The Superintending Engineer and Deputy Chief

Engineer Mechanical, PWD, Irrigation Department,

Thiruvananthapuram for and on behalf of the Governor of

Kerala invites e-tender in two cover system from the

original manufacturer or their authorized dealers or well

establish firms for the supply erection commissioning and

trial run of Bio Medical Incinerator.

In accordance with respective specification for

supply of Bio Medical Incinerator shown in tender

schedule of this tender document, the tender is to be

submitted as e-tenders through http://etenders.kerala.gov.in.

Since this is an e-tender, only those bidders who have

enrolled in the above portal with their own digital

signature certificate (DSC) can participate in the tender.

E-tender document and other details can be obtained form

the above portal.

Cost of tender documents—` 5,000 + 5% as VAT

(Total : ` 5,250)

Document sale starting date—28-3-2015 at 3 p. m.

Document sale end date—25-4-2015 at 5 p. m.

EMD (Online payment)—` 50,000.

Bid submission start date—28-3-2015 at 3 p. m.

Last date of receipt of e-tender—25-4-2015 at 5 p. m.

Date and time of opening of technical bid—

29-4-2015 at 3 p. m.

Date and time of opening of financial bid—

Intimated directly to the firms who qualify in the

technical bid.

Bidders shall remit the tender document fee and

EMD using the online payment option of e-procurement

system only. No exception in the case of remittance of

tender document fee. Bidders are advised to visit

making online payment using internet banking facility of

SBT or by any NEFT facility. In the technical bid, the

following documents should be submitted by online.

1. Technical bid details duly filled

(a)

Technical data sheet duly filled.

(b)

If anymore information to be furnished,

separate date sheet also be attached for the

additional information.

(c)

Filled up form No. 14 duly signed

(4-Pages)

(d)

Special condition of tender duly signed.

2. E-Payment form duly filled.

3. Scanned copy of preliminary agreement executed in

Kerala Stamp Paper worth ` 150 (Performa separately

attached) should be submitted online and original

agreement should be submitted before the opening of

technical bid.

4. EMD exemption certificate (if any) should be

submitted on online.

5. If any, details to be furnished by the manufacturer

for supply and specification. The details required to be

furnished in special condition.

All the above documents should also be submitted

physically on or before the date and time of opening of

technical bid. In which preliminary agreement executed in

Kerala Stamp Paper cost ` 150 in original should also be

submitted.

Tenders will be opened in the online in the presence

of such bidders or their authorized representatives who

have logged in at the prescribed time of opening before

the Superintending Engineer & Deputy Chief Engineer,

PWD, Mechanical, O/o the Chief Engineer, Mechanical,

Thiruvananthapuram. If the date fixed for opening

happens to be a holiday or due to net failure the tender

will be opened in the next working day at the same time

and place.

Soon on opening of the technical bid of e-tender, the

committee constituted to evaluate the technical aspects of

the incinerator. The date and time of opening of financial

bid will be intimated directly to the firm who qualify in

the technical bid.

The second cover financial bid contains the

following documents.

1. Financial bid duly filled sub

The bidder should be submitted physically the

technical bid along with the above noted documents in

sealed envelope should noted the address to the

Superintending Engineer & Deputy Chief Engineer, PWD,

Mechanical, Irrigation, Public Office Building, Museum P. O.,

Thiruvananthapuram and reach this office on or before

the technical bid opening date. In the envelope Tender

No. and name of work should be noted.

The right to acceptance or rejection of e-tender

without assigning any reason is solemnly vested with

Cheif Engineer, Mechanical, Thiruvananthapuram.

All the rules related to tender in Irrigation

department is applicable to this tender also. The rules and

regulations prescribed for e-tenders by the Government of

Kerala shall be applicable to this e-tender also.
