from the office of the undersigned on application in writing and

on payment of the cost of the tender form and taxes in Cash

(not refundable) up to 1 p.m. on 9-2-2016. The filled up

tenders will be received in this office up to 3 p.m. on

9-2-2016 and opened by the undersigned or an Officer

authorized by him on the same day at 3.30 p.m. at the Office of

Wildlife Warden, Thiruvananthapuram in the presence of the

contractors attending on the date. If the due date happens to be

a holiday, the next working day will be the due date.

The tender forms are not transferable. The Earnest Money

Deposit noted against the work should be paid along with the

tenders in form of Demand Draft (cheque will not be acceptable)

pledged in favour of the undersigned payable at any

Nationalized Bank/Scheduled Bank. Incomplete tenders and

tenders without EMD are liable to be rejected. The undersigned

reserves the right to reject any tender without assigning any

reasons thereof. All other conditions prevailing in the

Kerala PWD and Forest Department and modifications there

of time to time are applicable to this tender also. The

tenders not containing the prescribed preliminary agreement

in stamp paper worth ` 200 will be summarily rejected.

If there is no response to any of the works included in this

notification, the tender will again be conducted either on

It is hereby notified that Timber IV & Teak Poles collected through thinning from area in 1972 TP Kanayar

(Chittar) in Kanayar Range, Teak billets & Jungle wood/Fire wood collected through final felling from 1953 TP, Kambiline

(Muthalathodu) & 1967 MW, Manalar in Achencovil Range of Achencovil Division will be sold through e-Auction shown

in the schedule by M/s MSTC, Bangalore, subject to the conditions published in Kerala Gazette No. 50, Vol. III dated

23-12-2014 vide Notification No. Pro.(4) 26243/13, dated 3-12-2014 of the Additional Principal Chief Conservator of Forests

(P) Thiruvananthapuram and other conditions prevalent in the Forest Department. Besides the quantity shown in the

schedule, the quantity if any delivered to dumping sites before the date of e-Auction and that could be lotted

immediately before the e-auction will also be placed in the e-auction. Those who wished to participate in the e-auction

have to remit EMD for ` 50,000 & ` 25,000 as shown in the schedule as e-payment before the e-auction through MSTC

Limited. Successful bidders will have to remit 35% of the bid amount on the e-auction date itself through e-payment.

Successful bidders will have to remit the balance value, VAT, Forest Development Tax, Income Tax and such other as

taxes that are prevailing at the time of e-auction within the stipulated time limit.

The Earnest Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet

online banking of SBT or through NEFT for other Banks. For submission of e-auction visit the website:

www.mstcecommerce.com. All bids/e-auction documents are to be submitted online only and in the designated online

cover(s)/envelope(s) on the www.mstcecommerce.com. Website and e-auction documents submitted manually/through post

will not be entertained.

Online e-Auction/bids are to be accompanied with relevant documents. E-Auction/bids received online without the

scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification on

Technical bid and financial bid shall be submitted in their respective designated online covers. The Forest Department will

not be responsible for any inconvenience or loss to the Bidder while uploading/downloading the bid.

The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address

and signature of the bidders duly attested by the concerned Village Officer or any other approved identity documents

along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will not be

eligible to participate in the e-auction.

Intending persons may ensure the quantity and quality of materials put up for e-auction before the commencement

of the same and no complaints will be entertained after the e-auction. In case any Govt. Department requires any of the

materials put up for the e-auction, the quantity remaining after their selection only will be re-auctioned. The quantity that

may become ready for sale after the publication of this notification will also be included in the e-auction. Any further

notification to the sale conditions that may be issued by the Government after the issuance of this notification will also

The tenders are fixed to be conducted on 10-2-2016.

The tender documents can be purchased from the office of

the undersigned during office hours up to 1 p.m. on the

tender date on producing attested copy of the registration

card. Cost of tender form is non-refundable and the tender

form is not transferable. The filled up tender documents

should be submitted on or before 3 p. m. on the date of

tender. It should be accompanied by all necessary

documents and required Earnest Money Deposit by way of

Bankers Demand Draft or Fixed Deposit or National

Savings Certificate or any approved deposit drawn in

favour of/pledged in the name of Divisional Forest Officer,

Timber Sales Division. Kottayam payable at Kottayam. The

intending tenderers should furnish a preliminary agreement

in prescribed form in Stamp Paper work ` 200 along with

tender for each work. Tender No. and name of the work

should be superscribed legibly on the sealed envelop

containing the tender documents.

Incomplete tenders or tenders without necessary

documents or required EMD or tenders not in accordance

with tender conditions will not be accepted. Tender will be

opened at 3.30 p. m. on the same date in the presence

those tenderers or their authorized representatives who are

present at the time by the Divisional Forest Officer, Timber

Sales Division, Kottayam or an officer authorized by him.

The Divisional Forest Officer, Timber Sales Division,

Kottayam reserves the right to exclude any work/

postponed to another notified date or also to reject any

tender without assigning any reason thereof. If the tender

date happened to a holiday, or the tender could not be

conducted on the notified date due to any reasons, the

tender will be conducted at the same place and time on the

next working day, as per the same conditions.

If the tender could not be conducted to the said

date/dates, tender for the works will be conducted at the

above place and time with same conditions on 12-2-2016. If

tender could not be conducted even on this date

necessary tender for such works will be conducted with

same condition at same place and time on 17-2-2016. Tender

for balance works, if any, will be conducted on

18-2-2016. And tender for remaining works, if any, will be

conducted on 24-2-2016 and tender for remaining works if

any will be conducted on 25-2-2016 at the same place and

time as per same conditions.

Cost of tender forms in respect of works with PAC up

to ` 50,000 shall be ` 300 + VAT and in respect of works

with PAC of above ` 50,000 up to ` 10 lakhs shall be

0.20% of cost of work + VAT subject to minimum of

` 500 + VAT and maximum of ` 2,000 + VAT. All existing

rules, regulations, directions etc. prescribed by Kerala

PWD and Kerala Forest Department in respect of civil

works shall be applicable for this tender also.

Before commencing work or within a week after the

date when acceptance of the tender has been intimated to

him, the tenders shall deposit a sum of sufficient to make

up the balance of 5 (five) percent of the probable value of

contract which together with the Earnest Money

Deposited shall be treated as security for the proper

fulfillment of the same and shall execute an agreement for

the work in the PWD scheduled form. If he falls to do this

or in the case of PWD contracts not maintaining a

specified progress (to be specified in each case in the

tender schedule) the EMD and security deposit shall be

forfeited to Government and fresh tenders shall be called

for or the matter otherwise disposed off. If as a result of

such measures, due to the default of the tenderer to pay

the requisite deposit, sign the contracts or take the

possession of the work, any loss to Government due to

the same will recovered from him as arrears of revenue,

but should it be saving to Government, the original

contract or shall have no claim whatever to the difference.

Recoveries on this or any other account will be made from

the sum that may be due to the contract or on this any

other subsisting Contracts under the Revenue Recovery

Act, or otherwise the Government may decide.

3. The bidding authority deserves the right to

modify/cancel, any/all bids without assigning any

reason. The Forest Department will not be

responsible for any error like missing of scheduled

data while downloading by the bidder and no

receipt of documents.

Separate online tenders are invited from eligible ‘A’

Class contractors registered in the Forest Department in

pursuance of G.O. (Ms.) No. 226/81(F) dated

16-12-1981 for transporting Timber and Billets collected

after final felling of 1936 Ramavarma Bit II Teak Plantation,

as mentioned in the schedule below. The tenderer is

bound to comply with the terms and conditions in force,

besides the conditions that will be framed by the

Government in future in connection with this tender.

Tender documents and schedules are available in the

website: www.etenders.kerala.gov.in. The Earnest Money

Deposit and tender cost for the tender should be

submitted through the Internet Online Banking of SBT or

through NEFT for other banks. For submission of tenders

visit the website: www.etenders.kerala.gov.in.

All bid/ tender documents are to be submitted online

only and in the designated online cover(s)/envelope(s) on

the www.etenders.kerala.gov.in. website and tenders

submitted manually/through post will not be entertained.

Late tenders will not be accepted.

Online tenders/bids are to be accompanied with a

preliminary agreement executed in Kerala Stamp Paper

worth ` 200. Tenders /bids received online without the

scanned copies of relevant documents, preliminary

agreement, will not be considered and shall be summarily

rejected. Any further clarification on this tender can be

obtained from NIC/ the e-tender Helpdesk Number

available in the www.etenders.kerala.gov.in website and

from the office of the Divisional Forest Officer, Chalakudy

during the office hours. The details regarding e-Payment

(Bidder’s Bank Account No. where he/she is having core

banking facility and email ID) should be submitted along

with the tender. Tenders without these details will not be

accepted. Technical bid and financial bid shall be

submitted in their respective designated online covers.

The Forest Department will not be responsible for

any inconvenience or loss to the Bidder while uploading/

downloading the bid.

The successful tenderer should submit a solvency

from the Revenue Authorities or a Bank Guarantee issued

by a Nationalized Bank for 10% of the tender amount, if the

tender amount exceeds ` 3,00,000. The successful tenderer

should execute an agreement in the prescribed format in a

Stamp Paper worth ` 200 within 15 days from the date of

intimation of acceptance of the tender after furnishing

security deposit equal to 10% of the tender amount or

` 1,00,000 whichever is more. Post offers as per the

existing rules shall also be entertained. The tenderers

quoting rates separately for timber, poles, billets and

firewood shall not be entertained under any circumstances.

If the notified date of tender happens to be a holiday, the

tender will be conducted on the very next working day at

same place and time.

e-procurement system for making a NEFT transaction is not

a payment confirmation. Kerala Forest Department/NIC/KITM

shall not be responsible for any kind of delay in

1. Bidders are requested to submit scanned copy

of the following documents. Registration Certificate

duly attested by the Gazetted Officer EMD

exemption certificate (if any), preliminary agreement

executed in Kerala Stamp Paper worth ` 200 duly

filled upto proforma for availing e-payment by

Online. Subsequently the hard copy attested copy

of Registration Certificate, bid document, EMD

exemption certificate (if any) preliminary agreement

in original would be submitted offline in a sealed

cover subscribing the name of work and Tender No.

to the Office of the Wildlife Warden, Aralam Wildlife

Division through speed post/registered post as

prescribed in the time schedule, failing which such

tenders will be rejected.

2. The bidding authority deserves the right to modify/

cancelled any/all bids without assigning any reason.

The Forest Department will not be responsible for

any error like missing of scheduled data, while

downloading by the bidder and non receipt of

documents.

3. Any further classifications on this tender can be

obtained from NIC/KITM the e-tender help desk number

available in the www.etenders.kerala.gov.in

website and from the office (0490 2493160) during

the office hours. The details regarding e-payment

(bidder’s bank account number where he/she is

having core banking facility and email ID) should

be submitted along with the tender. Tenders

without these details will not be accepted. Technical

bid and financial bid shall be submitted in their

respective designated online covers.

4. The Forest Department will not be rsponsible for any

inconvenience or loss to the bidder while uploading/

downloading the bid.

5. The tender/bids shall be opened online at the Office

of the Wildlife Warden, Aralam Wildlife Division the

presents of bidders/their representatives who wish

to attend the above address. If the tender opening

date happens to be on a holiday or non working

day due to any other valid reason, the tender

opening process will be do on the next working

day.

6. The amount shown in the tender schedule is

including Contractor Profit (CP). In addition to this

no CP will be allowed.

7. All other existing conditions related to e-tendering

of Kerala PWD/Forest will be applicable in this

tender also.

8. Wildlife Warden will fully be authorized to cancel or
