard vision of both eye.

Note:— (i)

Proficiency in Driving LMV to be proved at practical test conducted by the Board.

(ii)

Differently abled persons and women are not eligible to apply.

(iii)

Should be medically fit as per the standards specified below:

(a)

Ear—Hearing should be perfect.

(b)

Eye— Distant visions

Night blindness

Nil

(c)

Muscles and Joints : No paralysis and all joints with free movement.

(d)

Nervous system

: Perfectly normal, should be free from any infectious diseases.

(3) Lascar—(i) A pass in Std. VIII

(ii) Knowledge in cycling.

Note:—Differently abled and women candidates are exempted from cycling.

5. Method of appointment—By transfer.

6. Minimum period of Service—The employees seeking appointment under these Rules should have completed

5 years of aggregate service in the category of Temple Employees.

7. Procedure—(a) The heads of departments shall report to the Board the anticipated vacancies of Peon, Driver

Grade II and Lascar every calendar year. The Board shall thereafter inform the concerned heads of departments the

estimated vacancies of each category available for appointment under these Rules. The concerned heads of departments

will then call for applications from eligible candidates for appointment and shall prepare and furnish separate lists of

eligible candidate for appointment.

(b) The Board shall verify the list and the list for the post of Peon and Lascar will be finalized based on the

seniority among the applicants whereas the list for the post of Driver Grade II shall be based on the seniority among the

applicants who passed the practical test for the post envisaged in Rule 4 Note (i) and the medical fitness specified in

Rule 4 Note (iii).

(c) The Board shall thereafter approve the list for appointment and the post of Peon, Driver Grade II and

Lascar will be filled up from the approved list. For each calendar year fresh list as above shall be prepared for this

purpose.

Explanatory Note

(This does not form part of the Notification, but it is intended to indicate its general purport.)

Clause (e) of subsection (2) and (3) of Section 35 of the Travancore-Cochin Hindu Religious Institutions Act, 1950

(Act XV of 1950) empowers the Travancore Devaswom Board to make rules for the method of appointment and

qualifications of Officers and servants for the purpose of the above Act.

The Travancore Devaswom Board have made discussions with the representatives of the approved service

organization and decided bilaterally that all the vacancies occured every year in the category of Peon, Driver Grade II

and Lascar will be filled up from among the eligible candidates of the Temple Employees.

This Notification is to achieve the above object.
