Tender forms and other conditions can be obtained
from the office of the undersigned on application in
writing and on payment of the cost of the tender form
and taxes in Cash (not refundable) upto 1 p.m. on
9-12-2015. The filled up tenders will be received in this
office upto 3 p.m on 9-12-2015 and opened by the
undersigned or an Officer authorized by him on the same
day at 3.30 p.m. at the Office of Wildlife Warden,
Thiruvananthapuram in the presence of the contractors
attending on the date. If the due date happens to be a
holiday, the next working day will be the due date.
The tender forms are not transferable. The earnest
money deposit noted against the work should be paid
along with the tenders in form of Demand Draft (cheque
will not be acceptable) pledged in favour of the
undersigned payable at any Nationalized Bank/Scheduled
Bank. Incomplete tenders and tenders without EMD are
liable to be rejected. The undersigned reserves the right
to reject any tender without assigning any reasons
thereof. All other conditions prevailing in the Kerala PWD
and Forest Department and modifications there of time to
time are applicable to this tender also. The tenders not
containing the prescribed preliminary agreement in Stamp
Paper worth `- 500 will be summarily rejected. If there is
no response to any of the works included in this
notification, the tender will again be conducted on
10-12-2015 as per the same conditions mentioned above,
at the same time and venue.

Department in pursuance of G.O.(Ms.)No. 226/81(F) dated
16-12-1981 for civil works mentioned in the schedule
below. The tenderer is bound to comply with the terms
and conditions in force, besides the conditions that will
be framed by the Government in future in connection with
this tender. Tender documents and schedules are available
in the website: www.etenders.kerala.gov.in. The Earnest
Money Deposit and tender cost for the tender should
be submitted through the internet online banking
of State Bank of Travancore or through NEFT for other
banks. For submission of tenders visit the website
www.etenders.kerala.gov.in.
All bid/tender documents are to be submitted online
only and in the designated online cover (s)/envelope (s)
on the www.etenders.kerala.gov.in website and tenders
submitted manually/through post will not be entertained.
Late tenders will not be accepted.

Separate online tenders are invited from eligible 'A' Class contractors registered in the Forest Department in
pursuance of G. O. (Ms.) No. 226/81 (F) dated 16-12-1981 for working down Timber, Billets and Teak Poles from the marked
trees standing in the plantations mentioned in the schedule below and transport the timber and poles to the Government
Timber Depot/ Depots and firewood/ Billets to Dumping Depot mentioned in the same schedule. The tenderer is bound to
comply with the terms and conditions in force, besides the conditions that will be framed by the Government in future in
connection with this tender. Tender documents and schedules are available in the website www.etenders.kerala.gov.in. The
Earnest Money Deposit and tender cost for the tender should be submitted through the Internet online banking of SBT or
through NEFT for other Banks. For submission of tenders visit the website www.etenders.kerala.gov.in
All bid/tender documents are to be submitted online only and in the designated Online cover(s)/envelope(s)
on the www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late
tenders will not be accepted.
Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp Paper worth
` 500. Tenders/bids received online without the scanned copies of relevant documents, preliminary agreement will not be
considered and shall be summarily rejected. The hard copy of attested copy of Registration Certificate, Bid document,
EMD exemption Certificate (if any), and preliminary agreement in original would be submitted offline subsequently in a
sealed cover superscribing the name of work and tender number to the office of the Divisional Forest Officer, Mannarkkad
through Speed Post/ Register Post before opening of the tender, falling which such tenders will be rejected. Any further
clarification on this tender can be obtained from NIC/the e-tender helpdesk number available in the
www.etenders.kerala.gov.in website and from the office of the Divisional Forest Officer, Mannarkkad during the office
hours. The details regarding e-payment (bidder’s bank account number where he/she is having core banking facility
and e-mail ID) should be submitted along with the tender. Tenders without these details will not be accepted.
Technical bid and financial bid shall be submitted in their respective designated online covers.
The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/
downloading the bid.
The successful tenderer should submit a solvency from the revenue authorities or a Bank guarantee issued by a
Nationalized Bank for 10% of the tender amount, The successful tenderer should also execute an agreement in the
prescribed format in a Stamp Paper worth ` 500 within 15 days from the date of intimation of acceptance of the tender
after furnishing security deposit equal to 10% of the tender amount or ` 2,00,000 whichever is more. Post Offers as per the
existing
rules
shall
also
be
entertained.
The
tenderers
quoting
rates
separately
for
timber,
poles, billets and firewood shall not be entertained under any circumstances. If the notified date of tender happens to be

certificate (if any), preliminary agreement executed
in Kerala Stamp Paper worth ` 200 duly filled up
to proforma for availing e-payment by Online.
Subsequently the hard copy of attested copy of
Registration Certificate, Bid document, EMD
exemption certificate (if any), preliminary agreement
in original would be submitted offline in a sealed
cover subscribing the name of work and tender
number to the Office of the Divisional Forest
Officer, Kozhikode through speed post/registered
post as prescribed in the time schedule, failing
which such tenders will be rejected.

The bidding authority deserves the right to modify/
cancelled any/all bids without assigning any
reason. The Forest Department will not be
responsible for any error like missing of scheduled
data, while downloading by the bidder and non
receipt of documents.

obtained from NIC/KITM, the e-Tender help desk
number available in the www.etenders.kerala.gov.in
website and from this office (0495 2374450) during
the office hours. The details regarding

Shanamangalam Reserve in Begur Range of North
Wayanad Forest Division, Mananthavady (Collected
from dead and windfallen trees), stacked and stored at
Temporary Dumping depot, near Bavali Check post,
Bavali, will be offered for sale by e-auction on 29, 30

Division, Mananthavady reserves all the right to
exclude any class or quantity of teak poles, billets and firewood
shown in the schedule above for sale. EMD
amount of ` 20,000 for Teak Poles/Billets/Firewood
can be remitted through online payment system
to MSTC by 6 p. m. on the previous day of the e-auction.
The buyer registration number has to be mentioned
while paying the EMD. For the benefit of the bidders
who are not well versed with the online transactions,
for some initial period, Range Forest Officer, Begur
Range will entertain receipt of EMD in the form of
Demand Draft payable at State Bank of Travancore,
Mananthavady branch drawn in favour of Range Forest
Officer, Begur Range, Mananthavady as was done in
the old system, by 2 p. m. on the previous day of e-auction.
Only the registered customers who will submit the
EMD will be able to participate against the eligible
lots in e-auction. If the sale value of bid materials is
not paid within the specified time period against any
of the bid lot by the H1 bidder, the EMD will be
forfeited.
The successful bidder shall remit 35% of the
bid value after adjusting the EMD already remitted,
within 7 working days of the issuance of acceptance
letter. The mode of payment is through e-treasury of
Government of Kerala or Demand Draft (DD) drawn in
favour of Range Forest Officer, Begur Range payable
at State Bank of Travancore, Mananthavady Branch or by
cash in Sub Treasury, Mananthavady. If any amount is
charged by bank for clearing the DD, the same shall
be borne by the bidder himself.
If any modifications or change in the sale
conditions are intimated by the Addl. Principal Chief
Conservator of Forests (Protection), Thiruvananthapuram,
that will also be applicable to this e-auction sale and it
will be informed to the bidder before e-auction. The
undersigned reserves the right to alter the quantities of
the materials mentioned in the above schedule or to cancel
the e-auction of any materials without further notice.

Cost of tender form—` 1,320 + VAT for Sl. No. 1,
` 760 + VAT for Sl. No. 2, ` 1,070 + VAT for
Sl. Nos. 3 & 4.
Qualification of Contractor—2 years experience in
providing solar cum fencing using C.P.R.I/D.G.S.&D
certified materials in Government or Quasi Government
firm.
Period before which is to be completed of work—
30 days from the date of agreement.
The equipments/materials should possess quality
Certification by Central Power Research Institute, Bangalore
or DGS&D, New Delhi. Tender form can be had from the
office of the undersigned on request in writing till 1 p.m.
on 1-12-2015 on payment of its cost and taxes. The date
and time of receipt of tender in sealed cover
superscribing the name of the work is at 3 p.m. on the
tender date. The tender will be opened at 3.30 p.m. on
1-12-2015 in the presence of the tenderers present at that
time. In case the tender is not materialized on 1-12-2015
due to unexpected reasons, it will be conducted on
4-12-2015 at the same time schedule and place and in
case the tender is not materialized on 4-12-2015 due to
unexpected reasons, it will be conducted on 8-12-2015 at
the same time Shedule and place.
Bidders are requested to submit copy of the
experience Certificate in providing solar fencing using
C.P.R.I/D.G.S & D certified materials for the Forest and
Wild life Department or any department, Quality and
Guarantee Certificates for Materials, EMD exemption
certificate (if any), and preliminary agreement
executed in Kerala Stamp Paper worth ` 150.
The cost of tender forms will not be refunded at any
cost. EMD will be accepted through DD taken from any
of the Nationalised Bank in favour of Divisional Forest
Officer, Kasaragod. The name of work should be
superscribed on the sealed cover. All the conditions
prevailing in Kerala Public Works Department and Kerala
Forest Department will be applicable to these works.
Guarantee as prescribed in GO (Ms.) No. 98/92 PWD
dated 1-11-1992 will also applicable to this tender.
Tender forms are not transferable. Incomplete tenders
and tenders without EMD or tender received after the
stipulated time are liable to be rejected. The undersigned
reserves the right to reject any tender without assigning
any reason thereof. Estimated amount of works shown in
the tender notice may vary subject to the scrutiny and
approval from higher authorities and will be shown in the
tender schedule. Copy of PAN Card should be submitted
along with the application for tender form.
All other existing conditions related to tender of
Kerala PWD/Forest Department will be applicable in this
tender also.
The successful tenderer is liable to remit the taxes
as per rules. The contractor is bound to give necessary
training and awareness to the Forest Department staff
and beneficiaries regarding the maintenance of the power
fence. The tenderer/agency/firm shall abided by the
conditions in the circular No. 06/2013 dt. 24-9-2013
of the Principal Chief Conservator of Forest,
Thiruvananthapuram.
