Lab Equipment and Chemicals to Various Departments in

University College, Thiruvananthapuram under Plan

Fund Scheme 2015-16.

Face Valu— ` 20,69,400.

The envelopes containing the tenders should

be superscribed as “Tender for the supply of Lab

Equipment and Chemicals to Various Departments

(1/A5/1362/Plan/Lab/UC/15)” and addressed to

The Principal, University College, Thiruvananthapuram

so as to reach in this College on or before 2 p.m. on

27-11-2015. Late tenders will not be accepted. The tenders

will be opened at 3 p. m. on 27-11-2015 in the presence of

the tenderers or their authorised representatives who may

be present at that time.

Tender forms can be had from the College Office

from 10.30 a. m. to 1 p. m. on the working days till

27-11-2015. The cost of the tender form is ` 3,256

( Rupees Three Thousand Two Hundred and Fifty Six

Only) including VAT+Cess. The cost of duplicate tender

form will be ` 1,681 (Rupees One Thousand Six Hundred

and Eighty One Only), which is price fixed for a tender

form and which is not refundable under any

circumstances. The tender forms are not transferable.

Along with Tender, EMD @ 1% of the amount

tendered, subject to a minimum of ` 1,500 (Rupees One

Thousand and Five Hundred Only) should also be

submitted in the form of DD. Tenders without sufficient

EMD are liable to be rejected. The firm who are exempted

from furnishing EMD should be enclosed the attested

copy of exemption order. Every tender should be

accompanied by an agreement in the Kerala Stamp Paper

worth ` 200 (Rupees Two Hundred Only).

The Price quoted should be inclusive of all taxes

and duties. Otherwise rate of taxes charged upon each

item should be quoted against the prices of each item.

The rate quoted should be valid upto 31-3-2016.

The successful tenderers should sign an agreement

in Kerala Stamp Paper worth ` 200 (Rupees Two Hundred

Only) and deposit 5% value of the contract as Security

Deposit.

The articles should be supplied in the College

Office at the cost of the firm itself. The Payment will be

effected only after the receipt of the articles in good

condition and satisfying the quality.

If the last date of receipt of the tender or the

opening date of the tender is declared as holiday then

the same will be postponed to the next working day.

The Principal reserves the right to reject all or any

of the tenders without assigning any reason.

seeds should include transportation charges and

existing taxes.

8. Two polythene covers should be produced a

sample along with tender application or polythene

covers.

9. The successful tenderer should remit 5% of PAC

as security deposit for the contract, and enter into

an agreement with Forest Department within 7 days

from date of receipt of intimation of the acceptance

of tender.

10. Final payment of the seeds will be done only after

ensuring germination of seeds and deduction of

final will be done proportionately. 25% of each

preliminary bill will be deducted as retention and

the same will be released subjected to verification

of percentage of germination.

11. On satisfactory completion of supply and all the

above conditions the security deposit will be

released to the tenderer on production of necessary

tax clearance certificate.

12. The tender is bound by the conditions of Kerala

Store Purchase Rules.

13. The following conditions are applicable for the

(n) The contractor shall be responsible for

loading, unloading and transportation period.

(o) The successful bidder should enter a contract

in stamp paper worth ` 100 with Assistant

Conservator of Forests (Social Forestry

Division), Thiruvananthapuram.

(p) All the documents of the vehicle including tax,

permit, insurance etc. should be valid during

the contract period and the department will

have no responsibility regarding any issues or

accidents thereof.

Departments to the Bio Medical Wing, Govt. Medical

College, Kozhikode as detailed below. The tender forms

and details can be obtained from the office of the

Principal, Government Medical College, Kozhikode on

payment of tender cost. The tender should be

superscribed with Tender No. and addressed to the

Principal, Government Medical College, Kozhikode.

Belated tenders will not be accepted. Each tender should

be submitted along with an agreement signed and

executed in Kerala Stamp Paper worth ` 200 and

Earnest Money Deposit @ 1% of the total cost of the

items tendered for Stamp Paper will be supplied to the

firm outside Kerala on request along with remittance

of ` 250 by Money Order in favour of Principal,

Govt. Medical College, Kozhikode. Specimen copy of the

agreement is annexed with the tender form. Rates should

be quoted in Indian Rupees only. All the taxes applicable

is to be clearly mentioned. Freight, Insurance, loading,

unloading, erection and commission charges and

installation should be borne by the tenderer. Payment also

will be made in Indian Rupees.

The tender without required Earnest Money

Deposit, agreement and not satisfying other tender

conditions are liable to be rejected without further notice.

Tender form is not transferable. Cheque, Draft, Postage

General

The Bidder should be a reputed Equipment Manufacturers (OEM) or authorized dealer of OEM, who is

having an Authorization Certificate from the OEM to participate in the tender at Kerala Police and

Certificate from the OEM for sales and service.

One bidder cannot represent two suppliers/OEMS or Quotes on their behalf in a particular tender.

The OEM/Bidder should have a well equipped service centre functioning in India to cater to immediately

after sales requirement; copy of Service Centre details must be enclosed along with tender document.

(Preferably bidder should have a Service Centre in South India).

The Bidder should have valid CST/VAT Registration. Copy of CST/VAT Registration Certificate should be

enclosed along with the tender.

The Bidder should have valid PAN/Taxation Index Number. Copy of the PAN/Taxation Index Number

allocation letter should be enclosed along with the tender.

The Bidder must fulfil the following minimum qualification criteria to prove the techno commercial

competence and submit the documents in support thereof:

(a)

Valid Authorization letter from the OEM to attend this particular tender.

(b)

Certificate of Registration/Incorporation Certificate of the Bidder.

(c)

Last 3 years financial status of the Bidder's/P&L and Balance Sheet of audit report of last 3 years.

(d)

The bidder (authorized dealer/distributor) should have the dealership/distributionship for atleast 3

(three) continuous consecutive years with the OEM.

(e)

The bidder/manufacturer should have a minimum of 3 years experience in the manufacture/supply of

same OEM products and related accessories for Kerala Police/any Kerala Government Organisation.

(f)

The Bidder has to submit the Warrantee Certificate along with the invoices.

Conditions

Intending tenderers may on application to the Superintendent of Police, Police Telecommunication,

Thiruvananthapuram, Kerala obtain requisite tender forms on which the tenders should be submitted or download the

tender forms from the Kerala Police Website www.Keralapolice.gov.in. The tenderers who download tender forms should

submit the required tender value as Demand Draft along with the tender. The tender forms are not transferable.

The sale of tender form will be closed at 3 p. m. on 28-11-2015.

Cheques, Postal Orders, Postage Stamps etc. will not be accepted towards the cost of forms nor the forms sent

by VPP. However money order (including telegraphic money orders) sent in the name of the Superintendent of Police,

Telecommunication, Pattom, Thiruvananthapuram-4 will be accepted. The amount should include the postage/courier for

sending tender documents. The money order along with the request should reach Telecommunication Headquarters,

Pattom, Thiruvananthapuram atleast 7 days before the closing of the sales of the tender documents enabling us to send

the document well in advance. Application for tender forms should be accompanied by a cash remittance price fixed for

the form which is not refundable.

Earned Money Deposit (EMD) as mentioned in the tender notice should be furnished through DD (Demand

Draft) drawn in favour of the Superintendent of Police, Telecommunication, Thiruvananthapuram-4 along with the tender

documents. The firms which are exempted from furnishing EMD should produce a copy of relevant authorized document

for verification. The tenders without EMD will be summarily rejected. The quoted amount should be inclusive of all

taxes, duties and levies. The lowest quoted bidder should be ready to supply the items within one week from the date of

the supply order.

The tender should be superscribed with Tender Number and name of the store articles and addressed to the

Superintendent of Police, Telecommunication, Pattom, Thiruvananthapuram-4. The sealed tenders with samples of

equipments should reach in the Office of the Superintendent of Police, Telecommunications, Pattom, Thiruvananthapuram

at 3 p.m. on 3-12-2015. Late tenders will not be accepted.

The tender should be submitted in two separate parts containing Technical and Financial bids in separate sealed

envelops clearly superscribed and should be put together in a large envelope, all envelope sealed and superscribed with

“Tender No. and Name of item”. If any offer contains technical bids and financial bids together in one envelope, such

offers shall be rejected out right.

All the tenderers who quote for supply of above mentioned equipments are required to be ready for the

demonstration of equipments on 7-12-2015 at 11 a. m. at Police Telecommunications Headquarters, Pattom,

Thiruvananthapuram. Any clarification/doubt regarding the tender may be got cleared by contacting the Office of the

Superintendent of Police, Telecommunications, Thiruvananthapuram.

The tender will be opened at the time mentioned above, in the presence of the tenderers or their authorized

representatives (with proof of identity) who may be present at that time.

Specification of the tender item shall be obtainable from the Office of the Superintendent of Police,

Telecommunication, Pattom, Thiruvananthapuram with the tender forms during working hours. The firm should also

furnish the detailed specifications, make, model, brochures, test report from Government Laboratories/Agencies,

(wherever possible) along with the tenders. The tenders without separate envelope and not superscribing the tender

number and sample will be rejected.

In the case of foreign equipments, the rates are to be quoted in Indian rupees. Ordinarily no advance payment will

be made for procuring any of the above items.

The firm should supply samples at Telecommunication Headquarters, Pattom, Thiruvananthapuram at their own

expense for technical evaluation test along with the submission of tender. The firm should be ready to show live

demonstration of technical equipments at their own risk and cost during the technical evaluation. The equipments shall

be inspected for performance as per quoted specification. The test shall be conducted, reported and certifications to be

provided by the tenderer. The tenderer shall provide all test and measuring equipments/Tools required for inspection or

testing. The cost of all such tests should be borne by the tenderer. The equipments can be taken back by the firm at their

expense after tender procedure. The decision of the Technical Evaluation Board will be final. In the event of firms not

able to show live demonstartion they need to convince the technical evaluation committee about such inability and resort

to the documentary/power point presentation with original product brochures/CDs/Scale model/Vedio/slide show etc. to

the atmost satisfaction of the technical evaluation committee. The firm should mention the warranty/guarantee of the

items separately.

As the items are urgently required, the selected bidder will have to supply the item without loss of time along

Opening of Tender—Technical bids of the offers received with requisite EMD or Bid security with samples will

be opened on 7-12-2015 at 11 a. m. in the presence of the representatives of the firms who may present at that time.

All tenders received without EMD along with technical bid will be rejected, outright. The technical bids will be evaluated

by a technical evaluation committee and those that do not conform to the specifications will be rejected. The financial

bids of the technically qualified tenderers only will be considered for opening at a later date. The date for opening of

financial bids will be intimated to the technically qualified bidders. Unopened financial bids of the technically

disqualified bidders shall be returned to them. All prices quoted should be inclusive of all levies and taxes. Customs duty

if any should be mentioned specifically.
