The Divisional Forest Officer, Achencovil for and on

behalf of the Governor of Kerala invites online tenders

from registered bidders having a valid and active

registration with PWD for the following works.

Tender documents and tender schedules may be

downloaded free of cost from the e-GP website

www.etenders.kerala.gov.in. All bid/tender documents are

to be submitted online only and in the designation online

cover(s)/envelope(s) on the www.etenders.kerala.gov.in

website. Bids shall be accepted only through online mode

www.etenders.kerala.gov.in website and tenders

submitted manually/through post will not be entertained.

Late online bids will not be accepted.

1. Bidders shall remit the tender document fee and the

Earnest Money Deposit using online payment

option of e-procurement system only and submitted

through the internet online banking of State Bank of

Travancore or through NEFT for other banks.

Bidders opting for NEFT facility of online payment

are advised to exercise this option at least 72 hours

before the closing date of bid to ensure that

payment towards tender document fees and EMD

are credited and a confirmation is reflected in the

e-procurement system. The online NEFT remittance

form provided by e-procurement system for making

a NEFT transaction is not a payment confirmation.

Kerala Forest Department/NIC/SBT shall not be any

kind of delay in payment status confirmation.

2. Bidders are requested to submit scanned copy of

the following documents Registration certificate

duly attested by the Superintendent Engineer/

Executive Engineer, PWD Kerala, EMD exemption

certificate (if any), preliminary agreement executed

in Kerala Stamp paper worth ` 150 duly filled up

proforma for availing e-payment by Online.

Subsequently the hard copy of attested copy of

Registration Certificate, EMD exemption certificate

(if any), preliminary agreement in original would be

submitted offline in a sealed cover superscribing

the name of work and tender number to the office

of the Divisional Forest Officer, Achencovil through

speed post/registered post as prescribed in the time

schedule, failing which such tenders will be

rejected.

3. The bidding authority deserves the right to modify/

cancel any/all bids without assigning any reason.

The Forest Department will not be responsible for

any error like missing of scheduled data while

downloading by the bidder and non receipt of

documents.

4. Any further clarifications on this tender can be

obtained from NIC/the e-tender Helpdesk number

available in the www.etenders.kerala.gov.in website

and from this office during the office hours. The

details regarding e-payment (Bidder’s bank account

number where he/she is having core banking facility

and email ID) should be submitted along with the

tender. Tenders without these details will not be

accepted. Technical bid and financial bid shall be

submitted in their respective designated online

covers.

5. The Forest Department will not be responsible for

any inconveniences or loss to the Bidder while

uploading/downloading the bid.

6. The tender/bids shall be opened online at the office

of the Divisional Forest Office, Achencovil in the

presence of bidders/their representatives who wish

to attend at the above address. If the tender opening

date happens to be on a holiday or non working day

due to any other valid reason, the tender opening

process will be done on the next working day at

same time and place.

7. All other existing conditions related to e-tendering

of Kerala PWD will be applicable in this

Separate online tenders are invited from eligible ‘A’ class contractors registered in the Forest Department in

pursuance of G. O. (Ms.) No. 226/81(F) dated 16-12-1981 for working down Timber, Billets and teak poles from the

marked trees standing in the plantations mentioned in the schedule below and transport the timber and poles to the

Government Timber Depot/Depots and firewood/billets to dumping depot mentioned in the same schedule. The tenderer

is bound to comply with the terms and conditions in force, besides the conditions that will be framed by the Government

in future in connection with this tender. Tender documents and schedules are available in the website

www.etenders.kerala.gov.in. The Earnest Money Deposit and tender cost for the tender should be submitted through the

internet online banking of SBT or through NEFT for other banks. For submission of tenders visit the

website:www.etenders.kerala.gov.in.

All bid/tender documents are to be submitted online only and in the designated online cover (s)/envelope (s) on

the www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late tenders

will not be accepted.

Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp Paper worth

` 100. Tenders/bids received online without the scanned copies of relevant documents, preliminary agreement will not

be considered and shall be summarily rejected. Any further clarification on this tender can be obtained from NIC/the

e-tender Help Desk number available in the www.etenders.kerala.gov.in website and from the office of the Divisional

Forest Officer, Nilambur South during the office hours. The details regarding e-payment (Bidder’s Bank Account Number

where he/she is having core banking facility and e-mail ID) should be submitted along with the tender. Tenders without

these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated

online covers.

The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/

downloading the bid.

The successful tenderer should submit a solvency from the revenue authorities or a bank guarantee issued by a

Nationalized Bank for 10% of the tender amount, if the tender amount exceeds ` 3,00,000. The successful tenderer

should execute an agreement in the prescribed format in a stamp paper worth ` 100 within 15 days from the date of

intimation of acceptance of the tender after furnishing security deposit equal to 10% of the tender amount or

` 2,00,000 whichever is more. Post offers as per the existing rules shall also be entertained. The tenderers quoting

rates separately for timber, poles, billets and firewood shall not be entertained under any circumstances. If the notified

date of tender happens to be a holiday the tender will be conducted on the very next working day at the same place and

The tender is fixed to be conducted on 24-8-2015 at

the Office of the Deputy Conservator of Forests and

Wildlife

Sulthan Bathery. The tender forms can be purchased from

the office of the undersigned during office hours upto

1 p.m. on all working days till the tender date. Cost of

tender form is non refundable. The intending tenderer

should apply with proof of identity such as Electoral

Identity Card, Driving License, Indian Passport etc. along

with the Registration Certificate in original to get the

tender form. The tender form should be properly filled

up and should be submitted on or before 2 p.m.

on 24-8-2015. It should be accompanied by all

necessary documents along with Earnest Money Deposit

by way of Bankers DD or Fixed Deposit or National

Savings Certificate pledged in favour of Deputy

Conservator of Forests and Wildlife Warden, Wayanad

Wildlife Division, Sulthan Bathery payable at Sulthan

Bathery. The intending tenderers should also furnish a

preliminary agreement in stamp paper worth ` 200 along

with tender of each work. Incomplete tender or tenders

without necessary documents or tenders not in

accordance with tender conditions will not be accepted.

Tenders will be opened by the Deputy Conservator of

Forests and Wildlife Warden or an Officer authorised by

him at 3.30 p. m. on 24-8-2015 in the presence of

those tenderers who are present at that time. The Deputy

Conservator of Forests and Wildlife Warden reserves the

right to reject any tender, either partly or wholly without

assigning any reason thereof. If the tender could not be

conducted on the notified date due to any reason, it will

be conducted at the same place and time on the next

working day as per the same conditions.

If the tender for all work or any of the work could

not be conducted on the said date/dates, the tender for

such work/works will be conducted at the same place and

time with same conditions on 8-9-2015. If the tender

could not be conducted on that day also, it will be

conducted on 10-9-2015. If it could not be conducted

on that day also, it will be conducted on 15-9-2015. All

existing rules, regulations, directions, conditions,

prevailing in Kerala PWD and Kerala Forest Department

and Store Purchase Department in respect of civil works

shall be applicable in these works and tender also.
