The envelopes containing the tender should bear the

superscription “Supply of Batteries for 15 KVA UPS”

on Buy Back Scheme in Government Ayurveda College,

Thiruvananthapuram for the year 2017-18, addressed

to the Principal, Government Ayurveda College,

Thiruvananthapuram. The last date of the receipt of tenders

will be at 3 p. m. on 28-12-2017. The late tenders will

not be accepted. The tenders will be opened at 3.30 p. m.

on 28-12-2017 in the presence of the tenderers or their

authorized representatives who may be present at that

time.

the cost of forms. Those who wish to purchase tender

forms by post shall send an additional amount of ` 50 by

money order to cover postal charges. Duplicate tender

forms, if required will be issued at ` 252.

of the quoted amount as Earnest Money Deposit

Sealed tenders are invited for the supply of ICT

Devices amounting ` 2,35,674 under plan scheme

(Development of Lab/Library) 2017-18.

The tender should be superscribed “ Tender for the

supply of ICT Devices 2017-18 (Plan scheme) and

addressed to the Principal, Government College,

Ambalappuzha, Alappuzha District, Pin-688 561. Late

tender will not be accepted. The tender will be opened at

3 p. m. on 28-12-2017 Thursday in the presence of such

tenderers as their authorized representatives who may

present at that time.

Intending tenderers may on application to “The

Principal, Government College, Ambalappuzha-688 561”

obtain the requisite tender forms on which tenders

should be submitted. Application for tender form should

be accompanied by a Cash remittance of ` 840

` 750 + ` 90 (12% GST) which is the price fixed for a

form/set of forms and which is not refundable at any

circumstances. The tender forms are not transferable.

Sale of tender forms will be closed at 12 noon on

28-12-2017 (Thursday). Cheques, Demand Drafts,

Postage Stamps etc. will not be accepted towards the

cost of tender forms, nor will the forms be sent per

V. P. P. Duplicate tender forms, if required will be issued

1% of the total cost of the articles tendered for quoted

as Earnest Money Deposit (This is subject to a minimum

of ` 1,500) in favour of the Principal, Government

under Plan Scheme 2017-18.

“Sealed Tender for the supply of Lab equipments under

Late tenders will not be accepted on any ground.

The tender will be opened at 3 p.m. on 27-12-2017 in the

presence of such tenderers or their authorized

representatives who may be present at that time.

Intending tenderers may on application to the

Principal, C. K. G. Memorial Govt. College Perambra,

Perambra P. O., Kozhikode District-673 525, obtain the

tender forms on which tenders should be submitted.

Application for the tender form should be accompanied

Department by Additional Principal Chief Conservator of

Forests (FMIS). The Multifunction Photocopier should

conform to the technical standards and specifications

detailed in Annexure A to this notice. Tender documents

Sealed quotations are invited for the supply of the

materials specified in the schedule attached below/

overleaf. The rates quoted should be for delivery of the

articles at the place mentioned below the schedule. The

necessary superscription, due date for the receipt of

quotations, the date up to which the rates will have to

remain firm for acceptance and the name and address of

officer to whom the quotation is to be sent are noted

above. Any quotation received after the time fixed on the

due date is liable to be rejected. The maximum period

required for delivery of the articles should also be

mentioned. Quotations not stipulating period of firmness

and with price variation clause and/or ‘subject to prior

sale’ condition are liable to be rejected.

The acceptance of the quotations will be subject to the

following conditions:

Acceptance of the quotation constitutes a concluded

contract. Nevertheless, the successful tenderer must

within a fortnight/a month after the acceptance of

his quotation furnish 5 per cent of the amount of the

contract as security deposit and execute an

agreement at his own cost for the satisfactory

fulfillment of the contract, if so required.

Withdrawal from the quotation after it is accepted or

failure to supply within a specified time or/

according to specifications will entail cancellation

of the order and purchases being made at the

offerers expenses from elsewhere, any loss incurred

thereby being payable by the defaulting party. In such

an event the Government reserves also the right to

remove the defaulter’s name. from the list of

Government suppliers permanently or for a specified

number of years.

Samples, duly listed, should be forwarded if called

for under separate cover and the unapproved samples

got back as early as possible by the offerers at their

own expenses and the Government will in no case

be liable for any expenses on account of the value

of the samples or their transport charges etc. In

case, the samples are sent by railway; the railway

receipt should be sent separately, and not along with

the quotation since the quotation will be opened only

on the appointed day and demurrage will have to be

paid if the railway parcels are not cleared in time.

Quotations for the supply of materials are liable to

be rejected unless samples, if called for of the

materials tendered for are forwarded. The approved

samples may or may not be returned at the

discretion of the undersigned. Samples sent by V.P.

Post or “freight to pay” will not be accepted.

No representation for enhancement of price once

accepted will be considered during the currency of

the contract.

Any attempt on the part of tenderers or their agents

to influence the Officers concerned in their favour

by personal canvassing will disqualify the tenderers.

If any license or permit is required, tenderers must

specify in their quotation and also state the authority

to whom application is to be made.

The quotation may be for the entire or part supplies.

But the tenderers should be prepared to Carry out

such portion of the supplies included in their

quotation as may be allotted to them.

(a) In cases where a successful tenderer, after

having made partial supplies fails to fulfill the

contracts in full, all or any of the materials not

supplied may, at the discretion of the Purchasing

Officer be purchased by means of another tender/

quotation or by negotiation or from the next

higher tenderer who had offered to supply already

and the loss, if any, caused to the Government

shall thereby together with such sums as may be

fixed by the Government towards damages be

recovered from the defaulting tenderer.

(b) Even in cases where no alternate purchases are

arranged for the materials not supplied, the

proportionate portion of the security deposit based

on the cost of the materials not supplied at the

rate shown in the tender of the defaulter shall be

forfeited and balance alone shall be refunded.

other person authorized by Government and set-off

against any claim of the Purchasing Officer or

Government for the payment of a sum of money

The prices quoted should be inclusive of all taxes,

duties, cesses etc., which are or may become

payable by the contractor under existing or future

laws or rules of the country of origin/supply or

delivery during the course of execution of the

contract. 10. (a) Ordinarily payments will be made

only after the supplies are actually verified and taken

to stock but in exceptional cases, payments against

satisfactory

certificates of Insurance will be made up to 90 per

cent of the value of the materials at the discretion

of Government. Bank charges incurred in connection

with payment against documents through Bank will

be to the account of the contractor.

10. The firms will produce stamped pre-receipted

invoices in all cases where payments (advance/final)

for release of Railway receipts/Shipping documents

are made through Banks. In exceptional cases where

the stamped receipts of the firms are not received

for the payments (in advance) the unstamped receipt

of the Bank (i.e. counter foils of pay-in-slips issued

by the Bank) alone may be accepted as a valid poor

for the payment made.

(b) The tenderers shall quote also the percentage of

rebate (discount) offered by them in case the

payment is made promptly within Fifteen days/within

One month of taking delivery of stores.

11. Any sum of money due and payable to the

successful tenderer or contractor from Government

shall be adjusted against any sum of money due to

Government from him under any other contracts.

12. Special conditions, if any, printed on the quotation

sheets of the tenderer or attached with the tender

will not be applicable to the contract unless they are

expressly accepted in writing by the purchases.

Fighting and Alarm System (1 Ut.) in IMCH, Govt.

Medical College, Calicut-8. List of item can be had

from the office of undersigned during office hours on

concerned publisher to enable speedy procuring and supply of the items to the laboratory.

10. If any item in the supply order is out of print, the vendor has to produce a proof for that and the

vendor will not be liable to supply those items.

11. If a vendor cannot supply some items from the supply order which is beyond their power, they should provide a

statement with proof for consideration substantiating the reasons for the inability to supply those items.

12. Technical-cum-financial Evaluation:—All tenderers who quote for the supply of the item are required to attend

technical-cum-financial evaluation to be held in the Forensic Science Laboratory, Thiruvananthapuram, on

30-12-2017 at 11 a.m. (or any other venue which will be intimated in due course). In the event of firms not able

to attend the evaluation, they need to convince the Technical Evaluation Committee about such inability and make

available the necessary documentary proof to the utmost satisfaction of the Technical Evaluation

Committee.The Technical Evaluation Committee will be consisting of the following officials.

Detailed terms and Conditions for the supply of Books

The vendor has to confirm (e-mail or by post) within 7 days from the date of supply order, the items in the

order that the vendor will be able to supply with a statement substantiating the reasons for the inability to

supply the remaining titles if any.

At least 75% of titles confirmed as per clause 1 above should be supplied within one month. Supply should be

made in single lot as far as possible and bill must be furnished with copies as per order. Stamped Pre-Receipt

should be enclosed along with the bills which exceeds the total amount of ` 5,000.

The supply order stands cancelled without prior notice unless producing a statement (email or by post)

substantiating the reasons for the inability to supply Books within the prescribed time.

If a vendor fails to supply Books within the prescribed time and failed to produce the document as per term 3,

the order will stand cancelled.

Only the latest editions of the Books should be supplied. Books available only on e-commerce sites and print

on demand are also liable to be supplied.

The prices should be correctly charged in accordance with the Publisher’s/Importer’s/Distributor’s invoices and

publisher catalogues and a copy of the same should be produced as price proof in case of Foreign Books and

Indian Books which have no printed price.

Any change in price, title, author, edition, volume or publisher is noted against an item in the supply order

is not allowed.

If any of the Foreign Books have Indian price they should be supplied at the Indian price.

The price should be indicated in the original currencies. The conversion rate is to be made as per GOC rates

prevailing on the bill date. The bill should be in quadruplicate.

In case of Foreign Books price proof is to be produced and supplier/vendor should endorse a certificate on all

copies of bills as;

“Certified that only the latest editions have been supplied, Indian price only is claimed, and they are not

remaindered titles and that the rates at which Foreign Currencies have been converted into Rupees in this

invoice are those approved by the GOC as on the date of the invoice and that the prices charged are the

current publisher’s prices. If however any excess is found to be claimed later, on any account the same will

be adjusted in the subsequent bills or refunded by us”.

Discount should be given at the rate quoted by the vendor for each publisher category. Name of publisher

should be indicated in the Bill/Invoice against each title.

12.

Supply of duplicate copies of the Book if any found later (from same or different orders), the same will be

returned and suppliers are liable to take back it at their cost.

13.

If any approved vendor fails to fulfil any of the above terms and conditions they will be blacklisted and

removed from the Suppliers list and the Security Deposit if any will be forfeited.
