Sealed competitive tenders are invited for the supply,

install and Maintenance of Local Area Network using

Optic Fiber, UTP Cables and other Accessories in various

Departments, General Library, Labs and Office in

Baby John Memorial Government College, Chavara

utilizing an amount of ` 4,34,500 allotted as UGC

Assistance during XII Plan period.

The envelopes containing the tenders should be

superscribed as “Tender for Supply, Installation and

Maintenance of Local Area Network” and addressed to

the Principal, Baby John Memorial Government College,

Chavara, Kollam, Pin-691 583 so as to reach this college

on or before 3 p. m. on 5-2-2016. Late tenders will not

be accepted. Tenders will be opened at 4 p. m. on

5-2-2016 in the presence of tenderers or their authorized

representatives who may be present at that time.

Tender forms along with the details of work,

technical specifications and special conditions can be had

from the College Office from 10.15 a. m. to 3 p. m. on

all working days. The sale of tender forms will be closed

at 1 p. m. on 5-2-2016. The cost of tender form is

` 937 (Rupees Nine hundred and thirty seven only)

including VAT + Cess. Those who wish to get the tender

forms by post should send an additional amount of ` 55

towards postage charges.

Cheque, Stamps etc. will not be accepted towards the

cost of the tender forms nor will the forms be send by

V.P.P. Tender forms are not transferable.

Along with tender, EMD @ 1% of the total amount

of contract to ` 4,345 (Rupees Four thousand three

hundred and forty five only) should also be submitted.

EMD will be accepted either in cash or in Crossed Bank

Drafts or Treasury Savings Bank Certificate or

Government Promissory Notes or Bank Guarantee or

National Savings Certificate. Fixed Deposit in the SBT, in

the name of the purchasing officer or in the name of the

depositor with due endorsement thereon to the

Purchasing Officer will also be accepted provided the

period is not less than six months.

If the last date of receipt of the tenders or the

opening date of the tenders is declared as a holiday, then

the same will be postponed to the next working day.

Rate should be quoted for installing and maintaining

the equipments as per schedule. Tender should be awarded

to the firm who has quoted the lowest rate and

considering the quality of equipments supplied, financial

back ground and experience of the firm in this field. If

the firms has successfully carried out the same work any

where in Kerala, the details should also be submitted

along with the tender forms. All the accessories including

switches and cables should have preferably life time

warranty (Minimum 25 years).

The successful tenderer should commence their work

within 15 days from the date of issue of Work Order in

this regard. No freight, loading and unloading charges

etc. will be paid for this purpose. The rate quoted in the

tender should include all taxes such as VAT, Cess etc.

If the work is not commenced within the prescribed time

after the receipt of the work order the tender will be

awarded to the next highest bidder and the loss sustained

to the Government in this regard will be levied from the

first bidder and steps will be taken to get include the

firm in the black list. On no account, the contractor

should demand the amount higher than that quoted in the

tender. Any claim other than that quoted in the tender will

not be accepted. An agreement in Kerala Stamp Paper

worth ` 200 (Rupees Two hundred only) should be

executed in the prescribed form as specified in

Annexure-23 of the Store Purchase Manual.

After successful commissioning of the project, the

invoices in triplicate addressed to the Principal, B. J. M.

Government College, Chavara should be forwarded for

payment to the undersigned. The payment will be

effected only after verification of the work completed.

The undersigned is fully vested with the power to

alter or cancel the tender.

Sealed competitive tenders are invited for the Supply

of Computers to the Commerce Department of

Government Arts and Science College, Tanur for total

cost of ` 1,75,000 (Rupees One Lakh Seventy five

Thousand only) under the scheme of starting of new

courses and upgrading of existing courses (Plan) 2015-16.

The Envelope containing the tender should be

superscribed as “Tender No. 2/2015-16(P) Tender for

supply of computers to Govt. Arts and Science College,

Tanur, under the scheme of Starting of new courses and

Upgrading of existing courses (Plan) 2015-16” and

addressed to “The Principal, Govt. Arts and Science

College, Tanur, K. Puram P.O., Malappuram Dist., Kerala,

Pin-676 307.” The last date and time for receipt of filled

tender is at 2 p. m. on 3-2-2016. The tenders will be

opened at 2.30 p. m. on the same day in the presence of

such tenderers or their authorized representative who may

be present at that time. Sale of tender form will be closed

on 3-2-2016 at 12.30 p. m. Late tenders will not be

accepted at any account.

Intending tenderers may make an application to the

Principal to obtain the requisite tender form, in which

tenders should be submitted. The original tender form

duly filled and signed only will be accepted. Application

for the tender form should be accompanied by a cash

remittance of ` 368 (including VAT) which is price fixed

for a tender form and which is not transferable. Cheques,

Postal Orders and Postal Stamps will not be accepted

towards the cost of tender form and the tender form will

not be sent by V.P.P. Those who require tender form by

registered post should sent the cost of tender from ` 418

including postal charges for registered post by money

order. Every tenderer should execute an agreement in

Kerala Stamp Paper worth ` 200 along with the tender.

“The articles should be supplied within One month on

receipt of the purchase order to this college at your own

The period of firmness of rate quoted will be up to

31-3-2016. Rates, VAT and Condition of supply of articles

should clearly be stated separately in respect of each

item.

1% (One percent) of the total cost in the form of

Demand Drafts drawn in favour of the Principal, Govt.

Arts amd Science College, at SBI, Tanur Branch only.

Tender opening and evaluation

(a) Soon after the opening of the tender, the

tenderers are requested to come to the Fire and Rescue

Services Headquarters with documents and presentations

on all the technical aspects of the fabrication and

accessories for the ful understanding of the Head Office

Purchase Committee (Technical), on the date specified.

The presentation will also be counted for evaluation.

(b) There will not be any further communications

about the opening, of the technical and financial bids

separately. Soon on opening the technical bid of

e-tenders, the committee constituted to evaluate the

competent firm will be opened by the Head Office

Committee (Finance) for consideration.

(g) Experience of bidder in Years in the supply of

Hydraulic Rescue Tools, Total Number of Hydraulic

Rescue Tools supplied by the bidder to Government

Departments/PSUs, Years of Extended warranty offered,

totality and effectiveness of the presentation by the

bidder, Number of Service centers in Kerala, Experience

of OEM, in Hydraulic Rescue Tools Manufacturing,

Number of years of operation of OEM in India, ISO or

similar certification for OEM, Total number of Hydraulic

Rescue Tools supplied to different Government

Departments/PSUs from OEM, Number of OEM repair

centers available in Kerala with Address, Stroke length of

Hydraulic RAM and the Weight of each tool will be

considered for weightage on technical evaluation. The

(i) The Head Office Tender Evaluation Committee,

Kerala Fire & Rescue Services, Thiruvananthapuram, will

scrutinize all the tender Documents and the procedures

that followed by Head Office Purchase Committee

(Technical) and Head Office Purchase Committee

(Financial), and prepare a comprehensive report, and will

give recommendations regarding the Award of Contract to

the Director General, who may get the approval of DPC.

The decision of the Director General will be final for the

award of contract.

(j) The right of acceptance or rejection of e-tender

TECHNICAL SPECIFICATION

General Requirement

• The Hydraulic Rescue tools shall be portable and

light-weight, and shall be suitable to use by one

man. The Hydraulic Rescue tools shall be supplied

in set form, consist of main equipment like

spreader, cutter, telescopic ram and hoses and

power pack and manual pump along with all the

accessories.

• The Hydraulic Rescue tools and its accessories

shall comply with all the requirements stipulated

under EN13204 or equivalent national/international

standards.

• For the safety of the operators, victims and

bystanders, the tools shall be powered by

non-toxic, mineral based hydraulic oil. Any toxic

fluid shall not be used.

• All pressure hoses shall have a safety factor of not

less than 4 times the maximum working pressure.

All hoses shall be provided with anti kink springs

with exception of the non-kinking one hose

system.

• All tools, hoses and pumps shall be equipped

compact, non-drip, quick connect, couplings fast and

easy connection. All female couplers shall be

equipped with automatic self-locking to prevent

accidental disconnection. The couplers would have

360 degrees free movement for easy uncoiling.

• The hydraulic rescue tools shall be designed to

withstand a test pressure of two times their

maximum working pressure. Each tool has to be

equipped with two internal safety valves for

protection against any type of mechanical or

hydraulic overload for each cylinder and each tool

shall have a separate safety valve for protection

against overpressure, in case one of the return

couplers is disconnected. Moreover, all tools shall

comply with the European CE safety standards and

European Norm EN 13204 or equivalent national/

international standards.

• All hydraulic rescue tools shall be equipped with

automatic devices to hold any load in any position

when the control valve is in neutral position, or in

cases of disconnected couplers or sudden pressure

drops.

• The cutters and spreaders shall be provided with a

non-slip, U-shaped carrying handle which allows

free movement of the tool from one side to the

other. The carrying handle would be mounted in

such a way that the tool is fully balanced, even

when the tool is picked up with one hand. The

position of the carrying handle and the control

handle shall allow easy operation for right handed

as well as left handed operators.

• Hydraulic rescue tools shall be provided with,

double acting hydraulic cylinder with a dead man’s

type control and shall be able to operate with one

hand by the operator in any position.

• The tools shaft be provided either with two hoses,

one for pressure line and other for return line, or

one hose having pressure line and return line within

the same hose. The hoses shall be fitted in the

centre of the control handle to avoid personal harm

in case of leakage. The hoses shall allow full 360°

rotation and shall be equipped with anti-kink springs

over the entire length, in the case of dual hose

system.

• The tool body, yokes, and spreader arms shall be

made out of high quality aluminium alloy for solid

construction with low weight. All aluminium alloy

parts shall be ANODISED as a protection against

corrosion and scratching. All hinge pins, levers and

cutter blades shall be made out of high tensile

(heat treated) tool steel and blackened as

protection against corrosion.

• The construction of the tool should be so as to

allow its use under water for long periods without

the risk of any material damage to any part of the

tool.

• Chain attachment with accessories shall be supplied

with tool set.

• All hydraulic tools, pumps, hoses and accessories

would be fully operational for longer periods at

temperatures ranging from -5° to 50°C.

• The tools shall be supplied with proper operation/

safety Instruction manuals, according to the CE,

NFPA or equivalent standards. Operation and safety

instructions shall be on the tools and shall be in

pictogram style so that they can be understood by

all operators easily.

The Tools should be as follows :

Hydraulic Power Pack (Petrol Engine Operated)

•

The petrol driven hydraulic power pack shall be

capable of powering tools independently and have

connection possibility for additional tools. For this

purpose the pump shal1 be provided with separate

connecting valves, incorporating a manually

operated pressure release valve. The valve shall

have two positions, operation or neutral. Even when

under full pressure the release valve should be easy

to operate and to release the pressure. This

arrangement is not applicable for one hose system.

The hydraulic pump shall be driven by a

4-cycle, single cylinder, air cooled petrol engine.

The power of the engine shall be sufficient to

drive the hydraulic pump to give output sufficient

to operate the two tools simultaneously without

reduction in the speed.

•

The petrol tank capacity shall be such that, it allows

the engine to run for minimum one hour when the

tools are in continuous operation.

•

The starting system of the engine shall be hand

recoil type and the starting rope shall wound

automatically in, when released.

•

The engine and the pump shall be mounted on

suitable tubular carrying frame with integrated

carrying handle.

•

Suitable gauges shall be provided to find out the

quantity of fuel and hydraulic oil in the power

pack, and same shall be easily accessible. The

provision shall also be made to refill the petrol

and hydraulic oil through wide filling opening

which shall be covered with threaded cap.

•

All the hot parts of the power pack shall be

property shielded to avoid possibility of injury to

the operator.

•

Preferably there shall be provision of light near the

valve block for ease in operation during the night

time.

•

All the controls on the power pack shall be easily

accessible and properly labelled in English

language.

•

The weight of the power pack including hydraulic

oil and fuel shall not be more than 25 kgs.

•

The power pack shall be provided with 2 or 3 stage-

axial/radial piston pump with a minimum output of

2500-3000 cc/min per valve. Each pump shall be

protected with lnternal safety valves for factory set

at a suitable maximum pressure.

•

The capacity of hydraulic oil tank shall be

sufficient to operate two tools simultaneously.

•

High quality ‘Thermo Plastic’ hose of 10 mtrs. in

length for pressure and return line with quick

connect couplings suitable to Connect power pack

and tools shall be supplied with the pump. Total

2 nos. of hoses of 10 mtrs. each shall be supplied

with the pump.

•

The hoses shall have the pressure suitable for tools

and the busting pressure of the hoses be

4 times the working pressure.

•

The pump shall have capacity to allow the ram to

reach full extension since Rams use more

hydraulic fluid during operation then spreader-cutters.

•

system, a male connector shall be fitted to the tool

to connect the hose.

The cutter blade shall be parrot type, the cutting

blades shall be of shock resistant non corroding

alloy steel, hardened and shall be exchangeable and

regrindable. The material specification of the

cutting blades and hardness shall be indicated in

the offer.

•

The cutter shall have following specifications:

The performance rating of the equipment shall

conform to NFPA A8/B8/C7/D9/E9 of 6.13.1 of NFPA

Spreader

•

The spreader shall be double acting hydraulically

operated device of light weight construction made

of anti corrosive high strength material capable of

being lifted, and operated manually with ease. The

details and design features of the spreader and its

controls and material used for construction of its

major components such as arms, cylinders and

other components shall be given in the offer.

•

The spreader would be capable of spreading; and

pulling with the combination of chains. In the tool

with two hose system the tool shall be supplied

with connection hoses of 0.3 to 0.5 meter long

and complete with coupling, dust cap and

protection springs over total length. The female

coupler should be of automatic self-locking system

type. In the case of one hose system a male

connector shall be fitted to the too1 to connect the

hose.

•

The spreader shall be provided with spreading tips

made of fully hardened, high tensile tool steel with

proper serrations outside and inside for a perfect

grip during spreading as well as squeezing

operation. The tips shall be mounted on the

spreader arms by means of a quick locking system.

This quick 1ock system shall provide the

possibility to change the spreading tips for cutting

tips or pulling adaptors with single hand without

loosing any parts and without the need for extra

tools.

Max. Spreading distance—Greater than or equal

to 800 mm.

Min. Spreading force—Not less than 50 kn.

RAM

It should be compact, powerful and ensure high

performances. The equipment should allow for faster,

more efficient tool placement. The handle shall be

deadman’s type with accurate spring return to neutral

position and the max. rotation to the right and to the left

shall be less than 30°.

The RAM shall be hydraulically operated device of

light weight, made of anti corrosive high strength material

capable of being lifted and operated manually with ease.

The details and design features of the RAM and its

controls and material used for construction of its major

components such as Plunger, cylinders and other

components shall be given in the offer. The RAM would

be capable of spreading and pulling with the combination

of chains. In the tool with two hose system the tool shall

be supplied with connection hoses of 0.3 or 0.5 mtr. long

The helmet shall be made of high temperature resistant material.

The helmet should be made of high quality fibre glass and should withstand an impact of 10 Kg weight from

10 meters height.

The helmet should be covered with NOMEX material cover as a removable cover.

The weight of the helmet excluding the optimal accessories shall not be more than 1.5 Kg

The helmet shall be suitable for all head sizes ranging from 50 cm to 62 cm.

The head size shall be adjusted by means of a size adjustment mechanism.

For adjusting the helmet on the head there shall be six point nylon straps and protective pads inside the helmet.

(4) Any firm whose proprietor, Partner or Director against whom any

Vigilance Case has been charge sheeted and pending trial at Court

in connection with fabrication/supply of similar product made

earlier to this Department/ Kerala Government are not eligible to

participate and shall be barred from participating in this tender.

(5) Any body attempting to offer bribe or otherwise influence in any

manner the officials of the Kerala Fire and Rescue Services or

its supervisory levels in the Government will be disqualified.

(6) A 5 years AMC shall be desirably provided by the qualified firm

after the warranty period, AMC amount shall also be quoted in

the bid separately.

(7) Training shall be given by the Bidder to the selected staff of this

Department as and when required within one year from the date

of delivery at their own cost.

(8) Full stock/spares and technicians shall be available in India and

service should be available for any repair or maintenance within

48 hours of a call from this Department.

(9) Details of extended warranty, if any, shall be separately mentioned

and will be preferred.

(10) The Bidder shall submit an undertaking from OEM that the OEM

shall support the equipment supplied by the bidder for a period of

minimum 5 years.

(11) Bidder shall submit a manufacturer authorisation Certificate to

authorise the supplier to participate in the bid (Addressed to the

Director General, Kerala Fire and Rescue Services).

Specification for Self Contained Breathing Apparatus

1. General Requirements

•

The set shall be self-contained open circuit type compressed air breathing apparatus set fully confirming to

EN-137 CLASS II: 2006 standards.

•

The BA set shall contained air cylinder, back plate, face mask lung demand regulator, pressure reducing valve,

hose, warning whistle unit.

•

The compressed air breathing apparatus shall be so designed that it should operate in any harsh environment

and must be capable to withstand the rough use of fire brigade. Also the wearer could breathe comfortably,

without any risk of poisonous of gas entering the breathing circuit.

•

The maximum duration of the use of set shall not be less than 45 minutes.

•

The main valve of the air cylinder shall be arranged that it can be operated in the worn position by the wearer.

2. Air Cylinder

•

The cylinder of the set shall be approved PESO India/CCOE approved and certificate to the effect shall be

submitted along with the tender.

•

The air cylinder shall have a minimum water capacity of 6 to 8 liters and free air capacity of minimum 1800

liters when filled at a pressure of 300 bar.

•

The working pressure of the cylinder shall not be less than 300 Bar and the test pressure shall be 1.5 times the

working pressure.

•

The weight of cylinder shall not be more than 5 Kg.

•

The cylinder of the set should be made of light weight composite Cylinders with aluminium liners wrapped in

carbon fiber with a glass over wrap and surface should be resin finished.

•

The cylinder should be marked with photo luminescent strip for following the BA set wearer.

3. Cylinder Valve

•

The cylinder shall be supplied with valve made of nickel plated brass and shall comply with EN 144 II. A test

certificate from an authorized test lab should be produced.

•

The design of the valve shall be such that it shall be protected against blockage and shall avoid transmission

of particulate matter that may be contained in the compressed air.

•

The design of the valve should be such that it should be located in such a way that it cannot be closed

advertently during the use.

4. Full Face Mask

• The face mask shall have double reflex sealing, speech diaphragm, inner mask, neck strap, five finger head band

with push-in type connection lung demand valve.

•

The side sealing of the face mask shall be gas tight and shall be possible to fit the face mask on almost all

face counters.

• The visor fitted on the face mask shall be made from scratch proof poly carbonate with maximum view to the

wearer and shall have demisting characteristics.

• It should have the approval of the latest EN136 Clause 3 and should have EC mark of conformity.

• The face mask shall be made from silicone rubber.

5. Pressure Reducer

• The set shall be supplied with a small, light sturdy and encapsulated, high air delivery Pressure reducer valve

which directly be fitted to the cylinder valve assembly.

• The pressure reduce valve shall reduce the pressure from 300 Bar to 8-10 Bar.

• The pressure reducer valve shall have a high pressure outlet and low Pressure outlet with warning whistle.

• The high pressure outlet shall be connected to pressure gauge and warning unit and the low pressure outlet

shall be connected to Lung Demand Valve.

• The pressure reducer valve shall have a provision of safety pressure Relief valve.

• The pressure reducer valve shall comply with the entire safety requirement stipulated under EN-137.

The pressure reducer should provide up to 1000 LPM flow of air.

• High and low pressure hose shall be made from the neoprene and natural rubber and shall withstand the

respective pressure.

6. Lung Demand Valve

• The set shall be provided with plug-in quick removable type lung demand valve with a rubber hose having a

quick connect coupling connected to the low pressure side of pressure reducing valve. The LDV should be

connected from the front side of the mask. The LDV should be a balanced piston design offering stability, quick

operation & first breath activated with a centrally located switch off button & tough wrap around silicone cover

incorporated in an elegant streamlined shape for easy handling-even when wearing gloves.

• Lung demand valve retainer should be provided on waist-belt to plug in the demand valve when not being used

to prevent dust & other particles entering the valve.

• Flame Retardant To EN (Self Extinguishing 950 Degree Centigrade 10 Second) Intrinsically safe certified.

• The warning unit should have penumatic whistle of 90 disables sound intensity.

• The warning unit should give warning whistle audible 10 minutes before the nominal duration of the set or the

pressure in the cylinder falls to + 55 bars.

• The cover of the lung demand valve shall be made from silicon.

7. Back Plate

• The back plate of BA set shall be glass fiber reinforce polyamide to withstand high heat and flames and

automatically shaped to give a comfortable distribution of masses & remain steady on the user’s back even

when

crouching or crawling. lt should have soft padded harness made of flame retardant fabric, water

repellent materials, Extra secure fasteners are made for quick on and off. The back plate should be approved

to EN 137 class II and CE marked and designed to accept cylinder having diameter from 110 mm to

170 mm. Strong Carrying handle should be provided.

• Cylinder strap should be made of heat resistant material and should be capable of accommodating cylinders of

different diameters. The strap should have quick release coupling for changing cylinder.

8. Warning Whistle

•

Low Pressure Warning Whistle: BA set must be provided with low pressure warning whistle, which shall

operate automatically, when cylinder pressure drops to a predetermined pressure (i.e. air in the cylinder is left

for 10 minutes at the rate of 40 liters/minute) for safety margins. It should not be externally adjustable, and

the consumption air by warning whistle should not exceed 5 liters/minute. It should be positioned at left

shoulder for easy hearing and should not produce sound less than 90 db.

9. Harness

•

The padded harness should be fire resistance, should not deteriorate or shrink in contact with water/moisture/

water miscible substances or on contact with oil grease etc. and also provide resistance to chemicals, it neither

should not built up static electricity nor should retain static charge. It should be fully adjustable to be worn by

a fireman having variation in height and waist size. The design should be such that wearer could don the

apparatus quickly without the aid of another including the chest and hip strap, if provided should be easily

distinguishable by touch. The method of fastening should be of similar and also the adjustment. The buckles

provided should be quick release type. The light weight webbing harness ensures optimal load distribution,

balance, comfort and reduced wearer fatigue.

10. Pressure Gauge

• Water proof pressure gauge having luminous dial reading upto 400 bars should be positioned in such a way that

it can be read by BA wearer conveniently. It should be mounted in stainless steel case having corrosion

resistance and protected by rubber cover. Gauge dial should be photo luminescent and shatter proof

polycarbonate glass. It should be mounted on left shoulder. The dial must be marked red to indicate low

pressure in the Cylinder, in addition to warning whistle set to operate at a pressure when it is left with a 10

minutes air in the cylinder. It should be protected by safety device including restriction valve that will limit

the loss of air in event of damage of pressure gauge to 10 liters/minute maximum.

11. Carrying Case

•

A strong carrying case to store complete assembled BA set along with BA cylinder should be provided. It

should be designed in such a way that all parts of the assembled set could be placed in its proper position.

• A black colour plastic bag to avoid deterioration due to the effect of ultra violet light and also to prevent mask

being contaminated by oil, fuel, dust etc. It will be used to cover the face mask and then store it in the

carrying case.

12. Instruction Book

•

An instruction book in English, for the guidance of the user including both operating and normal maintenance

procedure must be supplied. The book must include an itemized and illustrated spare parts list, giving

reference numbers to all parts.

13. Spares

•

Supplier shall ensure availability and supply of fast moving spares at short notice for at least five years. The

supplier shall provide a price list of such spares along with commercial bid.
