tenders from registered bidders having a valid and active

registration with PWD for the following work. Tender

documents and tender schedules may be downloaded free of

cost from the e-GP website www.etenders.kerala.gov.in.

All bid/tender documents are to be submitted online only

and in the designation online cover(s)/envelope(s)

on the www.etenders.kerala.gov.in website. Bids

shall be accepted only through online mode

Bidders shall remit the tender document fee and the

Earnest Money Deposit using online payment

option of e-procurement system only and submitted

through the internet online banking of State Bank

of India or through NEFT for other banks. Bidders

opting for NEFT facility of online payment are

advised to exercise this option at least 48 hours

before the closing date of bid to ensure that

payment towards tender document fees and EMD

are credited and a confirmation is reflected in the

e-procurement system. The online NEFT remittance

form provided by e-procurement system for making

a NEFT transaction is not a payment confirmation.

Kerala Forest Department /NIC/SBI shall not be

responsible for any kind of delay in payment status

confirmation.

Bidders are requested to submit scanned copy of

the following documents—Registration Certificate

duly attested by the Superintending Engineer/

Executive Engineer, PWD, Kerala, EMD Exemption

Certificate (if any), Preliminary Agreement executed

in Kerala Stamp Paper worth ` 200, duly filled up

proforma for availing e-payment by online.

Subsequently the hard copy of attested copy of

Registration Certificate, EMD Exemption Certificate

(if any), Preliminary Agreement in original would be

submitted offline in a sealed cover superscribing

the name of work and tender number to the office

of the Divisional Forest Officer, Punalur through

speed post/registered post as prescribed in the time

schedule, failing which such tenders will be

rejected.

The bidding authority deserves the right to

modify/cancel any/all bids without assigning any

reason. The Forest Department will not be

responsible for any error like missing of scheduled

data while downloading by the bidder and non

receipt of documents.

The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/

downloading the bid.

Intending persons may ensure the quantity and quality of materials put up for e-auction before the

commencement of the same and no complaints will be entertained after the e-auction. The bidders should

produce a certificate showing the permanent address and signature of the bidders duly attested by the concerned Village

Officer or any other approved identity documents along with the EMD through online. Those who do not produce any

approved Identity Card or Certificate will not be eligible to participate in the e-auction.

In case any Government Department requires any of the materials put up for the e-auction the quantity remaining

after their selection only will be re-auctioned. The quantity that is ready for sale after the publication of this

notification will be included in the tender cum auction. Any further notification to the sale conditions that may be

issued by the Government after the issuance of this notification will also be applicable to this tender-cum

The tenders are fixed to be conducted on 20-3-2018. The tender documents can be purchased from the office of the

undersigned during office hours up to 1 p.m. on the tender date on producing attested copy of the registration card.

Cost of tender form is non-refundable and the tender form is not transferable. The filled up tender documents should be

submitted on or before 3 p.m. on the date of tender. It should be accompanied by all necessary documents and required

Earnest Money Deposit by way of Bankers Demand Draft or Fixed Deposit or National Saving Certificate or any

approved deposit drawn in favour of/pledged in the name of Divisional Forest Officer, Timber Sales Division, Kottayam

payable at Kottayam. The intending tenderers should furnish a preliminary agreement in prescribed form in Stamp Paper

worth ` 200 along with tender for each work. Tender No. and name of the work should be superscribed legibly on the

sealed envelop containing the tender documents.

Incomplete tenders or tenders without necessary documents or required EMD or tenders not in accordance with

tender conditions will not be accepted. Tender will be opened at 3.30 p. m. on the same date in the presence of those

tenderers or their authorised representatives who are present at the time by the Divisional Forest Officer, Timber Sales

Division, Kottayam or an officer authorised by him. The Divisional Forest Officer, Timber Sales Division, Kottayam

reserves the right to exclude any work/postpone to another notified date or also to reject any tender without assigning

any reason thereof. If the tender date happened to a holiday or the tender could not be conducted on the notified date

due to any reasons, the tender will be conducted at the same place and time on the next working day, as per the same

conditions.

If the tender could not be conducted to the said date, tender for the works will be conducted at

the above place and time with same conditions on 22-3-2018. If tender could not be conducted even on this date

necessary tender for such works will be conducted with same condition at same place and time on

24-3-2018. Tender for balance works, if any, will be conducted on 26-3-2018 at the same place and time as per same

conditions.

The tender is bound to comply with the terms and conditions in force in the Kerala Forest Department and the

special terms and conditions in connection with stacking of timber, besides the conditions that will be framed by the

Government in future.

The successful tenderer should execute an agreement in the prescribed format in a stamp paper worth ` 200 within

10 days from the date of intimation of acceptance of the tender after furnishing security deposit equal to 10% of the

tender amount. The Earnest Money Deposit shall be treated as security for the fulfillment of the same. If he fails to do

this or not maintaining a specified progress the EMD and security deposit shall be forfeited to Government and fresh

tenders shall be called for or the matter otherwise disposed off. If as a result of such measures, due to the default of the

tenderer to pay the requisite deposit, sign the contracts or commence the work, any loss to Government due to the same

will be recovered from him as arrears of revenue, but should it be saving to Government, the original contractor shall

have no claim whatever to the difference. Recoveries on this or any other account will be made from the sum that may

be due to the contractor on this or any other subsisting contracts under the revenue recovery act, or otherwise the

Government may decide.

Special tender conditions for stacking of timber in timber depots

Stacking is to be done in the area allotted for the purpose.

The timber is to be stacked on main pass basis.

The timber is to be stacked species wise, girth class wise and quality class wise as per the direction of the

Depot Officer.

Teak, miscellaneous species, rose wood, billet and fire wood are to be stacked in separate areas of the depot

yard as per the direction of Depot Officer.

The soft wood and miscellaneous species are to be stacked first to avoid deterioration. They are to be

stacked within 5 days and teak logs within 7 days of delivery.

Each class of timber is to be stacked in such a way that within each quality class and girth class the higher

girth class and lower girth class are stacked separately short logs and lengthy logs are stacked separately

good timber and defective timber are stacked separately so as to form lots of short logs, lengthy logs, good

logs and defective logs of lower and higher girth class as per the direction of Depot Officers/Divisional

Forest Officer.

The lot size will be decided by the Depot Officer depending on stock and market situation. Each log of export

teak/rose wood forms one lot. Teak and rose wood timber, other than export, are to be stacked as lots up to

4 m³ volume and miscellaneous timber is to be stacked in lots up to 8M³ volume. Billet and firewood are to be

stacked as per the direction of the Depot Officer.

Stacking should be done in such a way that the defects of the timber are visible to the officials and potential

buyers.

The stacking should be done leaving sufficient space between logs in the lot to enable measurement of each

log by the depot staff and inspecting officials.

Chisel numbering of the logs are to be done by contractor after the completion of stacking.

Final classification of the logs are be done by the contractor as per the direction of the depot staff after

stacking and chisel numbering of logs.

12.

The logs that are found mis-classified at the time of final classification are to be restacked with correct girth

and quality class as per the direction of the Depot Officer.

13.

No damage should happen to the timber stacked, timber already present in the depot yards, existing trees,

building or any structures in the depot premises. If any such damages happens, the damages will be

recovered from the Tenderer by all means including revenue recovery proceedings.

14.

Lotting will also be done by the depot officers simultaneously. In no case logs of one lot should be present

in another lot.

15.

Final payment will be released only after finishing all the above works.

The Divisional Forest Officer, Malayattoor for and on behalf of the Governor of Kerala invites separate online

e-tenders from registered eligible contractors/bidders having a valid and active registration with Kerala Forest Department

in pursuance of G. O. (Ms.) No. 26/2017/F&WLD dated 20-5-2017 for the execution of works noted in the schedule

attached below. The tenderer is bound to comply with the terms and conditions in force, besides the conditions that will

be framed by the Government in future in connection with this tender. Tender documents and tender schedules may be

downloaded free of cost from the e-GP website www.etenders.kerala gov.in. All bid/tender documents are to be submitted

online only and in the designation online cover (s)/envelope (s) on the www.etenders.kerala.gov.in website. Bids shall be

accepted only through online mode www.etenders.kerala.gov.in. website and tenders submitted manually/through post will

not be entertained. Late online bids will not be accepted.

The quantities mentioned in the table are approximate and on actual execution the quantity may vary. Online

through NEFT for other banks. Bidders opting for NEFT facility of online payment are advised to exercise this

option at least 72 hours before the closing date of bid to ensure that payment towards tender document fees

Bidders are requested to submit scanned copy of the following documents - Registration certificate duly’

attested by Gazetted Officer, preliminary agreement executed in Kerala Stamp Paper worth ` 200, duly filled up

proforma for availing e-payment by Online. Subsequently the hard copy of attested copy of Registration

Certificate, preliminary agreement in original and tender document would be submitted offline in a sealed cover

superscribing the name of work and tender number to the office of the Divisional Forest Officer, Malayattoor

through speed post/registered post as prescribed in the time schedule, failing which such tenders will be

rejected.

The bidding authority deserves the right to modify/cancel any/all bids without assigning any reason. The

Forest Department will not be responsible for any error like missing of scheduled data while downloading by

the bidder and non receipt of documents.

The tender form shall be used only by the person in whose name it is issued and for the work specified in

the Schedule attached to the tender form.

11.

Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the

agreement to be executed, the draft of which can be had for perusal at the Divisional Forest Office on any

working day during office hours. They are also requested to study the detailed tender conditions attached

to the tender document. No plea of ignorance of the agreement conditions or no complaint regarding the

said conditions received after putting in the tender will be entertained.

12.

Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and

nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained

thereafter.

13.

The tenderer shall quote in the appropriate column in the tender a firm percentage of PAC amount for raising

the plantation or as in the Schedule both in figures as well as in words. In the case of the tenderer quoting

different total rate in words and figures also, lower of the same only be considered valid and shall be

binding on him/her. If the Kerala Forest Department feels that the total amount quoted or item wise rate of

any of the items quoted is unworkable due to variance to the lower side to an abnormal level with the Kerala

Forest Department’s estimated rates, the tenderer may be required to furnish satisfactory explanation on the

above respect. In such an event, the Kerala Forest Department has the option to collect a Special/Extra

Security Deposit to the tune of 10% of the quoted amount subject to a maximum of ` 30,000 from the

tenderer before issuance of confirmation orders. If the explanation furnished is not found satisfactory or no

explanation is furnished, the Kerala Forest Department has the right to deny the offer of work to the

tenderer even though he/she is the lowest tenderer.

14.

Tender received after the specified date and time or received without the requisite enclosures or tenders not

written up in proper order or form will not be honoured.

15.

All the corrections in the tender form shall be initialed by the tenderer himself.

16.

Part I of the tenders received in due time will be opened by the Divisional Forest Officer or his deputy at his

office at 10.30 a.m. on 24-3-2018 in the presence of such of the tenderers present on that occasion.

17.

Part-II tenders (price bid) of the tenderers whose Part-I tenders have been accepted only will be opened

subsequently. The time and place of opening of the Part II tenders will be announced immediately on the

acceptance of the Part-I tender.

18.

The tenders received in due time will be opened by the Divisional Forest Officer or his deputy at his office

at the time specified in the presence of the tenderers present on that occasion.

19.

The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves to

himself the power of accepting or rejecting any tender without assigning any reason therefore.

20.

No tenderer will be permitted to withdraw his offer within three months from the date of opening of the

financial bid.

21.

The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation

Order issued by registered letter bearing the address mentioned in the tender. The successful tenderer, within

15 days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form

[Appendix 11] on a proper non-judicial stamp paper (worth ` 200) to be supplied by him at his cost. If the

Contractor fails to execute the agreement during the period, the tender will be cancelled, and the Earnest

Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work

will be carried out at the risk and cost of the tenderer or through any other method (including through the

next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the

defaulter within a reasonable time specified by the Divisional Forest Officer, shall be treated as arrears on

public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue recovery

Act 1968 and in such other manner as the Government may deem fit. The defaulter however will not be

entitled for gain, if any.

22.

The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to

10 per cent of the total Probable Amount of Contract, limited to a maximum of ` 5,00,000. The security

deposit will be released only after the successful completion of the contract work and after producing the

Non Liability Certificate from the concerned officers.

23.

The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not

sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of

the contract.

24.

The post-offers and representations sent, after receipt of the tender in respect of work shall at no account

be considered.

25.

The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the

tenders are finalized.

26.

The contractor has to keep the plantation free from weeds throughout the contract period.

27.

The quantities of work shown in the Schedule are approximate and it may vary on actual execution of work.

28.

The area shown in the tender schedule is approximate. The actual extent of the contract area may vary as per

the final survey report, which will be binding on the successful tenderer.

29.

Payment will be made to the contractor on specific request and on submission of bill in the prescribed

format at the following stages provided the condition specified are achieved. Payment will be made through

crossed cheques or e-payment only.

30. (A)

Raising plantation of teak and maintenance in the first year.

(i)

First part payment up to 40% of the agreed amount or the quoted amount for the item of works carried

out, whichever is less after the completion of planting in the field.

(ii)

Second part payment up to 60% of the agreed amount or the quoted amount for the remaining items of

works carried out, whichever is less after the completion of second weeding in the first year.

(iii) Third part payment up to 100% of the agreed amount after the completion of all first year maintenance

works and on the seedlings attaining average height of 1.5 meters and stock of 95% during June of

the next year (June 2019).

Raising plantation of miscellaneous species and maintenance in the first year.

(i)

First part payment up to 40% of the agreed amount after the completion of planting in the field.

(ii)

Second part payment up to 80% of the agreed amount after the completion of second weeding in the

first year.

(iii) Third part payment up to 100% of the agreed amount after the completion of all first year maintenance

works and on the seedlings attaining average height of 60 centimeters and stock of 90% during June

the next year.

31.

It shall be open to the Divisional Forest Officer to cancel/reduce the quantity of work to be executed in the

attached schedule based on site conditions in each year and the Divisional Forest Officer’s decision will be

binding on the successful tenderer. If any additional item/s of work which are not included in the schedule

are required to be carried out inevitably for reasons to be recorded, in the contract area during the course of

contract period, the successful tenderer is bound to execute that work for which payment worked out as per

forest schedule rate for such item will be made at the agreed rate in the contract. The cost of the work will

be worked out as per the prevailing forest schedule of rate.

32.

Kerala Forest Department reserves the right to execute the work through any other mode of execution other

than through contract system if the tender offered by the contractors is not feasible according to the

Department.

pursuance of G. O. (Ms.) No. 226/81/(F) dated 16-12-1981 for Ist Silvicultural thinning of marked trees standing in the

plantations mentioned in the schedule below and transport the Poles & kappukals at dumping site mentioned in the same

schedule. The tenderer is bound to comply with the terms and conditions in force, besides the conditions that will be

framed by the Government in future in connection with this tender. Tender documents and schedules are available in the

website: www.etenders.kerala.gov.in. The Earnest Money Deposit and tender cost for the tender should be submitted

through the Interrnet online banking of SBI or through NEFT for other banks. For submission of tenders visit the

website www.etenders.kerala.gov.in. The contractor should be GST registration.

All bid/tender documents are to be submitted online only and in the designated Online cover (s)/ envelope(s) on

the www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late tenders

will not be accepted.

Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp paper worth

` 200. Tenders/bids received online without the scanned copies of relevant documents, preliminary agreement, will not be

considered and shall be summarily rejected. Any further clarification on this tender can be obtained from NIC/the e-tender

accepted. Technical bid and financial bid shall be submitted in their respective designated online covers.

The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/

downloading the bid.

The successful tenderer should submit a solvency from the revenue authorities or a bank guarantee issued by a

nationalized bank for 10% of the tender amount, if the tender amount exceeds ` 3,00,000. The successful tenderer should

execute an agreement in the prescribed format in a stamp paper worh ` 200 within 15 days from the date of intimation of

acceptance of the tender after furnishing security deposit equal to 10% of the tender amount or ` 5,00,000 whichever is

more. The tenderers quoting rates separately for poles, Kappukals shall not be entertained under any circumstances.

If the notified date of tender happens to be a holiday, the tender will be conducted on the next reauction date.

The quantity mentioned in the above table are approximate and on actual execution the quantities may vary.

Penalty as per rule will be levied by the Forest Department from the tenderer, if any for the delay of execution of work in

time. The undersigned reserves all rights for cancellation of any work at any time without further intimation. All the

prevailing conditions for tender are applicable for this tender also.

Tender Conditions

Tender form and other details can be obtained from Divisional Forest Office, Ayyanthole, Thrissur on payment

of cash or by Demand Draft drawn in favour of Divisional Forest Officer, Ayyanthole, Thrissur payable on any

Scheduled/Nationalized bank towards cost of tender form. The cost of tender form can also be downloaded

from the official website of Kerala Forest Department and if the forms are downloaded from the website the cost

of tender documents should be attached as DD from a Nationalized/Scheduled bank as mentioned above, along

with Part 2 tender. The cost of tender forms once paid is not refundable on any account, nor will the amount

be adjusted towards the cost of any other tender forms.

The tender form shall be used only by the person in whose name it is issued and for the work specified in the

schedule attached to the tender form.

Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement

to be executed, the draft of which can be had for perusal at the Divisional Forest Office on any working day

during office hours. They are also requested to study the detailed tender conditions attached to the tender

document. No plea of ignorance of the agreement conditions received after putting in the tender will be

entertained.

Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and nature

of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

The tenderer shall quote in the appropriate column in the tender a firm percentage of the basic rate per Ha/Nos.

in figures as well as in words also. Lower of the same only be considered valid and shall be binding on him/

her. If the Kerala Forest Department feels that the total amount quoted or item wise rate of any of the item

quoted is unworkable due to variance to the lower side to an abnormal level with Kerala Forest Department

estimated rates, the tenderer may be required to furnish satisfactory explanation on the above respect. In such

an event, the Kerala Forest Department has the option to collect a special/extra security deposit to the tune of

10% of the quoted amount subject to a maximum of ` 30,000 (Rupees thirty thousand only) from the tenderer

before issuance of confirmation orders. If the explanation furnished is not found satisfactory or no explanation

is furnished, the Kerala Forest Department has the right to deny the offer of work to the tenderer even though

he/she is the lowest tenderer.

The tenderer shall submit the filled up tender form together with all the pages in tact in sealed cover

addressed to “The Divisional Forest Officer, Thrissur Division, Thrissur” and superscribed “Tender for Name of

work.............in ................... Range so as to reach him in his office at specified date and time. If the date fixed for

acceptance of tender happens to be holiday the tenders will be accepted on the next working day at the same

hour.

Tender received after the specified date and time or received without the requisite enclosures or tenders not

written up proper order or form will not be honoured.

Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for ` .................. (rupees

................. ) in favour of Divisional Forest Officer, Thrissur as Earnest Money Depost for the work.

All the corrections in the tender form shall be initialled by the tenderer himself.

10.

The tenders received in due time will be opened by the Divisonal Forest Officer his deputy at his office in the

presence of such of the tenderers present on that occassion.

11.

The lowest tender ordinarily be accepted, but the authority competent to accept the tender reserves to himself

the power of accepting or rejecting any tender without assigning any reason thereof.

12.

No tenderer will be permitted to withdraw his offer within three months from the date of opening of the

financial bid.

13.

The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a confirmation

order issued by the registered letter bearing the address mentioned in the tender. The successful tenderer, within

three days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribe form on

a proper non judicial stamp paper (worth Rs. 200) to be supplied by him at his cost. If the contractor fails to

execute the agreement the tender will be cancelled and the Earnest Money Deposit submitted by the tenderer

shall stand forfeited to the Kerala Forest Department. The work will be retendered at the risk and cost of the

tenderer or through any other mañner (including through the next higher tenderer). The loss, if any, to the

Govt. consequent to the default, if not paid by the defaulter within a reasonable time specified by the

Divisional forest Officer, shall be treated as arrears on public revenue to be recovered from the defaulter under

the provisions of the Kerala Revenue Recovery Act 1968 and in such other manner as the Govt. may deem fit.

The defaulter however will not be entitled for gain, if any.

14.

The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10

per cent of the total probable amount of contract, limited to a maximum of Rs. 5,00,000 (Rupees five lakhs only).

The security deposit will be released only after the successful competition of the contract work and after

producing the Non liability certificate from the concerned officers.

15.

The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell,

mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the

contract.

16.

The post offers and representations sent, after receipt of tender in respect of the work shall at no account be

considered.

17.

The EMD of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalised.

18.

The quantities of work shown in the schedule are approximate and it may vary on actual execution of work.

19.

The quantity shown in the tender schedule are approximate. The actual extent of the contract area may vary as

per the final survey report, which will be binding on the successful tenderer.

20.

The payment shall be made after completion of the work.

21.

The works mentioned in the schedule should be completed with in one month from the date of agreement.

No extention of time will be allowed. The undersigned has the power to change the starting date of the work.

22.

Seperate sealed tenders are invited from the eligible A, B, C class contractors registered in the Forest Department

in pursuance of G. O. (Ms.) No. 26/2017/ F&WLD dated 20-5-2017 for execution of works noted in schedule attached

below. The tenderer is bound to comply with the terms and conditions in force, besides the conditions that will be framed

by the Govt. from time to time. Tender documents and schedules are available in the office of the undersigned.

The EMD should be submitted through Demand Draft. Cost of tender form should be submitted in cash/DD.

The quantity mentioned in the above table are approximate and on actual execution the quantity may vary. Penalty

as per Rule will be levied by the Forest Department from the tenderer, if any for the delay of execution of work in time.

The undersigned reserves all rights for cancellation of any work at any time without further intimation. All the prevailing

conditions for tender are applicable for this tender also.

Tender Conditions

Tender form and other details can be obtained from Divisional Forest Officer, Ayyanthol Thrissur on payment of

cash or by Demand Draft drawn in favour of Divisional Forest Officer, Ayyanthol Thrissur payable on any

Scheduled/Nationalized Bank towards cost of tender form. The cost of tender form can also be downloaded

from the official website of Kerala Forest Department and if the forms are down loaded from the website the

cost of tender documents should be attached as DD from a Nationalized/Scheduled Bank as mentioned above,

along with Part 2 tender. The cost of tender forms once paid is not refundable on any account, nor will the

amount be adjusted towards the cost of any other tender forms.

The tender form shall be used only by the person in whose name it is issued and for the work specified in the

schedule attached to the tender form.

Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement

to be executed, the draft of which can be had for perusal at the Divisional Forest Office on any working day

during office hours. They are also requested to study the detailed tender conditions attached to the tender

document. No plea of ignorance of the agreement conditions received after putting in the tender will be

entertained.

Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and nature

of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.
