Explanatory Note
(This does not form part of the notification, but is intended to indicate the general purpose).
An approximate extent of 1.6670 Ha vested in Government as EFL under section 3(1) of the Kerala forest
(V/M of EFL) ordinance 16/2001 was notified as such vide notification No. C6-21437/2000 dated 22-6-2001 and published
in Kerala Gazette No. 27, volume 46, dated 3-7-2001. The actual extent on survey is only 1.5180 Ha. following the
procedures stipulated under section 10 A of EFL Act, the Government as per letter No. 14743/E2/12/F&WLD dated
7-2-2013 & letter No. 3376/E2/14/F&WLD dated 6-8-2015 have agreed to denotify 1.5176 Ha. from the ecologically
fragile land. Above denotification is published with the intension to achieve the above objective.

An approximate extent of 1.5215 Ha of comprised in Survey No. 141/3pt, 4, 5 Mundur Village, Palakkad Taluk,
Palakkad District vested in the Government was notified as such as Ecologically Fragile Land under section 3(1) of the
Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance (Ordinance 8 of 2000) vide
notification No. C4-21437/00 dated 20-10-2000 published in Kerala Gazette No. 1, vol. 46, dated 2-1-2001 as
Sl. No. 86. On scrutiny of the above said notification under Section 19 (3) b of EFL Act and Rule 20 of the Kerala
Forest (Vesting and Management of Ecologically Fragile Lands) Rule 2007, the Custodian as per order No. EFL6-520/06
dated 23-10-2014 found that the above land does not qualify the definition of Ecologically Fragile Land as defined
under Section 2 b (1) of the EFL Act 2003 and ordered to remove the same from the notification. Hence it is hereby
notified that the land detailed in the schedule below is excluded from Ecologically Fragile Land.

through NEFT for other banks. The online NEFT
remittance form provided by e-procurement system for
making NEFT transaction is not a payment confirmation.
Kerala Forest Department/NIC/KITM shall not be
responsible for any kind of delay in payment status
confirmation.
Bidders are requested to submit scanned copy of the
following documents experience certificate certified
materials for the Forest and Wildlife Department or any
department, Quality and guarantee certificates for
materials, EMD exemption certificate (if any) preliminay
agreement executed in Kerala Stamp Paper worth ` 200,
duly filled up to proforma for availing e-payment by
online. Subsequently the hard copy attested copy of
Registration Certificate, EMD exeption certificate (if
any) preliminary agreement in original, signed copy of
conditions would be submitted offline in a sealed cover
subscribing the name of work and tender number to the
office of the Divisional Forest Officer, Thenmala
Division through speed post/registered post as prescribed
in the time schedule, failing which such tenders will be
rejected. The bidding authority deserves the right to
modify/cancelled any/all bids without assigning any
reason. The Forest Department will not be responsible
for any error like missing of scheduled data, while
downloading by the bidder and non-receipt of documents.

be obtained from NIC/KITM the e-tender Helpdesk
number available in the www.etenders.kerala.gov.in website
and from the office of the Divisional Forest Officer,
Thenmala (0475-2344521) during the office hours. The
details regarding e-payment (Bidder’s Bank Account No.
where he/she is having core banking facility and email
ID) should be submitted along with the tender. Tenders
without these details will not be accepted. Technical bid
and financial bid shall be submitted in their respective
designated online covers.
The Forest Department will not be responsible for
any inconvenience or loss to the Bidder while uploading/
downloading the bid.
The tender/bid shall be opened online at the office
of the Divisional Forest Officer, Thenmala the presents
of bidders/their representatives who wish to attend the
above address. If the tender opening date happens to be
on a holiday or non-working day due to any other valid
reason, the tender opening process will be do on the next
working day at same time and place.
All other existing conditions related to e-tendering
of Kerala PWD/Forest department will be applicable in
this tender also. The successful tenderer is liable to
remit the taxes as per rules.

1. Bidders shall remit the tender document fee and

up proforma for availing e-payment by Online.
Subsequently the hard copy of attested copy of
Registration Certificate, EMD Exemption
Certificate (if any), preliminary agreement in
original would be submitted offline in a sealed
cover superscribing the name of work and tender
number to the office of the Divisional Forest
Officer, Achencovil through speed post/registered
post as prescribed in the time schedule, failing
which such tenders will be rejected.

The bidding authority deserves the right to modify/
cancel any/all bids without assigning any reason.
The Forest Department will not be responsible for
any error like missing of scheduled data while
downloading by the bidder and non receipt of
documents.

It is hereby notified that Teak timber–IV, and Teak billets collected from final felling of 1952 Adukuzhy Teak
Plantation in Vadasserikkara Range of Ranni Division and which were not sold in the auction on 15-7-2015 and
22-7-2015, will be sold through e-Auction as shown in the schedule, by the Divisional Forest Officer, Ranni or any
officer authorized by him, subject to the conditions published in Kerala Gazette No. 50 Vol. III dated 23-12-2014 vide
Notification No. Pro. (4) 26243/13 dated 3-12-2014 of the Additional Principal Chief Conservator of Forests (P)
Thiruvananthapuram and other conditions prevalent in the Forest Department.
Besides the quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of
e-Auction and that could be lotted immediately before the e-auction will also be placed in the e-auction. Those who
wish to participate have to remit an amount ` 50,000 for Teak timber and for ` 20,000 for Teak billets as EMD as
e-payment before the e-auction through MSTC limited. Successful bidders will have to remit 35% of the bid amount on
the day of e-auction itself through e-payment. Succesfull bidders will have to remit the balance value, VAT, Forest
Developemnt Tax, Income Tax and such other taxes that are prevailing at the time of e-auction within the stipulated time.

bids/e-auction documents are to be submitted online only and in the designated online cover(s)/envelope (s) on the
www.mstcecommerce.com. Website and e-auction documents submitted manually/through post will not be entertained.
Online e-Auction/bids are to be accompanied with relevant documents. e-Auction/bids received online without the
scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification

of the same and no complaints will be entertained after the e-auction. The bidders should produce a Certificate showing
the permanent address and signature of the bidders duly attested by the concerned Village Officer or any other approved
identity documents along with the EMD through online. Those who do not produce any approved identity card or
certificate will not be eligible to participate in the e-auction.
In case any Government department requires any of the materials put up for the e-auction the quantity remaining
after their selection only will be re-auctioned. Any further notification to the sale conditions that may be issued by

The above said estimate amounts are approximate.
The exact amount will be mentioned in the tender form.
The period of completion of the above works will be
3 months from the date of agreement. The works will be
limited according to the availability of funds.
The tender forms will be issued up to 1 p. m. on
6-10-2015 from the Divisional Forest Office,
Nilambur North and will be accepted upto 2 p. m. on the
same day. The tenders will be opened by the undersigned
or his deputee on the same day at 3 p. m. in the presence
of those tenderers present at that time at the office of the
undersigned. If the due date happens to be a holiday due
to any reason the tender will be held on the next working
day. If the tender cannot be carried out due to other
reasons or any item not taken up by anybody
the same will be again tendered on 12-10-2015 or if
again not taken up then on 15-10-2015. The place and the
time will be the same as mentioned above.
The EMD will be accepted as Demand Draft only
taken from the Nationalised Banks in the name of
Divisional Forest Officer, Nilambur North. Separate
tenders should be submitted for each work.
Tender forms can be obtained from the office of the
undersigned on application in writing and on payment of
value and VAT (not refundable). The tender forms are not
transferable. A preliminary agreement in stamp paper
worth ` 500 should be enclosed with the tender form. The
tenders which does not satisfied with the above
conditions will be rejected. All the conditions prevailing
in the Kerala Forest Department and Kerala Public Works
Department for the tenders are applicable to this tender
also. The undersigned reserves the right to reject the
tenders without attributing any reason. Conditions with the
tender form will also be binding to this tender. Further

Competitive sealed tenders are invited by the
undersigned on behalf of the Governor of Kerala in the
prescribed form from eligible contractors or agencies/
firms registered as ‘C’ Class and above with Kerala
Public Works Department for two civil works as shown
in the table below in Kozhikode, Wayanad and Kannur
Districts under Timber Sales Division, Kozhikode during
2015-16. The tenders are fixed to be conducted on
7-10-2015. The tender documents can be purchased

from the office of the undersigned during office hours
upto 1 p.m. on the tender date, on producing attested
copy of the Registration Card. Cost of tender form is
non refundable and the tender form is not transferable.
The filled up tender documents should be submitted on or
before 3 p.m. on the date of tender. It should be
accompanied by all necessary documents and required
Earnest Money Deposit by way of Bankers DD or Fixed
Deposit or National Saving Certificate or any approved
deposit drawn in favour of/pledged in the name of
Divisional Forest Officer, Timber Sales, Kozhikode,
payable at Kozhikode. The intending tenderers should
furnish a Preliminary agreement in prescribed form in
Stamp Paper worth ` 200 along with tender for each
work. Tender Number and Name of the work should be
superscribed legibly on the sealed envelope containing the
tender documents.
Incomplete tenders or tenders without necessary
documents or required EMD or tenders not in
accordance with tender conditions will not be accepted.
Tenders will be opened at 3.30 p.m. on the same day in
the presence of those tenderers or their authorised
representatives who are present at the time by the
Divisional Forest Officer, Timber Sales, Kozhikode or an
officer authorized by him. The Divisional Forest Officer,
Timber Sales, Kozhikode reserves the right to exclude
any work/postponed to another notified date and also
to reject any tender without assigning any reason thereof.
If the tender date happens to be a holiday or the tender
could not be conducted on the notified date, due to any
reason, the tender will be conducted at the same place
and time on the next working day, as per the same
conditions.
If the tender could not be conducted on the said
date/dates, tender for the works will be conducted at the
above place and time with same conditions on
12-10-2015. If tender could not be conducted even on
this date necessary tender for such works will be
conducted with same condition at the same place and
time on 15-10-2015. Tender for balance works, if any
will be conducted on 19-10-2015 and tender for
remaining works, if any, will be conducted on
26-10-2015 and tender for remaining works if any will
be conducted on 29-10-2015 at the same place and time
as per same conditions.
Cost of tender forms in respect of works with PAC
upto ` 50,000 shall be ` 300+ VAT and in respect of
works with PAC of above ` 50,000 upto 10 lakhs shall
be 0.20% + the cost of work + VAT subject to a minimum
of ` 500+ VAT and maximum of ` 2,000+ VAT. All
existing rules, regulations, directions etc. prescribed by
Kerala PWD and Kerala Forest Department in respect of
civil works shall be applicable for this tender also.
Before commencing work or within a week after the
date when acceptance of the tender has been intimated to
him, the tenderer shall deposit a sum sufficient to make
up the balance of 5 (five) percent of the probable value
of contract which together with the Earnest Money
Deposited shall be treated as security for the proper
fulfillment of the same and shall execute an agreement
for the work in the PWD schedule form. If he falls to do
this or in the case of PWD contracts not maintain as
specified progress (to be specified in each case in the
tender schedule) the Earnest Money Deposit and security
deposit shall be forfeited to Government and fresh
tenders shall be called for or the matter otherwise
disposed off. If as a result of such measures, due to the
default of the tenderer to pay the requisite deposit, sign
the contracts or take the possession of the work, any loss
to Government due to the same will recovered from him
as arrears of revenue, but should it be saving to
Government, the original contract or shall have no claim
whatever to the difference. Recoveries on this or any
other account will be made from the sum that may be due
to the contract or on this or any other subsisting
Contracts under the Revenue Recovery Act, or otherwise
the Government may decide.

agreement will not be considered and shall be summarily

up to 7-10-2015, 1 p.m. and will be received upto 2.30
p.m. on 7-10-2015. The received tenders will be opened

technical or unexpected reasons or persons not purchased
tender forms also, on the above date, tenders for the
above works will be conducted on 8-10-2015 at the
same time and if the tender could not be conducted
at 8-10-2015, it will be conducted on 9-10-2015 at the
same time.
Only the qualified contractors having sound financial
and other technical backgrounds are expected to
participate in the tender. The work shall be completed
within the specified time limit. The contractors are
directed to follow the rules specified in form 83.
Tender forms can be had from the office of the
undersigned on direct remittance of cost of tender form
or through money order along with the Registration
cards. Value of the forms once realized will not be
refunded at any cost. EMD for the work should be made
through Demand Draft drawn from any nationalized bank
in favour of the Divisional Forest Officer, South
Wayanad Division, Kalpetta and payable at Kalpetta.
Tenders without adequate EMD, incomplete, defective or
belated tenders will be summarily rejected. The
undersigned reserves the right to reject any tender
without assigning any reason thereof. The Co-operative
societies, rendering the tenders should produce consent
letter to participate in the tender and valid relevant
certificate issued by the Registrar of Co-operative
Society. They are also directed to produce true copies of
relevant orders exempting them from remittance of
EMD/security along with the tenders if any. Otherwise
they will have to remit EMD/security applicable.
Each and every tender should accompany preliminary
agreement in stamp paper worth ` 500 (Rupees Five
hundred only) duly signed by the tenderer. Tenders
without this preliminary agreement in stamp paper will
also be rejected even at the time of opening the tenders.
