The following amendments in Buyer Specific Terms

and Conditions (BSTC) and Special Terms and Conditions

(STC) of e-auction of timber, as notified in the Kerala

Gazette No. 36 Vol. III, Part III 16th September, 2014;

Kerala Gazette No. 43, Vol. III, Part III dated

4th November, 2014 and Kerala Gazette No. 8, Vol. IV,

Part III dated 24th February 2015.

1. The last line in para 8.1 in Buyer Specific Terms

and Conditions will be replaced by following text.

“However, individual buyer will be able to bid for

maximum of 08 Cubic metre in case of timber or

one lot in case of poles of any class.”

Paragraph 8.2 is deleted.

2. The following clause will be added in the Special

Terms and Conditions of e-auction of timber and

other produce in Kerala Forest Department after

the para (25) as new condition No. 26.

(26) “Complaints/grievances from bidders regarding

e-auction shall be addressed to the Grievance Redressal

Committee constituted for the purpose. The Grievance

Redressal Committee is authorized to take decisions

relating to the grievance or complaints which include

cancellation/confirmation of the bid, imposing of any

penalty and forfeiture of EMD and matters related thereto.

Complaints of bidders in case of mistakes committed

due to erroneous entry during bidding by bidders will be

disposed by confirming the lot in question to the

complainant by levying the maximum price fetched for the

same class of timber during the very same auction +10%

penalty on the maximum price fetched + taxes applicable in

case of one time buyers. If the same class of timber is

not available during that auction, maximum price fetched

for that particular class in any of the depots of the same

division, during last three months from the date of

Tender forms and other conditions can be obtained

from the office of the undersigned on application in

writing and on payment of the cost of tender form either

in cash or by Money Order (not refundable) upto

1 p.m. on 2-9-2015 and will be opened by the

undersigned or his deputee on the same day at 3.30 p. m.

in the presence of the applicants attending on that date.

If the due date happens to be a holiday, the next

working day will be the due date. Cost of tender forms

will not be refunded at any instances.

In addition to the above tender forms and tender

schedules can be downloaded from the official website

of the Department www.kerala.gov.in/tender/intex.htm.

Filled up tender forms along with other documents shall

be submitted to the undersigned upto 3 p.m. on 2-9-2015

by post or any approved courier service. In the case of

downloaded tender applications, in addition to the

prescribed EMD, a Demand Draft for the tender form value

from a Nationalized Bank drawn in favour of Wildlife

Warden, Wildlife Division, Munnar payable at Munnar

shall also be enclosed. Other mode of remittance of

tender form cost is not acceptable.

The Earnest Money Deposit noted against the work

should be paid along with the tenders by DD (cheques

or fixed deposit receipts will not be acceptable) in favour

of the undersigned payable at any Nationalized Bank at

Munnar. Incomplete tender or tenders without EMD are

The Divisional Forest Officer, Kannur Division,

Kannur reserves all the right to exclude any class or quantity

of Teak Timber, poles, billets and firewood shown in the

schedule above for sale. EMD amount of ` 20,000 for Teak

Poles/Billets/Firewood can be remitted through online

payment system to MSTC by 6 p. m. on the previous day of

the e-auction. The buyer registration number has to be

mentioned while paying the EMD. Only the registered

customers who will submit the EMD will be able to participate

against the eligible lots in e-auction. If the sale value of bid

materials is not paid within the specified time period against

any of the bid lot by the H1 bidder, the EMD will be forfeited.

The successful bidder, 35% of the bid value, after

adjusting the EMD already remitted, shall be paid within

7 working days of issuance of acceptance letter. The mode of

payment is through e-treasury of Government of Kerala or

Demand Draft (DD) drawn in favour of Range Forest Officer,

Kannavam Range payable at State Bank of India,

Koothuparamba Branch or by cash in Sub Treasury,

Kuthuparamba for items included in Schedule II, III & IV. For

items included in Schedule 1st Demand Draft should be drawn

in favour of Range Forest Officer, Kottiyoor Range payable

at State Bank of India, Koothuparamba branch or by cash in

Sub Treasury, Kuthuparamba. If any amount is charged by

bank for clearing the DD, the same shall be borne by the

bidder himself.

If any modifications or change in the sale conditions

Sealed competitive tenders in the prescribed form are

invited till 3 p. m. on 2-9-2015 from registered

contractors of PWD, Kerala for the following works by the

undersigned for and on behalf of Governor of Kerala.

Tender form can be had from the office of the

undersigned on request in writing till 1 p. m. on the date

of tender on payment of its cost and taxes. The date and

time of receipt of tender in sealed cover superscribing the

name of the work is at 3 p. m. on the tender date. The

tender will be opened at 3.30 p. m. on 2-9-2015 in the

presence of the tenderers present at that time. In case the

tender is not materialized on 2-9-2015 due to unexpected

reasons, it will be conducted on 7-9-2015 at the same time

schedule and place and in case the tender is not

materialized on 7-9-2015 due to unexpected reasons, it will

be conducted on 10-9-2015 at the same time schedule

and place.

Period of completion of the work is 2 Months from

the date of executing agreement.

The cost of tender forms will not be refunded at any

cost. EMD will be accepted through DD taken from any

of the Nationalised Bank/Scheduled Bank payable at

Kasaragod in favour of Divisional Forest Officer,

Kasaragod. The name of work should be superscribed on

the sealed cover. All the conditions prevailing in Kerala

Public Works Department and Kerala Forest Department

will be applicable to these works. Guaratee as prescribed

in G. O. (Ms.) No. 98/92 PWD dated 1-11-1992 will also

applicable to this tender. Tender forms are not

transferable. Tender should be submitted along with a

preliminary agreement signed and exexuted in a stamp

paper worth ` 150. Incomplete tenders and tenderers

without EMD or tender received after the stipulated time

are liable to be rejected. The undersigned reserves the

right to reject any tender without arraying any reasons

thereof. Estimated amount of works shown in the tender

notice may vary subject to the scrutiny and avilability of

fund and will be shown in the tender schedule. Copy of

Contractor license and PAN Card should be submitted

along with the application for tender form.
