behalf of the Governor of Kerala invites online tenders

Bidders shall remit the tender document fee and the
Earnest Money Deposit using online payment
option of e-procurement system only and submitted
through the internet online banking of State Bank
of Travancore or through NEFT for other banks.
Bidders opting for NEFT facility of online payment
are advised to exercise this option at least 48 hours
before the closing date of bid to ensure that
payment towards tender document fees and EMD
are credited and a confirmation is reflected in the
e-procurement system. The online NEFT remittance
form provided by e-procurement system for making
a NEFT transation is not a payment confirmation.
Kerala Forest Department/NIC/SBT shall not be
responsible for any kind of delay in payment status
confirmation.

Bidders are requested to submit scanned copy of
the following documents-Registration certificate
duly attested by the Superintendent Engineer/
Executive Engineer, PWD Kerala, EMD Exemption
certificate (if any), preliminary agreement executed
in Kerala Stamp Paper worth ` 200, duly filled up
proforma for availing e-payment by Online.
Subsequently the hard copy of attested copy of
Registration Certificate, EMD exemption certificate
(if any), preliminary agreement in original would be
submitted offline in a sealed cover superscribing
the name of work and tender number to the office
of the Divisional Forest Officer, Punalur through
Speed Post/Registered Post as prescribed in the
time schedule, failing which such tenders will be
rejected.

The bidding authority deserves the right to modify/
cancel any/all bids without assigning any reason.
The Forest Department will not be responsible for
any error like missing of scheduled data while
downloading by the bidder and non receipt of
documents.
4.
Any further clarifications on this tender can be
obtained from NIC/the e-tender Helpdesk number
available in the www.etenders.kerala.gov.in. website
and from this office during the office hours. The
details regarding e-payment (Bidders’s Bank
Account Number where he/she is having core
banking facility and email ID) should be submitted
along with the tender. Tenders without these details
will not be accepted. Technical bid and financial bid
shall be submitted in their respective designated
online covers.

The Forest Department will not be responsible for
any incoveniences or loss to the Bidder while
uploading/downloading the bid.

The tender/bids shall be opened online at the office
of the Divisional Forest Office, Punalur in the
presence of bidders/their representatives who wish
to attend at the above address. If the tender
opening date happens to be on a holiday or non
working day due to any other valid reason, the
tender opening process will be done on the next
working day at same time and place.
7.

It is hereby notified for the general information of the public that Teak Poles collected from 1977 Athirappilly
Teak Plantation of Athirappilly Range and 1962 Pokalappara Teak Elavu Plantation in Vazhachal Range under this Division
by thinning will be sold in E-Auction sale subject to detailed auction sale conditions published in Kerala Gazette No. 50
Vol. III dated 23-12-2014 of Additional Principal, Chief Conservator of Forests (Protection), Thiruvananthapuram
vide Notification No. Pro. (4)˛26243/13 dated 3-12-2014 and other rules in force, as per schedule furnished below. Those
who wish to participate have to remit an amount of ` 20,000 as EMD as e-payment before the e-auction through MSTC
limited. Successful bidders will have to remit 35% of the bid amount on the e-auction itself through e-payment. Successful
bidders will have to remit the balance value, VAT, Forest Development Tax, Income Tax and such other taxes that are
prevailing at the time of e-auction within the stipulated time limit.
E-auction documents and connected records are available in the website: www.mstcecommerce.com. The Earnest
Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet online Banking
of or through NEFT for other banks. For submission of e-auction visit the website: www.mstcecommerce.com. All
bids/e-auction documents are to be submitted online only and in the designated online cover(s)/envelope(s) on the
www.mstcecommerce.com. website and e-auction documents submitted manually/through post will not be entertained.
Online e-auction/bids are to be accompanied with relevant documents. E-auction/bids received online without
scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification
on this e-auction can be obtained from NIC/the e-auction Helpdesk number available in the www.mstcecommerce.com
website and from the office of the Divisional Forest Officer, Vazhachal during the office hours. The details regarding
e-payment (Bidder’s Bank Account Number where he/she is having core banking facility and e-mail ID) should be
submitted along with the e-auction documents. E-auction documents without these details will not be accepted. Technical
bid and financial bid shall be submitted in their respective designated online covers. The Forest Department will not be
responsible for any inconvenience or loss to the Bidder while uploading/downloading the bid.
The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address
and signature of the bidders duly attested by the concerned Village Officer, or any other approved identity documents
along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will not be
eligible to participate in the e-auction.
The intending bidders should satisfy themselves about the quality and quantity of the thinned materials put up for
e-auction sale and no complaints will be entertained after the e-auction. The quantity that may become ready for sale after
the publication of this notification will also be included in the e-auction. Any further notification to the sale conditions
that may be issued by the Government after the issuance of this notification will also be applicable to this
e-auction. The unsold materials in the e-auction will be re-auctioned.

dated 16-12-1981 for civil works mentioned in the
schedule below. The tenderer is bound to comply with the
terms and conditions in force, besides the conditions that
will be framed by the Government in future in connection
with this tender. Tender documents and schedules are
available in the website www.etenders.kerala.gov.in. The
Earnest Money Deposit and tender cost for the tender
should be submitted through the Internet online banking
of SBT or through NEFT for other banks. For submission

Sealed competitive tenders are invited from registered
and experienced P.W.D. contractors for and on behalf of
the Governor of Kerala by the Divisional Forest Officer,
Palakkad for the execution of the following works shown
in the schedule furnished below. Sealed covers
superscribing the name of the work will be opened in the
presence of the available contractors by the Divisional
Forest Officer, Palakkad or any other officer authorized by
him at the stipulated place and time as shown below
The tender forms will be supplied to the contractors only
on production of their Registration Card, PAN Card and
on payment of the cost and VAT of the tender form. The
tender form is not transferable and the cost of the tender
form is non-refundable under any circumstances.
If the tender could not be conducted on the fixed
day, due to any circumstances, the same will be conducted
on the next working day at the stipulated place and time.
The EMD noted against each works should be paid
along with the tender form by Fixed Deposit Certificates
or DD drawn at any Nationalized Bank at Palakkad in
favour of Divisional Forest Officer, Palakkad. A preliminary
agreement in the prescribed format in Kerala Government
Stamp Paper worth ` 200 should be attached with the
tender. Incomplete tender or the tender without the
required EMD are liable to be rejected. Tenders without
the agreement in stamped paper will be rejected

outright. But in deserving cases where agreement has not
been received, the Purchasing Officer may exercise his
discretion and call upon such tenderer to execute the
agreement within a period of ten days from the date of
issue of such intimation. A specimen form of agreement
will be given along with tender application. The Divisional
Forest Officer, Palakkad reserves the right to reject any
tender without assigning any reasons. All the rules and
regulations regarding tender in force in PWD and Forest
Department are applicable to this tender also. The
Divisional Forest Officer will be at his liberty to exclude
any of the works mentioned in the schedule from the
tender.
4. The successful tenderer should execute the
agreement and commence the work within 15 days from
the date of receipt of work order. If he fails to execute the
agreement and start to execute the work, the work will be
re-tendered at the risk and loss of the original bidder or
execute departmentally. More details of this tender can be
had either from the office of the Divisional Forest Officer,
Palakkad (0491-2555156) or from the Range Office,

5. If nobody comes forward and participate in the
tender on 26-10-2015 the same will be conducted on
30-10-2015 or 31-10-2015 of the same place and time.

on 26-10-2015. This tender offers will be accepted in this

Subsequently the hard copy attested, copy of

Exemption Certificate (if any), preliminary agreement
in original would be submitted offline in a sealed
cover superscribing the name of work and tender
number to the office of the Divisional Forest
Officer, Nilambur North Division through Speed
Post/Registered Post as prescribed in the time
schedule, failing which such tenders will be
rejected.

The bidding authority deserves the right to
modify/cancelled any/all bids without assigning any
reason. The Forest Department will not be
responsible for any error like missing of scheduled
data, while downloading by the bidder and non
receipt of documents.

Firewood collected by final felling/thinning from 1972
Teak & Softwood Plantation, 1971 Teak Plantation, 1953
Teak and Soft wood Plantation of Kannavam Range and
1953 Teak & Soft wood Plantation Kottiyoor Range
stacked and stored at Dumping depot given in the
schedule below under Kannur Division will be offered for
sale by e-auction on 31st of October, 2015 at the Dumping
Depot, Kuttappalam, Thettummal, Changalagate &
Kommeri respectively. Those who registered for auction
with MSTC Company only can have the right to
participate in e-auction. Further details can be had from

(The Kuttappalam dumping depot is situated 4km. right to
the Changalagate in Thalassery–Mananthavadi road.
Thettummal dumping depot is situated 9 km right to the
Changalagate in Thalassery-Mananthavady road. The
Changalagate dumping depot is situated 200 meter right
to the Changalagate in Thalassery-Manathavady road
and Kommeri dumping depot is situated 500 meters
distance from Kommeri Goat Farm near Changalagate.)

The Divisional Forest Officer, Kannur Division,
Kannur reserves all the right to exclude any class or
quantity of teak Timber, poles, Billets and firewood
shown in the schedule above for sale. EMD amount of
` 20,000 for teak poles/Billets firewood can be remitted
through online payment system to MSTC by 6 p.m. on
the previous day of the e-auction. The buyer registration
number has to be mentioned while paying the EMD.
Only the registered customers who will submit the EMD
will be able to participate against the eligible lots in
e-auction. If the sale value of bid materials is not paid
within the specified time period against any of the bid lot
by the H1 bidder, the EMD will be forfeited.
The successful bidder, 35% of the bid value, after
adjusting the EMD already remitted, shall be paid within 7
working days of issuance of acceptance letter. The mode
of payment is through e-treasury of Government of Kerala
or Demand Draft (DD) drawn in favour of Range Forest
Officer, Kannavam Range payable at State Bank of India
Koothuparamba Branch or by cash in Sub Traeasury,
Koothuparamba for items included in Schedule II, III & IV.
For items included in Schedule Ist Demand Draft should
be drawn in favour of Range Forest Officer, Kottiyoor range
payable at State Bank of India, Koothuparamba Branch or
by cash in Sub Traeasury, Koothuparamba. If any amount
is charged by Bank for clearing the Demand Draft, the
same shall be borne by the bidder himself.
If any modifications or change in the sale conditions
are intimated by the Addl. Principal Cheif Conservator of
Forests (Protection) Thiruvananthapuram, that will also
be applicable to this e-auction sale and it will be
informed to the bidder before e-auction. The undersigned
reserves the right to alter the quantities of the materials
mentioned in the above schedule or to cancel the
e-auction of any materials without further notice.
