Explanatory Note
An appropriate extent of 20.00 Ha of land in Survey Number 1/8A1, A, 739/A of Malampuzha-I village was notified
as EFL under Section 3(1) of the Kerala Forest (Vesting and Management of EFL) ordinance No.16/2001 vide serial number 56
in the schedule of notification No. C4-21437/2000 dated 20-10-2000 published in Government Gazette dated 2-1-2001. Later
by an erratum notification No. EFL 10-1644/09 dated 2-9-2009 published in Gazette dated 6-10-2009. Extent was corrected as
13.198 Ha and the survey number 739/2 A1A1.
The Government disposing the requests of 10 applicants under Section 10(A) of the EFL Act, as per letter
No. 435/E2/2014/F&WLD dated 24-1-2014, have agreed to denotify 3.822 Ha from the notification as the said extent does
not qualify as EFL. Survey and demarcation was carried out as per section 6 of the Act 21/2005 and survey sketch was
prepared. Two persons did not co-operate during survey. Hence corrected boundaries of 8 persons are available. The extent
of the land in respect of 8 applicants is 2.7068 Ha. Hence the land as in above schedule is denotified.

It is hereby notified that Teak billets collected from final felling areas of 1950 Teak Plantation at Punnamonvayal in
Chittar North Section of Kulathupuzha Range in Thiruvananthapuram Division will be sold through e-Auction shown in
the schedule, by the Divisional Forest Officer, Thiruvananthapuram or any officer authorized by him, subject to the
conditions published in Kerala Gazette No. 43, Vol. III dated 4-11-2014 vide Notification No. Pro.(4) 29243/13 dated
17-10-2014 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in
the Forest Department. Besides the quantity shown in the schedule, the quantity if any delivered to dumping sites before

the date of e-Auction and that could be lotted immediately before the e-auction will also be placed in the e-auction.
Those who wish to participate have to remit an amount of ` 20,000 for Teak billets as EMD as e-payment before the
e-auction through MSTC limited. Successful bidders will have to remit 35% of the bid amount on the e-auction itself
through e-payment. Successful bidders will have to remit the balance value, VAT, Forest Development Tax, Income Tax
and such other taxes that are prevailing at the time of e-auction within the stipulated time limit.
e-Auction documents and connected records are available in the website: www.mstcecommerce.com. The Earnest
Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet online banking of
SBT or through NEFT for other banks. For submission of e-auction visit the website: www.mstcecommerce.com. All
bids/e-auction documents are to be submitted online only and in the designated online cover (s)/envelope (s) on the
www.mstcecommerce.com Website and e-auction documents submitted manually/through post will not be entertained.
Online e-Auction/bids are to be accompanied with relevant documents. E-Auction/bids received online without the
scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification
on this e-Auction can be obtained from NIC/the e-Auction Helpdesk number available in the www.mstcecommerce.com.
Website and from the office of the Divisional Forest Officer, Thiruvananthapuram during the office hours. The details
regarding e-Payment (Bidder’s Bank Account No. Where he/she is having core banking facility and email id) should be
submitted along with the e-Auction documents. E-Auction documents without these details will not be accepted.
Technical bid and Financial bid shall be submitted in their respective designated online covers.
The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/downloading
the bid.
The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address
and signature of the bidders duly attested by the concerned Village Officer, or any other approved identity documents
along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will not be
eligible to participate in the e-auction.
Intending persons may ensure the quantity and quality of materials put up for e-auction before the commencement
of the same and no complaints will be entertained after the e-auction. In case any Govt. Department requires any of the
materials put up for the e-auction, the quantity remaining after their selection only will be re-auctioned. The quantity that
may become ready for sale after the publication of this notification will also be included in the e-auction. Any further
notification to the sale conditions that may be issued by the Government after the issuance of this notification will also
be applicable to this e-auction. The unsold materials in the e-auction will be re-auctioned.

It is hereby notified that Timber IV & Teak Poles collected through thinning from area in 1972 TP Kanayar
(Chittar) in Kanayar Range, of Achencovil Division will be sold through e-Auction shown in the schedule by M/s MSTC,
Bangalore, subject to the conditions published in Kerala Gazette No. 50, Vol. III dated 23-12-2014 vide Notification
No. Pro.(4) 26243/13, dated 3-12-2014 of the Additional Principal Chief Conservator of Forests (P) Thiruvananthapuram and
other conditions prevalent in the Forest Department. Besides the quantity shown in the schedule, the quantity if any
delivered to dumping sites before the date of e-Auction and that could be lotted immediately before the e-auction will
also be placed in the e-auction. Those who wished to participate in the e-auction have to remit EMD for ` 50,000 &
` 25,000 as shown in the schedule as e-payment before the e-auction through MSTC Limited. Successful bidders will
have to remit 35% of the bid amount on the e-auction date itself through e-payment. Successful bidders will have to remit
the balance value, VAT, Forest Development Tax, Income Tax and such other as taxes that are prevailing at the time of
e-auction within the stipulated time limit.

The Earnest Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet
online banking of SBT or through NEFT for other Banks. For submission of e-auction visit the website:

cover(s)/envelope(s) on the www.mstcecommerce.com. Website and e-auction documents submitted manually/through post
will not be entertained.
Online e-Auction/bids are to be accompanied with relevant documents. E-Auction/bids received online without the
scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification on

Technical bid and financial bid shall be submitted in their respective designated online covers. The Forest Department will
not be responsible for any inconvenience or loss to the Bidder while uploading/downloading the bid.
The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address
and signature of the bidders duly attested by the concerned Village Officer, or any other approved Identity Documents
along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will not be
eligible to participate in the e-auction.
Intending persons may ensure the quantity and quality of materials put up for e-auction before the commencement
of the same and no complaints will be entertained after the e-auction. In case any Govt. Department requires any of the
materials put up for the e-auction, the quantity remaining after their selection only will be re-auctioned. The quantity that
may become ready for sale after the publication of this notification will also be included in the e-auction. Any further
notification to the sale conditions that may be issued by the Government after the issuance of this notification will also
be applicable to this e-auction. The unsold materials in the e-auction will be re-auctioned.

It is hereby notified that Timber IV & Teak Poles collected through thinning from area in 1972 TP Kanayar
(Chittar) in Kanayar Range of Achencovil Division will be sold through e-Auction shown in the schedule by M/s MSTC,
Bangalore, subject to the conditions published in Kerala Gazette No. 50, Vol. III dated 23-12-2014 vide Notification
No. Pro.(4) 26243/13 dated 3-12-2014 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and
other conditions prevalent in the Forest Department. Besides the quantity shown in the schedule, the quantity if any
delivered to dumping sites before the date of e-Auction and that could be lotted immediately before the e-auction will
also be placed in the e-auction. Those who wished to participate in the e-auction have to remit EMD for ` 50,000 &
` 25,000 as shown in the schedule as e-payment before the e-auction through MSTC Limited. Successful bidders will
have to remit 35% of the bid amount on the e-auction date itself through e-payment. Successful bidders will have to remit
the balance value, VAT, Forest Development Tax, Income Tax and such other as taxes that are prevailing at the time of

be submitted offline in a sealed cover
superscribing the name of work and tender
number to the office of the Wildlife Warden,
Wildlife Division, Munnar through speed post/
registered post as prescribed in the time schedule,
failing which such tenders will be rejected.
3. The bidding authority deserves the right to
modify/cancel, any/all bids without assigning any
reason. The Forest Department will not be
responsible for any error like missing of scheduled
data while downloading by the bidder and no
receipt of documents.

Mannarkkad Range under Mannarkkad Division will be
offered for sale by e-auction on 18th April 2016 at the
Dumping Depot, Mannathi.
III-C, IV-C, V-C Poles and Kappukals collected from
2004 Teak Plantation Panakkadan Bit II stacked at dumping
depot Mannathi as shown in schedule-II will be offered
for sale by e-auction on 19th April 2016 at the Dumping
Depot, Mannathy Mannarkkad Range. Those who
registered for auction with MSTC Company only can have

The Divisional Forest Officer, Mannarkkad reserves
all the right to exclude any class or quantity of materials
shown in the schedule above for sale. EMD amount of
` 20,000 can be remitted through online payment system
to MSTC by 2 p.m. on the previous day of the
e-auction. The buyer registration number has to be
mentioned while paying the EMD. If the sale value of bid
materials is not paid within the specified time period
against any of the bid lot by the H1, bidder, the EMD
will be forfeited.
The successful bidder, 35% of the bid value after
adjusting the EMD already remitted shall be paid within
7 working days of issuance of acceptance letter. The
mode of payment is through e-Treasury of Government
of Kerala.
E-Auction document and connected records are
available in the website www.mstcecommerce.com. All
bids/e-auction documents are to be submitted online
only and in the designated online cover (s) on the
www.mstcecommerce.com. website and e-auction document
submitted manually/through post will not be entertained.
Online e-auction bids are to be accompanied with
relevant documents. E-auction/bids received online without
the scanned copies of relevant documents, will not be
considered and shall be summarily rejected. Any further
clarification on this e-auction can be obtained from NIC/
the e-auction help desk number available in the
www.mstcecommerce.com website and from the office of
the Divisional Forest Officer, Mannarkkad during the office
hours. The details regarding e-Payment (Bidder’s Bank

details will not be accepted. Technical bid and financial
bid shall be submitted in their respective designated
online covers. The Forest Department will not be
responsible for any inconvenience or loss to the Bidder

The bidders who wished to participate in the
e-auction should produce a certificate showing the
permanent address and signature of the bidders duly
attested by the concerned Village Officer, or any other
approved Identity documents along with the EMD
through online. Those who do not produce any approved
Identity Card or Certificate will not be eligible to
participate in the e-auction.
Intending persons may ensure the quantity or quality
of materials put up for e-auction before the commencemnt
of the same and no complaints will be entertained after
e-auction. The quantity may become ready for sale after
the publication of this notification will also be included
in the tender cum auction. Any further notification to the
sale conditions that may be issued by the Government
after the issuance of this notification will also be
applicable to this tender cum auction. The unsold
materials in the e-auction will be placed along with the
materials that may in the dumping depots on subsequent
dates will be sold on the next auction date shown in the
schedule and separate notification will not be published
for the same.
If any modifications or change in the sale conditions
are intimated by the Additional Principal Chief
Conservator of Forests (Protection), Thiruvananthapuram
that will also be applicable to this e-auction. The
undersigned reserves the right to alter the quantities of
the materials mentioned in the above schedule or to
cancel the e-auction of any material without further notice.

It is hereby notified for the general information of the
public that organic coffee collected from Thoothampara
Estate under this Division was put up for e-auction on
17-12-2015, 29-12-2015 and 12-2-2016. But the lots were not
sold as no bidders participated in the above
e-auction. Hence the items are re-auctioned as detailed below
subjected to detailed auction sale conditions published in
Kerala Gazette No. 39, Vol. IV dated 6-10-2015 of Additional
Principal Chief Conservator of Forests (Vigilance),
Thiruvananthapuram and other rules in force, as per
furnished below. Those who wish to participate have to remit
an amount of ` 30,000 as EMD as e- payment before the
e-auction through MSTC limited. Successful bidders will
have to remit 35% of the bid amount on the e-auction itself
through e-payment. Successful bidders will have to remit the
balance value, VAT, Forest Development Tax, Income Tax and
such other taxes that are prevailing at the time of e-auction
within the stipulated time limit.
E-auction documents and connected records are
available in the website: www.mstcecommerce.com. The
Earnest Money Deposit should be submitted on
e-payment/e-treasury/demand draft/MSTC through the
internet online banking of or through NEFT for other banks.

to be submitted online only and in the designated online
cover(s)/envelope(s) on the www.mstcecommerce.com
website and e-auction documents submitted manually/
through post will not be entertained.
Online e-auction/bids are to be accompanied with
relevant documents. E-auction/bids received online without
scanned copies of relevant documents will not be considered
and shall be summarily rejected. Any further clarification on

submitted along with the e-auction documents. E-auction
documents without these details will not be accepted.
Technical bid and financial bid shall be submitted in their
respective designated online covers. The Forest Department
will not be responsible for any inconvenience or loss to the
Bidder while uploading/downloading the bid.
The bidders who wish to participate in the e-auction
should produce a certificate showing the permanent address
and signature of the bidders duly attested by the concerned
Village Officer, or any other approved identity documents
along with the EMD through online. Those who do not
produce any approved identity card or certificate will not
be eligible to participate in the e-auction.
The intending bidders should satisfy themselves about
the quality and quantity of the materials put up for e-auction
sale and no complaints will be entertained after the
e-auction. Any further notification to the sale conditions that
may be issued by the Government after the issuance of this
notification will also be applicable to this e-auction. The
unsold materials in the e-auction will be re-auctioned.
