Reconstitution of Staff Council

N O T I F I C A T I O N

No. GA&EL.1/29(2) Election/2019.

17th September 2019.

Whereas it has become expedient to reconstitute the Staff Council of the University, it is hereby notified that the

following elections will be held in accordance with the provisions of Cochin University of Science and Technology

Act, 1986 and the Statutes on Elections.

As per Section 29(1)(b)

Two members elected by the Teachers of the University Departments

and Recognized institutions from among themselves.

As per Section 29(1)(c)

Two members elected by the Non-Teaching Staff of the University

from among themselves.

3. As per Sections 29(1)(d)

Two members elected by the members of the Senate of the University

from among themselves.

4. As per Sections 29(1)(e)

Two members elected by the members of the Syndicate from among

themselves.

Only those persons who are on the Electoral Rolls, published on 16th August, 2019 alone shall be entitled to

participate in the elections, provided that any person who ceases to be a member of the electoral body before the date

of issue of the ballot paper from the University Office shall not be entitled to participate in the election. Copies of the

Electoral Roll can be obtained from the University Office on request and payment of Rs. 100 per copy, during

office hours.

Every elector shall be at liberty to nominate a qualified person for the election. Every such nomination shall be in

the prescribed form and shall be made by an elector in writing and shall be seconded in writing by another elector.

The nomination shall be accompanied by the consent in writing by the nominee agreeing to serve the Staff Council, if

elected and a declaration that he/she is not already a member of the Staff Council, or if he/she is already a member,

his/her term of office as such would expire before the membership for which he/she is seeking election takes effect.

Nominations in the prescribed form, which can be obtained from the University Office, must reach the Registrar

within the date and hour fixed for the same as indicated in the Election Schedule. The envelope containing the nomination

paper should be superscribed “Nomination for election to the Staff Council from the constituency of (Name of

constituency to be filled up)”.

The candidate and a representative of each candidate appointed in writing by the candidate and approved by the

Returning Officer may be present at the time of scrutiny of nominations.

The withdrawal of the candidature (as per the election schedule) is to be made by the candidate in the prescribed

form which can be obtained from the office of the Returning Officer during office hours.

The places where polling stations have been provided and the electors who shall exercise voting in the respective

polling stations will be intimated through “the letter of intimation” in due course.

In exercise of the powers conferred on it under Sub Section (2) of Section 39 of the Cochin University of Science and

Technology, Act, 1986 (31 of 1986), the Syndicate at its 660th meeting held on 13-2-2019 has made the following

amendments to Cochin University of Science and Technology First Statutes, 1991. His Excellency, the Chancellor has

assented to the amendments on 7-8-2019 vide Letter No. GS5-961/2019 dated 8-8-2019.

Amendments to Cochin University of Science and Technology First Statutes, 1991.

After Statute 4—Appointment of teachers:—a new section, ‘4(a)’ shall be inserted, namely:—

4(a) Director, Students Welfare

(1)

There shall be a Director of Students Welfare for the Department of Youth Welfare of the University.

(2)

The post shall come under teaching category of the University and all the rules prescribed by the

University Grants Commission or other Apex Regulatory Body as applicable to the teachers shall be applicable

to the Director, Students Welfare also.

(3)

The qualification and selection procedure prescribed for the post of Director, Students Welfare shall be

as prescribed in the Statutes, Ordinances, Regulations or Rules.

(4)

All the provisions in this Statute concerning teachers of the University shall be applicable to

the Director, Students Welfare also.

The amendments are effective from 7-8-2019, the date on which the Hon’ble Chancellor gave his assent as required

under Sub Section (5) of Section 39 of the said Act.
