The e-auction sale is governed by the General Terms & Conditions (GTC), Buyer Specific Terms & Conditions

(BSTC) and Special Terms & Conditions (STC) of the e-auction. In case of any conflict or differences among any

provisions of GTC, BSTC & STC, the provisions of STC will supersede others in the particular e-auction. The

terms & conditions, including the list of materials appearing on the date of e-auction is final and binding on the

participant bidders.

KERALA FOREST DEPARTMENT, the owner/seller, will be hereinafter referred to as ‘PRINCIPAL’ and ‘MSTC

Ltd’, the Selling Agent of KERALA FOREST DEPARTMENT will be hereinafter referred to as ‘MSTC’.

Wherever the word Buyer, Purchaser, Successful Bidder is indicated, it will be referred to as ‘Successful Bidder’.

Validity of Bids:—All bids will be valid for acceptance by MSTC for a period of 7 (Seven) days from the date

of closing of e-auction, excluding the date of closing. In case the 7th day falls on a holiday or remains closed

for Principal/MSTC, the validity of the bids will be deemed to be automatically extended up to the next working

day of Principal/MSTC.

Inspection:—The intending bidder or his authorized representative may inspect the materials as per the schedule

mentioned above, between 10.00 hrs and 17.00 hrs on any working day at the location specified with the prior

intimation to the Depot Officer/Forest Range Officer concerned. The detailed descriptions of all lots including

annexure, if any, are available at the respective Divisional Forest Office also.

The description/quality indicated are furnished. to enable bidders to quote their rates. Bidders are advised to

quote their rates only after inspection of items at site. In case the bidders do not prefer to inspect, neither the

sale could be invalidated nor the bidder can make any claim/compensation whatsoever on account of any defect

in description, deficiency in the quantity. Notwithstanding anything contained in the e..auction sale notice; or

advertisement issued as to description and particulars of material put up for sale, the sale is on “ AS IS WHERE

IS AND NO COMPLAINT BASIS” only. No plea or misunderstanding or ignorance or conditions put forth

subsequent to any confirmation of sale shall be accepted. The Principle of “CAVEAT EMPTOR'' ( let the buyer

be aware) will apply.

Conditional offers will not be accepted/entertained.

LOT FORMATION: The organic coffee/pepper will be sold in lots having the same kind of quality. Each such

lots should not be more than as detailed below:

(a) Quantity of Organic Coffee and Pepper in each lot be around a ton.

Earnest Money Deposit prior to start of the e-auction

(a) EMD amounts as mentioned below have to be deposited to participate in bidding against the following

materials :

For organic coffee/pepper : ` 30,000.

EMD can be remitted through online payment system to MSTC by 06.00 pm on the previous day of the

auction.(MSTC’s Bank Detail: BANK: CANARA BANK, BRANCH CODE; 0431, IFS code; CNRB0000431, CA

A/C. No. 0431201026715, MICR No. 560015014) The buyer registration number has to be mentioned while

paying the EMD. For the benefit of the bidders who are not well versed with online transactions, for some

initial period, Divisional Forest Officer will entertain receipt of EMD in the form of Demand Draft payable at

any nationalized bank drawn in favour of Divisional Forest Officer concerned by 2 p.m. on the previous day

of auction. Only the registered customers who will submit the EMD will be able to participate against the

eligible lots in the e-auction. If the sale value of bid material is not paid within the specified time period

against any of the bid lot by the HI bidder, the EMD will be forfeited.

(b) In case of unsuccessful bidders, the EMD will be returned to the bidders by MSTC/Divisional Forest Officers

concerned.

The safe keeping of the materials sold is the responsibility of the Department till the allowed time period as per

the conditions of the e-auction. The Department is not responsible for any loss or damage of the materials kept

at the depot after the allowed time period as per the conditions of the e-auction. Quality of delivered lots is

subject to change due to vagaries of nature.

11.

KVAT, FDT, TCS and Other Taxes:—KVAT/FDT and other taxes as per the prevailing tariff wherever applicable at

the time of delivery on the sale of materials covered under this e-auction shall be payable by the successful

bidders before taking delivery of materials.

12.

Issue of Sale Intimation Letter—

Wherever the Highest Bid (H-I Bid) is acceptable on confirmed basis or ‘Subject to Approval’ (STA) basis,

depending upon the Reserve Price fixed by the PRINCIPAL immediately on closing of the e-auction, Sale

Intimation Letter will be issued automatically by e-mail to the respective Highest Bidder informing him whether

his bid has been accepted on confirmed basis or ST A basis. Bidders must, therefore, keep a watch on their

incoming e-mail in this regard. Principal has the power to accept or reject any highest bid, accepted on S T A

basis, without citing any reason. The decisions towards acceptance or rejection will be intimated by e-mail to the

respective bidders by e-mail.

13.

Issuance of Acceptance Letter:—Acceptance Letter will be issued for the accepted lots, for making balance

payments by the successful bidders and the same will be communicated by e-mail.

14.

Remittance of Balance Amount and Removal of Lots:—

(a) The successful bidder should remit the payments as per the following manner:

(i) 35% of the bid value, after adjusting EMD already remitted, shall be paid within 7 working days of

issuance of acceptance letter.

(ii) Balance value along with applicable VAT, FDT and other taxes if any is to be paid within 15 days from the

date of issuance of acceptance letter.

(iii) The mode of payment is through e-treasury of Government of Kerala or DD drawn from a Nationalized Bank

payable at respective station in favour of Divisional Forest Officer or by cash in the respective treasury.

(iv) If any amount is charged by bank for clearing the DD, the same shall be borne by the bidder himself. If

the DD is dishonoured by the bank, the bidder who remitted the DD will be treated as defaulter and

necessary actions will be initiated against him as per the law and as per sale conditions.

(b) If the successful bidder fails to remit the amount as prescribed in the Acceptance Letter within the prescribed

time period including penalty period, the bid will be treated as cancelled and all remittance including EMD will

be forfeited without giving any notice and the lots will be re-auctioned at the risk and loss of the successful

bidder and all the loss incurred because of re-auction will be the responsibility of the defaulter. Loss as

mentioned above will be realized from the defaulter as per Revenue Recovery Act, 1968 or any other relevant

(d) If anybody fails to remit the payments within 15 days from the date of issue of acceptance letter as per the

conditions of e-auction, he will be allowed by the Depot Officer/Range Officer to remit the balance amount

with an interest rate of 18% upto first one month (30 days). After that he/she will be allowed to remit the

balance amount with an interest rate of 24% plus 2.5% surcharge on the interest for next one month

(30 days). After that he/she will be allowed to remit the balance amount with an interest rate of 36% plus 5%

surcharge on the interest for another one month (30 days).

(e) While calculating interest as mentioned in clause (d), even for delay for one day interest for one month will

be levied.

(f) The material will be delivered only to the successful bidder or their authorized representatives against

presentation of e-Auction Identity Card issued by MSTC. If the successful bidder desires to authorize a

representative or an agent for delivery, in such case, the bidder shall produce suitable Power of Attorney or

authorization letter duly attested by a Notary Public authorizing his representative or agent to lift the materials

from PRINCIPAL.

15.

Penalty for the defaulters in remitting the balance amount and removing the bids in the specified time.

(a) If any successful bidder fails to remit all the dues within allowed/extended time from the date of intimation of

acceptance letter, all his bids will be cancelled and all remittance made so far including part value paid will be

forfeited without giving any notice. Such lots will be re-auctioned at his risk and loss.

(b) If the price fetched in the re-auction is less than the price fetched in the original auction, the difference of bid

values in the two auctions, inclusive of all taxes and the expenses in conducting of re-auction and interest,

surcharge and ground rent payable from the earlier auction will be realized from the defaulter as per Revenue

Recovery Act 1968 or any other applicable Act/Rules.

(d) If the successful bidder clears all his dues he/she is allowed to remove lots without paying any ground rent

within 40 days from the date of Acceptance Letter. He/She is allowed to remove the materials for another two

months by paying ground rents at the rates noted below. For the first month, 1 % of the bid amount for the

material and for the second month double the above rates will be applicable. A period of less than a month

will be treated as full month for the purpose of calculation of ground rent. After the lapse of the above said

time period the defaulter is not allowed to remove the bid material at any cost.

(e) If somebody did not remove the lot even after the above specified period, all the lots will be re-auctioned.

The amount of re-auction will be treated as forest deposit after deducting the expense of re-auction and any

dues of ground rent. Such amount will be refunded as and when the defaulter requests. But the defaulter is

not entitled for any profit from the re-auction.

16.

Other Conditions:

(a) If the successful bidder fails to pay his dues as per conditions of e-auction, the default amount will be

treated as land tax dues and will be realized from the defaulter as per the existing laws. The Divisional Forest

Officer can realize the amount in any other legal method he deems fit.

(b) If the successful bidder fails to pay any dues, all materials/money due to the bidder in any other division will

be withheld. Principal is not responsible for any loss incurred in this regard.

(d) The successful bidders are bound to abide by changes in terms & conditions of e-auction consequent upon

any amendments in the existing Kerala Forest Act, 1961 or extant Rules.

(e) All the litigations related to e-auction will be entertained only in the Courts within the jurisdiction of the

Divisional Forest Officer concerned.

17.

Principal/MSTC reserves the right to accept/reject and cancel any bid, amend the quantity under any lot or

withdraw any lot at any stage under this e-auction sale after acceptance of bid/issue of sale order/deposit of

full sale value by the bidder, without assigning any reason thereof and the value of such material paid for, shall

be refundable. Principal/MSTC shall not be responsible for any damages/loss whatsoever to bidders on account,

of such withdrawal, at any stage from the e-auction sale.

18.

Principal/MSTC will not be in any way responsible for failure to deliver the materials due to cause beyond their

control such as strike, lockout, cessation of work by labourers, shortened hours, act of god or other causes of

other contigencies whatsoever. The buyer shall not be entitled to cancel the contract and the period of delivery

shall automatically get extended proportionately.

19.

Conduct During Delivery:—Buyers shall solely be responsible for movement and proper behaviour of their

deputies, agents, and labourers within Principal premises. If any damage is caused to the Government property,

the buyer is responsible to make good such damage to the satisfaction of PRINCIPAL, and the decision of

PRINCIPAL in this regard shall be final and binding.

20.

Accidents etc. To Buyer’s Labourer:—Principal/MSTC will not any point of time be responsible for any injuries

caused due to accident within the premises or at the place of work and the bidder will make proper arrangement

for medical attention and treatment to his labour representative. The buyer will be solely responsible for any

claim arising out of the employment, injuries to labourers in the course of the employment under any statute. It

is the responsibility of the buyer to provide necessary safety appliances ( like hand gloves, tools, helmet, safety

goggles, boots etc.) to the labourers who are engaged for handling of the goods.

21.

Black Listing:—If it is found that the bidder is not following the terms and conditions of payment, delivery or

other conditions of the e-auction and also indulging in any malpractices either by himself or by his agents,

deputies or observer, such bidder are liable to be blacklisted and appropriate action will be taken as deemed fit

by Principal.

22.

In the event of any dispute in connection with this sale, the decision of Principal/MSTC shall be final and

binding on the parties to the e-auction sale. Further any such dispute, doubts or differences of opinion arising

at the time of payment or delivery, bidders shall agree and abide by the decision of Principal.

23.

No interest will be paid to the purchaser on the amount paid or deposited by him and on the amount

refundable to him, if any.

24.

The terms and conditions are supplementary to the remedy available under the law.

25.

Any auctioned materials shall not be sold or parted with any of the employees of Principal/MSTC.

26.

Complaints/grievances from bidders regarding e-auction shall be addressed to the Grievance Redressal

Committee constituted for the purpose. The Grievance Redressal Committee is authorized to take decisions

relating to the grievance or complaints which include cancellation/confirmation of the bid, imposing of any

penalty and forfeiture of EMD and matters related thereto.

Kerala Forest (Vesting and Management of Ecologically Fragile Lands ) Act 2003 vide Notification No. EFL-12-35/2006 dated

31-8-2006 and published in Kerala Gazette No. 39 dated 3-10-2006 as Sl. No. 1.

Following the procedure stipulated under Section 10 A of the EFL Act, 2003 the Government as per Letter

No. 12199/E2/2014/F&WLD dated 20-10-2014 have agreed to denotify 0.22 Ha. from the original Notification. Hence it is

hereby notified that the land in schedule below is excluded from the Ecologically Fragile Land.

pursuance of G. O. (Ms.) No. 226/81 (F) dated 16-12-1981 for working down Timber, Billets and Teak Poles from the marked

trees standing in the plantations mentioned in the schedule below and transport the same to the Govt. Timber Depots,

Poles & Billets at dumping site mentioned in the same schedule. The tenderer is bound to comply with the terms and

conditions in force, besides the conditions that will be framed by the Government in future in connection with this tender.

Tender documents and schedules are available in the website www.etenders.kerala.gov.in. The Earnest Money Deposit and

tender cost for the tender should be submitted through the Internet online banking of SBT or through NEFT for other

Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp Paper worth

` 200. Tenders/bids received online without the scanned copies of relevant documents, preliminary agreement, will not be

accepted. Technical bid and financial bid shall be submitted in their respective designated online covers.

The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/

downloading the bid.

The successful tenderer should submit a solvency from the revenue authorities or a Bank guarantee issued by a

Nationalized Bank for 10% of the tender amount, if the tender amount exceeds ` 3,00,000. The successful tenderer should

execute an agreement in the prescribed format in a Stamp Paper worth ` 200 within 15 days from the date of intimation of

acceptance of the tender after furnishing security deposit equal to 10% of the tender amount or ` 1,00,000 whichever is

less. Post Offers as per the existing rules shall also be entertained. The tenderers quoting rates separately for timber,

poles, billets and firewood shall not be entertained under any circumstances. If the notified date of tender happens to be

a holiday, the tender will be conducted on the every next working day at same place and time. Details of tender are

Separate online tenders are invited from eligible 'A' Class contractors registered in the Forest Department in

pursuance of G. O. (Ms.) No. 226/81 (F) dated 16-12-1981 for working down Timber, Billets and Teak Poles from the marked

trees standing in the Plantations mentioned in the schedule below and transport the same to the Govt. Timber Depots,

Poles & Billets at dumping site mentioned in the same schedule. The tenderer is bound to comply with the terms and

conditions in force, besides the conditions that will be framed by the Government in future in connection with this tender.

Tender documents and schedules are available in the website www.etenders.kerala.gov.in. The Earnest Money Deposit and

tender cost for the tender should be submitted through the Internet online banking of SBT or through NEFT for other

Banks. For submission of tenders visit the website www.etenders.kerala.gov.in

All bid/tender documents are to be submitted online only and in the designated Online cover(s)/envelope(s) on the

www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late tenders

will not be accepted.

Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp Paper worth

` 200. Tenders/bids received online without the scanned copies of relevant documents, preliminary agreement, will not be

considered and shall be summarily rejected. Any further clarification on this tender can be obtained from NIC/the e-tender

Helpdesk number available in the www.etenders.kerala.gov.in website and from the office of the Divisional Forest Officer,

Thenmala during the office hours. The details regarding e-Payment (Bidder's Bank Account No. where he/she is having

core banking facility and email ID) should be submitted along with the tender. Tenders without these details will not be

accepted. Technical bid and financial bid shall be submitted in their respective designated online covers.

The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/

downloading the bid.

The successful tenderer should submit a solvency from the revenue authorities or a Bank guarantee issued by a

Nationalized Bank for 10% of the tender amount, if the tender amount exceeds ` 3,00,000. The successful tenderer should

execute an agreement in the prescribed format in a Stamp Paper worth ` 200 within 15 days from the date of intimation of

acceptance of the tender after furnishing security deposit equal to 10% of the tender amount or ` 1,00,000 whichever is

less. Post Offers as per the existing rules shall also be entertained. The tenderers quoting rates separately for timber,

poles, billets and firewood shall not be entertained under any circumstances. If the notified date of tender happens to be

a holiday, the tender will be conducted on the every next working day at same place and time. Details of tender are

work down the entire trees marked in the plantation to the respective Depots as per the direction of the Departmental

Staff. Penalty as per rule will be levied by the Forest Department from the tenderer, if any tree is unfelled or for the delay

be submitted offline in a sealed cover superscribing the

3. The bidding authority deserves the right to modify/

cancel, any/all bids without assigning any reason. The

Forest Department will not be responsible for any error

bidder and non receipt of documents.

Separate sealed competitive tenders for the following

work, are invited by the undersigned, for and on behalf of

the Governor of Kerala from Registered eligible licensed

PWD contractors for the following work.

Name of Work with PAC in Lakh—Renovation of

Divisional Forest Office building Ranni during

2015-16—` 3.50 lakhs.

EMD—` 8,800.

Cost of tender form—` 700 + VAT.

Period of work—3 months from the date of

agreement

Tender forms and other conditions can be obtained

from the Office of the undersigned on application in

writing and on payment of the cost of tender form and

taxes in cash (not refundable) up to 1 p. m. on

15-10-2015. The filled up tenders will be received in this

office up to 3 p. m. on 15-10-2015 and opened by the

undersigned or an officer authorised by him on the same

day at 3.30 p. m. at the office of Divisional Forest Officer,

Ranni in the presence of the contractors attending on the

date. If the due date happens to be a holiday, the next

working day will be the due date.

The tender forms are not transferable. The Earnest

Money Deposit noted against the work should be paid

along with the tenders by Demand Draft (Cheque will

not be acceptable) pledged in favour of the undersigned

payable at any Nationalized Bank/Scheduled Bank.

Incomplete tenders and tenders without EMD are liable to

be rejected. The undersigned reserves the right to reject

any tender without assigning any reasons thereof.

All other conditions prevailing in the Kerala P. W. D.

and Forest Department are applicable to this tender also.

The tenders not containing the prescribed preliminary

agreement in Stamp Paper worth ` 500 will be summarily

rejected. If there is no response to any of the works

included in this notification, the same will be again

tendered on 20-10-2015 as per the same conditions

mentioned above, at the same time and venue.

and stored at Government Sandal Depot Godown in Marayoor Range will be offered for sale by e-auction on 14-10-2015

and 15-10-2015 (Wednesday and Thursday) at the Government Sandal Depot, Marayoor. Those who registered for auction

with MSTC Company only can have the right to participate in e-auction. Further details can be had from the website

The Divisional Forest Officer, Sandal Division, Marayoor reserves all the right to exclude any class or quantity of

sandalwood shown in the schedule above for sale. EMD amount of ` 50,000 can be remitted through online payment

system to MSTC by 6 p.m. on the previous day of the e-auction. The buyer registration number has to be mentioned while

paying the EMD. For the benefit of the bidders who are not well versed with online transactions, for some initial period,

Range Forest Officer, Marayoor will entertain receipt of EMD in the form of Demand Draft payable at SBT, Munnar Branch

drawn in favour of Range Forest Officer, Marayoor as was done in the old system, by 2 p.m. on the previous day of

e-auction. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in

e-auction. If the sale value of bid material is not paid within the specified time period against any of the bid lot by the

successful bidder, the EMD will be forfeited.

The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within

7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or

Demand Draft (DD) drawn in favour of Range Forest Officer, Marayoor Payable at State Bank of Travancore, Munnar or by

cash in Sub-Treasury, Devikulam. If any amount is charged by bank for clearing the DD, the same shall be born by the

bidder himself.

The purchaser should give atleast 7 days notice of his intention to take delivery to the Range Officer, Marayoor

supported by receipted chalans in token of payment.

In addition, after confirmation, the successful bidder shall remit the balance sale value and taxes in either in the

Government Sub-Treasury, Devikulam as per countersigned Chelan issued by the Department or as Demand Draft in favour

of Forest Range Officer, Marayoor Range, Marayoor payable of the State Bank of Travancore, Munnar Branch, within

40 days of the date of the confirmation orders. If the Deamnd Draft is dishonored by the bank, the bidder who remitted the

Demand Draft will be treated as defaulter and necessary action will be initiated against his as per the law and as per sale

condition.

Department will not be responsible for any shortage in weight due to dryage after the grace period of 40 days, for

this purpose on the 40th day, then weight will be taken and accounted and this weight will be final irrespective of further

dryage and payment will be against such weights.

If any modifications or change in the sale conditions are intimated by the Addl. Principal Chief Conservator of

Forests (Protection), Thiruvananthapuram that will also be applicable to this e-auction sale and it will be informed to the

bidder before e-auction. The undersigned reserves the right to alter the quantities of sandal materials mentioned in the

above schedule or to cancel the e-auction of any sandal materials without further notice.

liable to be rejected. The preliminary agreement in stamp

Separate online tenders are invited from eligible ‘A’ class contractors registered in the Forest Department in

pursuance of G. O. (Ms.) No. 226/81(F) dated 16-12-1981 for working down Timber, Billets and teak poles from the

marked trees standing in the plantations mentioned in the schedule below and transport the timber and poles to the

Government Timber Depot/Depots and firewood/billets to dumping depot mentioned in the same schedule. The tenderer

is bound to comply with the terms and conditions in force, besides the conditions that will be framed by the Government

in future in connection with this tender. Tender documents and schedules are available in the website

www.etenders.kerala.gov.in The Earnest Money Deposit and tender cost for the tender should be submitted through the

internet online banking of SBT or through NEFT for other banks. For submission of tenders visit the

website:www.etenders.kerala.gov.in.

All bid/tender documents are to be submitted online only and in the designated online cover (s)/envelope (s) on

the www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late

tenders also will not be accepted.

Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp Paper

worth ` 500. Tenders/bids received online without the scanned copies of relevant documents, preliminary agreement will

not be considered and shall be summarily rejected. The hard copy of attestedcopy of Registration Certificate, Bid

document, EMD exemption Certificate (if any), and preliminary agreement in original would be submitted offline

subsequently in a sealed cover superscribing the name of work and tender number to the Office of Divisional Forest

Officer, Mannarkkad through speed post/Register post before opening of the tender, falling which such tenders will be

rejected. Any further clarification on this tender can be obtained from NIC/the e-tender Help Desk number available in

the www.etenders.kerala.gov.in website and from the office of the Divisional Forest Officer, Mannarkkad during the office

hours. The details regarding e-payment (Bidder’s Bank Account Number where he/she is having core banking facility

and e-mail ID) should be submitted along with the tender. Tenders without these details will not be accepted. Technical

bid and financial bid shall be submitted in their respective designated online covers.

The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/

downloading the bid.

The successful tenderer should submit a solvency from the revenue authorities or a bank guarantee issued by a

nationalized bank for 10% of the tender amount, if the tender amount exceeds ` 3,00,000. The successful tenderer should

also execute an agreement in the prescribed format in a stamp paper worth ` 500 within 15 days from the date of

intimation of acceptance of the tender after furnishing security deposit equal to 10% of the tender amount of ` 2,00,000

whichever is more. Post offers as per the existing rules shall also be entertained. The tenderers quoting rates separately

for timber, poles, billets and firewood shall not be entertained under any circumstances. If the notified date of tender

happens to be a hoilday the tender will be conducted on the very next working day at the same place and time. Details

The following quantities of teak and miscellaneous

poles and firewood collected from 1951, 1960, 1971 Teak

Plantations stacked at Dumping Depot, Kanjirakkadavu in

Karulai Range under Nilambur South Division are put up

for by e-auction sale on 26th, 27th, 29th and 30th October

2015 at the Dumping Depot, Kanjirakkadavu. Those who

registered for auction with MSTC Company only can have

the right to participate in e-auction. Further details can be

The sale will be subjected to the conditions notified

in the e-auction notification and the general sale

conditions vide Notification No. Pro.(4)-29243/2013 dated

21-8-2014 of Additional Principal Chief Conservator of

Forests (Protection), Thiruvananthapuram published in

Kerala Gazette No. 36, Volume III, Part III, dated 16-9-2014,

Notification No. Pro.(4)-29243/2013 dated 17-10-2014 of

Additional Principal Chief Conservator of Forests

(Protection), Thiruvananthapuram published in Kerala

The Divisional Forest Officer, Nilambur South

reserves all the right to exclude any class or quantity of

teak and miscellaneous poles shown in the schedule

above for sale. EMD amount of ` 20,000 for teak and

miscellaneous poles, firewood can be remitted through

online payment system to MSTC by 6 p.m. on the

previous day of the e-auction. The buyer registration

number has to be mentioned while paying the EMD. For

the benefit of the bidders who are not well versed with

the online transactions, for some initial period, Range

Forest Officer, Karulai Range will entertain receipt of EMD

in the form of Demand Draft payable at State Bank of

Travancore, Nilambur Branch drawn in favour of Range

Forest Officer, Karulai Range as was done in the old

system, by 2 p.m. on the previous day of e-auction. Only

the registered customers who will submit the EMD will be

able to participate against the eligible lots in e-auction.

If the sale value of bid materials is not paid within the

specified time period against any of the bid lot by the

H1 bidder, the EMD will be forfeited.

The successful bidder, 35% of the bid value, after

adjusting the EMD already remitted, shall be paid within 7

working days of issuance of acceptance letter. The mode

of payment is through e-treasury of Government of Kerala

or Demand Draft (DD) drawn in favour of Range Forest

Officer, Karulai Range payable at State Bank of

Travancore, Nilambur Branch or by cash in Sub Treasury,

Nilambur. If any amount is charged by Bank for clearing

the Demand Draft, the same shall be borne by the bidder

himself.

If any modifications or change in the sale conditions

are intimated by the Additional Principal Chief

Conservator of Forests (Protection), Thiruvananthapuram,

that will also be applicable to this e-auction sale and it

will be informed to the bidder before e-auction. The

undersigned reserves the right to alter the quantities of

the materials mentioned in the above schedule or to

cancel the e-auction of any materials without further

notice.
