Period of work—1 month from the date of handing
over the site.
Tender forms and other conditions can be obtained
from the Office of the undersigned on application in
writing and on payment of the cost of tender form and
taxes in cash (not refundable) upto 1 p. m. on 8-3-2016.
The filled up tenders will be received in this office
upto 3 p. m. on 8-3-2016 and opened by the undersigned
or an Officer authorised by him, on the same day
at 3.30 p. m. at the Office of Wildlife Warden,
Thiruvananthapuram in the presence of the contractors
attending on the date. If the due date happens to be a
holiday, the next working day will be the due date.
Tender forms are not transferable. The earnest
money deposit noted against the work should be paid
along with the tenders in form of Demand Draft (Cheque
will not be accepted) pledged in favour of the
undersigned payable at any Nationalized Bank/Scheduled
Bank. Incomplete tenders and tenderers without EMD are
liable to be rejected. The undersigned reserves the right
to reject any tender without assigning any reasons
thereof. All other conditions prevailing in the Kerala
PWD and Forest Department and modifications there of
time to time are applicable to this tender also. The
tenders not containing the prescribed preliminary
agreement in Stamp Paper worth ` 200 will be
summarily rejected. If there is no response to any of the
works included in this notification, the tender will
again be conducted either on 15-3-2016 as per the same
conditions mentioned above, at the same time and venue.

The Chief Conservator of Forest Southern Circle,
Kollam for and on behalf of the Governor of Kerala
invites online tenders from registered bidders having a
valid and active registration with PWD for the following
work. Tender documents and tender schedules may be
downloaded free of cost from the e-GP website
www.etenders.kerala.gov.in. All bid/tender documents are
to be submitted online only and in the designation online
cover(s)/envelope(s) on the www.etenders.kerala.gov.in
website. Bids shall be accepted only through online mode
www.etenders.kerala.gov.in website and tenders submitted
manually/through post will not be entertained. Late online
bids will not be accepted.

Bidders shall remit the tender document fee and
the Earnest Money Deposit using online payment
option of e-procurement system only and submitted
through the internet online banking of State Bank
of Travancore or through NEFT for other Banks.
Bidders opting for NEFT facility of online payment
are advised to exercise this option atleast 48 hours
before the closing date of bid to ensure that
payment towards tender document fees and EMD
are credited and a confirmation is reflected in the
e-procurement system. The online NEFT remittance
form provided by e-procurement system for making
a NEFT transaction is not a payment confirmation.
Kerala Forest Department/NIC/SBT shall not be any
kind of delay in payment status confirmation.

Bidders are requested to submit scanned copy of
the following documents - Registration certificate
duly attested by the Superintending Engineer/
Executive Engineer, PWD, Kerala, EMD exemption
certificate (if any), preliminary agreement executed
in Kerala Stamp Paper worth ` 200, duly filled up
proforma for availing e-payment by online.

original would be submitted offline in a sealed
cover superscribing the name of work and tender
number to the Office of the Chief Conservator of
Forest Southern Circle, Kollam through speed post/
registered post as prescribed in the time schedule,
failing which such tenders will be rejected.

The bidding authority deserves the right to modify/
cancel, any/all bids without assigning any reason.
The Forest Department will not be responsible for
any error like missing of scheduled data while
downloading by the bidder and non receipt of
documents.

Any further clarifications on this tender can be
obtained from NIC/the e-tender Helpdesk number
available in the www.etenders.kerala.gov.in website
and from this office during the office hours. The
details regarding e-payment (Bidder’s Bank
Account Number where he/she is having core
banking facility and email ID) should be submitted
along with the tender. Tenders without these details
will not be accepted. Technical bid and financial bid
shall be submitted in their respective designated
online covers.

The Forest Department will not be responsible for
any inconveniences or loss to the Bidder while

Bidders shall remit the tender document fee and
the Earnest Money Deposit using online payment
option of e-procurement system only and submitted
through the internet online banking of State Bank

16-12-1981 for civil works mentioned in the schedule
below. The tenderer is bound to comply with the terms
and conditions in force, besides the conditions that will
be framed by the Government in future in connection
with this tender. Tender documents and schedules are

Bidders shall remit the tender documents fee and Earnest
Money Deposit using online payment option of e-procurement
system only and submitted through the internet online
banking of State Bank of Travancore or through NEFT for
other banks. The online NEFT remittance from provided by
e-procurement system for making a NEFT transaction is not
a payment confirmation. Kerala Forest Department/NIC/SBT
shall not be responsible for any kind of delay in
payment status confirmation.
1. Bidders are requested to submit scanned copy
of the following documents—Registration Certificate
duly attested by the PWD, Kerala, EMD exemption
certificate (if any), Preliminary agreement executed
in Kerala Stamp Paper worth ` 500 duly filled up
to proforma for availing e-payment by Online.
Subsequently the hard copy attested copy of
Registration Certificate, Bid document, EMD
exemption certificate (if any), Preliminary
agreement in original would be submitted offline in
a sealed cover subscribing the name of work and
tender number to the office of the Divisional Forest
Officer, Mannarkkad Forest Division through speed
post/registered post as prescribed in the time
schedule, failing which such tenders will be rejected.
2. The bidding authority deserves the right to modify/
cancelled any/all bids without assigning any reason.
The Forest Department will not be responsible for
any error like missing of scheduled data, while
downloading by the bidder and non receipt of
documents.
3. Any further clarification of this tender can be
obtained from NIC/KITM the e-Tender help desk
number available in the www.etenders.kerala.gov.in
website and from this office ( 04924-222574)
during the office hours. The details regarding
e-payment (bidder’s bank account number where
he/she is having core banking facility and email ID)
should be submitted along with the tender. Tenders
without these details will not be accepted. Technical
bid and financial bid shall be submitted in their
respective designated online covers.
4. The Forest Department will not be responsible for
any inconvenience or loss to the bidder while
uploading/downloading the bid.
5. The tender/bids shall be opened online at the office
of the Divisional Forest Officer, Mannarkkad in the
presence of bidders/their representatives who wish
to attend the above address. If the tender opening
date happens to be on a holiday or non working day
due to any other valid reasons, the tender opening
process will be done on the next working day.

No. Pro.(4) 26243/13 dated 3-12-2014, Notification No. Pro.(4)29243/13 dated 21-8-2014 of Additional Principal
Chief Conservator of Forests (Protection), Thiruvananthapuram published in Kerala Gazette No. 36, Vol. 3 Part III dated

eligible to participate in the e-auction.
If any modification shown change in the sale conditions are intimated by the Additional Principal Chief
Conservator of Forests (Protection), Thiruvananthapuram, that will also be applicable to this E-auction sale. The
undersigned reserves the right to alter the quantities of the materials mentioned in the schedule or to cancel the
E-auction of any materials without further notice.
The intending bidders should satisfy themselves about the quality and quantity of the thinned materials put up for
E-auction sale and no complaints will be entertained after the e-auction. The quantity that may become ready for sale

Shanamangalam Reserve in Begur Range of North
Wayanad Forest Division, Mananthavady (collected from
dead and windfallen trees), stacked and stored at
Temporary Dumping depot, near Bavali Check post,
Bavali, will be offered for sale by e-auction on 18 March
2016. If any lots are lying unbid on this date, the same
will be auctioned on 29th March 2016. Those who

The Divisional Forest Officer, North Wayanad
Division, Mananthavady reserves all the right to exclude
any class or quantity of teak poles, billets and firewood
shown in the schedule above for sale. EMD amount of
` 20,000 for Teak Poles/Billets/Firewood can be remitted
through online payment system to MSTC by 6 p.m. on
the previous day of the e-auction. The buyer registration
number has to be mentioned while paying the EMD. For
the benefit of the bidders who are not well versed with the
online transactions, for some initial period, Range Forest
Officer, Begur Range will entertain receipt of EMD in the
form of Demand Draft payable at State Bank of
Travancore, Mananthavady branch drawn in favour of
Range Forest Officer, Begur Range, Mananthavady as was
done in the old system, by 2 p. m. on the previous day of
e-auction. Only the registered customers who will submit
the EMD will be able to participate against the eligible
lots in e-auction. If the sale value of bid materials is not
paid within the specified time period against any of the
bid lot by the H1 bidder, the EMD will be forfeited.
The successful bidder shall remit 35% of the bid
value after adjusting the EMD already remitted within
7 working days of the issuance of acceptance letter. The
mode of payment is through e-treasury of Government of
Kerala or Demand Draft (DD) drawn in favour of Range
Forest Officer, Begur Range payable at State Bank of
Travancore, Mananthavady Branch or by cash in Sub
Treasury, Mananthavady. If any amount is charged by Bank
for clearing the DD, the same shall be borne by the
bidder himself.
If any modifications or change in the sale conditions
are intimated by the Addl. Principal Chief Conservator of
Forests (Protection), Thiruvananthapuram, that will also be
applicable to this e-auction sale and it will be informed to
the bidder before e-auction. The undersigned reserves the
right to alter the quantities of the materials mentioned in
the above schedule or to cancel the e-auction of any
materials without further notice.

Tender forms can be had from the office of the
undersigned on direct remittance of cost of tender form
or through money order along with the Registration
Cards. Value of the forms once realized will not be
refunded at any cost. EMD for the work should be made
through Demand Draft drawn from any Nationalized Bank
in favour of the Divisional Forest Officer, South
Wayanad Division, Kalpetta and payable at Kalpetta.
Tenders without adequate EMD, incomplete, defective or
belated tenders will be summarily rejected. The
undersigned reserves the right to reject any tender
without assigning any reason thereof. The Co-operative
Societies, rendering the tenders should produce consent
letter to participate in the tender and valid relevant
certificate issued by the Registrar of Co-operative
Society. They are also directed to produce true copies of
relevant orders exempting them from remittance of
EMD/security along with the tenders if any. Otherwise
they will have to remit EMD/security applicable.
Each and every tender should accompany preliminary
agreement in stamp paper worth ` 200 (Rupees Two
hundred only) duly signed by the tenderer. Tenders
without this preliminary agreement in stamp paper will
also be rejected even at the time of opening the tenders.

The tender is fixed to be conducted on 7-3-2016 at
the Office of the Deputy Conservator of Forests &
Wildlife Warden, Wayanad Wildlife Division, Sulthan
Bathery. The tender forms can be purchased from the
office of the undersigned during office hours upto
1 p. m. on all working days till the tender date. Cost of
tender form is non refundable. The intending tenderer
should apply with proof of identity such as Electoral
Identity Card, Driving License, Indian Passport etc. along
with the Registration Certificate in original to get the
tender form. The tender form should be properly filled
up and should be submitted on or before 2 p. m. on the
date of tender. It should be accompanied by all necessary
documents along with Earnest Money Deposit, by way of
Bankers DD or Fixed Deposit or National Savings
Certificate pledged in favour of Deputy Conservator of
Forest and Wildlife Warden, Wayanad Wildlife Division,
Sulthan Bathery payable at Sulthan Bathery. The intending
tenderers should also furnish a preliminary agreement in
Stamp Paper worth ` 200 along with tender of each
work.
Incomplete tender or tenders without necessary
documents or tenders not in accordance with tender
conditions will not be accepted. Tenders will be opened
by the Deputy Conservator of Forest and Wildlife Warden
or an Officer authorized by him at 3.30 p.m. on the same
day, in the presence of those tenderers who are present at
that time.
The Deputy Conservator of Forest and
Wildlife Warden reserves the right to reject any tender,
either partly or wholly without assigning any reason
thereof.
If the tender could not be conducted on the
notified date due to any reason, it will be conducted at
the same place and time on the next working day as per
the same conditions.
If the tender for all works or any of the work could
not be conducted on the said date/dates, the tender for
such work/works will be conducted at the same place
and time with same conditions on 9-3-2016. If the tender
could not be conducted on that day, also it will be
conducted on 11-3-2016. If it could not be conducted
on that day also, it will be conducted on 14-3-2016. All
existing rules, regulations, directions, conditions,
prevailing in Kerala PWD and Kerala Forest Department
and Store Purchase Department in respect of civil works
shall be applicable in these works and tender also.
