In exercise of the powers conferred under

sub section 5 of Section 29 and Clause (e) of sub

section 2 of Section 35 of the Travancore Cochin Hindu

Religious Institutions Act 1950 (Act XV of 1950) the

Travancore Devaswom Board hereby makes the following

Rules, the same having been previously published as

required under sub section (3) of Section 35 of the

said Act.

RULES

I.

Title and Commencement:

1.

These Rules shall be called, ‘the category change

for the Strong Room Guards employed in the

Travancore Devaswom Board to the cadre of

Lower Division Clerk/Sub Group Officer Grade-II

Rules’.

2.

They shall come into force at once.

II. Reservation of Vacancies:

Five Percent of the vacancies arising in each calendar

year in the cadre of Lower Division Clerk/Sub Group

Officer Grade-II under the Board shall be reserved to be

filled up by category change from eligible Strong Room

Guards.

III. Qualification:

Minimum qualification for category change as Lower

Division Clerk/Sub Group Officer Grade-II, shall be: Pass in

SSLC with Sub Group Officer Test or DOT or DOT

(New Scheme) or MT as the case may be.

IV. Minimum Period of Service:

The employees seeking category change under these

Rules should have completed a minimum period of five

years aggregate service as Strong Room Guard in the

Travancore Devaswom Board.

V. Procedure:

At the beginning of every calendar year the Head of

the Departments shall report to the Board the anticipated

vacancies of Lower Division Clerk/Sub Group Officer

Grade-II, for the year and the Devaswom Commissioner

shall inform the Board the estimated number of vacancies

available for Category Change under these Rules.The

Devaswom Commissioner shall then prepare and forward a

list of eligible Strong Room Guards for Category change

as Lower Division Clerk/Sub Group Officer Grade-II, in

each calendar year to The Board for making the category

change for vacancies reserved for the purpose. The Board

will approve the list of Strong Room Guards eligible for

Category change as Lower Division Clerk/Sub Group

Officer Grade-II. The category change reserved for each

calendar year shall be filled up from the list prepared as

above. For each calendar year a fresh list as stated above

shall be prepared.

VI. Interpretation:

If any doubt or dispute arises regarding the

interpretation of the Rules in its application to any case,

the decision of the Board shall be final.

Explanatory Note: Whereas the Travancore Devaswom

Board has resolved to set apart 5% of the total

vacancies arising in a calender year for Strong Room

Guards for category change to the cadre of Lower

Division Clerk/Sub Group Officer Grade-II, for the first time

in the Travancore Devaswom Board, and hence this

Notification.
