The materials collected from Medicinal park at
Vazhappara in Naduvathumoozhy Range of Konni Forest
Division and stacked at dumping sites shown in the
schedule hereto attached will be sold in Tender/auction by
the undersigned or by any other officer authorized for the
purpose, on the date and time shown in the schedule. The
sale condition published by the Additional Principal Chief
Conservator of Forests (Protection), Thiruvananthapuram
vide notification No. Pro.(5)-43797/13 dated 22-11-2013 in
Kerala Government Gazette Vol. II (No. 49) dated 10-12-2013
and other sale conditions prevalent in the Forest
Department are applicable to this Tender/Auction sale. This
Gazette Notification is available in the website of Forest
Department www.forest.kerala.gov.in. Any further notification
on the sale conditions that may be ordered by the
Government after the publication of this sale notification
will also be applicable to the sale. If the notified date of
Tender/Auction is declared as a holiday, the sale will be
conducted on the next working day and if the sale is not
conducted fully or partially on the notified date due to
other reasons, the same will be conducted on the alternate
date shown in the schedule at the same place and time
without further notification. The intending bidders should
satisfy themselves about the quality and quantity of the
materials put up for sale before the commencement of the
auction and any complaint whatsoever, will not be
entertained after the sale proceedings are over. In case,
any Government Department requires any of the materials,
the quantity remaining after their selection only will be
auctioned. The quantity that may become available for sale
after the publication of this notification will also be
included in this sale. The tender/auction will commence at
the time noted in the schedule in the dumping site and will
continue till the sale of materials lotted for the day is over.
Tender form can be had from the concerned Range
Offices till 1 p. m. on the day before the auction date on
payment of ` 300 + VAT. The last date and time of receipt
of tender is at 9 a. m. on the auction date.

The Divisional Forest Officer, Nilambur South
reserves all the right to exclude any class or quantity of
teak and miscellaneous poles shown in the schedule
above for sale. EMD amount of ` 20,000 for teak and
miscellaneous poles, firewood can be remitted through
online payment system to MSTC by 6 p.m. on the
previous day of the e-auction. The buyer registration
number has to be mentioned while paying the EMD. For
the benefit of the bidders who are not well versed with
the online transactions, for some initial period, Range
Forest Officer, Karulai Range will entertain receipt of EMD
in the form of Demand Draft payable at State Bank of
Travancore, Nilambur Branch drawn in favour of
Range Forest Officer, Karulai Range as was done in the

any class or quantity of teak timber, poles, billets and
firewood shown in the schedule above for sale. EMD
amount of ` 20,000 for teak Poles/Billets/Firewood can be
remitted through online payment system to MSTC by
6 p.m. on the previous day of the e-auction. The buyer
registration number has to be mentioned while paying the
EMD. For the benefit of the bidders who are not well
versed with the online transactions, for some initial
period, Range Forest Officer, Begur Range will entertain
receipt of EMD in the form of Demand Draft payable at
State Bank of Travancore, Mananthavady Branch drawn in
favour of Range Forest Officer, Begur Range
Mananthavady as was done in the old system, by 2 p.m.

The Divisional Forest Officer, North Wayanad
Division invites online tenders for the “Supply
and Installation of Solar Power Fencing” mentioned
in the list attached and as per the specified
specifications, from the Authorised contracters. Tender
documents and tender schedules may be downloaded free
of cost from e-GP website www.etenders.kerala.gov.in
All tender documents are to be submitted online only
and in the designated online Cover(s)/envelop(s) on
the www.etenders.kerala.gov.in website. Tenders
shall be accepted only through online mode on
www.etenders.kerala.gov.in. website and tenders submitted
manually/through post will not be entertained. Late online
offers will not be accepted.

OTHER CONDITIONS
1. Tenderers shall remit the tender document fee and
the Earnest Money Deposit using online payment
option of e-procurement system only and submitted
through the internet online Banking of State Bank of
Travancore or through NEFT for other Banks. Bidders
opting for NEFT facility of online payment are
advised to exercise this option at least 48 hours
before the closing date of bid to ensure that payment
towards tender document fees and EMD are credited
and a confirmation is reflected in the e-procurement
system. The online NEFT remittance form provided
by e-procurement system for making a NEFT
transaction is not a payment confirmation. Kerala
Forest Department/NIC/SBT shall not be responsible
for any kind of delay in payment status confirmation.
2. The successful tenderer should submit a security by
cash deposit in a Nationalized Bank or Bank
guarantee issued by a Nationalized Bank/Scheduled
Bank for 5% of the tender amount and should
execute an agreement in the prescribed format in a
stamp paper worth ` 100 within the 15 days from the
date of intimation of acceptance of tender after
furnishing the security deposit.
3. Tenderers are requested to submit scanned copy of
the following documents registration certificate duly
attested by the Superintending Engineer/Executive
Engineer PWD Kerala, EMD exemption certificate
(if any), preliminary agreement executed in Kerala
Stamp paper worth ` 100 duly filled up proforma for
availing e-payment by online. Subsequently the hard
copy of attested copy of registration certifcate, EMD
exemption certificate (if any), preliminary agreement
in original would be submitted offline in a sealed
cover superscribing the name of work and tender
number to the office of the Divisional Forest Officer,
North Wayanad, Mananthavady, Wayanad (Dist.)
through speed post/registered post as prescribed in
the time schedule, failing which such tenders will be
rejected.
4. The tendering authority deserves the right to modify/
cancel, any/all tenders without assigning any reason.
The Forest Department will not be responsible for
any error like missing of scheduled data while
downloading by the bidder and non receipt of
documents.
5. Any further clarifications on this tender can be
obtained from NIC/the e-tender Help desk number
available in the www.etenders.kerala.gov.in website
and from this office (04935-240233) during the office
hours. The details regarding e-payment (tenderers
bank account number where he/she is having core
banking facility and e-mail ID) should be submitted
along with the tender. Tenders without these details
will not be accepted. Technical tender and financial
tender shall be submitted in their respective
designated online covers.

6. The Forest Department will not be responsible for
any inconveniences or loss to the tenderers while
uploadng/downloading the tender.
7. The tender shall be opened online at the office of
the Divisional Forest Officer, North Wayanad Divison
in the presence of tenderers/their representatives who
wish to attend at the above address. If the tender
opening date happens to be on a holiday or none
working day due to any other valid reason, the
tender opening process will be done on the next
working day at same time and place or the alternative
date mentioned.
8. All other existing condtions related to e-tendering of
purchasing in Kerala will be applicable in this tender
also.
9. The number/quantity of equipments/materials in the
list appended is just an approximate. The
undersigned/KFD will be at liberty to increase or
decrease the number to be procured.
10. The materials will be purchased after verification of
the make and quality, by the team of DFO’s.
11. The materials are to be supplied directly to various
fencing installation sites of Wayanad which shall be
mentioned in the supply order.
