Sealed tenders are invited for the supply of Motor

Truck (M.T.) [Hard Rubber Container (Ordinary) and

Plastic Container] Batteries for a period of one year from

the date of the final acceptance of the tender as specified

in the schedule given below, required for the vehicles in

various Government Departments/PSUs/Local Bodies/

Autonomous Bodies etc., on Rate Contract basis at any

office within the regions mentioned therein and as

required by Government.

1. Capacities and corresponding overall dimensions

3. For the purpose of concluding Rate Contract, the

14 Revenue Districts in the State are classified into three

regions as follows:

The rate for each item in each region shall be

submitted separately and the same tenderers may quote

for one or more for all the three regions for both items,

ie., Hard Rubber Container Battery and Plastic Container

Battery. The Rate Contract holders should supply all the

items of M.T. Batteries at the respective District Head

Quarters in the Region.

Tenders should be superscribed as “Re-Tender

No. 4/2015/SPD dated 4-11-2015 for supply of

M.T. Batteries (Hard Rubber Container or Plastic

Container) for the Motor Vehicles Southern/Central/

Northern Region” which should be addressed to the

Additional Chief Secretary to Government, Stores

Thiruvananthapuram, Kerala State-695 001 so as to reach

his office not later than 1 p. m. on 16-12-2015. The sale

of tender will be closed on 16-12-2015 at 12 p.m.

Belated tenders will not be accepted. Each tender should

be accompanied by the Specification Chart, Booklet of

the Original Manufacturers, Warranty period. Preference

will be given to the items having ISI Certification. The

supplier should clearly specify the life period/guarantee

period (atleast one year from the date of supply of the

batteries which they got tested).

The tenders will be opened at 3 p.m. on

16-12-2015 at the office of the Additional Chief

Secretary or the Officer authorized for the purpose in the

presence of such tenderers or their authorized

representatives present at the time. At any unexpected

reasons if 16-12-2015 is declared as holiday the sale,

acceptance and opening of tenders will be done on next

working day at the same time. Intending tenderers should

quote a single rate inclusive of all taxes, transportation

charges, etc., and all other expenses for the supply of

that item on Regional basis. Tenderers should quote the

rate for charged and uncharged batteries separately. If the

rate is quoted for the uncharged batteries initial filling

charges will also be quoted separately. The rates of scrap

batteries also to be quoted. The rates will be valid for

acceptance till 30-4-2016 for all districts in the Regions

as indicated in para 2 above. The Stores Purchase

Department reserves the right to reject any tender without

assigning any reason or for awarding the Rate Contract

for all the regions to the same tenderer or only one or

more regions at a time based on the usual terms and

conditions. The Department will also have the right to

accept or reject the rate quoted for any of the item in a

tender. The successful tenderers selected should furnish a

Test Certificate for the battery of every specification at

their own cost from among one of the following

Government/Public Sector Institutions (1) Council of

Science and Industrial Research Lab (CSIR),

(2) Electronic Regional Research Testing Lab (ERTL), (3)

Central Institute of Road Transport (CIRT), Pune,

(4) Chief Electrical Inspectorate, Thiruvananthapuram, (5)

Central Power Research Institute (CPRI), Bangalore,

(6) National Institute of Technology (NIT), Kozhikkode

when required by Government. Test Certificate from the

institutions not mentioned above will not be accepted.

Tenderers need not submit the Test Certificate along with

the tender form. After opening tenders, the lowest

tenderer should produce the samples in the Stores

Purchase Department before awarding Rate Contract for

testing the batteries when called for. The tenderer should

furnish an EMD of ` 1,000 (Rupess One Thousand only)

for each item of Hard Rubber Container/Plastic Container

M. T. Batteries separately for each region either in cash

remittance in Stores Purchase Department or crossed

Demand Draft from a Nationalized Bank in favour of

Additional Chief Secretary, Stores Purchase Department,

Government Secretariat, Thiruvananthapuram payabale at

Thiruvananthapuram.

Intending tenderers may submit an application to

the Additional Chief Secretary, Stores Purchase

Department, Government Secretariat, Thiruvananthapuram,

Kerala State-695 001 to obtain the requisite tender form

along with a cash remittance of ` 1,900 + VAT at the

existing rate to Stores Purchase Department which will

not be refunded at any circumstances. The tender forms

are not transferable. Sale of tender forms will be closed

at 12 p. m. on 16-12-2015. The cost of tender forms

should be paid by Money Order or in cash. Postage and

Court Fee Stamps, etc. will not be accepted towards the

cost of tender form. Duplicate forms will be issued at

` 1,000 + VAT per copy. The concessions/benefits

allowed to the SSI Units are applicable only on the basis

of the Government Orders prevailing on the last date of

the receipt of the tender form. Those who wish to get the

tender forms by post should sent postal charges of

` 50 (for Registered post) in addition to the cost of

documents. Government will not be held responsible for

postal delay, if any, in the delivery of the documents or

receipt of the same. Further details relating to the tender

will be supplied along with the tender forms. Tender

details will also be available from Government Website

Special Conditions

The period within which the goods should be

supplied:—The supplies should be made within a

period of two weeks from the date of receipt of

the supply order from the consignee.

Delivery:—The price quoted should be for free

delivery by goods train in any of Railway Stations

in Kerala State as the consignees may stipulates.

Warranty:—The period of warranty/period of

warranty replacement should be stated. Warranty/

life period of the battery (minimum one year from

the date of supply) should be clearly specified.

Nature of services:—The nature of Service

Warranty should be mentioned.

The rates are to be firm up to 30-4-2016 for

acceptance by Government.

Specification:—It may be stated that whether the

batteries bear ISI Mark/Specification and if so,

specify the number.

Payment:—Payment will be made within one

month from date of delivery of goods in good

condition.

Agreement:—Every tender should be accompanied

by a preliminary agreement as stipulated in the

tender form.

Every page of the tender form should be

authenticated by the tenderer. Otherwise Tenders

will be rejected.

Other Conditions

The contract will be a Rate Contract valid for a

period of one year from the date of award. The

supply is to be made as and when required during

the currency of the contract.

Full details should be mentioned in all cases

indicating whether the tenderer is small scale or

large scale industrial unit.

Preference will be given to batteries with

ISI Mark subject to the condition that the rates are

reasonably acceptable. Successful tenderers should

produce test certificate for each specifications

selected from the Council of Science and

Industrial Research Lab or Electronic Regional

Research Testing Lab, Central Institute of Road

Transport (Pune), Central Power Research

Institute, Banglore, NIT, Kozhikode or Chief

Electrical Inspectorate, Thiruvananthapuram

obtained recently (within one year) as and when

required by Government. Certificate from other

than any of the above institutions will be rejected.

(a)

The price quoted should be basic rate and rate

inclusive of all taxes, duties, transporation

charges, cesses, etc. which are or may

become payable by the contractor under the

existing or future laws of rules of the

country of origin/supply or delivery during

the course of execution of the contract. The

details of scrap battery should be specified in

the tender. The normal period specified for

delivery of the battery will be one week, in

any case, not later than two weeks from the

date of supply order.

(b) The prices of scrap batteries to be accepted

should be quoted for each variety of battery

and not so many rupees per kilograms of

weight and also specify whether the value of

scrap quoted is for monolid or multilid or

plastic case.

Ordinarily, payments will be made only after the

supplies are actually verified and taken to stock

and within one month from the date of delivery

and in exceptional cases payments against

satisfactory shipping documents including

certificates of insurance will be made upto 75% of

the value of the material at the descretion of

Government. Bank charge incurred in connection

with payments against documents through Bank

will be to the account of the contractor.

All offers should be from indigenous sources and

they must confirm to the specification shown in

the tender schedule. No offer on import license

basis will be accepted in the ordinary course. If

any import licenses are required, it should be

mentioned in the tender itself.

The exemption usually given to SSI units/ Public

Sector Undertakings and Registered Dealers borne

on the Stores Purchase Department from

furnishing Earnest Money Deposit will not be

given in this case. This is a Rate Contract. Tenders

without Earnest Money Deposit will be rejected.

The succesful tenderer will have to execute an

agreement in the prescribed form within the time

required by Government after furnishing the

required Performance Security. The amount of

Security due from each firm will be intimated

after finalization of Contract.

Every tenderer should send along with this tender

an EMD @ ` 1,000 for each item of M. T.

Batteries (Hard rubber container, and Plastic

Container separately) for motor vehicles for each

Sealed tenders are invited for the supply of

Psychology Lab equipment for an amount of ` 1, 81,595

under “Development of Lab/Library and Furniture (Plan)”

during 2015-16. The tender should be superscribed as

“Supply of Psychology Lab equipment under Development

of Lab/Library and furniture during 2015-16 (Plan)”

and addressed to the Principal, Govt. Arts & Science

College, Mankada, Kolathur P.O., Malappuram (Dist.),

Kerala-679 338. The Last date and time of receipt of

filled tender is on 19-12-2015 at 3 p.m. and will be

opened on the same day at 4 p.m. Sale of tender forms

will be closed on the same day at 2 p.m. Late tenders

will not be accepted.

Including tenders may on application to the

Principal, Govt. Arts & Science College, Mankada,

Kolathur P.O., Malappuram Dist., Kerala-679 338 obtain

the requisite tender form on which tenders should be

submitted. Application for the tender form should

be accompanied by a cash remittance at ` 400 towards

cost of tender form plus ` 20 towards VAT

(` 400+20=` 420) which is the prize fixed for a tender

form and which is not refundable under any

circumstances. The tender forms are not transferable.

Cheques, Postal orders, Drafts etc., will not be accepted

towards the cost of tender form nor will the form be sent by

V.P.P. Those who are required tender form by Registered

Post, should sent ` 452 by money order including cost

of tender form and registered Postal Charges.

Every tenders should be completely filled, signed

and accompanied by Demand Draft towards 1% of the

total cost of equipment/Minimum of ` 1,500 to be

quoted. Short/Term/Fixed Deposit receipts should not be

accepted towards EMD. EMD carrier no interest. The

rate, VAT should be quoted separately for each item. The

successful tenders should supply the equipment within

one month after the receipt of the supply order at their

own expenses. The firms who are exempted from

furnishing EMD should attach true copy of the exemption

order along with the tender documents. Every tender

should execute an agreement in Kerala Stamp worth

` 200 along with the tender.

The undersigned will herewith the right to cancel or

extend the tender formalities without any further notice.

Wayanad, Kerala, Pin-673 122 obtain the requisite tender forms on which tenders should be submitted. The tender forms

are not transferable. The cost of tender may be remitted either in cash or by money order. Cheque, draft, postal orders

etc. will not be accepted towards the cost of tender forms. No tender forms will be sent by VPP. Duplicate tender forms

if required will be issued on payment. An Earnest Money Deposit of 1% of total value has to be submitted along with

each tender form. If exempted from EMD, certified copies of the order should be enclosed. The cost of the tender

forms will not be refunded. The tender forms can be had from the office upto 2 p. m. on working days.
