No. C1-3122/2019.

It is hereby notified for the information of the public that sealed tenders are invited from the registered forest
contractors for executing the fire protection works during 2019-20 in Mankulam and Anakulam Ranges under this Division
as shown in the table below. The tender forms will be issued from the office of the Divisional Forest Office, Mankulam
till 19-12-2019, 11 a. m. on remitting the cost of tender form scheduled below with GST (12%) of the value. The duly filled
up and sealed tenders mentioning the work with EMD as mentioned in the schedule appended below can be submitted
up to 1 p. m. on 23-12-2019 through postal service. The tender should accompany technical bid also. Tender received in
proper way will be opened at 3.30 p. m. on 23-12-2013 at the office of the Divisional Forest Officer, Mankulam.
In case the notified day happens to be a holiday, the tender will be conducted on the next working day at the
notified place and time, as per the same conditions. The Divisional Forest Officer, Mankulam reserves the power to cancel
or postpone the tender on specific reasons.

Conditions
1.
All the conditions in the G. O. (Ms.) No. 26/2017/F&WLD dated 20-5-2017 will be applicable to this
tender also.
2.
Tender form (Appendix 9) and other details (Not transferable) can be obtained from Divisional Forest Office,
Mankulam on payment of cash or by Demand Draft (DD) drawn in favour of Divisional Forest Officer,
Mankulam payable on any Scheduled/Nationalized Bank. The cost of tender form will be fixed by the
Government from time to time. The application form can also be downloaded from the official website of
Kerala Forest Department and if the forms are downloaded from the website the cost of tender documents
should be attached as DD from a Nationalized/Scheduled Bank as mentioned above, along with Part I tender.
The cost of tender forms once paid will be neither refundable on any account, nor be adjusted towards cost
of any other tender forms.

The tender form shall be used only by the person in whose name it is issued and for the work specified in
the Schedule attached to the tender form.
4.
Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the
agreement to be executed, the draft of which can be had for perusal at the Divisional Forest Office,
Mankulam on any working day during office hours. They are also requested to study the detailed tender
conditions attached to the tender document. Any plea of ignorance of the agreement conditions or any
complaint regarding the said conditions received after the time of tender will not be entertained.
5.
Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and
nature of work and quote his rate accordingly. No enhancement in rate due to any reasons will be
entertained thereafter.
6.
The tenderer shall quote a firm percentage of the basic rate per Kilometer for creation of fire line and fire
tracing as in the Schedule both in figures as well as in words in the appropriate column in the tender form.
In the case of tenderer quoting different total amount in words and figures, least of the same will be
considered valid and shall be binding on him/her.
7.
The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover
addressed to “The Divisional Forest Officer, Mankulam Division” and superscribed Tender for (Name of work-
as specified in the first part of tender notice) so as to reach the office as specified in the first part of
tender notice.
8.
Tender received after the specified date and time or received without the requisite enclosures or tenders not
written up in proper order or form will not be honoured.
9.
Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for the amount
specified against each work as per the notification in favour of the Divisional Forest Officer, Mankulam
Division, as Earnest Money Deposit for the work.
10.
All the corrections in the tender form shall be initialed by the tenderer himself.
11.
Part I of the tenders received in due time will be opened by the Divisional Forest Officer or his deputy at the
time specified in the first part of tender notice in the presence of such of the tenderers present on that
occasion.
12.
Part-II tenders (price bid) of the tenderers whose Part-I tenders have been accepted only will be opened on
the day to be declared subsequently. The time and place of opening of the part-II tenders will be announced
immediately on the acceptance of the part-I tender.
13.
The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the
power of accepting or rejecting any tender without assigning any reason thereof.
14.
No tenderer will be permitted to withdraw his offer within three months from the date of opening of the
financial bid.
15.
All the taxes prevailing at the time is applicable to this tender.
16.
The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation
Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer,
within seven days of receipt of confirmation of his tender, shall have to execute an agreement in the
prescribed form [Appendix 11] on a proper non-judicial stamp paper (worth ` 100) to be supplied by him at
his cost. If the contractor fails to execute the agreement during the period, the tender will be cancelled, and
the Ernest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department.
The work will be carried out at the risk and cost of the tenderer or through any other method (including
through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid
by the defaulter within a reasonable time specified by the Divisional Forest Officer, shall be treated as arrears
on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery
Act 1968 and in such other manner as the Government may deem fit. The defaulter however will not be
entitled for gain, if any.
17.
The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to
10 per cent of the total Probable Amount of Contract. The security deposit will be released only after the
successful completion of the contract work and after producing the Non Liability Certificate from the
concerned officers.

18.
The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell,
mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the
contract.
19.
The post-offers and representations sent, after receipt of the tender in respect of the work shall not be
considered on any grounds.
20.
The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the
tenders are finalized.
21.
The quantities of work shown in the Schedule are approximate and it may vary on actual execution of work.
22.
The area shown in the tender schedule is approximate. The actual extent of the contract area may vary as per
the final survey report, which will be binding on the successful tenderer.
23.
The contractor has to keep the fire line free from leaf litters throughout the contract period.
24.
Payment in two installments will be made to the contractor on specific request and on submission of bill in
the prescribed format at the following stages provided, the condition specified are achieved. Payment will be
made through crossed cheques or e- payment only.
25.
Different stages at which payment will be made to the Contractor for fire line creation works are as follows.
26.
First part payment up to 80% of the agreed amount after proper completion of the work as specified.
27.
Balance 20% of the agreed amount will be paid after 45 days of completion of fire line creation works,
provided the entire fire line is maintained properly, free from leaf litters.
28.
It shall be open to the Divisional Forest Officer to cancel/reduce the quantity of work to be executed in the
attached schedule based on site conditions and the Divisional Forest Officer’s decision will be binding on the
successful tenderer. If any additional item/s of work which are not included in the schedule are required to
be carried out inevitably for reasons to be recorded, in the contract area during the course of contract period,
the successful tenderer is bound to execute that work for which payment worked out as per forest schedule
rate for such item will be made at the agreed rate in the contract. The cost of the work will be worked out as
per the prevailing forest schedule of rate.
29.
Kerala Forest Department reserves the right to execute the work through any other mode of execution other
than through contract system if the tender offered by the contractors is not feasible according to the
Department.
30.
The undersigned reserves the right to cancel the tender without assigning any reason.

Additional Principal Chief Conservator of Forest (Pro.), Thiruvananthapuram vide letter No. Pro(5) 26274/12 dated
22-11-2013. The exisiting rules and sale conditions are also applicable to this e-auction.
The Divisional Forest Officer, Mannarkkad reserves all the right to exclude any other vehicles shown in the
schedule above for sale. EMD amount of vehicles can be remitted through online payment system to MSTC by
6 p. m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD.
If the sale value of vehicles is not paid within the specified time period against any of the bid lot by the H1 bidder, the
EMD will be forfeited.
The successful bidder, 50% of the bid value after adjusting the EMD already remitted shall be paid
within 7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government
of Kerala or by cash in Sub Treasury, Mannarkkad. The successful bidder shall be paid the GST within time.
e-auction document and connected records are available in the website: www.mstcecommerce.com.
All bids/e-auction documents are to be submitted online only and in the designated online cover(s) on the
www.mstcecommerce.com website and e-auction document submitted manually/through post will not be entertained.
Online e-auction bids are to be accompanied with relevant documents. e-auction/bids received online without the
scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification on
this e-auction can be obtained from NIC/the e-auction help desk number available in the www.mstcecommerce.com website
and from the Office of the Divisional Forest Officer, Mannarkkad/Office of the Mannarkkad/Attappady Range Forest
Officer during the office hours. The details regarding e-payment (Bidder’s Bank account number, where he/she is having
core banking facility and e-mail ID) should be submitted along with the e-auction document. e-auction documents without
these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated online
covers. The Forest Department will not be responsible for any inconvenience or loss to the bidder while uploading/
downloading the bid.
The bidders who wished to participate in the e-auction should produce a certificate showing the permanent
address and signature of the bidders duly attested by the concerned Village Officer or any other approved identity
document along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will
not be eligible to participate in the e-auction.
Intending persons may ensure the quality of the above vehicles put up for e-auction before the commencement of
the same and no complaints will be entertained after e-auction. Any further notification to the sale conditions that may
be issued by the Government after the issuance of this notification will also be applicable to this tender cum auction.
The unsold vechicles will be sold on the next auction date shown above and separate notification will not be published
for the same.

payment confirmation. Kerala Forest Department/
NIC/SBI shall not be responsible for any kind of
delay in payment status confirmation.

Bidders are requested to submit scanned copy of
the following documents-Duly signed BOQ,
Registration certificate duly attested, preliminary
agreement executed in Kerala Stamp Paper worth
` 200, Notice Inviting Tender, duly filled up
proforma for availing e-payment by Online,
PAN Card, Aadhar Card and GST Registration
Certificate. Subsequently the hard copy of self
attested Registration certificate, preliminary
agreement in original, e payment form, PAN Card,
Aadhar Card along with dully signed BOQ and
Notice inviting Tender would be submitted offline
in a sealed cover superscribing the name of work
and tender number to the office of the Divisional
Forest Officer, South Wayanad Division,
Kalpetta P. O., Wayanad District, Pin-673 121
through speed post/registered post or in hand as
prescribed in the time schedule, failing which such
tenders will be rejected.

The bidding authority deserves the right to
modify/cancel, any/all bids without assigning any
reason. The Forest Department will not be
responsible for any error like missing of
scheduled data while downloading by the bidder
and non receipt of documents.

address may be allowed at the time of opening

The successful tenderer should execute an
agreement in the prescribed format in a stamp
paper (worth ` 1:1000 ratio of contract value) after
furnishing 10% of the contract value towards
security deposit within prescribed time mentioned
in acceptance letter of the tender.

Sealed competitive tenders superscribing name of works are invited till 3 p. m. on 16-12-2019 by the undersigned
from approved certified experienced persons for the below mentioned work in the Aralam Wildlife Sanctuary for and on
behalf of Governor of Kerala. Tender forms can be had from the office of the undersigned till
1 p. m. on the date of tender on payment of its cost. The last date and time of receipt of tender in sealed cover is
3 p. m. on 16-12-2019. The tender will be opened at 3.30 p. m. in the presence of the tenderers present at that time.
In case the tender is not materialized due to unforeseen reasons, it will be conducted on 19-12-2019 at the same time and
place. If it is not materialized on 19-12-2019 the same would be conducted on 24-12-2019.
Name of Work with Approximate Estimate Amount—Repairing wireless and walkie talkies in Aralam Wildlife Range
during the year 2019-20—` 2,50,000.
EMD—` 6,250.
Cost of Tender form—` 500 + VAT.
Period of completion—2 months form the date of agreement.
The cost of tender forms will not be refunded. EMD will be accepted through DD taken from any of the
Nationalized/scheduled Bank duly pledged in favour of Wildlife Warden, Aralam Wildlife Division. The name of the work
should be superscribed on the sealed cover. A certificate of previous completed works as repairing of wireless and walkie
talkies and copy of licence should be attached along with the tender documents. Without these certificate the tender may
be rejected. All the conditions prevailing in Kerala Public Works Department will be applicable to this works also.
Tender forms are not transferable. Tender should be submitted along with a preliminary agreement signed and executed in
Stamp Paper worth ` 200. Incomplete and tender without prescribed EMD or tender received after the stipulated time are
liable to be rejected summarily. The undersigned reserves the right to reject the tender without assigning any
reason thereof.
