Deputy Conservator of Forests (Research South), Thiruvananthapuram payable on any Scheduled/
Nationalized Bank. The cost of tender form will be fixed by Government from time to time. The application
can also be downloaded from the official website of Kerala Forest Department and if the forms are
downloaded from the website the cost of tender documents should be attached along with DD from a
Nationalized/Scheduled Bank as mentioned above, along with Part I tender. The cost of tender forms once
paid will be neither refundable on any account, not be adjusted towards cost of any other tender forms.

The tender form shall be used only by the person in whose name it is issued and for the work specified in the
Schedule attached to the tender form.
4.
Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the
agreement to be executed, the draft of which can be had for perusal at the Deputy Conservator of Forests
(Research South) office on any working day during office hours. They are also requested to study the detailed
tender conditions attached to the tender document. Any plea of ignorance of the agreement conditions or
any complaint regarding the said conditions received after the time of tender will not be entertained.
5.
Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and
nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained
thereafter.
6.
The tenderer shall quote a firm percentage of the PAC or as in the schedule both in figures as well as in
words in the appropriate column in the tender form. In the case of quoting different total amount in words
and figures, least of the same will be considered valid and shall be binding on him/her.
7.
The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover
addressed to “The Deputy Conservator of Forests (Research South) Division, Thiruvananthapuram” and
superscribed Tender for (Name of work as specified in the first part of the tender notice) so as to reach
this office as specified in the first part tender notice.
8.
Tender received after the specified date and time or received without the requisite enclosures or tenders not
written up in proper order or form will not be honoured.
9.
Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for the amount
specified against each work as per the notification in favour of the Deputy Conservator of Forests
(Research South) Office, Thiruvananthapuram, as Earnest Money Deposit for the work.
10.
SSI Units are exempted from remitting EMD, such units should produce necessary eligiblility certificates
obtained from the Manager, District Industries Centre concerned.
11.
All the corrections in the tender form shall be initialed by the tenderer himself.
12.
Part I of the tenders received in due time will be opened by the Deputy Conservator of Forest deputy at the
time specified in the first part of tender notice in the presence of such tenderers present on that
occasion.
13.
Part-II tenders (price bid) of the tenderers whose Part-I tenders have been accepted only will be opened on
the scheduled date of tender.
14.
The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the
power of accepting or rejecting any tender without assigning any reason thereof.
15.
No tenderer will be permitted to withdraw his offer within three months from the date of opening of the
financial bid.
16.
All the taxes prevailing at the time is applicable to this tender.
17.
The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation
Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer,
within seven days of receipt of confirmation of his tender, shall have to execute an agreement in the
prescribed form (Appendix 11) on a proper non-judicial stamp paper (worth 0.1% of PAC) to be supplied by
him at his cost. If the contractor fails to execute the agreement during the period, the tender will be cancelled,
and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest
Department. The work will be carried out at the risk and cost of the tenderer or through any other method
(including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if
not paid by the defaulter within a reasonable time specified by the Deputy Conservator of Forest, shall be
treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala
Revenue Recovery Act 1968 and in such other manner as the Government may deem fit. The defaulter
however will not be entitled for gain, if any.

18.
The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to
10 percent of the total Probable Amount of Contract. The security deposit will be released only after the
successful completion of the contract work and after producing the Non Liability Certificate from the
concerned officers.
19.
The successful tenderer shall given an undertaking at the time of execution of agreement that he shall not sell,
mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the
contract.
20.
The post-offers and representations sent, after receipt of the tender in respect of the work shall not be
considered on any grounds.
21.
The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the
tenders are finalized.
22.
The quantities of work shown in the Schedule are approximate and it may vary on actual execution of work.
23.
The details shown in the tender schedule is approximate. The actual extent of the contract area may vary as per
the final survey report, which will be binding on the successful tenderer.
24.
The contractor has to keep the fire line free from leaf litters throughout the contract period.
25.
Payment in two installments will be made to the contractor on specific request and on submission of bill in
the prescribed format at the following stages provided the condition specified are achieved. Payment will be
made through crossed cheques or e-payment only.
26.
Different stages at which payment will be made to the contractor for fire line certain works are as follows:
(i)
First part payment up to 80% of the agreed amount after proper completion of the work as specified.
(ii)
Second part payment up to 100% of the agreed amount will be after 45 days of completion of fire line
creation works provided the entire fire line is maintained properly, free from leaf litters.
27.
Different stages at which payment will be made to the contractor for maintenance of research plots are as
follows:
(i)
First part payment up to 40% of the agreed amount after completion of first weeding.
(ii)
Second part payment up to 100% of the agreed amount after the completion of maintenance and the
plantation is maintained free from weeds.
28.
It shall be open to the Deputy Conservator of Forest to cancel/reduce the quantity of works to be executed
in the attached schedule based on site conditions and the Deputy Conservator of Forest decision will
be binding on the successful tenderer. If any additional item/s work which are not included in the schedule
are required to be carried out inevitably for reasons to be recorded, in the contract area during the course
of contract period, the successful tenderer is bound to execute that work for which payment worked out as
per forest schedule rate for such item will be made at the agreed rate in the contract. The cost of the work
will be worked out as per the prevailing forest schedule of rate.
29.
Kerala Forest Department reserves the right to execute the work through any other mode of execution other
than through contract system if the tender offered by the contractors is not feasible according to the
Department.
30.
The undersigned reserves the right to cancel the tender without assigning any reason.

Officer, Kottayam or any officer authorized by him, subject to the conditions published in Kerala Gazette No. 49,
Vol. IV dated 15-12-2015 vide Notification No. Pro. (4) 26243/13, dated 21-11-2015 of the Additional Principal Chief
Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department.

shown in the schedule, by the Divisional Forest Officer, Kothamangalam or any officer authorized by him, subject to the
conditions published in Kerala Gazette No. 36 dated 16-9-2014, Gazette No. 43 dated 4-11-2014, Gazette No. 8 dated
24-2-2015, Gazette No. 34 dated 25-8-2015, Gazette No. 40 dated 13-10-2015, Gazette No. 43 dated 1-11-2016 vide
Notification No. Pro.(4) 26243/13, dated 21-15-2015 of the Additional Principal Chief Conservator of Forests (P)
Thiruvananthapuram and other conditions prevailing in the Forest Department.
Besides the approximate quantity shown in the schedule, the quantity if any delivered to dumping sites before the
date of e-Auction will also be included in the sale. E-Auction documents and connected records are available in the
website: www.mstcecommerce.com. The Earnest Money Deposit should be submitted on e-payment/e-treasury/demand
draft/MSTC through the internet online banking of SBI or through NEFT for other banks. For submission of e-auction

designated online cover (s)/envelop (s) on the www.mstcecommerce.com website and e-auction documents submitted

Technical bid and financial bid shall be submitted in their respective designated online covers.
The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/
downloading the bid.
Interested persons may ensure the quantity and quality of materials put up for e-auction before the
commencement of the same and no complaints will be entertained after the e-auction. The bidders should produce a
Certificate showing the permanent address and signature of the bidders duly attested by the concerned Village Officer,
or any other approved identity documents along with the EMD through online. Those who do not produce any approved
Identity Card or Certificate will not be eligible to participate in the e-auction.
In case any Government Department requires any of the materials put up for the e-auction the quantity remaining
after their selection only will be re-auctioned. The quantity that is ready for sale after the publication of this notification
will be included in the tender cum auction. Any further notification to the sale conditions that may be issued by the
Government after the issuance of this notification will also be binding to this tender-cum auction. The unsold materials
in the E-auction will be placed along with the materials that may arrive in dumping depots on subsequent dates will be
sold on the next auction date shown in the schedule and separate notification will not be published for the same.

in Dhoni Section under Olavakkode range and stacked
and stored at Dumping Depot, Dhoni Section under
Olavakkode Range will be offered for sale by e-auction
on 27-11-2019, 26-12-2019 (11.30 a.m. to 1.30 p.m.),
22-1-2020, 18-2-2020 (1.30 p.m. to 3.30 p.m.) at the
Dumping Depot, Dhoni. Those who registered for
auction with MSTC Company only can have the right to
participate in e-auction. Further details can be had from

The sale will be subjected to the conditions notified

21-8-2014 of Additional Principal Chief Conservator of
Forests (Protection), Thiruvananthapuram published in
Kerala Gazette No. 36, Volume III, Part III dated
16-9-2014, Notification No. Pro. 4-29243/13 dated
17-10-2014 of Additional Principal Chief Conservator of
Forests (Protection), Thiruvananthapuram published in
Kerala Gazette No. 43 Volume III, Part III dated

The Divisional Forest Officer, Palakkad reserves all
the right to exclude any class or quantity of teak and
miscellaneous poles shown in the schedule above for
sale. EMD amount or ` 50,000 for TGBS, teak timber
and teak poles can be remitted through online payment
system to MSTC by 2 p.m on the previous day of the
e-auction. The buyer registration number has to be
mentioned while paying the EMD. Only the registered
customers who will submit the EMD will be able to
participate against the eligible lots in e-auction. If the
sale value of bid materials is not paid within the
specified time period against any of the bid lot by the H1
bidder, the EMD will be forfeited.
The successful bidder, 35% of the bid value, after
adjusting the EMD already remitted, shall be paid within
7 working days of issuance of acceptance letter. The
mode of payment is through e-treasury of Government of
Kerala.
If any modifications or change in the sale conditions
are intimated by the Additional Principal Chief
Conservator of Forests (Protection), Thiruvananthapuram,
that will also be applicable to this e-auction sale and it
will be informed to the bidder before e-auction. The
undersigned reserves the right to alter the quantities of
the materials mentioned in the above schedule or to
cancel the e-auction of any materials without further
notice.
