The Chief Conservator of Forest, Southern Circle,
Kollam for and on behalf of the Governor of Kerala invites
online tenders from registered bidders having a valid and
active registration with PWD for the following works.
Tender documents and tender schedules may be
downloaded free of cost from the e-GP website
www.etenders.kerala.gov.in. All bid/tender documents are to
be submitted online only and in the designation online
cover(s)/envelope (s) on the www.etenders.kerala.gov.in
website. Bids shall be accepted only through online mode
www.etenders.kerala.gov.in website and tenders submitted
manually/through post will not be entertained. Late online
bids will not be accepted.

Bidders shall remit the tender document fee and the
Earnest Money Deposit using online payment option
of e-procurement system only and submitted
through the internet online banking of State Bank of
Travancore or through NEFT for other banks.
Bidders opting for NEFT facility of online payment
are advised to excercise this option at least 48
hours before the closing date of bid to ensure that
payment towards tender document fees and EMD
are credited and a confirmation is reflected in the
e-procurement system. The online NEFT remittance
form provided by e-procurement system for making a
NEFT transaction is not a payment confirmation.
Kerala Forest Department/NIC/SBT shall not be any
kind of delay in payment status confirmation.
2.
Bidders are requested to submit scanned copy of the
following documents-Registration Certificate duly
attested by the Superintending Engineer/Executive
Engineer, PWD Kerala, EMD exemption certificate
(if any), preliminary agreement executed in Kerala
Stamp Paper worth ` 200 duly filled up proforma for
availing e-payment by online. Subsequently the
hard copy of attested copy of Registration
Certificate, EMD exemption certificate (if any)
preliminary agreement in original would be submitted
offline in a sealed cover superscribing the name of
work and tender number to the Office of the
Chief Conservator of Forest Southern Circle, Kollam
through Speed Post/ Registered Post as prescribed
in the time schedule, failing which such tenders will
be rejected.

3. The bidding authority deserves the right to modify/
cancel, any/all bids without assigning any reason.
The Forest Department will not be responsible for
any error like missing of scheduled data while
downloading by the bidder and non receipt of
documents.
4. Any further clarifications on this tender can be
obtained from NIC/the e-tender Helpdesk number
available in the www.etenders.kerala.gov.in website
and from this office during the office hours.
The details regarding e-payment (Bidder’s Bank
Account Number where he/she is having core
banking facility and e-mail ID) should be submitted
along with the tender. Tenders without these details
will not be accepted. Technical Bid and Financial
Bid shall be submitted in their respective designated
online covers.
5. The Forest Department will not be responsible for
any inconveniences or loss to the Bidder while
uploading/downloading the bid.
6. The tender/bids shall be opened online at the Office
of the Chief Conservator, Southern Circle, Kollam
in the presence of bidders/their representatives
who wish to attend at the above address. If the
tender opening date happens to be on a holiday or
non working day due to any other valid reason, the

from the office of the undersigned on application in writing
and on payment of the cost of tender form and taxes in
cash (not refundable) up to 1 p. m. on 5-2-2016. The filled
up tenders will be received in this office up to 3 p. m. on
5-2-2016 and opened by the undersigned or an officer
authorised by him on the same day at 3.30 p. m. at the
office of Divisional Forest Officer, Ranni in the presence
of the contractors attending on the date. If the due date
happens to be a holiday, the next working day will be the
due date.
The tender forms are not transferable. The earnest
money deposit noted against the work should be paid
along with the tenders by Demand Draft (Cheque will not
be acceptable) pledged in favour of the undersigned
payable at any Nationalized Bank/Scheduled Bank.
Incomplete tenders and tenders without EMD are liable to
be rejected. The undersigned reserves the right to reject
any tender without assigning any reasons thereof.
All other conditions prevailing in the Kerala PWD and
Forest Department are applicable to this tender also.
The tenders not containing the prescribed preliminary
agreement in Stamp Paper worth ` 200 will be summarily
rejected. If there is no response to any of the works
included in this notification, the same will be again
tendered on 10-2-2016 as per the same conditions
mentioned above, at the same time and venue.

1. Bidders shall remit the tender document fee and
Earnest Money Deposit using online payment
option of e-procurement system only and
submitted through the internet online banking of
State Bank of Travancore or through NEFT for
other banks. Bidders opting for NEFT facility of
online payment are advised to exercise this
portion at least 72 hours before the closing date
of bid to ensure that payment towards tender
document fees and EMD are credited and a
confirmation is selected in the e-procurement
system. The online NEFT remittance form
provided by e-procurement system for making a
NEFT transaction is not a payment confirmation.
Kerala Forest Department/NIC/SBT shall not be
any kind of delay in payment status confirmation.
2. Bidders are requested to submit scanned copy of
the following documents Registration Certificate
duly attested by the Superintendent Engineer/
Executive Engineer, PWD Kerala, EMD exemption
certificate (if any), preliminary agreement executed
in Kerala Stamp Paper worth Rs. 150 duly filled
up Performa for availing e-payment by online.
Subsequently the hard copy of attested copy of
Registration Certificate. EMD exemption certificate
(if any), preliminary agreement in original and
tender document would be submitted offline in a
sealed cover superscribing the name of work and
tender number to the office of the Divisional
Forest Officer, Munnar through speed post/
registered post as a prescribed in the time
schedule, failing which such tenders will be
rejected.
3. The bidding authority deserves the right to
modify/cancel, any/all bids without assigning any
reason. The Forest Department will not be
responsible for any error like missing of scheduled
data while downloading by the bidder and non
receipt of documents.
4. Any further clarifications on this tender can be
obtained from NIC/the e-tender help desk number
available in the www.etenders.kerala.gov.in website
and from this office during the office hours. The
details regarding e-payment Bidders bank account
number where he/she is having core banking
facility and e-mail ID should he submitted along
with the tender. Tenders without these details will
not be accepted. Technical bid and financial bid
shall be submitted in their respective designated
online covers.
5. The Forest Department will not be responsible for
any inconveniences or loss to the Bidder while
uploading/downloading the bid.
6. The tender/bids shall be opened online at the
office of the Divisional Forest Officer, Munnar in
the presence of bidders/their representatives who
wish to attend at the above address. In case the
tender is not materialized on 4-2-2016 due to any
valid reason, the tender opening process will be
done on 9-2-2016 or 11-2-2016 at the same time
and place.
7. After the award of work, if the tenderer is unable
to execute the agreement/complete the work due
to any reason EMD shall be forfeited.
8. All other existing conditions related to e-tendering
of Kerala PWD will be applicable in this tender
also.

Sealed competitive tenders are invited from registered
and experienced P.W.D. Contractors for and on behalf of
the Governor of Kerala by the Divisional Forest Officer,
Nemmara for the execution of the following works shown
below. Sealed covers superscribing the name of the work
will be opened in the presence of the available contractors
by the Divisional Forest Officer, Nemmara or any other
officer authorized by him at the stipulated place and time
as shown below. The tender forms will be supplied to the
contractors only on production of their Registration Card,
PAN Card and on payment of the cost and VAT of the
tender form. The tender form is not transferable and the
cost of the tender form is non-refundable under any
circumstances.
If the tender could not be conducted on the fixed
day, due to any circumstances, the same will be conducted
on the next working day at the stipulated place and time.
The EMD noted against for the work should be paid
along with the tender form by Fixed Deposit Certificates
or DD drawn at any Nationalized Bank at Nemmara in
favour of Divisional Forest Officer, Nemmara. A
preliminary agreement in the prescribed format in Kerala
Government Stamp Paper worth ` 200 should be attached
with the tender. Incomplete tender or the tender without
the required EMD and preliminary agreement are liable to
be rejected. The Divisional Forest Officer, Nemmara
reserves the right to reject any tender without assigning
any reasons. All the rules and regulations regarding
tender in force in PWD and Forest Department are
applicable to this tender also. The Divisional Forest
Officer will be at his liberty to exclude any of the works
mentioned below from the tender.

The successful tenderer should execute the
agreement and commence the work within 15 days from
the date of receipt of work order. If he fails to execute the
agreement and to execute the work, the work will be
re-tendered at the risk and loss of the original bidder or

poles collected from 1973 TP Ezhuthukal Bit I and dead
and wind fallen trees in Nedumgayam Tribal Colony
stacked at Dumping Depot, Vattikkal (timber at
Nedumgayam Colony) in Karulai Range under Nilambur
South Division are put up for by e-auction sale on 9th of
February 2016 at the Dumping Depot, Vattikkal. Those

The Divisional Forest Officer, Nilambur South
reserves all the right to exclude any class or quantity of
teak and miscellaneous poles shown in the schedule
above for sale. EMD amount of ` 20,000 for teak and
miscellaneous poles, firewood can be remitted through
online payment system to MSTC by 6 p.m. on the
previous day of the e-auction. The buyer registration
number has to be mentioned while paying the EMD. Only
the registered customers who will submit the EMD will
be able to participate against the eligible lots in e-auction.
If the sale value of bid materials is not paid within the
specified time period against any of the bid lot by the
H1 bidder, the EMD will be forfeited.
The successful bidder, 35% of the bid value, after
adjusting the EMD already remitted, shall be paid within
7 working days of issuance of acceptance letter. The
mode of payment is through e-treasury of Government of
Kerala or Demand Draft (DD) drawn in favour of the
Range Forest Officer, Karulai Range payable at State Bank
of Travancore, Nilambur Branch or by cash in
Sub Treasury, Nilambur. If any amount is charged by
bank for clearing the Demand Draft, the same shall be
borne by the bidder himself.
If any modifications or change in the sale conditions
are intimated by the Additional Principal Chief
Conservator of Forests (Protection), Thiruvananthapuram,
that will also be applicable to this e-auction sale and it
will be informed to the bidder before e-auction.
The undersigned reserves the right to alter the quantities
of the materials mentioned in the above schedule
or to cancel the e-auction of any materials without
further notice.

same day. The tenders will be opened by the undersigned
or his deputee on the same day at 3 p. m. in the presence
of those tenderers present at that time at the office of the
undersigned. If the due date happens to be a holiday due
to any reason the tender will be held on the next working
day. If the tender cannot be carried out due to other
reasons or any item not taken up by anybody the same
will be again tendered on 9-2-2016, or if again not taken
up then on 12-2-2016. The place and the time will be the same
as mentioned above.
The EMD will be accepted as Demand Draft only
taken from the Nationalised Banks in the name of
Divisional Forest Officer, Nilambur North. Separate tenders
should be submitted for each work.
Tender forms can be obtained from the office of the
undersigned on application in writing and on payment of
value and VAT (not refundable). The tender forms are not
transferable. A preliminary agreement in stamp paper worth
` 200 should be enclosed with the tender form. The
tenders which does not satisfied with the above conditions
will be rejected. All the conditions prevailing in the Kerala
Forest Department and Kerala Public Works Department for
the tenders are applicable to this tender also. The
undersigned reserves the right to reject the tenders without
attributing any reason. Conditions with the tender form

the undersigned on behalf of the Governor of Kerala in
the prescribed form from eligible contractors registered

Period for completion—3 months.
The tender is fixed to be conducted on 29-1-2016
at the office of the Deputy Conservator of Forests
and Wildlife Warden, Wayanad Wildlife Division,
Sulthan Bathery. The tender forms can be purchased from
the office of the undersigned during office hours upto
1 p. m. on all working days till the tender date. Cost of
tender form is non refundable. The intending tenderer
should apply with proof of Identity such as Electoral
Identity Card, Driving Licence, Indian Passport etc. along
with Registration Certificate in original to get the tender
form. The tender form should be properly filled up and
should be submitted on or before 2 p. m. on the date of
tender. It should be accompanied by all necessary
documents along with Earnest Money Deposit by way of
Bankers DD or Fixed Deposit or National Savings
Certificate pledged in favour of Deputy Conservator of
Forests and Wildlife Warden, Wayanad Wildlife Division,
Sulthan Bathery payable at Sulthan Bathery. The
intending tenderers should also furnish a preliminary
agreement in stamp paper worth ` 200 along with tender
for each work.
Incomplete tender or tenders without
necessary documents or tenders not in accordance with
tender conditions will not be accepted.
Tenders will be
opened by the Deputy Conservator of Forests and
Wildlife Warden or an Officer authorized by him at
3.30 p. m. on the same day, in the presence of those
tenderers who are present at that time.
The Deputy
Conservator of Forests and Wildlife Warden reserves the
right to reject any tender, either partly or wholly without
assiging any reason thereof. If the tender could not be
conducted on the notified date due to any reason, it will
be conducted at the same place and time on the next
working day as per the same conditions.
If the tender for all works or any of the work could
not be conducted on the said date/dates, the tender for
such work/works will be conducted at the same place
and time with same conditions on 5-2-2016. If the tender
could not be conducted on that day also, it will be
conducted on 9-2-2016. If it could not be conducted on
that day also, it will be conducted on 11-2-2016. All
existing rules, regulations, directions, conditions
prevailing in Kerala PWD and Kerala Forest Department
and Store Purchase Department in respect of Civil Works
shall be applicable in these works and tender also.
