Sealed tenders are invited for the Printing and

Publishing of the College Magazine in Government

College, Kariavattom in the year 2016-17.

Face Value—` 1,65,000 (Inclusive of all Taxes).

The envelopes containing the tenders should

be superscribed as Printing and Publishing of the College

Magazine (No. 1/B2/409/2016-17 MAGAZINE/GCK) and

addressed to The Principal, Government College,

Kariavattom so as to reach in this College on or before

2 p.m. on 10-11-2017. Late tenders will not be accepted.

The tenders will be opened at 3 p. m. on 10-11-2017 in

the presence of the tenderers or their authorised

representatives who may be present at that time.

Tender forms can be had from the College Office

from 10.30 a. m. to 1 p. m. on to working days till

10-11-2017. The cost of the tender form is ` 448

(including 12% GST).

DD, Cheque, stamp etc. will not be accepted towards

the cost tender forms or will not be send by VPP. The

tender forms are not transferable.

Along with tender, EMD @ 1% of the amount

tendered, subject to a minimum of ` 1,650 should also be

submitted in the form of DD payable to the Principal at

Kariavattom.

If the last date of receipt of the tenders or the

opening date of the tenders is declared as holiday, then

the same will be postponed to the next working day. The

successful firm will supply the magazine within 15 days

positively from the date of issue of order in this regard.

An agreement on Kerala Stamp Paper worth ` 200

should be executed in prescribed form as specified in

appendix-XVII of the Store Purchase Manual.

After successful supply of the magazine the invoices

in triplicate should be forwarded for payment to the

undersigned. The payment will be effected only after

complete supply of the Magazine.

Every tenders should be completely filled, signed and accompanied by a Demand Draft of 1% of Total cost

` 1,500 whichever is higher rate to be quoted to EMD. EMD carries no interest. The period of firmness of rate quoted

will be upto 31-3-2018. The rate, GST should be quoted separately for each item. The successfull tenderers should supply

the equipment within one month after the receipt of the supply order at their own expenses. The firms who are exempted

Tender opening and evaluation

(a)

Soon after the opening of the tender, the tenderers are requested to come to the Fire and Rescue Services

Headquarters with documents and presentations on all the technical aspects of the equipments and accessories for the

full understanding of the Head Office Purchase Committee (Technical), on the date specified.

(b)

Sample of Hydraulic Rescue Tools set should be produced before the Committee for Technical Evaluation,

which would be subjected to test by the departmental personnel. Technical expert of Bidder should be available for

explaining all the aspects of the item.

(c)

There will not be any further communications about the opening of the technical and financial bids separately.

Soon on opening the technical bid of e-tenders, the committee constituted to evaluate the technical aspects, will meet

and scrutinize the technical specification of equipment submitted with the e-tender.

(d)

During evaluation, the tenders will be first evaluated for the compliance of Departmental Technical

Specification. Only those tenders which comply the Departmental Technical Specifications will be considered for

subsequent financial evaluation.

(e)

The financial bid belonging to those dealers/suppliers who qualified in the technical bid of the equipment as

required above by Kerala Fire & Rescue Services Department alone will be considered.

(f)

On finalization of technical evaluation, the second cover i.e. the financial bid of the concerned competent firm

will be evaluated by the Head Office Committee (Finance) for consideration.

The bidder should upload the supporting documents along with the Technical cover.

The originals of Technical specification compliance statement of the product, agreement in stamp paper worth

` 200, the declaration on Kerala Stamp Paper worth ` 200 and Brouchers/Photograph of the item intended to supply,

After opening the financial bid, financial evaluation will be done and the details will be uploaded in the

financial evaluation field of the e-tender site, only after consultation with the DPC. The decision of the DPC shall be final

on the admissibility of the tender and thereafter awarding of the contract,

Tenderer must produce Manufacturers (OEM) authorization letter

confirming uninterrupted supply, full compliance with tender

specifications, and spares back up for 10 years after commissioning of

the equipment, along with Technical bid. Manufacturer of equipment

shall have supplied more than 25 sets of Hydraulic Rescue Tools in past

5 years and documentary evidence i.e. Purchase orders etc. shall be

enclosed along with the technical bid, otherwise offer will be liable to

be rejected.

Departmental Technical Specification for Hydraulic Rescue Tools Set

General Requirements :

•

The Hydraulic Rescue tools shall be portable and light-weight, and shall be suitable to use by one man. The

Hydraulic Rescue tools shall be supplied in set form, consist of main equipment like spreader, cutter, combi tool,

telescopic ram, hoses, power pack and manual pump along with all the accessories.

•

The Hydraulic Rescue tools and its accessories shall comply with all the requirements stipulated under

EN 13204 or equivalent national / international standards (Certificates to be produced).

•

For the safety of the operators, victims and bystanders, the tools shall be powered by non-toxic, mineral based

hydraulic oil. Any toxic fluid shall not be used.

•

All pressure hoses shall have a safety factor of not less than 4 times the maximum working pressure. All hoses

shall be provided with anti kink springs with the non-kinking one hose system.

•

All tools, hoses and pumps shall be equipped with compact, non-drip, quick-connect couplings fast and easy

connection. All female couplers shall be equipped with automatic self-locking to prevent accidental

disconnection. The couplers would have 360 degrees free movement for easy uncoiling.

•

The Hydraulic Rescue tools shall be designed to withstand a test pressure of two times their maximum working

pressure. Each tool has to be equipped with two internal safety valves for protection against any type of

mechanical or hydraulic overload for each cylinder and each tool shall have a separate safety valve for

protection against overpressure, in case one of the return couplers is disconnected.

•

All hydraulic rescue tools shall be equipped with automatic devices to hold any load in any position when the

control valve is in neutral position, or in cases of disconnected couplers or sudden pressure drops.

•

The cutters and spreaders shall be provided with a non-slip carrying handle. The carrying handle would be

mounted in such a way that the tool is fully balanced, even when the tool is picked up with one hand. The

position of the carrying handle and the control handle shall allow easy operation for right handed as well as left

handed operators.

•

Hydraulic rescue tools shall be provided with, double acting hydraulic cylinder with a dead mans type control

and shall be able to operate with one hand by the operator in any position.

•

The tools shall be provided with one hose having pressure line and return line within the same hose. The

hoses shall be fitted in the centre of the control handle through a mono coupling, to avoid personal harm in

case of leakage. The hose shall allow full 360° rotation and shall be equipped with anti-kink springs over the

entire length.

•

The tool body, yokes, and spreader arms shall be made out of high quality aluminium alloy for solid

construction with low weight. All aluminium alloy parts shall be ANODISED as a protection against corrosion

and scratching. All hinge pins, levers and cutter blades shall be made out of high tensile (heat treated) tool

steel and blackened as protection against corrosion.

•

The construction of the tool should be so as to allow its use under water for long periods without the risk of

any material damage to any part of the tool.

•

Chain attachment with accessories from the OEM should be supplied with tool set.

•

All hydraulic tools, pumps, hoses and accessories would be fully operational for longer periods at temperatures

ranging from 5° to 50°C.

•

The tools shall be supplied with proper operation/safety instruction manuals (in English), according to the CE,

NFPA or equivalent standards. Operation and safety instructions shall be on the tools and shall be in pictogram

style so that they can be understood by all operators easily.

possibility for additional tools. For this purpose the pump shall be provided with separate connecting valves,

incorporating a manually operated pressure release valve. The valve shall have two positions, operation or

neutral. Even when under full pressure the release valve should be easy to operate and to release the pressure.

The hydraulic pump shall be driven by a 4-cycle, single cylinder, air cooled petrol engine. The power of the

engine shall be sufficient to drive the hydraulic pump to give output sufficient to operate the two tools

simultaneously without reduction in the speed.

•

The petrol tank capacity shall be such that, it shall allow the engine to run for minimum one hour when the

tools are in continuous operation.

•

The starting system of the engine shall be hand recoil type and the starting rope shall wound automatically in,

when released.

•

The engine and the pump shall be mounted on suitable tubular carrying frame with integrated carrying handle.

•

Suitable gauges shall be provided to find out the quantity of fuel and hydraulic oil in the power pack, and same

shall be easily accessible. The provision shall also be made to refill the petrol and hydraulic oil through wide

filling opening which shall be covered with threaded cap.

•

All the hot parts of the power pack shall be properly shielded to avoid possibility of injury to the operator.

•

All the controls on the power pack shall be easily accessible and properly labelled in English language.

•

The weight of the power pack including hydraulic oil and fuel shall not be more than 30 kgs.

•

The power pack shall be provided with 2 or 3 stage-axial/radial piston pump. Each pump shall be protected with

internal safety valves for factory set at a suitable maximum pressure.

It should be compact, powerful and ensure high performances. The equipment should allow for faster, more efficient

tool placement. The handle shall be deadman’s type with accurate spring return to neutral position and the max. rotation

The RAM shall be a hydraulically operated device of light weight, made of anti corrosive high strength material

capable of being lifted, and operated manually with ease. The RAM would be capable of spreading and pulling with the

combination of chains. In the tool with two hose system the tool shall be supplied with connection hoses of

0.3 or 0.5 mtr long and complete with coupling, dust cap and protection springs over total length. The female coupler

should be of automatic self-locking system type. In the case of one hose system a male connector shall be fitted to the

tool to connect the hose.

The RAM shall be provided with suitable and adequate number of accessories for lifting and pulling purpose like

chains, pulleys, extension pipes etc. The type and number of accessories that are to be provided with the RAM should
