from the office of the undersigned on application in

writing and on payment of the cost of tender form either

in cash or by money order (not refundable) up to

1 p. m. on 16-1-2018. The filled up and sealed tenders

will be received at the office of the undersigñed up to

3 p. m. on 16-1-2018 and will be opened by the

undersigned or an officer authorized by him, on the same

day at 3.30 p. m. in the presence of tenderers. Tender can

be submitted to the undersigned by registered post also.

The tender forms are not transferable. The Earnest

Money Deposit (EMD) noted against the works should be

paid along with the tenders by DD/FDR (Cheque will not

be acceptable) pledged in favour of the undersigned

payable at any nationalized Bank at Konni. Incomplete

tenders or tenders without EMD are liable to be rejected

undersigned to cancel any work mentioned in the

notification at any time without any reason. The

undersigned reserves all right to reject any tender without

assigning any reasons thereof, all other conditions

prevailing in the Kerala PWD and GST are also

applicable to this tender. If tender does not takes place

on 16-1-2018 due to any reason it will be conducted on

25-1-2018 at 3.30 p. m.

undersigned on behalf of the Governor of Kerala in the

prescribed form from eligible contractors or agency/

firms registered as “C” class and above with Kerala

Public Works Department for five civil work as shown

below in Kottayam District under Timber Sales Division,

Kottayam during 2017-18.

The tenders are fixed to be conducted on

16-1-2018. The tender documents can be purchased from

the office of the undersigned during office hours up to

1 p.m. on the tender date on producing attested copy of

the registration card. Cost of tender form is

non-refundable and the tender form is not transferable.

The filled up tender documents should be submitted on or

before 3 p.m. on the date of tender. It should be

accompanied by all necessary documents and required

Earnest Money Deposit by way of Bankers Demand Draft

or Fixed Deposit or National Saving Certificate or any

approved deposit drawn in favour of/pledged in the name

of Divisional Forest Officer, Timber Sales Division,

Kottayam payable at Kottayam. The intending tenderers

should furnish a preliminary agreement in prescribed

form in Stamp Paper worth ` 200 along with tender

for each work. Tender No. and name of the work should

be superscribed legibly on the sealed envelop containing

the tender documents.

Incomplete tenders or tenders without necessary

documents or required EMD or tenders not in accordance

with tender conditions will not be accepted. Tender will

be opened at 3.30 p. m. on the same date in the presence

of those tenderers or their authorised representatives who

are present at the time by the Divisional Forest Officer,

Timber Sales Division, Kottayam or an officer authorised

by him. The Divisional Forest Officer, Timber Sales

Division, Kottayam reserves the right to exclude any

work/postpone to another notified date or also to reject

any tender without assigning any reason thereof. If the

tender date happened to a holiday or the tender could not

be conducted on the notified date due to any reasons, the

tender will be conducted at the same place and time on

the next working day, as per the same conditions.

If the tender could not be conducted to the said date/

dates, tender for the works will be conducted at

the above place and time with same conditions on

19-1-2018. If tender could not be conducted even on this

date necessary tender for such works will be conducted

with same condition at same place and time on

23-1-2018. Tender for balance works, if any, will be

conducted on 25-1-2018. And tender for remaining works

if any will be conducted on 29-1-2018 at the same place

and time as per same conditions.

Cost of tender forms in respect of works with PAC

up to ` 50,000 shall be ` 300 + GST and in respect of

works with PAC of above ` 50,000 up to 10 lakhs shall

be 0.20% of cost of work + GST subject to minimum of

` 500 + GST and maximum of ` 2,000 + GST. All

existing rules, regulations, directions etc. prescribed by

Kerala PWD and Kerala Forest Department in respect of

civil works shall be applicable for this tender also.

Before commencing work or within a week after the

date when acceptance of the tender has been intimated to

him, the tenderers shall deposit a sum sufficient to make

up the balance of 5 (five) percent of the probable value

of contract which together with the Earnest Money

Deposited shall be treated as security for the proper

fulfilment of the same and shall excute an agreement for

the work in the PWD scheduled form. If he fails to do

this or in the case of PWD contracts not maintaining a

specified progress (to be specified in each case in the

tender schedule) the EMD and security deposit shall be

forfeited to Government and fresh tenders shall be called

for or the matter otherwise disposed off. If as a result of

such measures, due to the default of the tenderer to pay

the requisite deposit, sign the contracts or take the

possession of the work, any loss to Government due to

the same will recovered from him as arrears of revenue,

but should it be saving to Government, the original

contracts or shall have no claim whatever to the

difference. Recoveries on this or any other account will

be made from the sum that may be due to the contract

or on this any other subsisting contracts under the

revenue recovery act, or otherwise the Government may

decide.

payment of the cost of tender form either in cash or by

money order (not refundable) up to 1 p. m. on

18-1-2018 in addition to the above tender forms and

tender schedules can be downloaded from the Official

website of the Department www.kerala.gov.in/tender/

intex.htm. In the case of downloaded tender applications

in additional to the prescribed EMD, a demand draft for

the value of tender form from a Nationalized Bank drawn

in favour of Wildlife Warden, Wildlife Division, Munnar

payable at Munnar shall also be enclosed. Other mode of

remittance is not acceptable.

Applications duly filled up and submitted to the

Wildlife Warden, Munnar only through Registered Post/

Speed post up to 3 p. m. on 18-1-2018. The tenders will

be opened by the Wildlife Warden, Munnar or any

officer deputed by him for this purpose on the same day

at 3.30 p. m. in the presence of the available applicants

at the time. If the due date happens to be a holiday, the

tender will be opened on the next working day.

The Earnest Money Deposit noted against the work

should be paid along with the tenders by DD (Cheque or

fixed deposit receipts will not be acceptable) in favour of

the Wildlife Warden, Munnar from any Nationalized bank

payable at Munnar. Incomplete or tenders without EMD

are liable to be rejected. The preliminary agreement in

stamp paper worth ` 200 should be enclosed with tender.

The Wildlife Warden, Munnar reserves the right to reject

any tender without assigning any reason. All other

conditions prevailing in the Kerala Public Works

Department and Forest Department are applicable to this

tender notification also.

If the tender is not conducted on the stipulated date

due to any reason, it will be conducted on 20-1-2018.

forest contractors for executing the various works during 2017-18 in Eravikulam National Park, Chinnar Wildlife Sanctuary

and Shola National Parks Ranges under Wild Life Division as shown in the Schedule below. The tender forms will be

issued from the office of the Wildlife Warden, Munnar upto 1 p.m. on 18-1-2018 on remitting the cost of tender form. The

duly filled up and sealed tenders in full form with EMD as mentioned in the schedule appended below can be submitted

upto 3 p. m. on 18-1-2018. The tender will be opened at 3.30 p.m. on the same day at the Office of the Wildlife Warden,

Munnar.

In case the notified date happens to be a public holiday, the tender will be conducted on the next working day at

the notified place and time, as per the same conditions. The Wildlife Warden, Munnar reserves the power to exclude or

postpone the tender on specific reasons.

CONDITIONS

All the conditions in the G.. O. (Ms.) No. 26/2017/F& WLD dated 20-5-2017 will be applicable to this

tender also.

Tender form (Appendix 9) and other details (Not transferable) can be obtained from Wildlife Division, Munnar

on payment of cash or by Demand Draft (DD) drawn in favour of Wildlife Warden, Munnar payable on any

Scheduled/Nationalized Bank. The cost of tender form will be fixed by Government from time to time. The

application form can also be downloaded from the official website of Kerala Forest Department and if the forms

are downloaded from the website the cost of tender documents should be attached as DD from a Nationalized/

Scheduled Bank as mentioned above, along with Part I Tender. The cost of tender forms once paid will be

neither refundable on any account, nor be adjusted towards cost of any other tender forms.

The tender form shall be used only by the person in whose name it is issued and for the work specified in the

schedule attached to the tender form.

Tenders completed in all respects with the prescribed EMD will be received upto the specified time on specified

date in the Notification by Registered post/Speed post or to be deposited in the tender box provided for this

purpose in the Division Office. Tender documents will not be sent by post.

Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the

agreement to be executed, the draft of which can be had for perusal at the Wild life Division, Munnar on any

working day during office hours. They are also requested to study the detailed tender conditions attached to

the tender document, any plea of ignorance of the agreement conditions or any complaint regarding the said

conditions received after the time of tender will not be entertained.

Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and

nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained

thereafter.

The tenderer shall quote a firm percentage of the basic rate per Kilometer for creation of fire line and fire

tracing as in the Schedule both in figures as well as in words in the appropriate column in the tender form. In

the case of tenderer quoting different total amount in words and figures, least of the same will be considered

valid and shall be binding on him/her.

The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover

addressed to “The Wildlife Warden, Wildlife Division, Munnar” and superscribed Tender for (Name of work -

as specified in the first part of tender notice) so as to reach the office as specified in the first part of tender

notice.

Tender received after the specified date and time or received without the requisite enclosures or tenders not

written up in proper order or form will not be honoured.

10.

Each tender shall be accompanied by a Demand Draft of a Nationalized/Scheduled Bank for the amount

specified against each work as per the notification in favour of the Wildlife Warden, Wildlife Division, Munnar

as Earnest Money Deposit for the work.

11.

All the corrections in the tender form shall be initiated by the tenderer himself.

12.

Part I of the tenders received in due time will be opened by the Wildlife Warden or his deputee at the time

specified in the first part of tender notice in the presence of such of the tenderers present on that occasion.

13.

Part II tenders (price bid) of the tenderers whose Part I tenders have been accepted only will be opened on the

day to be declared subsequently. The time and place of opening of the Part ll tenders will be announced

immediately on the acceptance of the Part I tender.

14.

The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the

power of accepting or rejecting any tender without assigning any reason thereof.

15.

No tenderer will be permitted to withdraw his offer within three months from the date of opening of the

financial bid.

16.

All the taxes prevailing at the time is applicable to this tender.

17.

The tenderer whose tender is accepted will be informed regarding acceptance of this tender by a Confirmation

Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer,

within seven days of receipt of confirmaticn of his tender, shall have to execute an agreement in the prescribed

form (Appendix 11) on a proper non-judicial stamp paper worth ` 100/- to be supplied by him at this cost. If

the contractor fails to execute the agreement during the period, the tender will be cancelled and the Earnest

Money Deposit submitted by the tender shall stand forfeited to the Kerala Forest Department.

The work will be carried out at the risk and cost of the tenderer or through any other method (including

through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by

the defaulter within a reasonable time specified by the Wildlife Warden, shall be treated as arrears on public

revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act 1968 and

in such other manner as the Government may deem fit. The defaulter however will not be entitled for

gain, if any.

18.

The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to

10% of the total Probable Amount of Contract. The security deposit will be released only after the successful

completion of the contract work and after producing the Non Liabilty Certificate from the concerned officers.

19.

The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell,

mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the

contract.

20.

The post-offers and representations sent, after receipt of the tender in respect of the work shall not be

considered on any grounds.

21.

The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the

tenders are finalized.

22.

The quantities of work shown in the Schedule are approximate and it may vary on actual execution of work.

23.

The area shown in the tender schedule is approximate. The actual extent of the contract area may vary as per

the final survey report, which will be binding on the successful tenderer.

24.

The Contractor has to keep the fire line free from leaf litters throughout the contract period.

25.

Payment in two instalments will be made to the contractor on specific request and on submission of bill in the

prescribed format at the following stages provided, the condition specified are achieved. Payment will be made

through crossed cheques or e-payment only.

26.

Different stages at which payment will be made to the Contractor for fire line creation works are as follows:

(i)

First part payment upto 80% of the agreed amount after proper completion of the work as specified.

(ii) Balance 20% of the agreed amount will be paid after 45 days of completion of fire line creation works,

provided the entire fire line is maintained properly, free from leaf litters.

27.

It shall be open to the Wildlife Warden to cancel/reduce the quantity of work to be executed in the attached

schedule based on site conditions and the Wildlife Warden’s decision will be binding on the successful

tenderer. If any additional item/s of work which are not included in the schedule are required to be carried out

inevitably for reasons to be recorded, in the contract area during the course of contract period, the successful

tenderer is bound to execute that work for which payment worked out as per forest schedule rate for such item

will be made at the agreed rate in the contract. The cost of the work will be worked out as per the prevailing

forest schedule of rate.

28.

Kerala Forest Department reserves the right to execute the work through any other mode of execution other

than through contract system if the tender offered by the contractors is not feasible according to the

Department.

29.

The undersigned reserves the right to cancel the tender without assigning any reason.

Tender Conditions

Tender form and other details can be obtained from Divisional Forest Office, Thrissur on payment of Cash or

by Demand Draft drawn in favour of Divisional Forest Officer, Thrissur payable on any Scheduled/Nationalized

Bank towards cost of tender form. The cost of tender form can also be downloaded from the official website of

Kerala Forest Department and if the forms are down loaded from the website the cost of tender documents

should be attached as DD from a Nationalized/ Scheduled Bank as mentioned above, along with Part 2 tender.

The cost of tender forms once paid is not refundable on any account, nor will the amount be adjusted towards

the cost of any other tender forms.

The tender form shall be used only by the person in whose name it is issued and for the work specified in the

schedule attached to the tender form.

Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement

to be executed, the draft of which can be had for perusal at the Divisional Forest Office on any working day

during office hours. They are also requested to study the detailed tender conditions attached to the tender

document. No plea of ignorance of the agreement conditions received after putting in the tender will be

entertained.

Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and nature

of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

The tenderer shall quote in the appropriate column in the tender a firm percentage of the basic rate per

kilometre in figures as well as in words also. Lower of the same only be considered valid and shall be binding

on him/her. If the Kerala Forest Department feels that the total amount quoted or item wise rate of any of the

item quoted is unworkable due to variance to the lower side to an abnormal level with Kerala Forest Department

estimated rates, the tenderer may be required to furnish satisfactory explanation on the above respect. In such

an event, the Kerala Forest Department has the option to collect a special/extra security deposit to the tune of

10% of the quoted amount subject to a maximum of ` 30,000 (Rupees thirty thousand only) from the tenderer

before issuance of confirmation orders. If the explanation furnished is not found satisfactory or no explanation

is furnished, the Kerala Forest Department has the right to deny the offer of work to the tenderer even though

he/she is the lowest tenderer.

The tenderer shall submit the filled up tender form together with all the pages in tact in sealed cover

addressed to “The Divisional Forest Officer, Thrissur Forest Division, Ayyanthole, Thrissur” and superscribed

“Tender for Name of work................................in.................... Range so as to reach him in his office at 1 p.m. on

........... If the date fixed for acceptance of tender happens to be holiday the tenders will be accepted on the

next working day at the same hour.

Tender received after the specified date and time or received without the requisite enclosures or tenders not

written up proper order or form will not be honoured.

Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for ` ..................

All the corrections in the tender form shall be initialled by the tenderer himself.

10.

The tenders received in due time will be opened by the Divisional Forest Officer or his deputy at his office at

......... on ............ in the presence of such of the tenderers present on that occassion.

11.

The lowest tender, ordinarily be accepted, but the authority competent to accept the tender reserves to himself

the power of accepting or rejecting any tender without assigning any reason thereof.

12.

No tenderer will be permitted to withdraw his offer within three months from the date of opening of the

financial bid.

13.

The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a confirmation

order issued by the registered letter bearing the address mentioned in the tender. The successful tenderer, within

three days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribe form on

a proper non judicial stamp paper (worth ``200) to be supplied by him at his cost. If the contractor fails to

execute the agreement the tender will be cancelled and the Earnest Money Deposit submitted by the tenderer

shall stand forfeited to the Kerala Forest Department. The work will be retendered at the risk and cost of the

tenderer or through any other manner (including through the next higher tenderer). The loss, if any, to the

Govt. consequent to the default, if not paid by the defaulter within a reasonable time specified by the

Divisional Forest Officer, shall be treated as arrears on public revenue to be recovered from the defaulter under

the provisions of the Kerala Revenue Recovery Act 1968 and in such other manner as the Govt. may deem fit.

The defaulter however will not be entitled for gain, if any.

14.

The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10

per cent of the total probable amount of contract, limited to a maximum of ` 5,00,000 (Rupees five lakhs only).

The security deposit will be released only after the successful compeletion of the contract work and after

producing the Non liability certificate from the concerned officers.

15.

The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell,

mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the

contract.

16.

The post offers and representations sent, after receipt of tender in respect of the work shall at no account be

considered.

17.

The EMD of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalised.

18.

The quantities of work shown in the schedule are approximate and it may vary on actual execution of work.

19.

The quantity shown in the tender schedule are approximate. The actual extent of the contract area may vary as

per the final survey report, which will be binding on the successful tenderer.

20.

The payment shall be made after completion of the work.

21.

The work in the area mentioned should be started on .................. and completed before .............. No extention of

time will be allowed. The undersigned has the power to change the starting date of the work.

and on behalf of Governor of Kerala invites online

tenderer is bound to comply with the terms and

framed by the Government in future in connection with

this tender. Tender documents and schedules are available

contractors for executing sample plot grid of natural forest in connection with preparation of forest working plan of

Palakkad Division during 2017-18. The tender forms will be issued from the office of the Forest Working Plan Division

Office, Palakkad up to 1 p.m. on 17-1-2018 on remitting the cost of tender form cost + GST (12%) as shown below. The

filled up and sealed tender in full form with sufficient EMD can be submitted upto 2.30 p. m. on 17-1-2018. The tender will

be opened at 3 p. m. on the same day at the office of the Forest working plan Division Office, Palakkad.

In case the notified date happens to be a public holiday, the tender will be conducted on the next working day at

CONDITIONS

1. All conditions in the G.O. (Ms.) No. 26/2017/F & WLD dated 20-5-2017 will be applicable to

this tender.

2. Tender form (Appendix 9) and other details (Not transferable) can be obtained from Forest working plan Divisional

Office, on payment of cash or by Demand Draft (DD) drawn in favour of Forest working plan Officer, Palakkad

payable on any Scheduled/Nationalized Bank. The cost of tender form will be fixed by Government from time to

time. The application form can also be downloaded from the official website of Kerala Forest Department and if the

forms are downloaded from the website the cost of tender documents should be attached along with DD from a

Nationalized/Scheduled Bank as mentioned above, along with Part I tender. The cost of tender forms once paid will

be neither refundable on any account, nor be adjusted towards cost of any other tender forms.

3. The tender form shall be used only by the person in whose name it is issued and for the work specified in the

Schedule attached to the tender form.

4. Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement

to be executed, the draft of which can be had for perusal at the Forest working plan Division Office, on any

working day during office hours. They are also requested to study the detailed tender conditions attached to the

tender document. Any plea of ignorance of the agreement conditions or any complaint regarding the said

conditions received after the time of tender will not be entertained.

5. Before submitting the tender, the tenderer shall visit the area of work to study all the field conditions and nature

of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

6. The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover addressed

to The Forest Working Plan Officer, Palakkad and superscribed “Tender for ( Name of work - as specified in the

first part of tender notice) so as to reach this office as specified in the first part of tender notice.

7. Tender received after the specified date and time or received without the requisite enclosures or tenders not

written up in proper order or form will not be honoured.

8. Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for the amount specified

against each work as per notification in favour of the Forest working plan Officer, Palakkad as Earnest Money

Deposit for the work.

9. SSI Units are excempted from remitting EMD. Such units should produce necessary eligibility certificates obtained

from the Manager, District Industries centre concerned.

10. All the corrections in the tender form shall be initialed by the tenderer himself.

11. Part I of the tenders received in due time will be opened by the Forest Working plan Officer, Palakkad or his

deputy at the time specified in the first part of tender notice in the presence of such of the tenderers present on

that occasion.

12. Part II tenders (price bid) of the tenderers whose Part-I tenders have been accepted only will be opened on the

scheduled date of tender.

13. The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the power

of accepting or rejecting any tender without assigning any reason thereof.

14.

No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial

bid.

15.

All the taxes prevailing at the time is applicable to this tender.

16.

The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation

Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer, within

seven days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form

(Appendix 11) on a proper non-judicial stamp paper (worth ` 100) to be supplied by him at his cost. If the

Contractor fails to execute the agreement during the period, the tender will be cancelled, and the Earnest Money

Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried

out at the risk and cost of the tenderer or through any other method (including through the next higher tenderer).

The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable

time specified by the Forest Working Plan Officer, Palakkad, shall be treated as arrears on public revenue to be

recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act 1968 and in such other

manner as the Government may deem fit. The defaulter however will not be entitled for gain, if any.

17.

The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to

10 per cent of the total Probable Amount of Contract. The security deposit will be released only after the

successful completion of the contract work and after producing the Non Liability Certificate from the concerned

officers.

18.

The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell,

mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the

contract.

19.

The post-offers and representations sent, after receipt of the tender in respect of work shall not be considered on

any grounds.

20.

The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the tenders

are finalized.

21.

The quantities of work shown in the Schedule are approximate and it may vary on actual execution of work.

22.

The details shown in the tender schedule is approximate. The actual extent of the contract area may vary as per

the final survey report, which will be binding on the successful tenderer.

23.

On successful completion of work, the payment will be made to the contractor on submission of the bill in the

prescribed format. The payment will be made through e-payment only.

24.

It shall be open to the Forest Working Plan Officer, Palakkad to cancel/reduce the quantity of work to be

executed in the attached schedule based on site conditions and the Forest Working Plan Officer, Palakkad decision

will be binding on the successful tenderer. If any additional item/s of work which are not included in the schedule

are required to be carried out inevitably for reasons to be recorded, in the contract area during the course of

contract period, the successful tenderer is bound to execute that work for which payment worked out as per forest

schedule rate for such item will be made at the agreed rate in the contract. The cost of the work will be worked

out as per the prevailing forest schedule of rate.

25.

Kerala Forest Department reserves the right to execute the work through any other mode of execution other than

through contract system if the tender offered by the contractors is not feasible according to the Department.

26.

The undersigned reserves the right to cancel the tender without assigning any reason.

Separate sealed tenders are invited for the following

works indicated in the schedule given below from

Registered PWD Contractors so as to reach the Office of

the Wildlife Warden, Silent Valley Division, Mannarkkad,

before 3 p.m. on 16-1-2018. The tenders received will be

opened by the Wildlife Warden or any other officer

authorized by him at 3.30 p.m. on the same day in the

Office of the Wildlife Warden, Silent Valley Division,

Mannarkkad. Tender form can be purchased from the

office of the Wildlife Warden, Mannarkkad on any of the

working days till 1 p. m. on 16-1-2018. The registered

contractors will be supplied with the tender forms only on

production of their registration cards. The cost of the

tender form is non-refundable under any circumstances.

Tenders received after the due date and time and not

accompanied by proper Earnest Money Deposit will not

normally be entertained. The tenders not containing the

prescribed preliminary agreement in Kerala Government

Stamp Paper worth ` 200 will be rejected. If the tender

date happens to be a public holiday, tender will be

conducted and opened on the next working day at the

same time and venue.

If the tender cannot be conducted on 16-1-2018, the

same will be conducted on 17-1-2018 and 18-1-2018

respectively as per same condition mentioned above. All

existing rules, regulations, directions, conditions prevailing

in Kerala PWD and Kerala Forest Department and Store

Purchase Department in respect of civil works shall be

applicable in this works and tender also.

The Wildlife Warden reserves the rights to accept or

reject the tenders without assigning any reason thereof.

Separate online tenders are invited from eligible ‘A,B, C’ class contractors registered in the Forest Department in

pursuance of G. O. (Ms.) No. 226/81(F) dated 16-12-1981 and G. O. (Ms.) No. 26/2017(F&WLD) dated 20-5-2017 for working

down Timber, Billets and poles from the marked trees standing in the plantations mentioned in the schedule below and

transport the timber to the Government Timber Depot/Depots, poles and firewood/billets to dumping depot mentioned in

the same schedule. The tenderer is bound to comply with the terms and conditions in force, besides the conditions that

will be framed by the Government in future in connection with this tender. Tender documents and schedules are available

in the website www.etenders.kerala.gov.in. The Earnest Money Deposit and tender cost for the tender should be

submitted through the internet online banking of SBI or through NEFT for other Banks. For submission of tenders visit

the website: www.etenders.kerala.gov.in.

Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp Paper worth

` 200. Tenders/bids received online without the scanned copies of relevant documents, preliminary agreement will not be

considered and shall be summarily rejected. Any further clarification on this tender can be obtained from NIC/the

e-tender helpdesk number available in the www.etenders.kerala.gov.in website and from the office of the Divisional Forest

Officer, Nilambur North during the office hours. The details regarding e-payment (Bidder’s Bank Account Number where

he/she is having core banking facility and e-mail ID) should be submitted along with the tender. Tenders without these

details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated

online covers.

The Forest Department will not be responsible for any inconvenience or loss to the bidder while uploading/

downloading the bid.

The successful tenderer should submit a solvency from the revenue authorities or a bank guarantee issued by a

Nationalized Bank for 10% of the tender amount. The successful tenderer should execute an agreement in the prescribed

format in a Stamp Paper worth ` 200 within 15 days from the date of intimation of acceptance of the tender after

furnishing performance guarantee equal to 5% of the tender amount. 50% of this performance guarantee should be in the

form of treasury deposit and remaining in the form of bank guarantee. Additional performance guarantee will be collected

as per rules from those tenderers who quotes rates below the estimate amount. The tenderers quoting rates separately for

timber, poles, billets and firewood shall not be entertained under any circumstances. If the notified date of tender opening

happens to be a holiday the tender will be opened on the very next working day at the same place and time. If no

tender were submitted/submitted tenders were rejected on the first tender date online tenders will be invited by

publishing corrigendum in the www.etenders.kerala.gov.in website.

The quantity is approximate and there may be change in the depots to which materials is to be delivered. The estimate

is subject to approval from Chief Conservator of Forests, Eastern Circle, Palakkad, therefore there may be slight variation

in the estimate amount. The tenderer is bound to work down the entire trees marked in the plantation to the depot/

depots as per the direction of the Departmental Staff. Penalty as per rule will be levied by the Forest Department from

the tenderer, if any tree is un-felled or for the delay of transportation of timber on time. Undersigned reserves all rights
