QUOTATION NOTICE

[Quotation No. 6/2015-16]

No. B-111/2013.

4th December 2015.

Sealed quotations are invited for the supply of the

materials specified in the Schedule attached below/overleaf.

The rates quoted should be for delivery of the articles at

the place mentioned below. The necessary Superscription,

due date for the receipt of quotations, the date upto

which the rates will have to remain firm for the

acceptance and the name and address of the officer to

whom the quotation is to be sent are noted below. Any

quotation received after the time fixed on the due date is

liable to be rejected. The maximum period required for

delivery of the articles should also be mentioned.

Quotations not stipulating period of firmness and with

price variation clause and/or ‘subject to prior sale’

conditions are liable to be rejected.

The acceptance of the quotations will be subject to

the following conditions:

Acceptance of the quotation constitutes a

concluded contract. Nevertheless, the successful tenderer

must within a fortnight/a month after the acceptance

of his quotation furnish 5 per cent of the amount of the

contract as security deposit and execute an agreement at

his own cost for the satisfactory fulfilment of contract, if

so required.

Withdrawal from the quotation after it is accepted

or failure to supply within a specified time or according to

specifications will entail cancellation of the order and

purchases being made at the offerers expenses from

elsewhere, any loss incurred thereby being payable by

the defaulting party. In such an event the Goverment

reserve also the right to remove the defaulters name from

the list of Government suppliers permanently or for a

specified number of years.

Samples duly listed, should be forwarded if

called for under separate cover and the unapproved

samples got back as early as possible by the offerers at

their own expenses and the Government will in no case be

liable for any expenses on account of the value of the

samples or their transport charges, etc. in case, the

samples are sent by railway; the railway receipt should be

sent seperately, and not along with the quotations since the

quotation will be opened only on the appointed day and

demurrage will have to be paid if the railway parcels are

not cleared in time. Quotations for the supply of materials

are liable to be rejected unless samples, if called for the

materials tendered for are forwarded. The approved

samples may or may not be returned at the discretion of

the undersigned. Samples sent by R. P. Post or “Freight to

pay” will not be accepted.

No representation for enhancement of price once

accepted will be considered during the currency of the

contract.

Any attempt on the part of tenderers or their

agents to influence the officers concerned in their favour

by personal canvassing will disqualify the tenderers.

If any licence or permit is required, tenderers must

specify in their quotation and also state the authority to

whom applications is to be made.

The quotation may be for the entire or part

supplies. But the tenderers should be prepared to carry

out such portion of the supplies included in their

quotation as may be allotted to them.

(a) In case where a successful tenderer, after

having made partial supplies fails to fulfil the contracts in

full, all or any of the material not supplied may at the

discretion of the Purchasing Officer be purchased by

means of another tender/quotation or by negotiation or

from the next higher tenderer who had offered to supply

already and the loss. If any caused to the government

shall hereby together with such sums as may be fixed by

the Government towards damages be recovered from the

defaulting tenderers.

(b) Even in cases where no alternate purchases are

arranged for the materials not supplied the proportionate

portion of the security deposit based on the cost of

materials not supplied at the rate shown in the tender of

the defaulter shall be forfeited and balance along shall be

refunded.

Officer or Government for the payment of sum of money

arising out of or under any contract made by the Contractor

with the Purchasing Officer or Government or any other

The prices quoted should be inclusive of all taxes,

duties, cesses etc. which are or may become payable by

the Contractor under existing future laws or rules of the

country of origin/supply or delivery during the course of

execution of the contract.

10 (a)

Ordinarily payments will be made only after

the supplies actually verified and taken to stock but in

exceptional cases. Payments against satisfactory shipping

documents including certificates of insurance will be made

up to 90 percent of the value of the materials at the

discretion of Government. Bank charges incurred in

connection with payment against documents through bank

will be to the account of the contractor. The form will

produce stamped pre receipted invoices in all cases where

payment (advance/final) for release of railway receipts/

shipping documents are made through Banks. In

exceptional cases where the stamped receipts of the firm

are not received for the payments (in advance) the

unstamped receipts of the Bank (i.e.,counterfoils of pay-in-

slips issued by the Bank) alone may accepted as a valid

proof for the payment made.

(b)

The tenderers shall quote also the

percentage of rebate (discount) offered by them in case the

payment is made promptly within days within one month

of taking delivery of stores.

11. Any sum of money due and payable to the

successful tenderer contractor from Government shall be

adjusted against any sum of money to Government from

him under any other contracts.

12. Special Conditions, if any printed on the

quotation sheets or tenderer or attached with the tender

will not be applicable to the contractor unless they are

expressly accepted in writing by the purchaser.

capable contractors for the work of Horizontal Directional

Drilling across the MG Road from the Main Campus to

Oriental Block of University College, Thiruvananthapuram

under the Fund sanctioned by RUSA.

The envelopes containing the tenders should be

superscribed as “Tenders for the work of Horizontal

Directional Drilling across the MG Road from the Main

Campus to Oriental Block (A8/811/RUSA/UC)” and

addressed to The Principal, University College,

Thiruvananthapuram so as to reach in this College on or

before 2 p.m. on 11-2-2016. Late tenders will not be

accepted. The tenders will be opened at 3 p.m. on

11-2-2016 in the presence of the tenderers or their

authorised representatives who may be present at the time.

Tender forms and specifications can be had from

the College Office from 10.30 a. m. to 1 p. m. on the

working days till 11-2-2016. The cost of the tender form

is ` 526 including VAT+Cess.

Along with tender, EMD @ 1% of the amount

tendered, ` 2,583 subject to a minimum of ` 2,583

should also be submitted in the form of DD. Tenders

without sufficient EMD are liable to be rejected. The firm

who are exempted from furnishing EMD should be

enclosed the attested copy of exemption order. Every

` 4,35,000 under scheme of College Infrastructure

Upgradation Programme 2015-16 (P).

The envelope containing the tender should be

superscribed as “Tender No.06/2015-16 (P) supply of

Women Fitness Equipments under the scheme of College

Infrastructure upgradation Programme (Plan) 2015-16” and

addressed to “The Principal, T. M. Govt. College, Tirur,

Vakkad P. O., Malappuram Dist., Kerala Pin-676 502”. The

last date and time for receipt of filled tender is at 2 p. m.

on 27-2-2016. The tenders will be opened at 2.30 p.m. on

the same day in the presence of such tenderers or their

authorized representatives who may be present at that

time. Sale of tender form will be closed on 27-2-2016 at

The period of firmness of rate quoted will be up to

31-3-2016. Rates, VAT and condition of supply of articles

should clearly be stated separately in respect of each item.

The tenders should be accompanied by an EMD of

1% (Minimum ` 1,500) of the total cost in the form of

Demand Drafts drawn in favour of the Principal,

T. M. Govt. College, Tirur, payable at SBT, Tirur Branch

only. Tenders without sufficient EMD are liable to be

rejected. EMD will not carry any interest. The firm who

are exempted from furnishing EMD should be enclosed

Specification for the fabrication of Quick Response Vehicle for forest fire fighting

(1)

Water mist fire fighting system:

The water mist fire fighting systems shall have water tank of capacity of at least 350 ltrs. and foam tank of

50 ltrs. and should be designed to be mounted on TATA 207 DI EX which will be supplied by the

Department.

(2)

General Description:

The water mist fire fighting system shall be a self-driven fire fighting unit operated with inbuilt petrol

engine coupled to a pump and attached with a reducer, hose pipes and mist generating guns. The water

mist system shall be capable of carrying 350 ltrs. of water and 50 ltrs. of foam concentrate with a separate

system to pump and mix in the required ratio which can be discharged in the form of mist from a gun. The

system should have two numbers of 60 mtrs. standard hose reel to deliver water to the scene of fire which

shall be tested at 1.5 times the maximum working pressure of the system. The discharge gun shall be of

light weight have in stainless steel/ brass nozzle capable of producing water mist with the ability to control

the discharge in short burst and long shots by means of a rotating collar in the gun. The gun shall have

necessary handles to hold it properly for fire fighting. The foam required shall be aqueous film forming

foam (AFFF). The unit shall have adequate provisions for safety of the system.

Main Pump of the Unit:

The pump should be capable of suction of water from tank, maintain adequate discharge rate and pressure

for operation of nozzle at optimum efficiency.

Engine of the Unit:

The prime mover of pump shall be four stroke petrol driven engine and shall have compatible electrical and

lubrication system. The engine should preferably be on 12V battery for which adequate charger

shall also be provided. Suitable electronic instruments shall be provided on the body of engine/panel for

fuel level, battery and temperature. The engine shall have electric starter and emergency manual starter.

Foam Mixing System:

A suitable means shall be provided for mixing of foam from tank so that proportion for delivery remains

constant and foam quality is maintained.

The unit shall have the following;

Safety Devices:

The unit shall have proper heat and exhaust outlet for the engine without causing any interference to

the operator while operating the unit. Any safety device which is felt to be necessary to be a

part of the equipment.

(10) Main Water Tank:

The water tank shall be made of GRP giving a corrosion free life and light weight to the Water Mist

System, having usable water storage capacity of 350 ltrs. properly baffled into segment to reduce water

surge. The thickness of the water tank should be of minimum 5 mm. A man hole of 330 mm and

overflow pipe and an optical level of water should be part of the tank.

(11) Hose Reel Hoses:

The hoses provided in the system shall be high quality and shall be capable of holding the temperature

ranging from 5°C to 60°C. The materials specification, working pressure, test pressure and

cracking pressure should be indicateed for each type of hose.

(12) Operating Conditions:

Water mist fire fighting system shall operate satisfactory under the following climate conditions.

(a)

Variation of abient temparature from 20º C to +55º C with 98% relative humidity.

(b)

Dusty and corrosive atmosphere.

(c)

Altitude-up to 1200 m above Mean Sea Level.

(13) Marking:

Marking shall give the details of capacity, manufacturer’s name, month and year of the manufacturing of

the system etc.

(14) Test of Acceptance of fire fighting system:

Physical dimensions, performance and weight check of equipment as given under different items above

shall form part of test of acceptance.

(15) Workmanship and finish:

All parts of the appliance shall be of good workmanship and shall have streamlined finish.

addressed to “The Principal, Government Law College,

for receipt of tenders will be on 24-2-2016 at

will be opened on 24-2-2016 at 3 p. m. in the presence of

addressed to the Principal, Government Engineering
